Issue Two: The experience of countries that allocate a certain fixed percentage of the State Budget to the judiciary (currently the judicial budget makes 0.40% of the State Budget; they are planning to request a fixed 0.80% from the State Budget.)
How many jurisdictions allocate a fixed percentage of the government’s overall budget to the judicial branch? I, and colleagues with whom I conferred, believe that almost none do in the United States. With respect to comparative international data, this is not an area in which I have done much systematic research. A recent check with colleagues suggests that it is not known how many countries, if any, might have this practice. We guess that very few in reality follow this practice.
