The continued expansion of the geographical horizon up to P renders the assumption of a 40 day long rain as the cause of a flood that covers even the Armenian mountains impossible. With the increased requirements the expansion of the horizon implies for the flood in terms of height and scope, an intensification in the shape of its origin becomes necessary. And so by the time the tradition as reached P, the me hammabbūl of J has been replaced by the mabbūl itself. This immense catastrophe of gigantic proportions is only conceivable if all the water that exists in the heavens above is poured out over the earth. There is such a yawning gap between the holiness of God and the unworthiness of mankind (cf. Leviticus 117:1 ff) that human beings would have to die if they saw God (cf. Exodus 19:21; Leviticus 16:2, Numbers 4:20) or merely heard him (Exodus 20:19; Deuteronomy 5:24-26; cf. 18:16). Therefore, Moses (Exodus 3:6), Elijah (1 Kings 19:13) and even the Seraphs (Isaiah 6:2) cover their faces before Yahweh. Those who keep their lives after they have seen God are gratefully surprised (Genesis 32:31; Deuteronomy 5:24) or experience religious fear and trembling (Judges 6:22-23; 13:22; Isaiah 6:5). It is rare that God grants such grace (Exodus 24:11) such as he grants Moses and his friend (Exodus 33:11; Numbers 12:7-8; Deuteronomy 34:10) and Elijah (1 Kings 19:11 f). Both become witnesses of the transfiguration of Christ, the theophany of the new covenant (Matthew 17:3b) and will be seen as the major representatives of a mystical vision of God (together with Paul in 2 Corinthians 12:1f). In the new covenant God’s majesty is revealed in Jesus (John 1:14; 11:40), but none has seen the Father but Jesus the son (John 1:18’ 6:46; 1 John 4:12). 2 Agreement Type
2.1 Commercial Contracts
In order to establish the criteria that this document covers examples have been listed below.
1 The “Customer Head Office” is either the manufacturer of a specific brand or the main head quarters of the brand which is being incorporated into the international agreement. When this refers to a manufacturer the contract and distribution rights will apply to a particular brand or brands.
For example, if a manufacturer based in the UK has six brands of XXX products then the International Agreement would only extend to one or two of the brands and not the manufacturer. If the brands were manufactured in Spain, but the Manufacturer's head office was in the UK and the brand's head office was in Spain, then the Spanish distributor would be entitled to make the agreement.
If a holding company owns six manufacturers who in turn have a number of branded products the International Agreement would only extend to the branded product and not the manufacturer or the holding company, again with the distributor who is in the country of the brand's head office being able to make the contract.
2 The “Local Distributor” is the distributor in whose territory the “Customer Head Office” is located in. For example if the Head Office is in London the local distributor would be Planit XXX. If the Head Office is in Paris the local distributor would be XXX.
The nature of agreements that are covered by this arrangement are listed below.
The Local Distributor makes an agreement with the Customer Head Office and the Customer Head Office enters into a contract that includes of the following two criteria.
1 The Customer Head Office will purchase the XXX licences directly and then supply the licences to all of the resellers in other distribution territories.
2 The Customer Head Office will impose a mandatory purchase on all of their resellers to buy a XXX licence(s).
Pleas note that the Customer Head Office may choose to exclude some of their smaller dealers from the supply or mandatory purchase of licences. This will need to be agreed with XXX before the contract is signed and agreements made.
The local distributor must also ensure that the following technical areas have a fully agreed supply and commercial process.
1 Catalogue creation and maintenance
o Initial Creation – A contract for the creation of the catalogue.
o Regional Differences – If the product differs in different countries how will this be implemented.
o Translations – If the catalogue requires translation how will this be achieved? If the distributors in other territories will facilitate this, what and how will this be charged?
o Remedial Process – The catalogue remedial process must be consistent with the IPDS process.
2 Technical Support and Training
o Who will be supplying the helpline facility within the different territories? This could be provided from a central point or by each distributor.
o Training – will this be provided by the “Customer Head Office” or the different territory distributors?
o The cost for the support and training if provided locally will be at the distributor's standard rate.
3 Version Control
o An agreement must be made with the Customer Head Office to establish whether the Head Office will dictate when the Planit versions will be upgraded for the users or whether this should be achieved on a distributor by distributor basis.
4 Special Functionality
o Each solution may contain bespoke functionality that is achieved through scripting or third party software. The Local Distributor must ensure that this solution can be deployed within all the territories, this will include: -

o Wer betreibt die Helpline in den verschiedenen Gebieten? Dies kann entweder von einer zentralen Stelle aus geschehen, oder durch jeden einzelnen Distributor.
o Ausbildung – erfolgt diese durch die „Kundenzentrale” oder die verschiedenen Gebiets-Distributoren?

Quality, Standards and Norms
Key to the Future of Renewable Energy
It is widely realized that the large scale utilization of Renewable Energy (RE) is extremely important for the future. This is for several reasons:- to eliminate dependence on fossil fuels and atomic energy; to slow and ultimately stop global warming; and it is considered vital to raising the living standard of people in developing countries, where two billion are without even the hope of an electricity supply. RE generation sources include hydro, wind, bio, geothermal, solar {thermal and Photovoltaics (PV)} and, in some respects. hydrogen and fuel cells. Some types of RE generating systems, such as the hydro, wind, bio and geothermal have been used for a long time for various small applications but all of the RE systems, except hydro, recently emerged as a field for research, technology, manufacturing and a global new RE industry is growing. The utilization of RE Sources to supplement or maybe even replace the traditional energy sources is strongly promoted politically and also supported by the public. Furthermore, it is on the agenda of supranational organizations, among them The UN, The World Bank and The World Council for Renewable Energy (WCRE). As a result, globally, the utilization of RE sources is growing very rapidly.
It became evident that the success of RE hinges not only on technology and production costs, but also on the quality and reliability of the systems installed. It is a well established fact that today’s technology for biomass, geothermal, photovoltaics (PV), solar hot water heaters and wind turbines is sufficiently good to assure the production and installation of systems with good performance and durability. It is, however, unfortunate that quality problems were experienced in all of these RE systems. There were not only inconsistencies in product quality, but also in installation and maintenance. Unlike other industries, the RE cannot afford malfunctions, because RE has numerous extremely well financed vocal opponents who will undoubtedly exploit any failures in quality, to try to discredit the entire field. Without establishing high quality RE products and systems globally, the future of RE will be questionable.
The quality problem was exemplified by the solar hot water heater programme in Florida (USA). About 18 years ago, in the US, a tax credit for the installation of solar hot water heaters was introduced. The demand was very high and as the technology is relatively simple, it attracted many companies to produce solar hot water heaters. A large number of hot water heaters were installed in Florida and a large numbers of them failed. The failure was caused by incompetent design and installation, and repair was left to inexperienced plumbers. This resulted in a large number of dissatisfied customers, who had to remove the system from their roofs.
After this fiasco, both the solar hot water heater industry and The State of Florida established control over the quality of the product, installation and maintenance. As a result the newly installed systems are very reliable and many states in the USA have adopted the same programme. The quality problem for solar hot water heaters was also solved in several other countries (Austria, Germany and Switzerland, for example) with the establishment of standards, testing and licensing, but many countries are still “wild west” territory for solar hot water heaters.
In the case of other RE systems, it is also evident that in order to assure customer satisfaction, it is necessary to have certification of products, installation and proper maintenance. However, the regional and national structure, being developed for the solar hot water heaters would be detrimental to other RE systems. As an example, let us take the case of PV.
Such structures would be certainly detrimental to PV, because PV is not a regional, but a very fast expanding global business. Products and systems are manufactured and/or assembled in many countries and manufacturers distribute their products worldwide. Some of them are large, but the majority are medium and small manufacturers and assemblers. An estimate of the worldwide number of organizations involved in PV - manufacturers, assemblers, distributors and installers - would be in the thousands.
The commercial aspect of quality in PV is also a complicated issue, because compared to solar hot water heaters, the utilization of PV covers an extremely wide spectrum, in terms of size,from several MW down to a few watts; application to feed electricity into the grid; independent small home systems (SHS). There are many more applications, such as telecommunication, water pumping and corrosion protection. With this global reach and complexity, the issue of quality is a difficult problem.
Unfortunately, a number of failures and incorrect labels have been documented in a number of applications, but especially in small home systems. The danger for the PV industry is that these inconsistencies in quality – as were experienced with the solar water heaters in Florida - could jeopardize the credibility of both the industry, and the technology itself . If no action is taken by the global PV industry, each country or region would introduce its own PV standards and certification system, which would become a trade barrier and make the cost of PV systems prohibitively expensive.
The PV community, including National and Regional PV industry associations - supported by lending and donor institutions such as The World Bank, UNDP, NGOs, amongst others, realized the danger and decided to form a global programme to remedy the situation. In 1997 the Global Approval Programme for PV (PV GAP) a not for profit organization, registered in Switzerland, was established .
The purpose of PV GAP was to establish a system that would easily distinguish a product with proven good quality from one of unknown quality. For a product to have listed on it all the applicable standards and certificates from multiple testing organizations is a confusing mess. Based on successful programmes in other industries, PV GAP established a PV Quality Seal for PV systems and a PV Quality Mark for PV components. The PV GAP license, as the mark or seal for PV manufacturers’ products, verifies that they have been certified by a global certification programme, utilizing the following four fundamental and globally uniform requirements:
• The manufacturer shall possess current certification, with relevant scope, to a Quality Management System standard (e.g. ISO 9001:2000) for the manufacturing site
• The products shall have a valid test report and test certificate from an accepted testing laboratory that the product was tested according to a harmonized IEC Standard, an IEC Publicly Available Specification or a PV GAP Recommended Specification
• The standardized and publicly available requirements for periodic re-testing and also for re-testing for declared changes to the product are published
• Auditing and factory inspection are administered according to a uniform global auditing and inspection rule.
The global certification system used for PV is the International Electrotechnical Commission’s worldwide System for Conformity Testing and Certification of Electrical Equipment (IECEE) .
This PV GAP PV quality programme is now in operation and proving to be successful. Several manufacturers have already been licensed to display the PV GAP PV Quality Mark on their products.
This programme is also found very useful for organizations such as the World Bank , which is utilizing it to simplify the global procurement procedure and also to assure that quality PV products are purchased.
The implementation of the global quality process for all of the other RE systems has to be initiated. If not started now, quality problems could brake the future success of RE systems. It is very fortunate that the PV industry recognised the importance of the issue of a global quality certificate and took steps to rectify the situation, by establishing the PV GAP. PV GAP has developed and refined its operation during the past 7 years and it could become the prototype for a Global Approval Programme for Renewable Energy (RE GAP).

Es wird weithin anerkannt, dass der großflächige Einsatz von erneuerbaren Energien (EE) für die Zukunft von äußerster Wichtigkeit ist, und zwar aus mehreren Gründen: Zum Beenden der Abhängigkeit von fossilen Brennstoffen und der Kernenergie, zur Verlangsamung und letztendlichem Anhalten der Erderwärmung, und weil es als unbedingt notwendig erachtet wird, den Lebensstandard der Menschen in den Entwicklungsländern zu erhöhen, in denen 2 Milliarden Menschen nicht einmal die Hoffnung auf Stromversorgung haben. Zu den erneuerbaren Stromquellen gehören Wasserkraft, Wind, Biomasse, die Geothermik, Solarenergie, sowohl thermische als auch die Photovoltaik (PV), und zu einem gewissem Grad auch Wasserstoff und Brennstoffzellen. Einige Arten von EE-Erzeugungssystemen, so wie Wasserkraft, Wind, Biomasse und Geothermik werden seit langer Zeit für verschiedene kleine Anwendungen benutzt, aber alle EE-Systeme, mit Ausnahme der Wasserkraft, entwickelten sich vor Kurzem zu einem Bereich für die Forschung, die Technologie sowie die Herstellung - eine weltweite neue EE-Branche ist im Entstehen begriffen. Die Nutzung von erneuerbaren Energieträgern zur Ergänzung oder vielleicht sogar als Ersatz herkömmlicher Energiequellen wird politisch stark gefördert und auch von der Öffentlichkeit unterstützt. Das Thema steht außerdem auf der Tagesordnung von übernationalen Organisationen, darunter den Vereinten Nationen, der Weltbank und dem Weltrat für erneuerbare Energien (WCRE). Das Ergebnis davon ist das steil ansteigende, fast weltweite Wachstum der Nutzung erneuerbarer Energieträger.
Es wurde offensichtlich, dass der Erfolg der EE nicht nur von der Technologie und deren Produktionskosten abhängt, sondern auf von der Qualität und Verlässlichkeit der installierten Systemen. Es ist eine wohlbekannte Tatsache, dass die heutigen Technologien für Biomasse, Geothermik, Photovoltaik (PV), solare Wassererwärmer und Windturbinen gut genug sind, um die Herstellung und Installation von leistungsstarken und haltbaren Systemen zu sichern. Leider ist es aber so, dass bei allen EE-Systemen auch Qualitätsprobleme auftraten. Es ging dabei nicht nur um inkonsistente Qualität bei den Produkten, sondern auch bei der Installation und Wartung. Im Gegensatz zu anderen Industrien, können sich die EE keine Fehlfunktionen leisten, da die EE viele, mit bedeutenden Finanzmitteln ausgestattete, lautstarke Gegner hat, die zweifellos jegliche Qualitätsmängel ausnutzen werden, um so zu versuchen, die gesamte Branche in Verruf zu bringen. Ohne die Schaffung hochwertiger EE-Produkte und Systeme weltweit, ist die gesamte Zukunft der erneuerbaren Energien in Frage gestellt.
Das Qualitätsproblem lässt sich am Beispiel des solaren Wassererwärmerprogramms in Florida, USA, veranschaulichen. Vor etwa 18 Jahren wurden in den USA Steuergutschriften für die Installation von solaren Wassererwärmern eingeführt. Die Nachfrage war sehr groß, und da die Technik relativ einfach ist, begannen viele Firmen solare Wassererwärmer zu produzieren. Eine große Anzahl von Wassererwärmern wurde in Florida installiert, und eine große Anzahl von ihnen versagte. Das Versagen lag an inkompetentem Design und Installation, die Reparaturen wurden unerfahrenen Klempnern überlassen. All dies führte zu einer Vielzahl von unzufriedenen Kunden, die die Systeme wieder von ihren Dächern entfernen mussten.
Nach diesem Fiasko übernahmen sowohl die solare Wassererwärmerbranche als auch der Staat Florida die Kontrolle über die Qualität des Produkts, sowie seine Installation und Wartung. Die seitdem installierten Systeme sind daher sehr verlässlich und viele andere amerikanische Bundesstaaten richteten das gleiche Programm ein. Das Qualitätsprogramm mit solaren Wassererwärmern wurde auch in verschiedenen anderen Ländern, darunter Österreich, Deutschland und der Schweiz, durch die Einführung von Normen, Testverfahren und Genehmigungen gelöst. Viele andere Länder sind allerdings, was solare Wassererwärmer angeht, immer noch „der Wilde Westen”.
Auch bei den anderen EE-Systemen ist es offensichtlich, dass die Zufriedenheit der Kunden nur durch die Zertifizierung von Produkten, Installation und angemessener Wartung gewährleistet werden kann. Die regionalen und nationalen Strukturen, die für die solaren Wassererwärmer entwickelt wurden, wären anderen EE-Systemen jedoch nicht zuträglich. Lassen Sie uns zur Erläuterung die Photovoltaik näher betrachten.
Solche Strukturen wären für die PV mit Sicherheit nachteilig, da es sich bei der PV nicht um ein regionales, sondern ein schnell expandierendes globales Geschäft handelt. Produkte werden in vielen Ländern hergestellt bzw. montiert, und Hersteller liefern ihre Produkte in die ganze Welt. Einige von ihnen sind groß, die Mehrzahl sind allerdings mittelgroße und kleine Hersteller und Monteure. Die weltweite Anzahl der an der PV beteiligten Organisationen, Hersteller, Monteure, Lieferanten und Installateure, geht in die Tausende.
Der kommerzielle Qualitätsaspekt der PV ist auch ein kompliziertes Thema, da im Vergleich zu solaren Wassererwärmern, die Anwendung von PV über ein äußerst breites Spektrum erfolgt, größenmäßig von mehreren MW bis hin zu nur einigen Watt, mit der Möglichkeit, Strom in das Stromnetz einzuspeisen. Außerdem gibt es die unabhängigen solaren Heimsystemen (SHS) noch viele weitere Anwendungen, so wie die Telekommunikation, Wasserpumpen und Korrosionsschutz. Auf Grund dieser globalen Reichweite und Komplexität ist die Qualität ein schwieriges Problem.
Leider wurden bei einer Reihe von Anwendungen eine Anzahl von Versagen und inkorrekte Etikettierung dokumentiert, insbesondere bei kleinen Heimsystemen. Die Gefahr für die PV-Branche liegt darin, dass diese Inkonsistenzen der Qualität, die ja auch bei den solaren Wassererwärmern in Florida aufgetreten waren, die Glaubwürdigkeit sowohl der Branche, als auch der Technologie an sich beeinträchtigen könnte . Wenn die globale PV-Branche nicht handelt, würde jedes Land bzw. jede Region ihre eigenen PV-Normen und Zertifizierungssystem einrichten, die sich zu Handelsbarrieren entwickeln, sowie die Kosten von PV-Systemen ins Unerschwingliche steigen lassen würden.
Die PV-Gemeinschaft, einschließlich nationaler und regionaler PV-Industrieverbände, unterstützt von Darlehen und Zuschüssen vergebenden Institutionen wie z.B der Weltbank, UNDP, NROs und anderen, erkannten diese Gefahr und beschlossen die Einrichtung eines weltweiten Programms zur Schaffung von Abhilfe. 1997 wurde das Global Approval Programme for PV (PV GAP) [das weltweite Prüfprogramm für Photovoltaiksysteme], eine Non Profit Organisation mit Sitz in der Schweiz, eingerichtet .
Das Ziel des PV GAP war die Schaffung eines Systems, das Produkte von nachweislich guter Qualität leicht von Produkten mit unbestimmter Qualität unterscheiden konnte. Das Auflisten aller nötigen Normen und Zertifikate von mehreren Prüfungsorganisationen auf einem Produkt ist ein heilloses Durcheinander. Mit Hinblick auf erfolgreiche Programme in anderen Industriebereichen entwickelte PV GAP ein PV Gütesiegel für PV-Systeme und eine PV-Qualitätszeichen für PV-Einzelteile. Die PPV GAP-Genehmigung ist das Zeichen bzw. Siegel für die Produkte eines PV-Herstellers, die nachweist, dass sie Anforderungen von einem globalen Zertifizierungsprogramm bescheinigt wurden:
• Der Hersteller muss in Besitz eines gültigen Zertifikats sein, dessen relevanter Inhalt und Umfang bestätigt, dass die Fertigungsstätte einer Norm für Qualitätsmanagementsysteme, z.B. ISO 9001:2000, entspricht.
• Das Produkt benötigt einen gültigen Prüfbericht und ein Prüfzertifikat von einem anerkannten Prüflabor, die nachweisen, dass es nach einer harmonisierten IEC-Norm, einer IEC Publicly Available Specification [einer öffentlich zugänglichen Anforderungsnorm] bzw. einer PV GAP Recommended Specification [einer empfohlenen Anforderungsnorm] getested wurde.
• Die standardisierten und der Öffentlichkeit zugänglichen Anforderungen bezüglich periodischer Nachprüfungen, sowie bei Nachprüfungen für erklärter Produktänderungen, werden veröffentlicht.
• Prüfungen und Inspektionen der Fabriken werden gemäß einheitlicher, globaler Prüfungs- und Inspektionsregeln durchgeführt.
Das globale Zertifizierungssystem für PV ist das weltweite „System for Conformity Testing and Certification of Electrical Equipment der International Electrotechnical Commission“ (IECEE) [das System für Konformitätsprüfungen und die Zertifizierung von elektrotechnischen Erzeugnissen].
Dieses PV GAP PV-Qualitätsprogramm ist nun in Betrieb und erweist sich bereits als erfolgreich. Mehrere Hersteller erhielten bereits die Genehmigung zur Ausweisung des PV GAP PV-Gütezeichens auf ihren Produkten.
Auch Organisationen wie die Weltbank haben die Nützlichkeit des Programms erkannt , wobei die Weltbank es zur Vereinfachung der weltweiten Beschaffungsverfahren anwendet, sowie um sicherzustellen, dass hochwertige PV-Produkte gekauft werden.
Die Umsetzung eines weltweiten Qualitätsverfahrens für alle anderen EE-Systeme ist in Angriff zu nehmen. Wenn dies nicht jetzt geschieht, können Qualitätsprobleme den zukünftigen Erfolg von EE-Systemen bremsen. Es ist äußerst günstig, dass die PV-Branche die Bedeutung globaler Qualitätszertifikate erkannte, und Schritte unternahm, durch die Einrichtung des PV GAP diese Situation in den Griff zu bekommen. Im Laufe der vergangenen sieben Jahre wurde PV GAP weiter entwickelt und verfeinert seine Tätigkeiten. Es könnte nun zum Prototypen eines weltweiten Prüfprogramms für erneuerbare Energien (RE GAP) werden.
