Source text - English The EU needs to allocate appropriate financial and human resources to implement its commitments on human rights. Good news: The European Parliament was valuable in ensuring adoption of financial instruments for external actions. Restructuring for the Lisbon Treaty provides a springboard for the European Parliament to push for more human and capital resources- devoted to human rights in delegations and member state capitals. Bad news: Currently the EU spends very little specifically on promotion and protection of human rights. For example, the EIDHR is very small at €125m per year and even where appropriate funds exist elsewhere, these are not used in a coherent way. Moving forward: There is a need for a longer-term approach on funding and greater transparency on how it is spent. The new European Parliament should play a strong role in monitoring and tracking expenditure of the EC budget. The new European Parliament should also monitor the development of the new External Action Service to ensure that it integrates human rights into EU external policy, and that staff size and quality resources are sufficient. This monitoring could include confirmation hearings for all major external relations positions. La restructuration nécessitée par le traité de Lisbonne offre au Parlement européen une occasion pour demander l’allocation de davantage de ressources humaines et financières pour les droits humains dans les délégations capitales des États membres. La mauvaise nouvelle : Les dépenses actuelles de l’UE spécifiquement dédiées à la promotion et protection des droits humains sont très limitées. Avec 125 millions d’euros par an, l’enveloppe de l’IEDDH est modeste, et même lorsque des financements appropriés existent, ils ne sont pas utilisés de manière cohérente. Pour aller de l’avant : Une vision à long terme est nécessaire en matière de financement, ainsi qu’une plus grande transparence des dépenses. Le nouveau Parlement européen devrait jouer un rôle important dans le contrôle du budget de la CE. Source text - English The Guide may also assist in other situations, such as: the preparations for States which are moving towards ratification or accession; good practice standards for Contracting States wishing to improve their existing procedures; and for authorities wishing to assess their need for additional resources or changes to legislation as compared to the recommended good practices in the Guide. The Guide could also help Central Authorities to eliminate obstacles to the operation of the Convention where divergent practices or procedures are creating difficulties. The Guide also contains a chapter on legal issues surrounding implementation which may be of particular interest to judges. The Guide draws on a number of sources to advocate good practices in intercountry adoption. The Convention itself and its Explanatory Report are the primary sources of what must be considered as mandatory good practices. In addition, the Recommendations of Special Commission meetings are presented as standards of internationally agreed good practices. The national practices (good and bad) of Contracting States are regularly reported to the Permanent Bureau or described in the professional literature, and may also be referred to in the Guide. Taken together, these sources permit the Permanent Bureau to present in the Guide a range of practices and procedures to follow or to avoid – depending on whether they will help to achieve the objects of the Convention, or undermine or circumvent its safeguards. Le guide pourra aussi permettre aux Autorités centrales d’éliminer les obstacles à l’application de la Convention dans les cas où des pratiques ou des procédures divergentes créent des difficultés. Le guide contient également un chapitre sur les questions juridiques liées à la mise en œuvre, chapitre auquel les juges sont susceptibles de porter un intérêt particulier. Le guide s’appuie sur des sources diverses pour promouvoir les bonnes pratiques en matière d’adoption internationale. La Convention elle-même et son rapport explicatif sont les sources premières qui doivent être considérées comme de bonnes pratiques obligatoires. De plus, les recommandations de la Commission spéciale y sont présentées comme autant de bonnes pratiques reconnues internationalement. Les pratiques nationales (bonnes et mauvaises) des États parties sont régulièrement rapportées au Bureau permanent ou décrites dans la littérature professionnelle et on pourra également y trouver des références dans ce guide. Ensemble, ces sources permettent au Bureau permanent de présenter dans ce guide une palette de pratiques et de procédures à suivre ou à éviter selon qu’elles aident à atteindre les objectifs de la Convention ou qu’elles réduisent ou contournent les protections qui y sont garanties.

	X Why did the menu change? The updates to the menu were made to make the site easy and more intuitive for visitors. Obviously, like any change, this may take a few days to get used to. The dropdown menus have been divided into two-dimensional panels with similar items grouped together under headings. This eliminates scrolling for those with smaller screens, and also improves readability. More information on the changes... Where is the "My ProZ.com" menu? Mouseover your name at the top of the screen. Here you will find information about your account, your email settings, and more. The "My ProZ.com" menu was moved up here to simplify the main navigation, and to keep all of this type of information together. I cannot find something If you are having trouble finding something with the new menu, please submit a support request.
