The Argentine electricity system is working with a limited reserve margin and unless investments
pick up, it will likely face growing imbalances. During the past few quarters, demand on behalf of
E.’s residential customers augmented more than 20.0% YoY. We deem the current trend to be nonsustainable
and its continuation could, under a worst-case scenario, result in an increase in energy
restrictions that could negatively affect utilities’ cash flows.
Investments are falling behind demand’s tepid growth rate. Between 2003 and 2006 electricity consumption
has grown at an average 6.6% rate, aided by economic recovery, the pesification of utility tariffs and gas
prices, making electricity an extremely cheap source of energy compared to liquid fuels. The total installed
generation capacity reaches 24,080 MW and the effective one reaches around 18,000 MW. There have
been no meaningful capacity expansions since 2001 and excess capacity has vanished. Electricity demand
has been growing vigorously in 2007. During the past winter, strong demand together with abnormally cold
weather and sub-optimal hydro conditions obliged the government to implement temporary restrictions to
some industries and to import electricity from Brazil at a marginal cost in excess of US$150 per MWh. The
forthcoming summer season will likely put the sector under strain again due to a combination of peaking
demand with no growth in supply. We are not expecting blackouts, but do not rule out temporarily energy
restrictions to industrial companies, should warm weather conditions persist for several days in a row.
For generators, the main opportunity seems to be associated with investments under the Energía Plus plan,
creating a market for “new energy” where prices would be significantly above spot values. The prospects
for electricity transmission and distribution utilities seem to be mainly associated to the approval of an
Integral Tariff Revision (ITR), where tariffs will be set based on a Regulatory Asset Base (RAB) and a rate
of Return on Assets.

El sistema de suministro de electricidad argentino está trabajando con un margen de reserva limitado y, a menos que las inversiones se incrementen, probablemente enfrentará desequilibrios crecientes. Durante el segundo trimestre de 2007 (2Q07A) la demanda de los clientes residenciales de E. aumentó más del 20,0% interanualmente. Consideramos que la tendencia actual no es sustentable y, de continuar, podría, en el peor escenario, resultar en un aumento en las restricciones de energía que podrían afectar negativamente los flujos de fondos de las usinas.
Las inversiones están quedándose detrás del tibio crecimiento de la tasa de demanda. Entre 2003 y 2006 el consumo de electricidad ha crecido a una tasa media del 6,6%, ayudada por la recuperación económica, la pesificación de los precios de las tarifas de electricidad y gas, haciendo de la electricidad una fuente de energía sumamente barata comparada con los combustibles líquidos. No ha habido expansiones significativas en la capacidad desde 2001 y el superávit de capacidad ha desaparecido. La demanda de electricidad ha crecido vigorosamente en 2007. Durante el último invierno, una fuerte demanda junto con un tiempo anormalmente frío y condiciones hídricas por debajo del óptimo obligaron a que el gobierno dispusiera restricciones temporales a algunas industrias y a importar electricidad desde Brasil a un costo marginal de más de US$ 150 el MWh. El verano venidero probablemente pondrá de nuevo al sector bajo tensión debido a la combinación de picos en la demanda sin crecimiento en el suministro. No estamos esperando cortes de energía pero no descartamos restricciones temporales de energía a las compañías industriales, de mantenerse durante varios días condiciones de tiempo cálido.
Para los generadores, la oportunidad principal parece estar asociada con las inversiones bajo el plan Energía Plus, creando un mercado para “la nueva energía” donde los precios estarían significativamente por encima de los precios spot. Las perspectivas para la transmisión de electricidad y las usinas de distribución parecen estar asociadas principalmente a la aprobación de una Revisión Íntegra de Tarifas (ITR), donde estas se definirían sobre una Base de Activos Regulados (RAB) y una tasa de Retorno sobre Activos.

En 1986, mientras ese grupo de productores festejaba su nueva producción, C. celebraba sus 50 años. Algunos de los funcionarios todavía recordaban de primera mano los días iniciales de la cooperativa; los que no, tenían igualmente claro lo que había pasado gracias a los relatos de los más veteranos. Todos sabían que en marzo de 1936, cuando se reunió aquel primer Directorio, casi nada invitaba a celebrar. Sobre los hombros de esos cinco hombres pesaba el destino de una cooperativa –la primera en el país con esas características- en la que la esperanza por el futuro no lograba hacer desaparecer la sombra de factores adversos que venían del pasado.
A comienzos de la década del 30, la cuenca lechera que abastecía a Montevideo sufría las consecuencias de una competencia feroz entre las usinas encargadas de pasteurizar e intermediar en la venta. Los afectados eran los propios consumidores, que apenas podían conseguir leche suficiente para satisfacer sus hogares, sobre todo en la época de invierno por la irregularidad productiva.
El problema se reflejaba agudamente en los tamberos, a quienes se les pagaban precios muy bajos por su leche e, incluso así, tenían dificultades para cobrar. Ya entonces la cultura de tambo estaba más que asentada entre miles de personas que trabajaban en el interior y la capital de Uruguay. Por eso los productores decidieron juntar fuerzas para salir del pozo. “Vamos a juntarnos todos, vamos a dejar de competir entre nosotros, entre las industrias, vamos a hacer una cooperativa, una cooperativa fuerte que marque el rumbo de la lechería”, dijeron.

In 1986, while the group of producers rejoiced their new production, C. celebrated its 50th anniversary. Some of the employees still had first hand memories of the early days of the cooperative but those that did not, had just as clear an idea of what had occurred thanks to the stories the older members had told them. They all knew that in March 1936, when the first Board of Directors met, there was hardly anything worth celebrating. The fate of the cooperative lay in the hands of those five men. It was the first cooperative in the country with such characteristics, in which the hope of a future could not wipe out the adverse factors that haunted the past.
At the beginning of the 30s, the milk producing area that supplied Montevideo suffered the consequences of aggressive competition between the factories in charge of pasteurizing the milk and those responsible for selling it. The worst affected were the consumers that could not satisfy their domestic demand, particularly in winter when production was unreliable.
The problem was even more greatly felt by the milk producers who were not only paid very low prices but also had difficulty collecting their money. The milking shed culture was already well established among thousands of people who worked in the provinces and in the capital of Uruguay. For that reason the producers decided to overcome problems by joining forces. “Let’s all join, let’s stop competing against each other, against the industries, let’s form a cooperative; a strong cooperative that will pave the direction of the dairy”, they said.
