Round Table on the topic “Project preparations for the
Structural Funds: Lessons learned from the field”
The Ministry of Regional Development and Public Works (MRDPW), the UK Embassy in Sofia and the United Nations Development Programme (UNDP) are organizing a Round Table on the topic “Project preparations for the Structural Funds: Lessons learned from the field”. The Round Table will be held on Tuesday 3 April 2007, Hotel Sheraton, Sofia, from 9h30 to 12h30.
The event will be co-chaired by Ms. Iskra Mihailova, Deputy Minister of Regional Development and Public Works, H.E. Jeremy Hill, Ambassador of the United Kingdom in Bulgaria, Mr. Neil Buhne, UNDP Resident Representative in Bulgaria and Ms. Ginka Tchavdarova, Executive Director of the National Association of Municipalities in the Republic of Bulgaria.
The Round Table will mark the closure of the joint MRDPW/UK Embassy/UNDP project “Strengthening municipal capacities for the identification and preparation of partnership projects to be funded by the Structural Funds”. Събитието ще се председателства съвместно от г-жа Искра Михайлова, заместник-министър на регионалното развитие и благоустройството, Негово превъзходителство г-н Джереми Хил, посланик на Великобритания в България, г-н Нийл Буне, постоянен представител на ПРООН в България, и г-жа Гинка Чавдарова, изпълнителен директор на Националното сдружение на общините в Република България.

3.4 Quality of programme implementation and organisation of monitoring
3.4.1 Awareness about SAPARD
A number of publicity activities and information measures were undertaken for the period since the previous mid-term evaluation that include seminars and information meetings, printed materials, publications on the Internet (mainly web-site of the MAF), TV and radio shows representing SAPARD projects, the permanent information reception desk of the SFA for consulting potential applicants, direct contacts with representatives of the central and regional administrations of the SFA and the MAF, consultancy companies, “word of mouth”.
Various seminars and information meetings were organized by the MAF and the SFA. Those seem to be the main source of information about the programme (percentage to be established on the basis of responses to the questionnaires). Potential beneficiaries were the main participants in the meetings that provided information about the application process and conditions and the active SAPARD measures. In addition, seminars are held to raise awareness about the policy for development of rural areas and the results from the SAPARD implementation. The “public measures” were supported by trainings for municipalities conducted jointly by the SFA and the NAMRB. As result the municipalities were well prepared to apply for funding and carried out good applications.
As a follow-up of the meetings organized by the MAF and the SFA are the meetings held by the mayors. Mayors provided information either during formal meetings initiated by them or improvised informal meetings with the farmers form their own village. This was an important source of information in particular for the farmers from the small villages that do not usually have access to any other sources.

3.4.1 Осведоменост за САПАРД
От предишната междинна оценка до сега са извършени множество публични дейности и са проведени много информационни мерки, които включват семинари и информационни срещи, печатни материали, публикации в Интернет (най-вече на интернет страницата на МЗГ), телевизионни и радио предавания, представящи проекти по САПАРД, постоянния информационен център на ДФЗ за консултации на потенциални кандидати, преки контакти с представители на централните и регионалните администрации на ДФЗ и МЗГ, консултантски фирми и устна реклама.
МЗГ и ДФЗ организираха различни семинари и информационни срещи. Изглежда те са основният източник на информация за Програмата (процентът ще се установи въз основа на отговорите на въпросниците). Потенциалните бенефициенти са основните участници в срещите, които предоставят информация за процеса на кандидатстване и условията, както и за активните мерки по САПАРД. В допълнение към това, се провеждат семинари за увеличаване на осведомеността за политиката на развитие на селските райони и резултатите от прилагането на САПАРД. „Публичните мерки'" се подкрепят от обучения за общините, провеждани заедно с ДФЗ и НСОРБ. В резултат на това, общините са добре подготвени за кандидатстване за финансиране и подготвят добри молби за кандидатстване.
Като последващо действие от срещите, организирани от МЗГ и ДФЗ, са проведените срещи на кметовете. Article 2
Subject of the Contract
1. The subject of the contract contains services of the service provider in the area of implementation and training regarding migration from Navision to CAT in the registra-tion office of the ordering party. The range will be determined in detail in Appendix 1 to this contract. The conditions for service performance will be mentioned later in this contract.
2. Within this contract, the service provider will perform:
2.1. Implementation consultations according to the project range (Appendix No. 1), Budget (Appendix No. 2) and project time schedule (Appendix No. 3).
2.2. Within the scope of standard project support package as described in the Appendix No. 2 the service provider will
2.2.1. determine processes realized in the Navision system that should be transferred into the CAT system in cooperation with the ordering party,
2.2.2. support the SAP migration from Navision to CAT, support of the AMP company according to agreed range
2.2.3. mediate the plan methodology to the AMP company in written form
2.2.4. process the realization and documentation standards together with the AMP company.
2.2.5. perform necessary consultations for SAP system migration in the range agreed in the contract
2.2.6. support the adaptation of the CAT system to the requirements of the local law.
2.3. In addition to this, the service provider will perform necessary programming works related to localization issues. The effort estimation for that task is 10 days. Exact effort specification will be defined in the blueprint phase.
3. The contractual daily budget is determined in Appendix 2 to this contract.
4. The time schedule of the contractual implementation works is determined in Appendix 3 to this contract.
5. The implementation consultations will include the standard functionalities of the SAP software and standard localization packages of SAP. Additional works, which have to be programmed, will be invoiced according to principles determined in § 10. | Translation - Bulgarian

Предмет на договора
1. Предметът на договора включва услуги от страна на Доставчика на услугите в областта на внедряването и обучението във връзка със системния преход от Navision към CAT в офиса на Възложителя. Обхватът се определя подробно в Приложение №1 към настоящия договор. Условията за извършване на услугите са упоменати по-долу в настоящия договор.
2. В рамките на настоящия договор Доставчикът на услугите се задължава да из-върши:
2.1. Консултации по внедряването съгласно обхвата (Приложение №1), бюджета (Приложение №2) и графика на проекта (Приложение №3).
2.2. В рамките на обхвата на стандартния пакет за поддръжка на проекта, описан в Приложение №2, Доставчикът на услугите се задължава да:
2.2.1. идентифицира процесите, извършвани от системата Navision, които трябва да се прехвърлят в CAT системата, със съдействието на Възложителя,
2.2.2. осъществи поддръжката на прехода на SAP от Navision към CAT с по-мощта на фирма "АМР" в договорения обхват
2.2.3. изготви планираната методика за фирма "АМР" в писмена форма
2.2.4. изготви стандартите за изпълнение и документиране съвместно с фирма "АМР"
2.2.5. извърши необходимите консултации във връзка с прехода на SAP сис-темата в договорения обхват
2.2.6. извърши адаптирането на CAT системата към изискванията на местното законодателство.
2.3. В допълнение към горното, Доставчикът на услугите се задължава да извърши необходимите дейности по програмиране, свързани с локализацията. Срокът на извършване на дейността е 10 дни. Точната спецификация на дейността ще се дефинира на етап концептуален проект.
3. Приетият дневен бюджет е посочен в Приложение №2 към настоящия договор.
4. Графикът на изпълнение на дейностите по договора е посочен в Приложение №3 към настоящия договор.
5. Консултациите по внедряването включват стандартните функционалности на софтуера на SAP и стандартните пакети за локализация на SAP. In its 1000-year history Wroclaw, due to its location and significance, changed its national status many times. As a result a city emerged which combines the inheritance and traditions of various Central European nations – Czechs, Germans, Poles and Jews. Following the Second World War it was here that the biggest exchange of population in Europe occurred and the local community was rebuilt almost from scratch.
I have known Wroclaw for years, and I have visited here many times. This city fits precisely my vision of Polish history, that multi-national vision. Wroclaw is a Polish city, it was a German city, but it also was a city in the Czech Kingdom. I am describing in a certain sense a microcosm of Polish history through the history of this one city.
