Entering March 2007, oil prices rebounded to stay above the US$50/b level due to diverse factors, namely a pledge by the OPEC producers to abide by a slash of the output as had been agreed upon, prevailing geopolitical tensions and the low figures of gasoline inventory in USA ahead of peak summer driving demand. Moreover, instability in Nigeria pushed market observers to track news from Royal Dutch Shell as major oil spill in a production facility in southern Nigeria had reduced output by 187,000b/d. It is worth mentioning that Shell Nigeria -accounting for around half of the county’s daily output- was already losing some 477,000 barrels because of the unrest in the Niger Delta. Another main reason for soaring prices could be the delays and cancellation of major oil investment projects such as the construction of a new refinery or the cancellation of gas to liquid project in Qatar. On another front, the increasing concerns over tensions in the Middle East regarding the Iranian nuclear profile added more market risks. Thus oil prices rose above US$62/b to a three month high after Iran seized 15 British navy personnel, raising concerns about renewed tensions between the fourth largest oil exporter and the West. In a related development, the UN Security Council slapped new sanctions on Iran over its suspect nuclear program. Looking forward, OPEC noted that there is no need for an emergency meeting to discuss a possible output cut. OPEC’s oil ministers maintained the organization’s production ceiling at the same level of 25.8mn b/d during their 144th regular meeting held in Vienna during the month of March. The decision was welcomed by most oil ministers that affirmed to monitor market developments to ensure oil market stability and take further actions to stabilize the market if needed. | Translation - Arabic
و مع بداية شهر مارس من العام 2007، تعافت أسعار النفط لتستقر فوق مستوى 50 دولارا للبرميل؛ نظرا لعوامل مختلفة و هي تعهُّد منتجو الأوبك بالالتزام بخفض الإنتاج وفقا لما تم الاتفاق عليه، و التوتر الجغرافي السياسي السائد في المنطقة، و انخفاض مخزون الولايات المتحَّدة الأمريكية من الجازولين قبل وصول الطلب إلى ذروته في فصل الصيف. علاوة على ذلك، دفعت حالة عدم الاستقرار في نيجيريا مراقبي السوق إلى متابعة أنباء شركة رويال داتش إثر حدوث تسرب نفطي كبير من أحد خطوط الأنابيب التابعة للشركة في جنوب نيجيريا أدّى إلى خفض الإنتاج بمقدار 187 ألف برميل يوميا. و جدير بالذكر أن شل نيجيريا - التي تستحوذ على قرابة نصف الإنتاج اليومي للبلاد من النفط- كانت قد خسرت بالفعل نحو 477 ألف برميل من النفط جراء تصاعد الاضطرابات في دلتا النيجر. و ثمة سبب رئيسي آخر لارتفاع أسعار النفط، هو إرجاء تنفيذ المشاريع الاستثمارية النفطية الكبرى أو إلغائها مثل بناء إحدى المصافي الجديدة أو إلغاء مشروع تسييل الغاز في قطر. و على صعيد آخر، أثار القلق المتزايد بشأن التوتُّر في الشرق الأوسط فيما يتعلّق بالملف النووي الإيرانيِ المزيد من المخاطر في السوق. و نتيجة لذلك، ارتفعت أسعار النفط فوق مستوى 62 دولارا للبرميل مسجّلة أعلى ارتفاع لها في ثلاثة شهور عقب قيام إيران باحتجاز 15 بحارا بريطانيا ، مما عزز المخاوف من تجدّد التوُّترات بين رابع أكبر الدول المُصدِّرة للنفط و الغرب. وفى تطوّّر ذي صلة ، فرض مجلس الأمن التابع للأمم المتحدة عقوبات جديدة على إيران بسبب برنامجها النووي المُثير للشبهات. و بالمضي قدماً، أشارت منظمة الأوبك إلى عدم وجود داع الآن لعقد اجتماع طارئ لبحث إمكانية خفض الإنتاج . و في الاجتماع الـ 144 لوزراء النفط الأعضاء في منظمة البلدان المُصّدرة للنفط – الأوبك، و الذي انعقد في فيينا خلال شهر مارس الماضي، قرّر الوزراء الإبقاء على سقف الإنتاج الحالي و البالغ 25.8 مليون برميل يوميا. هذا و قد رحّب معظم الوزراء بهذا القرار كما أكّدوا على ضرورة مراقبة تطوّرات السوق النفطي لضمان استقراره و اتخاذ المزيد من التدابير لتحقيق الاستقرار في السوق إذا ما دعت الحاجة إلى ذلك. |
