On définit la stabilisation comme la phase d’une opération, qui, faisant suite à une phase initiale d’intervention voire à un simple déploiement, vise, dans un délai aussi court que possible, à créer les conditions de la normalisation notamment dans le domaine de la sécurité, et à transférer progressivement l’ensemble des responsabilités exercées par la force à une autorité reconnue .
