The people of the remote communities of Santa Cecilia, Costa Rica were unprepared for potential natural disasters. Realizing the perilous situation this created for residents of the region, the Costa Rican government and private sector collaborated to train residents and equip them with resources to respond.
This multi-sector effort—which included the National Commission for Risk and Emergency Management, the American Chamber of Commerce of Costa Rica, and others—improved infrastructure, developed an emergency plan for three communities, provided training, ran drills, and provided basic search and rescue equipment. The endeavor leveraged resources worth more than $220,000.
“This project can be a model for the rest of the country,” says Flora Gutierrez, manager of the San Jose, Costa Rica, office of Del Oro, S.A. “For the first time there is a synergy between the private sector, the community, and the country’s main organization responsible for disaster response.”
The Costa Rican model of disaster mitigation is highlighted in PADF‘s publication “Profiles of Success: Involving the Private Sector in Disaster Management.” Released in January 2008, the document provides six case studies of how the private sector supports the improvement of readiness and protocol and highlights how corporate citizenship can help governments become better prepared. The World Bank sponsored the publication.
Throughout Latin America and the Caribbean, natural disasters disrupt businesses, cripple nations, and result in the loss of life and property. Statistics on the regional impact of natural disasters demonstrate why preparedness and mitigation is so important:
• Ten of the top 20 countries that suffer from high human and economic losses due to disasters are in Latin America and the Caribbean.
• 40% of all businesses closed by a disaster never reopen. Another 25% try and fail within a year.
• Every dollar spent on disaster mitigation saves society $4.
•¬ From 1975 to 2002, the estimated losses from natural disasters in the region were about $92 billion—an annual average of $3.4 billion.
To help address this issue, PADF created the Disaster Management Alliance (DMA) in 2003. The DMA is an initiative of PADF and the Office of Foreign Disaster Assistance (OFDA) of the U.S. Agency for International Development, which is the primary donor. Other partners include the Association of American Chambers of Commerce in Latin America (AACCLA) and the Association of Contingency Planners.
The DMA team organized a multi-national conference in El Salvador in July to discuss mitigation, communications, legal barriers, and other issues related to natural disasters, bringing together business, government, and non-governmental organizations to share experiences and best practices.
The DMA also provides technical assistance to countries that want to create a disaster management and business continuity committee or to establish a disaster management protocol to structure private sector involvement.
In Costa Rica, the American Chamber of Commerce’s Disaster Management and Business Continuity Committee was the first in the DMA to become self sustaining, offer training and other activities, establish its own website, and sign an agreement for collaboration with the country’s National Emergency Commission.
PADF will build on the DMA’s success to continue to help prepare communities for future natural disasters.

22.1Governing Law. 22.2Disputes.
22.2.1Notice of Disputes. If any dispute arises out of or in connection with this Agreement (the “Dispute”), any party may serve formal notice on the other Party that a dispute has arisen (the “Notice of Dispute”).
22.2.2Amicable Negotiation. The Parties shall use all reasonable endeavours for a period of thirty (30) days from the date on which the Notice of Dispute is served by one Party on any other Party (or such longer period as may be agreed in writing between the Parties) to resolve the Dispute on an amicable basis, including presenting the Dispute to the Steering Committee, which shall attempt to resolve the Dispute.
22.2.3Expert Mediation. In accordance with Clause 22.2.2, all Disputes which are not amicably resolved by the Parties shall be mediated by an Expert pursuant to this Clause, as follows:
a) The Expert shall be any independent person, and shall be selected in each case by agreement between the Parties or, failing agreement within fourteen (14) days after the Dispute arises, appointed by the International Chamber of Commerce (“ICC”);
b) The Expert: (i) shall act as a mediator in all respects and not as an arbitrator with binding authority; and (ii) shall not be required to observe the rules of evidence or any legal formalities or procedures;
c) Any hearing by the Expert shall be held in Doha, Qatar, if the Notice of Dispute is filed by The Company, and in Casablanca, Morocco, if the Notice of Dispute is filed by any of the other Parties hereto, unless agreed by the Parties to be held in an alternative location;
d) The Parties shall use their best efforts to ensure that the decision of the Expert shall be given within thirty (30) days; and
e) The Expert shall be obligated to state the reasons for his or her decision in writing. The Expert’s decision shall not be binding on the Parties.
22.2.4Resolution by Arbitration. Where any Dispute is not resolved as provided for herein, then the following provisions shall apply:
a)Such Dispute shall be submitted to arbitration at the request of any Party upon notice to that effect to the other Parties (a “Notice of Reference”) and be finally determined under the arbitration rules of the ICC (the “Rules”), which Rules are deemed to be incorporated by reference into this Clause; and
b)Any arbitration shell be held in Doha, Qatar, if the Notice of Dispute is filed by The Company, and in Casablanca, Morocco if the Notice of Dispute is filed by any other Party hereto, unless agreed by the Parties to be held in an alternative location.
22.2.5Consent to Enforcement. The Parties hereby consent generally in respect of any proceedings to the giving of any relief or the issue of any process in connection with such proceedings including the making, enforcement or execution against any property ( irrespective of its intended use).
23.NON-COMPETE AGREEMENT. It is specifically understood and agreed that the Local Implementation Parties shall not own, manage, operate, consult or be an employee in a business substantially similar to or competitive with the PMO and the Prototype Project during the term of this MOU and for a period of three (3) years after the termination of this MOU in the Casablanca metropolitan area, without the express written consent of all Parties hereto. أ / يسمح لمجلس النقد والتسليف بالترخيص باحداث مؤسسات مالية مصرفية اجتماعية تهدف الى تقديم التمويل الصغير والمتناهى الصغر بالاضافة الى خدمات مالية ومصرفية اخرى لشرائح معينة من السكان وتسمى هذه المؤسسات فيما بعد المؤسسات.
ب/ يمكن ان تحدث هذه المؤسسات من قبل مؤسسات او هيئات سورية او عربية او اجنبية مشهود لها بالخبرة والمعرفة بهذا النوع من النشاط كما يشترط فى الجهة الخارجية طالبة الترخيص ان تحظى بموافقة مسبقة من مجلس الوزراء على العمل فى سورية .
ج/ بجوز لهذه المؤسسات بعد التأسيس ادخال شركاء اخرين معها فى توسيع نطاق عملها ويشترط الحصول على اذن مسبق من مجلس الوزراء لمشاركة جهات خارجية وذلك بناء على توصية من مجلس النقد والتسليف .
د/ يجوز للمصارف العامة المساهمة فى احداث مثل هذه المؤسسات وذلك بموافقة مسبقة من مجلس الوزراء بناء على اقتراح وزير المالية وتوصية مجلس النقد والتسليف تحدد فيها نسبة مساهمتها فى راس المال .

تشتمل النشاطات المسموح بها لهذه المؤسسات على قبول الودائع وتقديم القروض الصغيرة وخدمات التأمين الصغيرة المرتبطة بقروضها المقدمة للشرائح السكانية المستهدفة ولها القيام باعادة التأمين على القروض الصغيرة المقدمة من قبلها لدى احدى شركات التأمين المرخصة .

يحدد الحد الادنى لراسمال اى من هذه المؤسسات بمبلغ قدره /250/ مليون ليرة سورية يودع نقدا فى صندوق مصرف سورية المركزى كما يسمح للمؤسسات القائمة اعتبار جزء من حافظة قروضها القائمة فى سورية جزءا من راس المال حسبما يقرره مجلس النقد والتسليف بعد القيام بتقييم لهذه الموجودات من قبل مدقق حسابات قانونى معتمد من قبله .

يجوز لمجلس النقد والتسليف تكليف المؤسسات العاملة فى هذا المجال او اى منها بزيادة راسمالها تبعا لدرجة نمو نشاطاتها وفعالياتها وتحقيقا للمعايير الدولية المعتمدة لكفاية راس المال .

يمكن للمساهمين غير السوريين فى هذه المؤسسات ان يسددوا قيمة حصصهم براس المال بالقطع الاجنبى بسعر الصرف الحر السائد يوم التسديد

يمكن لكل من هذه المؤسسات بموافقة مسبقة من مجلس النقد والتسليف انشاء شبكة من الفروع والمكاتب واحداث وحدات خدمات مصرفية متنقلة فى المناطق التى يرى فيها حاجة لهذه الخدمات . | Translation - English Legislative Decree No. 15
Allowing the Money Council to authorize the creation of banking institutions
The President of the Republic
In compliance with the Constitution’s Provisions
Decrees the following:
Article 1
A) The Credit and Monetary Council is allowed to authorize the creation of social and financial banking institutions in order to offer finance and microfinance services in addition to other financial and banking services to specific segments of population. Those institutions are hereby referred to as “the Institutions”.
B) Those Institutions may be created by Syrian, Arabic or foreign institutions or organizations renowned for their experience and expertise in this kind of activity. Foreign parties requesting authorization must receive the cabinet’s prior authorization to operate in Syria.
C) Once founded, those institutions may enter other partners to extend its business scope provided it receives the cabinet’s prior authorization for the participation of foreign parties, in compliance with the Credit and Monetary Council’s recommendation.
D) Public banks may participate in the creation of such Institutions with the cabinet’s prior approval and in compliance with the Minister of Finance’s suggestion and with the Credit and Monetary Council’s recommendation, which determines its share in the capital.
Article 2
Allowed activities for those Institutions include accepting deposits and offering small loans and small insurance services linked to its loan offered to the targeted segments of population. They must reinsure the small loans it offered at one of the registered insurance companies.
Article 3
Those institutions’ minimum capital is set to 250 million Syrian pounds, deposited in cash at the Central Bank of Syria. Existing Institutions may consider a part of their existing loan portfolio in Syria to be part of their capital, following the Credit and Monetary Council’s decision after the estimation of those assets by an auditor designated by the Council.
Article 4
The Credit and Monetary Council may demand that Institutions operating in the field or others increase their capital following the growth of its activities and their effectiveness, and in compliance with internationally-recognized standards of capital size.
Article 5
Non-Syrian shareholders in those Institutions may pay for their shares in the capital in foreign currencies at the free exchange rate on the day of the payment.
Article 6

Patient porteur d’une malformation artério-veineuse précentrale gauche traitée par embolisation et radiochirurgie en 2005.
Visualisation sur l’angiographie contrôle de 2007 d’une ectasie veineuse non visualisée auparavant. Décision d’un traitement endovasculaire ciblé.
TECHNIQUE
Anesthésie générale, intubation trachéale et ventilation assistée. Mise en place d’un introducteur 5 F à valve dans l’artère fémorale droite. Cathétérisme à l’aide d’un cathéter porteur 5 F de l’artère carotide interne droite.
Instauration d’une héparinothérapie en bolus.
RESULTAT
Le bilan angiographique initial retrouve l’ectasie veineuse sur le compartiment alimenté par l’artère cérébrale antérieure gauche, sans modification par rapport à l’angiographie datant d’il y a environ une semaine. On cathéterise successivement a l’aide d’un microcathéter Magic 1.2 F M les afférences péri-calleuse et callosomarginale alimentant le compartiment nidal se drainant dans la veine qui porte cette ectasie quelques centimètres après son origine. Ces deux compartiments vont être embolisés a l’aide d’un mélange Glubran – Lipiodol diluée à 0,5 – 1 (30%). Au terme de ces deux embolisations il existe une dévascularisation satisfaisante de compartiment nidal avec une veine restant perméable mais une stagnation franche de l’ectasie. Il est survenu d’un petit passage veineux venant se bloquer à proximité de l’abouchement sinusien sagittal supérieur de la veine principale mais sans compromission du drainage global de la malformation. | Translation - English PAVM EMBOLIZATION
INDICATION
Patient suffering from a left precentral arteriovenous malformation treated with embolization and radiochirurgy in 2005.
Visualization on angiographic control in 2007 of a previously unnoticed venous ectasia. Decision to undergo a targeted endovascular treatment.
TECHNIQUE
General anesthesia, tracheal intubation and assisted ventilation. Placement of a 5 F valve introducer in the right arteria femoralis. Catheterization using a 5 F porteur catheter of the right arteria carotis interna.
Instauration of a heparin bolus therapy.
RESULT
The initial angiographic result shows the venous ectasia on the compartment fed by the left arteria cerebri anterior, no different from the one-week old angiography. Using a Magic 1.2 F M microcatheter, we successively catheterize the pericallous and callosomarginal afferences feeding the nidal compartment, draining in the vein holding the ecasis a few centimeters after its origin. Those two compartments will be embolized using a Glubran – Lipidol mixture diluted at 0,5 – 1 (30%). At the end of those two embolizations is a satisfactory devascularization of the nidal compartment with one vein remaining permeable but no evident blood flow in the ectasia. 2.2.6. Implantation des équipements et lay-out
Les préchauffeurs, la bâche à condensats et les pompes de renvoi des condensats seront installés dans le bâtiment G17, dans une charpente commune.
Celle-ci sera installée sur le socle existant initialement prévu pour une troisième chaudière auxiliaire (voir Annexe 7). Ce socle sera éventuellement adapté en fonction de la configuration définitive des équipements.
Des échelles ou escaliers devront être installés sur cette charpente afin de donner accès aux équipements.
La ligne vapeur BP sera placée sur les structures existantes dans le bâtiment B72 et sur les pipe racks existants entre les bâtiments B72 et G17.
A l’intérieur de G17, les tuyauteries vapeurs (vapeur BP et vapeur auxiliaire) seront installées sur les structures existantes.
Les pipe racks et structures métalliques existants seront renforcés et/ou étendus. Toutes les vannes et instruments seront accessibles depuis des plateformes existantes ou nouvelles.
Les tuyauteries d’eau chaude rentreront et sortiront du bâtiment G17 à travers la façade Ouest (une pose souterraine à partir du bâtiment G17 sera prévue si l’encombrement existant dans le sol le permet) et traverseront ensuite la route entre G17 et le talus. Elles seront placées dans des tranchées jusqu’à la limite de fourniture (station de pompage).
Dans le bâtiment G17, elles seront supportées par les structures existantes.
La tuyauterie de renvoi des condensats vers la bâche alimentaire principale (LAA) suivra le même tracé que celui de la vapeur BP.
Celle vers la bâche alimentaire auxiliaire sera suspendue aux structures existantes du

2.2.6 Equipment installation and lay-out
The preheaters, the condensate tank and the condensate return pipes will be installed in building G17, on a common base.
It will be installed on the previously existing base which was meant for a third auxiliary boiler (see Annex 7). This base will eventually be adapted according to the equipment’s final configuration.
Ladders or stairs will be installed on this base to provide access to the equipment.
The BP vapor line will be placed on the existing structures in building B72 and on the existing pipe racks between buildings B72 and G17.
Inside G17, the steam piping (BP steam and auxiliary steam) will be installed on the existing structures.
The pipe racks and existing metallic structures will be reinforced and/or extended.
Access to all valves and instruments will be guaranteed by existing or new platforms.
Warm water piping will go in and out of building G17 through the Western façade (an underground installation starting from building G17 will be considered in case underground constructions allow for it) across the road between G17 and the slope. They will then be placed in trenches until supply limits are attained (pumping station).
The condensate return piping towards the main food-grade tank (LAA) will follow the same path as the BP steam.
