المكتبات(Libraries)
إن خدمة المكتبة مجانية والعاملين فيها سيقدمون لك المساعدة لأي أسئلة تطرحها عليهم. المكتبات المتواجدة في نيوكاسل و خدمة المعلومات(Newcastle Libraries and Information Service) لهم فروع عبر المدينة وجميعهم يمكنهم تقديم خدمات متعددة المجالات تشمل خدمة الإنترنيت المجانية لدى كافة مكتبات المدينة ومعلومات أخرى متوفرة تتضمن مايلي:

التسهيلات الترفيهية(Leisure Facilities)

المراكز الترفيهية والرياضية وأحواض السباحة
(Sports and leisure centres and swimming pools)
لدى مجلس بلدية نيوكاسل(Newcastle City Council) عدد من المراكز الترفيهية والرياضية وأحواض السباحة التي تسمح لك بممارسة الرياضة بأسعار مقبولة وفرص الإستجمام. الرجاء أن تسأل الموظف الداعم لك عن مكان المراكز الترفيهية المحلية أو القريبة منك.
بطاقة الحسم بالمدينة(City card)
هي بطاقة تسمح لك بإستعمال الخدمات الترفيهية في نيوكاسل بأسعار منخفضة، ويتضمن ذلك تخفيضات على بعض التسهيلات الترفيهية التي لا تدار من قبل مجلس البلدية، مثل متحف هانكوك(Hancock Museum) وصالة تاين سايد للسينما(Tyneside Cinema) . وبما أنك طالب اللجوء فسيؤهلك ذلك بالحصول على بطاقة الحسم بالمدينة والتي تسمح لك بالتخفيضات لنسبة %70 على كافة خدمات الترفيه بالمدينة. لتقديم طلب للحصول على بطاقة الحسم بالمدينة، راجع الكراسة وطلب الإستمارة المرفقة بهذه الحزمة وإبحث تفاصيل ذلك مع الموظف الداعم لك.
المشورة القانونية(Legal advice)
يجب أن يكن لديك محامي في الفترة التي يتم خلالها دراسة طلبك باللجوء، حيث يقدم لك المساعدة بمسائل اللجوء والهجرة. وسيجد الموظف الداعم لك محام لديه الخبرة بقوانين اللجوء. ويمكن للمحامي أن يعلمك بمقدار المشورة القانونية المجانية التي يمكنك الحصول عليها، و يمكنك أيضاً الحصول على المساعدة والإستشارة المجانية من مكتب نصائح المواطنين المحلي(كاب)(Citizens Advice Bureau((CAB) .
يمكن لمكتب نصائح المواطنين أن يقدم لك النصيحة، المعلومات ويساعدك تقريباً في أية مشكلة قد تواجهها متضمناً ذلك النصيحة حول السكن، وعن المسائل القانونية و دعم ناس(المكتب الوطني لإعانة اللاجئين)(National Asylum support Services) .

وأيضاً يقدم مكتب خدمات لاجئي شمال إنكلترا (نيرس) (NERS) النصيحة المجانية التي تعامل بسرية تامة لطالبي اللجوء بما في ذلك المشورة القانونية. راجع قسم نقطة تقديم الخدمة(صفحة رقم 5).
الصحة(Health)
كونك طالب للجوء فيحق لك قانونياً أن تحصل على خدمات طبية كاملة المقدمة من قبل خدمة الصحة الوطنية(إن إتش إس) (National Health Service(NHS)) مجاناً.
التسجيل لدى طبيب الصحة (Registering with a doctor)
سيساعدك الموظف الداعم لك لتسجل إسمك مع طبيب الصحة المحلي(راجع الكراسة المرفقة حول الصحة). في حال وجدت أية صعوبات للتسجيل مع طبيب الصحة فسيقدم الموظف الداعم لك المساعدة.
إن حددت موعداً مع طبيبك الصحي فيجب عليك الإلتزام بهذا الموعد( أو إذا أردت إلغاء الموعد للضرورة فإتصل بالمستوصف الصحي) .
أطباء الأسنان (Dentists)
ليس جميع أطباء الأسنان يتقبلون معالجة المرضى التابعين لخدمات الصحة الوطنية(إن إتش إس). إن وجدت صعوبات في إيجاد طبيب أسنان يقبل معالجة المرضى التابعين لخدمات الصحة الوطنية(إن إتش إس)، فيمكن للموظف الداعم لك أن يساعدك بذلك.
شهادة إتش سي 2 (HC2 Certificate)
لابد وأنه قد تم إعطاؤك شهادة الإتش سي 2 عندما حضرت إلى نيوكاسل، التي تسمح لك بالحصول على الخدمات الصحية المجانية. تحتاج لإحضار هذه الشهادة معك عندما تذهب لأي طبيب أسنان أو صيدلي أو النظاراتي أو عندما تريد أن تطالب بتكاليف المواصلات إلى ومن المستشفى. الرجاء الإحتفاظ بشهادة الإتش سي 2 الخاصة بك لأنها تؤهلك بالحصول على جميع المعالجات الصحية المقدمة من قبل خدمة الصحة الوطنية إن إتش إس(NHS) . تحتاج لتجديد هذه الشهادة كل ستة أشهر. يمكن للموظف الداعم لك أن يقوم بذلك.
إختبارات العيون(Eye tests)
أنت مؤهل لإجراء إختبارات للعيون مجاناً. إذا إحتجت لإجراء فحص لعيونك فأخبر الموظف الداعم لك عن ذلك، وتذكر أن تأخذ معك شهادة الإتش سي 2 عندما تذهب إلى النظاراتي. إن إحتجت لنظارات طبية فسيعطيك النظاراتي وصل من خدمة الصحة الوطنية الذي يمكنك إستعماله لدفع تكاليف النظارات أو العدسات الطبية، فإذا كانت تكلفة النظارات أكثر من قيمة الوصل فيجب عليك دفع الفرق من نفقتك الخاصة. يمكنك شراء النظارات أو العدسات الطبية من أي مكان متخصص بفحص العيون( يمكنك توفير النقود وذلك بالبحث عن أرخص الأسعار).
هاتف خدمة الصحة الوطنية المباشر – 0845 46 47
خدمة الهاتف هذه هي مجانية على مدار 24 ساعة. يمكن للشخص الذي تتحدث إليه أن يعطيك النصيحة الطبية العامة معتمداً ذلك على ما تقوله له/لها، أو يقول لك بمن تتصل إن لم يتمكنوا بمساعدتك أو يعتقدون بأنك بحاجة للعناية الطبية الفورية.
يوجد مترجم لطالبي اللجوء لذا أخبر الشخص الذي يرد على مكالمتك الهاتفية بحاجتك لذلك، الذي بدوره سيؤمن لك مترمجاً للتحدث معه. ستجد معلومات إضافية في حزمة الترحيب هذه.
المركز الصحي الذي لا يحتاج لتحديد موعد مسبق(Walk-in health centre)
هذه الخدمة التي لاتحتاج لتحديد موعد مسبق مفتوحة على مدار سبعة أيام في الأسبوع للأشخاص المصابين بأمراض وإصابات طفيفة مثل الجروح والرضوض، الحروق والحروقات بسائل حار أو بخار، السعال، الزكام، الشعور بالمرض والإسهال. خدمة الترجمة متوفرة خلال ساعات الدوام( من الساعة الثامنة صباحاً إلى الساعة الحادية عشر ليلاً). للحصول على معلومات إضافية، إتصل بالمركز الصحي الذي لا يحتاج لتحديد موعد مسبق ( المتواجد بجانب قسم الحوادث والطوارىء في المشفى العام بنيوكاسل)

ماذا يحدث بعد ذلك؟ (What happens next?)
القرارات بخصوص حق اللجوء (Asylum decisions)
ستقوم وزارة الداخلية(Home Office) بإتخاذ القرار بشأن قضيتك تبعاً للإتفاقية الصادرة بعام1951من منظمة الأمم المتحدة(United Nations(UN) الخاصة باللاجئين. وبعدها سيعلموك فيما إذا تم:
• منحك حق اللجوء؛
• منحك الإقامة في المملكة المتحدة(UK) على أساس حالة إستثنائية(ELR) ؛ أو
• رفض طلبك للجوء.
1 حالة اللجوء (Refugee status)
إن منحت حالة اللجوء في المملكة المتحدة ، وهذا أيضاً يعني بأنك قد منحت حق الإقامة الدائمة(ILR) ، بعبارة أخرى فلا يوجد عليك أي شروط مرتبطة ببقاءك في المملكة المتحدة(UK).
2 الإقامة الإستثنائية(ELR) – متعارف عليها الآن بالحماية الإنسانية
هذا تعبير عام يغطي كافة أمور طالبي اللجوء وهو السماح لهم بالبقاء على أساس حالة إستثنائية (ELR) .
إي إل أر يعني أن وزارة الداخلية قد قبلت بأنه يوجد خطر كبير عليك بحالة عودتك لبلدك، لكن في نفس الوقت لا تتقبل بأنه ينطبق عليك الشروط المحددة بالإتفاقية الصادرة بعام1951من منظمة الأمم المتحدة(UN) المتعلقة بحالة اللاجئين. إذا منحت حالة إي إل أر، وهذا عادة يعني أنه يمكنك البقاء في المملكة المتحدة لمدة أربع سنوات فقط. من ناحية ثانية؛ لا يعطيك هذا الحق في إنضمام عائلتك إليك في المملكة المتحدة.
3 الرفض (Refusal)
إذا رفض طلبك للجوء وتريد أن تستأنف ضد هذا القرار فيجب عليك الحصول على المشورة القانونية بأسرع وقت ممكن لأن وزارة الداخلية تضع وقتاً ضيقاً ومحدداً لإجراء الإستئناف. إن محاميك هو أفضل شخص يمكنه أن يساعدك بهذا الخصوص.
قد ترفض وزارة الداخلية النظر في قضية إستئنافك وإن حصل ذلك عندها ستوقف الدعم لك ويتوجب عليك إخلاء السكن. يجب أن تترك السكن بنفس الحالة التي كانت عليه عندما حضرت وسكنت به.
القرار الإيجابي – ماذا بعد ذلك؟ (Positive decision – What next?)
إذا إستلمت قراراً إيجابياً( بعبارة أخرى، منحت حالة اللجوء أو حق الإقامة الإستثنائية)، فسيتوقف الدعم الذي تحصل عليه. سيكون لديك وبمعدل متوسط فترة 28 يوماً كي تعمل إجراءات للحصول على الإعانات المالية ولإيجاد مكان أخر للسكن . يمكن للموظفين العاملين لدينا أن يقدموا لك النصيحة والدعم بهذا الأمر. أعلمنا عن القرار مباشرة كي نتمكن بمساعدتك للسير قدماً وإستلامك للقرار الإيجابي يعني أيضاً أنه يمكنك البحث عن عمل. ويمكنك الحصول على المساعدة من "مكتشف العمل" (Workfinders) التابعة لمجلس بلدية نيوكاسل(Newcastle City Council) وهي عبارة عن وكالة مخصصة لإيجاد وظائف للجاليات وناصحين متدربين يقدمون النصيحة بشكل فردي ويدعمون الناس الذين يبحثون عن عمل أو عن دورات تدريبية مهنية. هذه الخدمة مخصصة لإحتياجات الفرد لكن يمكن أن تشمل الحصول على شواغر عمل أو دورات تأهلية لتحديث المهارات والخبرات و الحصول على منحة مالية لتساعد أثناء التدريب أو الشروع بالعمل.

• يساعدك على إيجاد مكان أخر للسكن بالإتصال مع العديد من مكاتب الإسكان حول المدينة؛
• يساعدك بملىء إستمارات الطلب لإعادة تسكينك بمنزل أخر؛
• يساعدك بالإنتقال لمسكنك الجديد؛ و
• يساعدك بالمطالبة بالمعونات المالية وترتيب الأشياء الضرورية مثل الغاز والكهرباء.
كافة هذه الأشياء ستجعل إنتقالك من السكن التابع لناس(NASS) بشكل أسهل.

معلومات عامة (General information)
منظمات جاليات اللاجئين ( Refugee community organisations)
هناك العديد من منظمات جاليات اللاجئين(Refugee Community Organisations)المختلفة. حيث يعرضون الصداقة، ويقدمون النصيحة والدعم التعاوني من الأشخاص بمثل خلفيتك الإجتماعية. الرجاء أن تسأل الموظف الداعم لك للحصول على معلومات إضافية.
السفر من ناس (NASS travel)
إذا كان عندك موعد مع وزارة الداخلية(Home Office) ولم تعطى ضمانة سفر من قبل المكتب الوطني لإعانة اللاجئين( ناس)، فينبغي عليك إخبار الموظف الداعم لك مباشرة الذي بدوره سيقدم لك المساعدة.
الفواتير (Bills)
سنعمل جاهدين على دفع كافة فواتير الغاز والكهرباء وضريبة مجلس البلدية. إن إستلمت أية فواتير فالرجاء الإتصال بالموظف الداعم لك. لا توقع على أية ورقة لتغيير مزودك بالغاز أو بالكهرباء.
الرجاء أن تحرص على الوقود الذي تستعمله- على سبيل المثال، لا تبقي الغاز أو الكهرباء مشغلين إذا لم تكن بحاجة لهم، وأطفىء التدفئة في الليل وفي الأيام الحارة.
أطفىء جميع الأدوات المنزلية الكهربائية مثل الأنوار(الأضواء) والتدفئة عندما لا تكون في البيت.
العمل الطوعي (Voluntary work)
يحق لك أن تقوم بعمل تطوعي أثناء بقاءك معنا. الرجاء أن تسأل الموظف الداعم لك للحصول على معلومات إضافية.
معاملة النساء (Treatment of women)
يجب دوماً معاملة النساء بإحترام.
تعتبر أعمال التحرش(مثل الإقدام الجنسي اللفظي، المضايقات الجسدية والجنسية الغير مرغوب بها)غير شرعية وهي جنحة تحاكم عليها.
العلاقات الجنسية (Sexual relationships)
في المملكة المتحدة العمر القانوني الأدنى للجماع الجنسي هو16سنة، وهذا يعني بأنه لايمكنك ممارسة الجنس مع أي أحد تحت عمر 16 سنة حتى ولو قبلوا لأن ذلك يعتبر جريمة جنائية.
العمر القانوني الأدنى للعلاقات الجنسية اللواطية هو18سنة.
السلامة من الحريق (Fire safety)
إن حدث حريق في منزلك، يجب عليك إتباع الخطوات التالية:
• غادر منزلك فوراً – لا تقف وتجمع حاجياتك الشخصية ولا تستعمل المصعد.
• لاتحاول أن تخمد النار. إذهب أنت وعائلتك لنقطة الأمان.
• أطلق جهاز الإنذار – إتصل بالرقم 999.
• إنتظر في الخارج، بعيداً عن منزلك، حتى يصبح المكان أمناً للعودة.
معلومات عامة (General information)
• قد تدفع غرامة وقدرها 50 جنيه إسترليني إن رميت أوساخاً في الشارع.
• رغم أنه غير قانوني القيام بالبصق في الأماكن العامة، لكن قد يسبب ذلك إهانة للآخرين.
• لا ينبغي عليك فتح باب منزلك للغرباء، فإن طرق أحد ما باب منزلك وطلب منك أن توقع على شيء ، فلا توقع على أية أوراق

Welcome to Newcastle
Newcastle is a lively and multicultural regional capital in the North East of England, on the river Tyne. It has seen a move away from heavy engineering and manufacturing to information and communication technology (ICT), and marine and offshore engineering.
Historical Newcastle
Newcastle has been described as one of Britain’s most distinctive cities, with over 2000 years of history and over 1500 listed buildings. Now one of Europe’s emerging regional capitals, Newcastle has been promoting the regeneration of the city centre.
Multicultural Newcastle
Newcastle has become home to a small but significant number of communities from different national and ethnic backgrounds. This has benefited Newcastle by increasing the city’s multicultural communities, including local neighbourhoods such as Newcastle’s Chinatown.
Since the Government introduced the Immigration and Asylum Act 1999, we have seen an increase in the number of people coming to Newcastle from different ethnic or cultural groups.
At the Asylum Seekers’ Unit we now support 1250 asylum seekers from over 53 different countries and speaking over 36 different languages. We also want to promote Newcastle as a place where asylum seekers can settle comfortably.
Asylum Seekers’ Unit
You will already have met your support officers. They will be available to help you until you get a decision on your asylum application. The following are some of the things you may need advice on.
• The property you will live in (such as how to report a repair).
• Legal issues about the property.
• The area you live in.
• Shops and post offices.
• Legal advice.
• One-Stop Service.
• Health.
• Schools and education.
• Safety.
The Asylum Seekers’ Unit is part of Your Homes Newcastle. Your support officer will continue to offer you any support you need and visit you regularly. These visits will allow the support officers to see if you have any problems or need any extra help. They will also report any repairs needed to the property and make sure they are carried out. We will make sure that you are keeping to the terms of your ‘occupancy agreement’. (This is the agreement by which you are allowed to live in the property while you are waiting for a decision on your asylum application.)

Complaints
If you are not satisfied with our service, please tell us about it. We should be able to deal with your concerns but if you are still not satisfied, you should contact the North of England Refugee Service (NERS) and they will investigate the matter further.
Interpreters
If we need to use an interpreter to talk to you, we will arrange for one to speak to you on the phone or to call at your home.
Feedback
We are always looking to improve our service and, during your stay with us, we will ask you to comment on your experience.
Televisions
We do not provide televisions. If you provide your own, you will need to buy a television licence from your local Post Office branch.
Occupancy agreement
The Home Office has set terms and conditions for how you will live in the property. This agreement sets out everyone’s responsibilities – yours and Your Homes Newcastle’s. If you have any questions about this, please ask your support officer. Your support officer will also show you how to use the equipment in your home.
Repairs
Your Homes Newcastle will carry out necessary repairs to your property. If you need some repairs carried out, you should contact your support officer or your local housing office.
One-Stop Service
North of England Refugee Service (NERS)
‘One-Stop Services’ around the country provide asylum seekers with advice on a wide range of issues. The ‘One-Stop Service’ in Newcastle is run by the North of England Refugee Service (NERS). Its aims are:
• to meet the needs and promote the interests of asylum seekers; and
• to involve asylum seekers equally in British society.
The ‘One-Stop Service’ provided by NERS can give you information about services that are free and confidential, such as legal advice.
NERS interpreting and translating service
The NERS also runs an interpreting and translating service. They have a range of information leaflets available in over 30 languages.

Environmental services
Wheely bins
Wheely bins have been introduced throughout Newcastle. There is one at your property for your rubbish.
What can I put in the wheely bin?
You can put most household rubbish in your bin (ideally in black bin bags) but not soil, rubble, engine oil or car parts. You should let any hot ashes cool before putting them in the bin.
Where should I put the bin for collection?
Your support officer will tell you when and where to put your bin for collection.
What if I need a replacement bin?
If your wheely bin is damaged, lost or stolen, your support officer or your local housing office will be able to help.
Special collection service (bulky rubbish)
If you have large or bulky items to collect, you should call Envirocall on 0191 274 4000 and they will arrange to collect it. They will tell you on what day the collection will be. If you have any problems, contact your support officer. Most items must be put into black bags for collection.
Pest control
Environmental services provide a pest-control service to deal with a variety of common pests including rats, mice, moles, rabbits, wild cats and a range of insects including ants, fleas and wasps but not slugs, spiders or woodlice.
If you have a problem with household pests, contact your support officer.
Religion
In the UK, you are free to follow any religion you want, or to follow none at all.
You will see churches, mosques and synagogues representing many different religions and faiths. If you want to, you can visit any of these faith groups, join in their services and meet with local people in a safe and welcoming environment.

Travel
Buses
The cheapest way to travel around Newcastle is by bus. The buses can take you to most areas of the city and they run regularly from early in the morning to late at night. You can buy travel passes for children from the stations mentioned below. Adults can travel cheaper if they buy a weekly ticket.
Nexus Travelshops can give you advice and information about public transport and are at:

• Haymarket Metro Station; and
• Monument Metro Station.
Metro
The Metro is the area’s local railway service. It offers fast, efficient transport around many parts of Newcastle and Tyneside and is probably the easiest way to travel around the city. For more information, visit the above travel centres.

Crime and racial harassment
Crime
By law, there are things that you can and cannot do while you live in the UK. The enclosed leaflet from Northumbria Police tells you more about crime and crime prevention.
Racial harassment
Racism is illegal in this country, but it still happens. Nobody should be attacked because of who they are, nor should they suffer in silence.
Asylum seekers are sometimes targeted by people who don’t think they should be allowed to live in Britain. This is also racism.
What is a racist incident?
If you or your family are harassed or attacked because of your race, nationality or skin colour, this is a racist incident. Such incidents can include:
racist abuse – verbal or written threats and insults, spitting, taunting and encouraging others to do the same;
personal attacks – against the people themselves, or their friends or relatives;
damage to property – such as arson, graffiti or broken windows; and
distributing racist material – using the internet, leaflets or posters.
What should I do if I am the victim of a racist incident?
If you are the victim of a racist incident, it is important that you tell someone about it.
If you are being attacked or you think that you or your family are in danger, dial 999 and ask for the police.
If you are not in immediate danger, you can report any problems to your support officer who will contact Agencies Against Racist Crime and Harassment (ARCH) for you. ARCH will give you more information and we have enclosed one of their leaflets in this pack.
Where can I get help?
Police
Northumbria Police cover Newcastle and the surrounding areas. You can expect to be treated with respect, dignity and fairness by all their staff.
Northumbria Police have asylum seeker and refugee liaison officers, who can help you in these circumstances.
Your support officer can help you speak to the liaison officer if needed. Or, you can call the police station on 0191 214 6555.
Racial Harassment Prevention Team
The group provides advice and support to people suffering from racist harassment. The service is free, confidential and open to all, whatever your race, culture or personal circumstances. For more information, call the Racial Harassment Support Group on 0191 211 6754.
Victim Support
Victim Support offers support, information and practical help to all victims and witnesses of crime. It also has links with other community safety schemes. For more information, please speak to your support officer.
Education
Sure Start
Sure Start is a new government programme for children under four and their parents. It aims to improve the health and wellbeing of families and children before and after birth, so that the children are ready to thrive when they start school. Your support officer will give you more information.
Education (under fives)
Education is not compulsory for children under the age of five. Newcastle Local Education Authority (LEA) has a number of nurseries that can provide education for three- to four-year-olds free of charge. However, demand is high. Please speak to your support officer if you want your child to go to a nursery.
Education (five- to 16-year-olds)
By law, all children between the ages of five and 16 must go to school. In the UK, school education is free. It is the LEA’s responsibility to make sure that every child living in Newcastle is educated. It is the parents’ or carers’ responsibility to make sure their child attends school regularly.
School admissions
You have the right to choose which school you would like your child to attend. Schools will follow your choice where possible but this depends on the number of places available.
Your support officer will help you speak with the education welfare officer, who will try to find a school place for your child.
Special needs
All children are taught in school. If your child has any special needs on which the school and LEA agree, you will be included in any discussions as to how these needs will be met in the school.
School uniforms and school meals
Most schools in Newcastle expect their pupils to wear school uniforms. You may be able to get help from the local authority or from the school to pay for a uniform and your child may also be entitled to free school meals. Please speak to your support officer about this.
Adult education
Higher education
You are legally entitled to study any academic higher education course at any level, either full time or part time, although you will have to pay for this.
Further education
In Newcastle, there are many educational opportunities for adult asylum seekers (those over 18). You will be allowed to do further education courses, many of them for free.
English for Speakers of Other Languages (ESOL)
Some of the most popular courses for asylum seekers are the ESOL courses, which are run specifically for adults who do not have English as their first language. In Newcastle, ESOL courses are free. Please ask your support officer if you want to attend.
Libraries
The library service is free and the staff are there to help you with any questions you may have. Newcastle Libraries and Information Service has branches throughout the city and they can all offer a wide range of services including free internet access at all of the city’s libraries. Other information available includes:
• government publications;
• information on local events;
• contact information for local organisations;
• details about clubs and societies; and
• prospectuses for local colleges and adult education centres.

Leisure facilities
There are many opportunities for taking part in and watching sporting activities in Newcastle. There are a number of amateur sporting clubs in the area, which can offer you plenty of opportunities to get involved. For more information on sporting activities in your area, contact your local library. The staff there will be happy to help you.
The Sports Development Unit (SDU)
The Sports Development Unit promotes and delivers a wide range of sporting opportunities across Newcastle. A team of sports development officers and qualified sports coaches provide a variety of services.
The SDU oversees the new Citywide Support Service, which promotes leisure opportunities to refugees and asylum seekers throughout Newcastle. Contact your support officer for more information.
Sports and leisure centres and swimming pools
Newcastle City Council has a number of sports and leisure centres and swimming pools, which can offer you a variety of affordable sports and recreational opportunities. Please ask your support officer for information about where the local or closest facilities are.
City card
This is a discount card that allows you to use Newcastle’s leisure services at lower prices. This includes reductions on some leisure facilities that the council does not run, such as the Hancock Museum and the Tyneside Cinema. As an asylum seeker, you will be entitled to a city card that offers you discounts of up to 70% on all the city’s leisure services. To apply for the city card, see the leaflet and application form that comes with this pack and discuss it with your support officer.
Legal advice
You should have a solicitor while your application for asylum is being processed as they can help you with asylum and immigration matters. Your support officer will be able to find you a solicitor with experience of asylum law. The solicitor will be able to tell you how much free legal advice you can have. You can also get free help and advice from your local citizens advice bureau (CAB).
The citizens advice bureau can offer you advice, information and help on almost any problem you may have, including advice on housing, NASS (National Asylum Support Services) support and legal matters.

The North of England Refugee Service (NERS) also offers free and confidential advice to asylum seekers, including legal advice. See the section on One-Stop Service (page 5).
Health
As an asylum seeker, you are legally entitled to the full range of medical services provided by the National Health Service (NHS), free of charge.
Registering with a doctor
Your support officer will help you to register with a local doctor (see the enclosed leaflet on health). If you have any difficulty registering with a doctor, your support officer will help you.
If you make an appointment with your doctor, you must keep this appointment (or contact the surgery to cancel it if necessary).
Dentists
Not all dentists will accept NHS patients. If you have problems finding an NHS dentist, your support officer can help you.
HC2 certificate
You will have been given an HC2 certificate when you travelled to Newcastle, which allows you access to free health services. You will need to bring this certificate with you to any dentist, pharmacist or optician you consult, or when you need to claim travel costs to and from hospital. Please keep your HC2 certificate safe as it entitles you to the full range of NHS treatments.
You will need to renew this certificate every six months. Your support officer can do this for you.
Eye tests
You are entitled to free eye tests. If you need an eye test, tell your support officer. Remember to take your HC2 form when you go to the optician. If you need glasses, the optician will give you an NHS voucher that you can use to help pay towards the cost of your glasses or contact lenses. If your glasses cost more than your voucher is worth, you will have to pay the difference yourself. You can buy your glasses or contact lenses from any opticians (you can save money by shopping around).
NHS Direct – 0845 46 47
This is a free 24-hour phone service. The person you speak to can give you general medical advice based on what you tell them, or tell you who to contact if they cannot help or if they think that you need immediate medical care. An interpreter is available for asylum seekers so tell the person answering your call and they will arrange for an interpreter to speak to you.

Walk-in health centre
This walk-in service is open seven days a week for people with minor ailments such as cuts and bruises, minor burns and scalds, coughs, colds, sickness and diarrhoea. An interpretation service is available during opening hours (8am to 11pm). For more information, call the walk-in health centre (next to

What happens next?
Asylum decisions
The Home Office will decide on your case based on the 1951 United Nations (UN) convention on refugees. They will then write to tell you if you have been:
• granted refugee status;
• granted exceptional leave to remain (ELR) in the UK; or
• refused asylum.
1 Refugee status
If you are granted refugee status in the UK, it means that you have also been granted indefinite leave to remain (ILR). In other words, there are no conditions attached to your stay in the UK.
2 Exceptional leave to remain (ELR) – now known as humanitarian protection
This is a general term covering all asylum seekers granted exceptional leave to remain (ELR). ELR means that the Home Office accepts that it is too dangerous for you to return to your own country, but does not accept that you meet the conditions set out in the 1951 UN Convention relating to the status of refugees. If you are granted ELR, it normally means you can stay in the UK for four years only. However, it does not grant you the right for your family to join you in the UK.
3 Refusal
If your application for asylum is refused and you want to appeal against this decision, you should get legal advice as soon as possible as the Home Office sets strict time limits for appeals. Your solicitor is the best person to help you with this.
The Home Office may dismiss your appeal and, if so, the Home Office will stop your support and you will have to leave the property. You must leave the property in the same condition as you found it.
Positive decision – what next?
If you receive a positive decision (in other words, you are granted refugee status or ELR), your support will stop. Normally, you will have 28 days to organise benefits and somewhere else to live. Our advice and support staff can help you with this. Let us know about the decision immediately so that we can help you to move on. Receiving a positive decision also means that you are now able to look for work. You can get help from Newcastle City Council's ‘Workfinders’, who are community-based employment and training advisors offering one-to-one advice and support to people who are looking for a job or work-related training. This service is tailored to individual need but can include access to job vacancies or training to update skills and experience, and a grant to help with training or starting work.
Advice and support workers
At the Asylum Seekers’ Unit we have a team of advice and support workers who can offer you advice and support if you have received a positive decision. Our team can also:
• help you find somewhere else to live by contacting various housing offices around the city;
• help you fill in the application forms for rehousing;
• help you with your move into a new property; and
• help you with benefit claims and arranging things like gas and electricity supplies.
All of these things will make your move from NASS accommodation easier. Ask your support officer for more information.
General information
Refugee Community Organisations
There are many different Refugee Community Organisations throughout Newcastle. They offer friendship, advice and mutual support from people with a similar background to yours. Please ask your support officer for more information.
NASS travel
If you have an appointment with the Home Office and you have not been given a travel warrant by NASS, you must tell your support officer immediately and they will be able to help you.
Bills
We make sure that all gas, electricity and Council Tax bills are paid for. If you receive any bills, please contact your support officer. Do not sign any paperwork to change your gas or electricity supplier.
Please take care with the fuel you use – for example, don’t have the gas or electricity on if you don’t need it, and turn your heating off overnight and on hot days.
Switch off all appliances such as lights and heating when you are not in the property.
Voluntary work
You have the right to do voluntary work during your stay with us. Please ask your support officer for more information.
Treatment of women
Women should always be treated with respect.
Harassment (such as unwanted verbal, physical or sexual advances) is illegal and is an offence for which you can be prosecuted.
Sexual relationships
In the UK, the minimum legal age for heterosexual intercourse is 16. This means you cannot have sex with a person under 16, even if they agree, as it would be a criminal offence.
For homosexuals, the minimum legal age for sexual relationships is 18.
Fire safety
If you have a fire in your home, you should take the following steps.
• Leave your home immediately – do not stop to collect personal belongings and do not use lifts.
• Do not try to put the fire out. Get yourself and your family to safety.
• Raise the alarm – call 999.
• Wait outside, away from your home, until it is safe to return.
General information
• You can be fined £50 if you drop litter in the street.
• Although it is not illegal to spit in public, it may cause offence.
• You do not have to open your door to strangers. If somebody comes to your door and asks you to sign something, do not sign any papers without knowing what they are. Contact your support officer for more information.
• By law, you must wear a seat belt if you are travelling by car.

The Council Housing Service: A New Dawn for Black and Ethnic Minorities Tenants in Newcastle.
Background
Newcastle Black and Ethnic Minority Council tenants attended a housing meeting on Tuesday 20th February 2007 at the Royal Station Hotel. The aim of the session was to give BME council tenants space to share their experiences of the housing service and explore how they would like to be involved in the work of the Federation.
A handful of Private rented tenants took part and their issues are reported here in and will be fed to the City Council Strategic Housing section for action. The Tenants Federation will liaise with the Council to make sure these tenants are involved in finding a solution to their issues.
Several headline issues were identified and a summary is presented below.
1. Information for New tenants:
Participants commended the service offered by the YHN Move-on Team. They felt that the team could deliver even a better and culturally sensitive service if it employed multilingual staff.
They expressed concerns on the amount of information given at signup for new tenancy that led to limited key information being provided on:
• Council tax
• Benefits
• Utility connection and payments
• TV licensing
• Location of utility mains including stop cocks and electric fuse boxes
As a result of this some BME Tenants had experienced financial difficulties especially with council tax payments. Some felt lack of information on TV licensing led to them being wrongly perceived as defrauding the system due to no fault of their own.
BME Tenants felt uncomfortable with the signup process mainly because the Tenancy Agreement was not available in tenants own language at signup. This caused worries about the validity of the process and poor understanding of the tenants’ Obligations under the agreement terms.
Recommendations
At sign up:
• Provide information on council tax, benefits and utility payments and TV licensing
• Housing Officers to show tenants at signup the location of stopcocks and electrical main fuse boxes
• Housing officers to ensure BME tenants are fully aware of their obligations under the tenancy agreement at sign up (see below)
2 Language Support
Tenants had experienced inconsistent language support both at signup and subsequently at service delivery points. In significant cases tenants were not offered language support at all.
Portuguese speaking tenants raised concerns that in numerous occasions YHN had provided Spanish interpreters instead of Portuguese. Affected tenants had experienced unfairness because the two languages are different and this did not meet their needs. In situations where some tenants understood Spanish they were aware that the interpreters were not communicating their wishes.
Participants were critical of the use of language strap lines because they don’t explain what the information is that you can ask for in your own language (for example the tenants handbook) The participants reiterated the literacy issues facing the BME community and felt other ways of reaching out were valuable than over relying in written material.
Recommendations
• BME tenants to be offered Tenancy Agreement in their own language at Signup
• Provide translators/interpreters with same language dialect as client
• Provide information in audio-visual format( DVD, Tapes or CDs)
• Language support to be offered as a matter of course at all levels of service delivery.
• YHN and City Council to liaise with BME tenants about their language needs
3 Access to Housing services
BME tenants reported that they often experienced a poor level of service at YHN neighbourhood offices. They felt that the repairs and housing management services were in some cases unprofessional. This affected BME tenants irrespective of their fluency in English.
Examples given of poor treatment by the repair service call handling included being kept waiting on telephone enquiries and being hung up on.
Other examples included Local YHN housing officers being rude, disrespectful, and unhelpful and not showing cultural sensitivity. Personal accounts from the participants of the treatment they received when looking for rehousing, repairs and raising complaints testified to a poor service delivery. Overall BME tenants felt the Housing service was bureaucratic and not responsive to their needs.
Tenants had limited awareness of housing advice agencies in Newcastle and this led to overdependence on the BME voluntary sector and peer support. They were informed of the existence of Shelter and the Citizens Advice Bureaux but many felt language barriers and limited knowledge of their service prevented them using this services.
Their experiences had caused some of them to disengage with the services and instead use BME voluntary organisations to mediate on their behalf. This included requesting repairs and reporting complaints. Tenants expressed their discomfort with the complaints procedure and wished for independent complaints arrangements.
Recommendations:
• Housing officers to be trained on cultural and diversity issues.
• More information should be given about alternative housing advice agencies
• There should be more Information about debt advice
• Repair call Operatives should promote the use of language line
• Local housing officers to show respect, deliver a fair and good service to BME tenants
4 Housing Allocations policy
BME tenants shared their experiences on Your Choice Homes and felt it took longer for them to be offered a house and this problem affected single BME males/females significantly.
They reported that BME families were waiting up to three or more years before being offered a house under Your Choice Homes.
Re-housing was a common problem and many said it was impossible to get re-housed and that overcrowding was a huge issue.
Tenants saw the Housing policy as discriminating against BME community due to the criteria of length of residence. They criticised the use of Management Lets to put them in unpopular areas that led them to be isolated and exposed them to higher risk of racism and racially motivated attacks.
Tenants felt the racism issues in Walker were well known and that YHN policy seems to be re housing the victims without dealing with the perpetrators.
Single parent families moved under management lets were most affected where the parent had no access to take kids to school and back. Asian families in West End found it difficult to get re housed in West End.
Recommendations:
• Tenancy enforcement team to do more work in punishing perpetrators and not moving victims on.
• Raise awareness of diversity issues especially in Walker
• Promote joint working and integration between YHN and other agencies
• There should be a Faster response from Police to racial distress calls
5 Repairs service
BME tenants had little information on the repairs service and expressed concerns with the repairs service in the following areas:-
• Repairs reported by BME tenants were more likely to be inspected but that did not always translate to a repair being carried out.
• Properties being let in poor conditions and sometimes in disrepair
• Repairs complaints not dealt with
• Operatives not turning up for appointments
• Tenants requesting fixtures and fittings for cultural and religious reasons and being quoted exorbitant prices by Citybuild e.g. being told that putting in a shower would cost £800
• Emergency repairs not being responded to within timescales
• BME tenants complaints not being dealt with
• YHN housing officers refusing to help in reporting repairs
• Language support not offered during repairs reporting
The tenants felt this experience had led them to seek other ways of getting the service like using their BME networks or those who could afford it paying private trades’ people to carry out their repairs.
Federation workers gave a brief description of the repairs service and undertook to follow-up on specific individual cases with YHN and Neighbourhood Services after the meeting and report back to the affected tenants.
Recommendation
• Provide information on the repairs service in a variety of languages
• Operatives to offer language assistance to BME tenants with little or no English.
• Federation to raise identified issues with YHN management
• BME tenants would prefer an independent complaints process and would like information to be given about the use of the housing ombudsman
6. Modern Homes work.
Tenants expressed concern on lack of information of the modern Homes work and those who had gone through the work did not get language support. BME tenants’ views were not sought as part of the modern homes work. Some examples of poor complaints handling were cited in Melbourne court.
Recommendations:
• BME tenants to be offered support to identify their improvement needs
• Tenants Liaison officers to be aware of cultural sensitivities and faith issues adequately address them
• YHN to investigate all complaints thoroughly
• BME tenants especially Muslims to be offered a choice of shower as part of the Modern Homes work
• New build earmarked for BME should include separate ablution facilities, prayer room, and shower facilities.
General Issues
• Tenants felt security measures need to be improved in estates, flats and specifically the Byker wall
• Asylum seekers accommodation procured under NASS needs to be consistent and providers offering poor service to be made accountable. YHN accommodation for Asylum seekers was seen as better overall with Angel Heights group being seen as the poorest.
Private Tenants Issues-
• Private landlords shunning BME tenants on benefits and not accepting giro cheques
• Social services contracting housing in disrepair to house asylum seekers
• Social services not responding to complaints about disrepair
• Tenants in Social services accommodation being unaware of their rights and tenancy agreement terms
• Tenants having no right to privacy as landlords have access keys and let themselves in unannounced
Recommendations
• Find out information about Housing contracts with social services and tenancy agreements conditions
• Feed these concerns to Strategic housing
Next Steps
BME council tenants were pleased to share their experiences about the housing service they receive. They requested Newcastle Tenants Federation to facilitate their involvement in informing and influencing the housing service they receive from the City Council, Your Homes Newcastle and others.
Tenants unanimously agreed to meet regularly supported by the Federation and asked for arrangements to be made for evening and midmorning meetings. The next meeting is in May.
The May meeting will focus on the Your Homes Newcastle Move on Service support for Refugees and Asylum seekers and Council tax and benefit services.

حضر المُستأجرين، ذو البشرة السوداء والأقليات العرقية التابعين لمجلس بلدية نيوكاسل الإجتماع المُنعقد يوم الخميس الواقع في 20 فبراير(شباط) 2007 الخاص بالإسكان في فندق الرويال ستيشن (Royal Station Hotel). وكانت الغاية من الجلسة هي لإعطاء المجال لمُستأجري "البي إم إي" (BME)التابع للمجلس المشاركة بخبراتهم حول خدمات الإسكان وإيجاد الطرق المناسبة لهم للمشاركة بأعمال الإتحاد.
وشارك عدد ضئيل من مستأجري القطاع الخاص بالإجتماع وتم ذكر قضاياهم هنا والتي سيتم إرسالها إلى مجلس البلدية قسم دائرة الإسكان الإستراتيجية للشروع بعملها. سيقوم إتحاد المُستاجرين بالتنسيق مع مجلس البلدية لضمان إيجاد الحلول للمُستأجرين الذين لهم علاقة بالأمر.

ونتيجة لهذه النقاط فقد عانى بعض مُستأجرين "البي إم إي" (BME) صعوبات مالية وعلى وجه التحديد موضوع دفعات ضريبة مجلس البلدية. وبعضهم شعروا بعدم وجود معلومات موثقة حول ضريبة التلفاز والذي أدى للنظر إليهم بشكل خاطىء على أنهم يحتالون على النظام نتيجة لخطأ لم يقوموا يإرتكابه بأنفسهم.
شعر مُستأجروا "البي إم إي" (BME) بعدم الطمأنينة للإجراءات المُتبعة عند التوقيع على عقد الآجار ويعود السبب الرئيسي لذلك لأن عقد الآجار لم يكن متوفراً باللغة التي يتحدثها المُستأجر عند توقيعه عليه. وهذا سبب القلق حول صلاحية الإجراءات المتخذة وإلى عدم إستيعاب المُستأجر لواجباته وفقاً لشروط العقد.
التوصيات
أثناء التوقيع على العقد:
◆ قدموا معلومات حول ضريبة مجلس البلدية، والإعانات، وكيفية دفع مصاريف الخدمات المُزودة للمنزل، ورخصة التلفاز.
◆ على مسؤولي الإسكان أن يُعرفوا المُستأجرين على أماكن نقاط التحكم الرئيسية بتزويد الماء وصندوق صمام الكهرباء عند توقيع عقد الآجار.
◆ على مسؤولي الإسكان التأكد أن مُستأجري "البي إم إي" (BME) مُدركين تماماً بواجباتهم وفقاً لعقد الآجار عند التوقيع عليه (الرجاء النظر أدناه).
2. المساعدة في اللغة:
عانى المُستأجرون من التناقض فيما يتعلق بتقديم المساعدة في اللغة عند توقيع العقد وبالتالي أماكن تقديم الخدمات. وفي
الحالات الهامة لم يُعرض على المُستأجرين المساعدة في اللغة نهائياً.
فالمُستأجرين الناطقين باللغة البرتغالية أشاروا لقلقهم أنه في مناسبات عديدة قامت منظمة "يور هومز نيوكاسل" (YHN) بتزويد
مترجمين باللغة الإسبانية عوضاً عن اللغة البرتغالية. فالمُستأجرين الذين تأثروا بذلك شعروا بعدم الإنصاف لأن اللغتين مختلفتين
وبالتالي لم يلبي هذا إحتياجاتهم. وفي مواقف أخرى حيث يفهم بعض المُستأجرين اللغة الإسبانية أدركوا أن المترجمين لم
يترجموا رغباتهم المطلوبة.
نقد المُشاركون إستخدام مجموعة خطوط اللغة لأنها لاتشرح عن مضمون المعلومات المتوفرة بلغتهم الأم (على سبيل المثال:
الكُتيّبْ الخاص بالمُستأجرين)، كما كرر المشاركون المسائل المتعلقة بالأمية التي تواجه جالية "البي إم إي" (BME) وشعروا بأن
طرق التواصل الأخرى ذات قيمة أكثر بدلاً من الإعتماد الأكبر على المعلومات المتوفرة خطياً.
التوصيات
◆ يُعرض على مُستأجري "البي إم إي" (BME) عقد الآجار باللغة التي يتحدثونها عند التوقيع عليه.
◆ توفير الترجمة الخطية / الشفهية بحيث تكون مطابقة لنفس لهجة الزبون.
◆ توفير معلومات بصيغ مرئية - مسموعة (أقراص الديفي دي، شرائط الكاسيت، أقراص السي دي)
◆ تقديم المساعدة في اللغة كشيء طبيعي على كافة المستويات من ناحية تقديم الخدمات.
◆ تقوم منظمة "يور هومز نيوكاسل" (YHN) ومجلس البلدية بالتنسيق مع مُستأجري "البي إم إي" (BME) حول إحتياجاتهم للغة.
3 . الحصول على خدمات الإسكان:
بلّغَ مُستأجري "البي إم إي" (BME) أنهم غالباً ما يعانون من الخدمات الرديئة المستوى من مكاتب منظمة "يور هومز نيوكاسل"
(YHN)،وشعروا أن خدمات التصليحات وإدارة الإسكان في بعض الحالات ليست بالمستوى المطلوب مما أثر على مُستأجري "البي
إم إي" (BME) بغض النظر عن تحدثهم للغة الإنجليزية بطلاقة.
الأمثلة المُعطاة للمعاملة السيئة من قبل خدمة التصليحات هي المكالمات الهاتفية وتتضمن إبقاء المُستفسر منتظراً لفترة طويلة
على الهاتف وبعدها يغلق الخط عليه.
وأمثلة اخرى تشمل موظفي منظمة "يور هومز نيوكاسل" (YHN) المحليين كونهم غير لبقين، قليلي الإحترام للآخرين، غير
مُتعاونين، ولايُظهرون أي حساسية تجاه الثقافة. تبيّنتْ هذه الحقائق من خلال الخبرات الشخصية للمشاركين حول المعاملة التي تلقوها
عندما أرادوا المساعدة بإعادة إيجاد السكن لهم، التصليحات، وتم إثبات ذلك من خلال تقديم الشكاوي حول الخدمات السيئة. وعموماً
وجد مُستأجري "البي إم إي" (BME) بأن خدمة الإسكان هي بيروقراطية ولاتستجيب إلى إحتياجاتهم.
لدى المُستأجرين معرفة محدودة عن الوكالات التي تقدم النصائح بخصوص الإسكان في نيوكاسل مما أدى هذا للإعتماد الزائد على
القطاع التطوعي التابع "للبي إم إي" وعلى مساعدة الأخرين. تم إعلامهم عن وجود منظمات مثل: "شيلتر"(Shelter ( ومكتب
إسداء النصائح للمواطنين(Citizen Advice Bureaue) لكن العديد منهم وجدوا بأن حواجز اللغة ومعرفتهم المحدودة بالخدمات
التي تُقدم من قبلهمْ قد منعتهم من إستخدامها.
مما دفع البعض منهم نتيجة لتجربتهم إلى عدم الإلتزام بالخدمات وعوضاً عن ذلك إستعانوا بالمنظمات الطوعية التابعة "للبي إم إي"
ليعملوا كوسيط بالنيابة عنهم.
ويشمل ذلك طلب إجراء التصليحات والإبلاغ عن الشكاوى. عَبّر المُستأجرين عن إنزعاجهم حول إجراءات الشكاوى ورغبتهم
بوجود ترتيبات مُستقلة للشكاوى.
التوصيات
◆ يجب تدريب موظفي الإسكان على مسائل الثقافة والإختلافات العرقية.
◆ يجب إعطاء معلومات أكثر عن الوكالات البديلة التي تُقدم النصائح بشأن الإسكان.
◆ يجب أن يكون هناك معلومات أكثر حول النصائح المتعلقة بالديون.
◆ يجب على مُستقبلي المكالمات الهاتفية بخصوص الإصلاحات أن يحثوا على إستخدام خط مساعدة اللغة.
◆ يجب على موظفي الإسكان المحليين الإحترام، وتقديم الخدمة الجيدة والمُنصفة لمُستأجري "البي إم إي" (BME).
4 . سياسة تحديد الإسكان:
شارك مُستأجرين "البي إم إي" تجربتهم مع "يور هومز نيوكاسل" وشعروا أنهم إنتظروا لفترة أطول ليُعرض عليهم السكن
وأثرت هذه المشكلة على كل من "البي إم إي" الإناث منهم والذكور بشكل كبير.
وقدموا تقريراً بأن عائلات "البي إم إي" قد إنتظروا لغاية ثلاث سنوات أو أكثر قبل أن يُعرضْ عليهم السكن من قِبلْ "يور تشويس
هومز"(Your Choice Homes) .
إعادة الإسكان هي مشكلة عامة وذكر العديد بقولهم أنه من المستحيل إعادة إيجاد السكن لهم وأن قضية الإكتظاظ هي مسألة ضخمة.
رأى المُستأجرين سياسة الإسكان على أنها تمييزية (مُتعصبة) ضد جالية "البي إم إي" نظراً لتصنيف فترة الإقامة. ونقضوا إستخدام
الإدارة لوضعهم في مناطق غير شعبية مما أدى لإنعزالهم وتعرضهم لدرجة عالية من خطر العنصرية والإعتداءات ذات الدوافع
العنصرية.
شعر المُستأجرين بأن مسائل العنصرية معروفة في منطقة "ووكر" (Walker) وأن سياسة "يور هومز نيوكاسل" يظهر أنها تعيد
إسكان الضحايا دون التعامل مع المعتدين.
العائلات ذوي الأباء أو الأمهات الذين يعيشون لوحدهم، والذين تم نقلهم من إدراة السكن، كانوا قد تأثروا كثيراً حيث أنهم لم يكن
لديهم المجال ليأخذوا الأطفال للمدرسة والعودة بهم للبيت.
وجدت العائلات الآسيوية القاطنة في منطقة "الويست إند" (West End) صعوبة لإعادة إيجاد سكن لهم في المنطقة نفسها.
التوصيات
◆ يجب على فريق تنفيذ القانون للمُستأجرين أن يعملوا جهدهم لمعاقبة المعتدين ولا ينقلون الضحايا لمكان آخر.
◆ رفع المفاهيم المُتعلقة بمسائل التعددية العرقية وخاصة في منطقة "ووكر" (Walker).
◆ تشجيع العمل المشترك والإندماجي مابين "يور هومز نيوكاسل" والوكالات الأخرى.
◆ يجب أن يكون هناك تجاوب أسرع من الشرطة للإعتداءات العنصرية الخطيرة.
5 . خدمات الإصلاحات:
لدى مُستأجري "البي إم إي" معلومات ضئيلة عن خدمات الإصلاحات، حيث عبروا عن إهتماماتهم حول ذلك في النقاط التالية: -
◆ من المُحتمل أن يتم فحص الإصلاحات المُلّبغ عنها من مُستأجري"البي إم إي" لكن هذا لايُترجم دائماً للقيام بتنفيذه.
◆ يتم تأجير الأملاك بحالات سيئة وأحياناً بحالات غير قابلة للإصلاح.
◆ عدم تداول الشكاوى المتعلقة بالإصلاحات.
◆ عدم حضور عاملي الإصلاحات في المواعيد المحددة.
◆ المُستأجرين الذين يطلبون تركيب لوازم وتجهيزات في المنزل إما لأسباب إما دينية أو ثقافية يُعرض عليهم أسعاراً باهظة من قبل"سيتي بيلد" فعلى سبيل المثال يُكلّف تركيب الدوش £800 جنيه إسترليني.
◆ لم يتم الإستجابة على الإصلاحات الطارئة ضمن الأوقات المُحددة .
◆ عدم تداول الشكاوى المُقدمة من مُستأجري"البي إم إي".
◆ يرفض موظفي الإسكان التابعين "لليور هومز نيوكاسل" المساعدة بالتبليغ عن الإصلاحات.
◆ لايتم تقديم المساعدة باللغة أثناء التبليغ عن الإصلاحات.
شعر المُستأجرين بأن هذه التجربة أجبرتهم إلى اللجوء لطرق أخرى للحصول على الخدمات كإستخدامهم شبكات عمل"البي إم
بي" أو الذين عندهم القدرة المالية للدفع لأصحاب الحرف بشكل خاص كي يقوموا بإجراء التصليحات.
قام عاملي الإتحاد بإعطاء وصف موجز حول خدمة التصليحات وتعهدوا بمتابعة الحالات الفردية الخاصة مع خدمات منظمة "يور
هومز نيوكاسل" وخدمات "النيبر هود" (Neighbourhood) بعد الإجتماع وتبليغ المُستأجرين المتضررين بذلك.
التوصيات
◆ توفير معلومات حول خدمات الإصلاحات بلغات متعددة.
◆ على العاملين تقديم المساعدة باللغة لمُتسأجري"البي إم إي" الذين لديهم المعرفة البسيطة للغة الإنجليزية أو عدمها.
◆ سيقوم الإتحاد بطرح المسائل المحددة مع إدارة "يور هومز نيوكاسل".
◆ يرغب مُستأجري"البي إم إي" بوجود إجراء مُستقل للشكاوى ويرغب بالحصول على معلومات حول إستخدام لجنة الأمبدسمان (Ombudsman)الخاصة بالإسكان.
6 . عمل البيوت الحديثة:
عَبّر المُستأجرين عن إهتماماتهم حول عدم وجود المعلومات لعمل البيوت الحديثة وهؤلاء الذين تم إعلامهم بذلك لم يحصلوا على المساعدة باللغة. لمْ تُأخذ وجهات نظر مُستأجري"البي إم إي" بعين الإعتبار كجزء من عمل البيوت الحديثة. وتم التنويه عن بعض الأمثلة لسوء معاملة الشكاوى في بيوت "الميلبورن كورت" (Melbourne Court) .
التوصيات
◆ يتم تقديم المساعدة لمُستأجري"البي إم إي" لتحديد إحتياجاتهم الخاصة بالتحسينات.
◆ على موظفي الإرتباط الخاصين بالمُستأجرين أن يدركوا حساسيات الثقافة ومسائل الديانة وتداولها بشكل وافٍ.
◆ على منظمة "يور هومز نيوكاسل" أن تبحث في موضوع االشكاوى بشكل كامل.
◆ يجب عرض الخيار خاصة على مُستأجري "البي إم إي" المسلمين بتركيب الدوش كجزء من عمل البيوت الحديثة.
◆ يجب على البناء الجديد التابع "للبي إم إي" أن يتسم بعلامة مميزة وتشمل فصل أماكن الوضوء عن غرفة الصلاة وتسهيلات غرف التغسيل بالدوش.
قضايا عامة:
● شعر المُستأجرين أن تدابير الأمن بحاجة للتحسين في العقارات، والشقق وعلى وجه التحديد حائط بايكر (Byker Wall) .
● يجب أن تكون أماكن السكن المُقدمة من قبل منظمة "ناس" (دائرة إعانة طالبي اللجوء الوطنية) (NASS) متناسقة مع البيوت الأخرى ويجب مُحاسبة مُقدمي الخدمات السيئة، بينما تم تقييم أماكن السكن المُقدمة لطالبي اللجوء من قبل منظمة"يور هومز نيوكاسل"على أنها أفضل بشكل عام ، لكن المجموعة التي تدير شقق"الإنجل هايتس" (Angel Heights) تم تقييمها على أنها الأسوء.
قضايا المُستأجرين من القطاع الخاص:
◆ يتجنب أصحاب الأملاك من القطاع الخاص مُستأجرين "البي إم إي" الذين يعيشون على المعونات الحكومية ولايقبلون الشيكات المصرفية.
◆ تقدم مصلحة الخدمات الإجتماعية البيوت الغير قابلة للتصليح لطالبي اللجوء.
◆ لا تستجيب مصلحة الخدمات الإجتماعية لشكاوى الإصلاحات الغير قابلة للتصليح.
◆ إن المُستأجرين من مصلحة الخدمات الإجتماعية غير مطلعين على حقوقهم وعن شروط عقد الآجار.
◆ لايوجد لدى المُستأجرين حق الحياة الخصوصية لأن أصحاب الأملاك لديهم مفاتيح ويدخلون البيوت دون سابق إنذار.
التوصيات
● البحث عن معلومات الإسكان المتوفرة من مصلحة الخدمات الإجتماعية وعن شروط عقود الآجار.
● إرسال هذه الإهتمامات لدائرة الإسكان الإستراتيجية.
الخطوات القادمة:
كانوا مُستأجري مجلس البلدية "بي إم إي" مسرورين لمشاركة تجاربهم حول خدمات الإسكان التي يتلقونها. وطلبوا من "إتحاد المُستأجرين في نيوكاسل" (Newcastle Tenants Federation) لتسهيل أعمالهم وإرتباطاتهم وذلك بإعلام والحث على خدمات الإسكان التي يتلقونها من مجلس البلدية (City Council) ومن "يور هومز نيوكاسل" (Your Homes Newcastle) والأخرين.
وافق المُستأجرين بالإجماع على أن يجتمعوا بشكل دوري بمساعدة الإتحاد وطلبوا بإجراء الترتيبات لعقد إجتماعين، واحد في المساء وآخر بمنتصف النهار. سيتم عقد الإجتماع القادم بشهر مايو(أيار).
سيُركز الإجتماع المنعقد بشهر مايو(أيار) على خدمات النقل التابعة لمنظمة "يور هومز نيوكاسل" (Your Homes Newcastle Move on) التي تساعد اللاجئين وطالبي اللجوء (Refugees and Asylum Seekers) وعلى ضريبة البلدية وخدمات المعونة.

After graduation from Damascus University, Faculty of Letters, I have worked as an interpreter / translator in both Public and Private Sectors. During my employment with the Ministry of Agriculture in Damascus, I dealt with senior government officials on a daily basis. Then I worked for the CMC Limited Company (Indian Enterprise) in the project of the 10th Mediterranean Games in Syria, as an interpreter / translator. I also managed the data entry operations. After that job I have worked for a year with Zada Trading Company, where I performed translations of letters, reports, manuals from English and German into Arabic.
I have also carried out work in this country for the Syrian Embassy in a similar capacity.
Since I have moved up North, I have attended national approved courses of education for interpreters. These courses helped me to widen my personal expertise to assess, evaluate, and provide the needs to ethnic minorities in the North East.
After that I have completed City and Guilds 7261 Diploma, level2 in Business Application and Webpage Design at British Trust for Conservation Volunteers in Gateshead.
I did one session for volunteer tutor, at the Adult Educational Centre in Heaton by Westgate College, which was very enjoyable and rewarding experience.
I studied for Diploma in Public Service Interpreting at South Tyneside College and at the same time I have been awarded a Certificate in Computer Literacy and Information Technology.
At present I am working as a freelance interpreter and translator for Public Sectors such as:Nothumbria Police, Magistrates Courts, NERS, City Councils.
