0ver the past several years, I have watched as ever tighter security restrictions have been set up in and around the building where I work in New York City. First came a redesign of the main entranceway to add a “man-trap,” two bullet- and explosion-proof glass and steel doors that form a chamber through which all visitors must pass. Next came the installation of “Jersey barriers,” heavy concrete emplacements on the sidewalk that form a perimeter through which a truck- or carbomber cannot easily penetrate. Then the windows of the building were laminated with a special plastic designed to keep glass from shattering in a blast. An electronic “sniffing” device was placed in the lobby to screen incoming mail for explosives. Video surveillance cameras were installed on the exterior of the building, and a professional security firm with uniformed guards was hired to monitor the cameras and to inspect the personal possessions of visitors. For a period of time, the New York City Police Department assigned a patrolman to guard the building’s front door.
The building is headquarters of a national Jewish organization. One block away is a large and beautiful synagogue, the oldest Jewish house of worship in continuous use in the city. This Moorish-style landmark is also now surrounded by jersey barriers, and congregants attending services on Saturdays and holidays are guarded by the police. The same is true of a great many synagogues and Jewish institutions throughout the New York area, across the United States, and around the world.

Successivamente, le finestre dell’edificio sono state laminate con una plastica speciale, progettata per impedire al vetro di frantumarsi dopo un’esplosione. Nell’ingresso è stato installato un sistema olfattivo elettronico, per controllare che la posta non contenga esplosivi. All’esterno dell’edificio sono state installate delle videocamere di sorveglianza, ed è stato assunto un istituto di vigilanza professionista: le guardie giurate si occupano del monitoraggio delle videocamere e dell’ispezione degli effetti personali dei visitatori. Per un certo periodo di tempo, il dipartimento di polizia di New York aveva assegnato un poliziotto alla sorveglianza della porta d’ingresso.
Nell’edificio si trova la sede centrale di un’organizzazione nazionale ebraica, ad un isolato di distanza si trova una bellissima grande sinagoga. È il luogo di culto ebraico più antico della città, e viene frequentata assiduamente. Ma anche questo punto di riferimento dallo stile moresco è circondato dalle barriere New Jersey, e gli osservanti vengono sorvegliati dalla polizia, mentre si recano ai riti sabbatici e festivi. Die Klimabelastungen durch das Verbrennen fossiler Energien nimmt ständig zu, immer mehr Forscher sehen einen direkten Zusammenhang zwischen den zunehmenden Naturkatastrophen wie den Überschwemmungen des vergangenen Jahres und der Klimaerwärmung. Die EU ist deshalb im Kyoto-Protokoll weitreichende Verpflichtungen zur Reduzierung des CO2-Ausstosses eingegangen. Neben dem sparsameren Energieverbrauch müssen deshalb zunehmend die erneuerbaren Energien genutzt werden.
Solarthermie, die Wärmegewinnung aus Sonnenenergie, spielt unter den erneuerbaren Energien eine besondere Rolle, da sie praktisch in jedem Haushalt eingesetzt werden kann. Solarthermieanlagen gibt es bereits überall in Europa, z.B. kleine und günstige Thermosyphonanlagen in Südeuropa, größere, hocheffiziente Anlagen, die zusätzlich zur Trinkwassererwärmung auch die Raumheizung unterstützen, in Mitteleuropa, und sehr große Anlagen, die in Nahwärmeversorgungssysteme in Nordeuropa einspeisen. Seit den Ölkrisen in den 70er Jahren wird die Sonnenstrahlung zur Wasser- oder Lufterwärmung genutzt. Heute gibt es eine international aktive Industrie, eine ausgereifte, hocheffiziente Technologie und eine Vielzahl attraktiver Produkte. Immer mehr Handwerker haben mittlerweile Erfahrungen mit solarthermischen Anlagen, Forschungsinstitute und Produzenten haben sich ein umfangreiches Know-how über die Solarthermie erworben.

In questa prospettiva, l’UE ha aderito agli obblighi previdenti del protocollo di Kyoto per la riduzione delle emissioni di CO2. Oltre ad un consumo energetico più responsabile, dovrà crescere il consumo delle fonti di energia rinnovabili.
Il solare termico, ovvero la produzione di calore tramite energia solare, gioca un ruolo fondamentale tra le energie rinnovabili, poiché è possibile introdurlo praticamente in ogni abitazione. Gli impianti solari termici si trovano già in tutta Europa, ad esempio i piccoli e convenienti termosifoni dell’Europa del sud, quelli più grandi e ad alta efficienza dell’Europa centrale, che oltre alla funzione caldaia permettono il riscaldamento della casa, ed impianti assai imponenti, che si immettono nei sistemi di fornitura locale di calore dell’Europa del nord. Sin dalla crisi petrolifera degli anni 70, l’irradiazione solare viene utilizzata per riscaldamento di acqua o aria. Oggigiorno è presente un’industria attiva a livello internazionale, una tecnologia matura e ad alta efficienza ed una pluralità di prodotti interessanti. Nel frattempo, sempre più tecnici hanno preso dimestichezza con gli impianti solari termici, gli istituti di ricerca e i produttori hanno acquisito un vasto know how sul solare termico.
