The Coordinator shall ensure that the legal entities identified in Article I.1.2 complete the formalities for them to accede to the contract at the latest 30 calendar days after the entry into force of the contract. The Coordinator shall send to the XXX one of the three duly completed and signed originals of Form A (set out in Annex II), which shall be obtained from each of the Contractors identified in Article I.1.2. The two remaining signed originals shall be kept by the Coordinator concerned and be made available for consultation at the request of any other Contractor(s).
Should any legal entity identified in Article I.1.2 fail or refuse to accede to the contract within the deadline established in the previous paragraph, the XXX is no longer bound by its offer to contract with the said legal entity. The XXX reserves the right to terminate the contract in accordance with Article II.14.1 sub i, where any legal entity identified in Article I.1.2 does not accede to the contract in accordance with the provisions established by the XXX.
However, the Coordinator may propose appropriate solutions to the XXX to ensure the implementation of the activity including, where necessary, the accession to the contract of legal entities other than those identified in Article I.1.2.
In the case of termination, any advance payment provided to the Consortium in accordance with Article I.5.4 shall be returned in full to the XXX within 30 days of notification of the termination.

Grant of Rights.
SECTION 1.1 Co-Developer hereby grants to the Company, during the full term of the use of the Course and all renewals and extensions thereof, the right to market and sell the Course on the terms set forth in this Agreement.
SECTION 1.2 The Term of this Agreement shall be perpetual from date of publication of European Politics at the Website of the Company’s course delivery system known as Izio.
SECTION 2. Delivery of Course Materials; Alterations and Obligations of Co-Developer.
SECTION 2.1. Co-Developer shall deliver to the Company
materials related to a complete Course in content and form satisfactory to the Company.
SECTION 2.2. Co-Developer shall provide a Course Outline which shall include a Syllabus of the Course, a listing of required readings citing those texts and books which students are expected to purchase, statement of overall course goals, and the learning outcomes of each course section. The course will be assembled in Ten Sessions, and the Course Outline will include URL addresses to Weblinks that students may visit in the “Links” pages of the course delivery system; suitable discussion topics for each of ten sessions; complete tests and quizzes with answers, as well as an outline of all “Assessments” by which student progress is measured.
SECTION 2.3. On the terms listed in Section 4, Co-Developer shall provide and authorize use of, Co-Developer’s biographical sketch for evaluation by outside evaluators.
SECTION 2.4. Co-Developer shall teach the Course according to the terms in
Section 3.

1. Introduction
In commemoration of the downfall of Dergue regime Ethiopians are celebrating the day, May 28 of every year, since 1991. The 13th anniversary of 2004 is observed with reflection of achievements on the road to establishing democracy, peace and stability, and most of all the pursuit towards alleviating poverty.
In the period prior to 28 May 1991, Ethiopia was a country where political oppression and economic backwardness prevailed under the rules of archaic monarchy and brutal dictatorship. It is still fresh in the minds of each of us what particularly took place during the years from 1974 to 1991 under the Dergue regime. This period witnessed the perpetration by this regime of crime against humanity, genocide, terror and all sorts of atrocities on the Ethiopian people. After their total defeat, criminal trials of the Dergue’s culprits have been pursued for over a decade with the view of bringing justice to the victims of their heinous crimes and for safeguarding successive generations from similar oppression and dehumanizing activities by future Governments.
2. Transition Period
The triumph over the Dergue was achieved under the leadership of the Ethiopian Peoples Revolutionary Democratic Front (EPRDF), through arduous struggle, with full support of citizens. Upon assuming power, EPRDF convened a General Conference in July 1991 of all democratic forces who had participated in the struggle against the Dergue regime for over 17 years. The Conference concluded by adopting a National Charter which served as a base for governing the country during the transitional period from 1991 to 1994. The Charter established the structure of a transitional government led by a president and has provided a legal framework in the protection of human rights in accordance with the principles and instruments of the Universal Declaration of Human Rights. The Charter also established a Council of Peoples' Representatives comprising 87 members as the legislative body of the nation. Two other outstanding undertakings were taken to ensure the democratic rights of the Ethiopian Nations, Nationalities and Peoples as enshrined in the Charter. The first was empowering the Regional administration of the country to exercise the right to self-administration and to manage their own affairs. To this end, Regional elections were held on transparent and fair bases where EPRDF emerged victorious over opposing political parties with absolute majority in all Regions.
The second undertaking was the adoption, in 1994, of a new Federal Constitution by a Constitutional Assembly with overwhelming popular participation. The new Constitution transformed the country into a Federal State and declared that from then on the country became to be known the Federal Democratic Republic of Ethiopia comprising nine Regional States.

Il 13° anniversario, che cadrà nel 2004, viene considerato un momento di riflessione sui successi conseguiti lungo la via che conduce alla democrazia, alla pace e stabilità, e, soprattutto, alla riduzione della povertà.
Nel periodo precedente al 28 maggio 1991, l’Etiopia era un paese in cui l’oppressione politica e l’arretratezza economica dominavano un contesto in cui regnava una monarchia arcaica ed un regime dittatoriale che si è macchiato di atti brutali. Abbiamo ancora tutti davanti agli occhi ciò che è avvenuto soprattutto nel periodo che va dal 1974 al 1991, sotto la dittatura del Dergue. Questo lasso di tempo è stato caratterizzato dalla perpetrazione di crimini contro l’umanità, dal genocidio, da terrore e da ogni tipo di atrocità commessa ai danni del popolo etiope. A seguito della totale disfatta del regime del Dergue, sono stati portati avanti processi penali nei confronti dei suoi sostenitori, per oltre un decennio, allo scopo di fare giustizia per tutti coloro che sono stati vittima dei loro efferati crimini e di proteggere le generazioni di domani da simili forme di oppressione e da attività lesive della persona umana ad opera di governi futuri.
2. Periodo di transizione
Il trionfo riportato nei confronti del regime del Dergue è stato ottenuto sotto la leadership del Fronte Democratico Rivoluzionario Popolare Etiope (EPRDF), grazie ad un’ardua lotta che ha avuto il pieno sostegno dei cittadini. Una volta salito al potere, l’EPRDF indisse una Conferenza Generale nel luglio del 1991, invitando tutte le forze democratiche che avevano preso parte alla lotta contro il regime del Dergue per oltre 17 anni. La Conferenza si concluse con l’adozione di uno Statuto Nazionale, che servì come base per governare il paese durante il periodo di transizione che andò dal 1991 al 1994. Lo Statuto stabilì la struttura di un governo transitorio, guidato da un presidente, e fornì un contesto legale per la protezione dei diritti umani, in conformità con i principi e gli strumenti della Dichiarazione Universale dei Diritti dell’Uomo. Ai sensi dello Statuto, si diede vita ad un Consiglio di Rappresentanti del Popolo, composto da 87 membri, che fungeva da organo legislativo della nazione. Furono, altresì, presi due impegni di grande rilievo per assicurare i diritti democratici delle Nazioni, Nazionalità e dei Popoli etiopi, proprio come viene sancito dallo Statuto. Il primo impegno consiste nella concessione di poteri alle amministrazioni regionali del paese, in questo modo, esse possono esercitare il diritto all’autoamministrazione e gestire da sole i propri affari. A tal fine, sono state tenute delle elezioni regionali, in modo trasparente e corretto, da cui l’EPRDF è emerso vittorioso, ottenendo la maggioranza assoluta in tutte le regioni, contro partiti politici di opposti schieramenti.
La seconda impresa è stata l’adozione di una nuova Costituzione Federale, approvata, nel 1994, da un’Assemblea Costituzionale che ha visto una massiccia partecipazione popolare. La nuova Costituzione ha trasformato il paese in uno Stato Federale ed ha sancito che il paese dovesse essere conosciuto come Repubblica Democratica Federale dell’Etiopia, composta da nove Stati Regionali.
