M.M.M.: Pomysł serii ekspozycji z dziedziny sztuki przy Radzie Europy narodził się w 1954 roku ...
D.M.: Organizowane od mniej więcej połowy wieku wystawy miały na celu zilustrowanie wielkich epok sztuki europejskiej: epoki bizantyjskiej, sztuki romańskiej, greckiej, humanizmu, klasycyzmu, baroku, rokoko, neoklasycyzmu, sztuki nowoczesnej i współczesnej. Niektóre były poświęcone ludziom, którzy odegrali ważną rolę w historii, takim jak Karol Wielki, królowa szwedzka Krystyna, Rycerze Maltańscy, Medyceusze czy też duński król Christian IV.
Wystawy organizowane w przeciągu ostatnich lat, eksponując dzieła najwyższej jakości, poświęciły dużo miejsca migracji ludów i idei, które z kolei przyczyniły się do stworzenia Europy, takiej jaką znamy dzisiaj. Były to wystawy tematyczne dotyczące cywilizacji anatolijskich, wieku brązu, Wikingów, odkryć portugalskich, Rewolucji Francuskiej i ideałów republikańskich. Te z ostatnich 10 lat, takie jak „Sztuka i władza” (1995) i „Sztuka historyzmu” (1996) ilustrowały silnązależność, która istnieje pomiędzy społeczeństwem, jego sztuką i jego artystami.
M.M.M.: Od czego zależy podjęcie decyzji o zorganizowaniu wystawy i jak to się odbywa?
D.M.: Pod uwagę są brane wyłącznie projekty wystaw proponowane przez jedno z 47 państw członkowskich Europejskiej Konwencji Kulturalnej. Rada Europy nie dysponuje żadnymi środkami finansowymi dla realizowania projektów wystaw nie zaliczających się do serii.
Temat wystawy przedstawiany jest Głównemu Sekretarzowi Rady Europy, który z ramienia grupy stałych konsultantów, złożonych z dyrektorów wielu największych muzeów Europy (British Museum, Londyn; Museo del Prado, Madryd; Palazzo Pitti, Florencja; Le Rijksmuseum, Amsterdam; Graphische Sammlung Albertina, Wiedeń; Hermitage Museum, St. Petersburg; Musée du Louvre, Paryż) przekazuje je Radzie Współpracy Kulturalnej, która z kolei decyduje czy zostanie ona włączona do serii. Przygotowanie i organizacja wystaw jest sama w sobie godnym uwagi przykładem wielostronnej współpracy. Kraje goszczące u siebie wystawę zapewniają organizację i pokrywają główne wydatki, pozostałe kraje biorące udział w projekcie zapewniają serwis techniczny i wypożyczają dzieła sztuki pozostające w kolekcjach ich muzeów. Koszt tych pożyczek jest w dużej mierze pokrywany ze specjalnego konta Funduszu Kulturalnego Rady Europy i wspomagany przez coroczne dobrowolne składki większości krajów członkowskich.
M.M.M.: To właśnie w 1987r, kilka lat po tym jak powołano Grupę Konsultantów (później „Advisers”- doradcy) przeanalizowała ona powtórnie cel i nakreśliła całokształt prac Rady Europy.
D.M.: Rekomendacje dotyczące nowo zdefiniowanego celu serii wystaw, opierały się przede wszystkim na wdrożeniu surowszych zasad przy organizacji i zatwierdzeniu nowych założeń finansowych.
Od tego czasu jednakże wiele się zmieniło w Europie i w związku z tym podjęto starania o dostosowanie programu wystaw do nowo zaistniałej sytuacji. Najistotniejsze zmiany dotyczyły przemian związanych z reżimem komunistycznym w centralnej i wschodniej Europie wskutek czego nastąpił późniejszy wzrost liczby członków Rady Europy.
Większość z nowo przyjętych państw miała istotne ekonomiczne i strukturalne problemy, wpływające w bezpośredni sposób na życie kulturalne kraju. Także historia tych państw przynajmniej częściowo różni się od historii większości „starych” krajów członkowskich.
M.M.M.: Tak więc radykalna zmiana w członkostwie wprowadziła w naturalny sposób nowe potrzeby i aspiracje w obszarze działań kulturalnych Rady Europy, a przy tym wpłynęła na program dotyczący serii wystaw.
D.M.: Nie jest zaskoczeniem, że pytania przed którymi w dniu dzisiejszym staje Rada Europy i „Grupa Konsultantów” są takie same jak te, które pojawiły się przed organizacją i jej doradcami półtorej dekady temu. To sytuacja zmieniła się w sposób znaczący. Zasadniczy problem tkwi w tym czy Rada Europy będzie kontynuować serię wystaw sztuki. Jeżeli tak, to jaką formę powinny one przybrać, aby przyczynić się do prawdziwego wkładu w „promocję znajomości i uznania dla sztuki europejskiej”, i jednocześnie zapewnić, wystarczająco wysoki i znaczący poziom proponowanych wystaw pozwalający na włączenie ich do generalnego programu prac Rady Europy.
M.M.M.: Z reguły publiczność jest jednak nieświadoma dodatkowych funkcji jakie spełnia seria ekspozycji Rady.
D.M.: Wystawy Rady Europy powinny przede wszystkim wyróżniać się poprzez umiejętność przedstawienia dzieł sztuki w coraz to nowszych i bardziej zróżnicowanych kontekstach, dzięki czemu wystawy te dostarczają nowych bodźców zarówno szerokiej publiczności jak i specjalistom.
Wystawy poszerzają wiedzę poprzez wprowadzanie nowych pomysłów i nowych prezentacji dzieł artystów; mają one katalityczny wpływ na badania i stypendia naukowe; często są podstawą prac konserwatorskich, a dzięki ich katalogom zajmują pozycję kamienia milowego w historii sztuki. Takimi były np. pionierskie wystawy z serii ekspozycji Rady Europy : „Sztuka Europejska około1400”, „Charlemagne”, „Sztuka gotycka”, „Neoklasycyzm” i „ Źródła XX wieku”.
Stymulują interakcję i współpracę pomiędzy specjalistami i zaangażowanymi muzeami lub kolekcjami w złożonych badaniach i prezentacjach obejmujących całą Europę, a często wykraczających poza jej obszar. Oprócz stymulującego wpływu na rynek sztuki przyczyniają się także do określenia pozycji i odnowienia sposobu postrzegania kolekcji muzealnych. Są olbrzymim bodźcem dla innowacji w dziedzinie muzeografii i scenografii muzealnej.
Dla współczesnych artystów są natchnieniem do kreatywnej pracy.
M.M.M.: Jak wpisuje się program organizacji wystaw sztuki w całokształt działalności politycznej Rady Europy?
D.M.: Bez wątpienia Rada Europy jako czołowa międzynarodowa organizacja działająca na obszarze kulturalnym posiada dużą rolę do odegrania w świecie wystaw. Ale oprócz tego zarówno publiczne jak i „wewnętrzne”, a także polityczne aspekty serii wystaw były zawsze i prawdopodobnie nadal będą spełniać rolę dyplomatycznej waluty. Jak jest lepsza droga promocji międzynarodowego porozumienia niż organizowanie wymian wystaw artystycznych? One mogą mieć bardzo wyraźnie zdefiniowane cele polityczne i socjalne, bez zbędnego używania sztuki jako instrumentu dla przekazania ideałów. Tak więc istnieje wiele powodów, żeby w zasadzie polityczna i oparta na standardowych wzorcach organizacja jaką jest Rada Europy miała możliwość wyrażania swoich wizji i wartości w sposób wykraczający poza słowo mówione czy pisane.
M.M.M.: Czy można się spodziewać, że odejdziecie Państwo od tradycyjnej formy przedstawiania sztuki?
D.M.: Nowe podejście do problemu nie powinno oczywiście wykluczać bardziej „tradycyjnej” sztuki i tematów historycznych, które póki co były znaczące dla całej serii. Wprost przeciwnie, można przyjąć to jako powinność dostarczenia kolejnym pokoleniom tego typu wystaw, tak koniecznych do zrozumienia ich spuścizny.
M.M.M.: Co uznałby Pan za ważne podkreślenia przy dalszej pracy nad serią?
D.M.: Wydaje się sprawą nadrzędną zdefiniowanie i promocja tematów, które mogłyby zawierać trzy kryteria równocześnie. Na obecne warunki pierwszą wyróżniającą się wartością ekspozycji Rady Europy powinno być pogłębienie tożsamości kulturowej kontynentu we wszystkich jej aspektach. Po drugie, wystawy powinny przyczyniać się do ogólnego rozpowszechnienia znajomości sztuki i wzrostowi świadomości jej roli w społeczeństwie. Po trzecie, powinny tak dalece jak tylko to możliwe przyczyniać się do udostępnienia możliwości korzystania z owoców pracy nad nimi na terenie całej Europy.

M.M.M.: The idea of a series of art exhibitions under the auspices of the Council of Europe was first conceived in 1954…
D.M.: These exhibitions, which have been organised for almost half a century, attempt to portray the great epochs of European art: Byzantine, Romanesque, Greek, Humanist, Classical, Baroque, Rococo, Neo-Classical, Modern and Contemporary. Some expositions have focused on people who left an indelible mark on their time: for instance Charlemagne, Queen Christina of Sweden, the Knights of Malta, the Medicis and King Christian IV of Denmark.
The expositions of recent years, while presenting art of the highest quality, have largely dealt with those movements of people and ideas which have shaped Europe as we know it today. The themes of the exhibitions have included the civilisations of Anatolia, the Bronze Age, the Vikings, the Portuguese discoveries, the French revolution and the Republican ideals. Those of the past 10 years, such as "Art and Power" (1995) and "The Art of Historicism" (1996), illustrated the powerful interplay between society, its art and its artists.
M.M.M. What requirements have to be met in the process of decision making, and how would you describe this process?
D.M.: Only exhibition projects presented by the government of one of the 47 member countries of the European Cultural Convention are eligible for inclusion in the Council of Europe art exhibition series. The organization has no funds to help finance any exhibition proposed by a non-member country. An exhibition theme is proposed to the Secretary General of the Council of Europe, who, on the recommendation of a permanent group of consultants consisting of the directors of the most prominent European museums (the British Museum, London; Museo del Prado, Madrid; Palazzo Pitti, Florence; The Rijksmuseum, Amsterdam; Graphische Sammlung Albertina, Vienna; Hermitage Museum, St Petersburg; Musée du Louvre, Paris), refers it to the Council for Cultural Cooperation for a decision on its inclusion in the series. The preparation and organisation of the exhibitions is in itself a fine example of multilateral cooperation. While the host country takes responsibility for the bulk of the cost and for the major part of the organisation of the event, other countries give technical help and lend works of art for display from their museums. The cost of these loans is borne in the main by a special account in the Cultural Fund of the Council of Europe, which is supported by annual voluntary contributions from most member states.
M.M.M.: It was in 1987, a few years after the Consulting Group (later called “Advisers”) had been appointed, the Group analysed its objectives afresh, and drew up the overall plan for the Council of Europe.
D.M.: The aim of art exhibition series was defined anew, and basically consisted in a more rigorous organisational structure and the acceptance of new financial assumptions. Since then, however, Europe has changed a lot, and therefore, an attempt has been made to adjust the exhibition schedule to this new situation. The most crucial changes concerned the social transformations in the former communist countries of Central and Eastern Europe, resulting in an increased number of member states in the Council of Europe.
Most of the recently admitted countries have experienced significant economic and structural problems, which have had a direct impact on the cultural development of these countries. Moreover, these states have a different history, at least partly, from the history of most of the “old” member states.
M.M.M.: Thus, a radical change in membership structure introduced in a natural way new needs and aspirations within the cultural activity of the Council of Europe, affecting at the same time the art exhibition series programme.
D.M.: It is not surprising that the questions to be answered by the Council of Europe and the Consulting Group today are similar to those of fifteen years ago. Only the circumstances are different. The point is whether the Council of Europe is going to continue the series of art exhibitions. If yes, then how should it contribute to “the promotion of knowledge and acknowledgement of European art”, while at the same time ensuring a sufficiently high quality of exhibitions so they may be included in the plans of the Council of Europe?
M.M.M.: However, visitors are frequently unaware of the additional functions performed by the series of Council of Europe exhibitions.
D.M.: The Council of Europe exhibitions should be distinguished most of all, by the ability to always present works of art in new and different contexts, thus providing new stimuli both to a mass audience and specialists.
The exhibitions disseminate knowledge by introducing new ideas and display works of art creatively, they encourage research and scholarship, often stimulate conservation work, and with the catalogues issued for these exhibitions they create new chapters in the history of art. Such pioneering exhibitions of the Council of Europe include: “European Art around 1400”, “Charlemagne”, “Gothic Art”, “The Age of Neo-Classicism” and “The Arts in Europe
1884-1914”. They stimulate interaction and co-operation among specialists, the involved museums or collections in complex studies, as well as organising both pan-European and global exhibitions. Besides this stimulating effect on the art world, they help to define the purpose and refresh the perception of museum collections. They are powerful stimuli for innovation in the domain of museography and museum scenography. They inspire contemporary artists to creative work.
M.M.M.: How important is the art exhibition schedule to the overall political operation of the Council of Europe?
D.M.: Undoubtedly, the Council of Europe, as the principal international organization acting in the sphere of culture, performs a leading role in the organisation of exhibitions. Moreover, public and “internal”, as well as political aspects of the exhibition series, have always been and will probably always be used, as a kind of “diplomatic currency”. What better way is there to promote international co-operation than through organizing an exchange of art exhibitions? They may have clearly defined political and social aims, without unnecessary taking advantage of art as an instrument to present some ideals. Furthermore, there are many reasons why the Council of Europe, which could be described as a typically “political organization”, should have the possibility of expressing its visions and values in some other way than writing or in speech.
M.M.M.: Can we expect that you are going to diverge from traditional forms of art display?
D.M.: A new approach to this issue obviously should not rule out the more “traditional” art and historical themes, which have been a significant feature of the whole series. We shall regard it as our duty to display exhibitions of this kind, which are indispensable for future generations to understand their inheritance.
M.M.M.: What, in your opinion, should be emphasized in the continuation of work on the series?
D.M.: It seems vital to define and promote those subjects which meet three criteria. In present circumstances, the most significant advantage of the Council of Europe exhibitions should be the strengthening of European cultural identity in all its aspects. Secondly, the exhibitions should propagate awareness of art and bring about an increase of its role in society. Thirdly, as far as possible, they should promote access to scholarship associated with art throughout Europe.
