INTRODUCTION
The Charter Humana People to People is a product from the relentless efforts of some comrades. The Charter was adopted by all the members of Humana People to People in 1998 after a long process of studies and deliberations in all the different affiliated Country Associations. The Charter Humana People to People tells us about the origin of Humana People to People, the dreams, the visions, ideas and actions of the people who created it. The central theme of the Charter is the concept of the Solidary Humanism - that we as people must unite our interests, feelings and actions towards creating a better life for all of us. The Charter gives us some demands, strategies based on how best we can implement activities in the projects in an orderly way thereby overcoming challenges and bringing about development with applauding results.
The Charter has been an inspirational tool in the starting, establishing and implementation of Humana People to People projects. In 2012 Humana People to people is working in 43 countries on 5 continents. It is still an inspirational tool to the key staff in the projects of Humana People to People worldwide. This tool plays a vital role in the manner in which activities are implemented in the projects and it has contributed much to the successes within the organization. Employees of HPP use the charter to influence their daily life and work. Here is a story from one of the HPP employee.
My name is Valerine Sirri a Cameroonian by nationality. I am 3years now working with Frontline Institute in Zimbabwe and I want to share with you a story of how we live and workd at Frontline Institute in relation to the Charter, here I quote,
“From a non-professional to a Professional”.
At Frontline Institute we are people of varying capacities, skills and professions. We strongly believe just like the Charter says that a non-professional can become a professional. Every year we receive students comprised of about 50 different professions and skills. Some with degrees and some with only grade 7 or less. This does not matter at Our school because we believe that by acting collectively, sharing, teaching and learning from each other we improve and learn each other’s skills and capacities. Such skills include carpentry, brick laying, teaching, farming, engineering etc.
All the students are seen as one no matter the level of education. They stay together, study together, do practical tasks together, share experiences together and learn from each other under the same conditions. By so doing they mould each other facing challenges together and finding solutions together. By the end of the program each and every one of them improves on their skills and also learn all the skills of their colleagues thereby becoming a professional in such skills. This is a culture at Frontline Institute inspired by the Charter and this culture will continue to live in the project.
This inspiration has come with good results and improvements not only to Frontline Institute as a project but also to the students as they are now using these skills to create and bring development in their respective areas and countries. Out of the 3.625 students trained so far at the institute since its beginning, 95% of them are fostering development using most the skills they acquired from Frontline Institute.
Another quote from the charter says:
“When news forces you to wear ear plugs, we collect more clothing. Then we raise further funds. Then we increase the effect.”
In current times, wars, natural disasters, globalization, global warming, poverty, hunger and outbreak of diseases are the order of the day. The media is playing a big role to propagate and transmit such BIG ISSUES to the world in a way that best fits its interest forcing others to listen and others to ignore.
DAPP inspired by its Charter listens to what happens in the world and takes immediate and necessary actions. It took the big step in many directions according
to the needs and one of which is the collection of clothes. Nineteen of such projects operate in Europe and North America collecting, sorting and selling and 6 countries in Africa re-selling. Here we collect clothes through willing donations and distribute them where there is a great need. We sell clothes to raise funds for the running of Humana People to People projects. Through this activity many are employed, even the poorest of the poorest get good quality clothes at affordable prizes and more to that it helps to slow down the process of global warming by recycling such clothes. Collection and sale of second hand clothes and supporting those affected by natural disasters is still happening in all the projects dealing with this. Every day of implementation they live the Charter thereby continuing to foster development through helping the poor and the needy. It has been the strategy from the beginning of Humana People to People to go to the rural areas in Africa and Asia where the majority of the people live.
For Humana People to People there has never been any other way. Being an organization of people - having been inspired to start the organization from the meeting with the people - it has always been the people in need that have caught our hearts, our minds and efforts. No doubt our greatest interest is fighting shoulder to shoulder with The Poor.
The Charter lives daily in most of our projects and we will continue to make sure we keep the Charter alive in this project as an inspiration, improving and changing our lives and the lives of the people we are working with. We will also continue to share stories with some examples how the Charter lives in the projects with the aim of inspiring each other.

A Carta da Humana People to People é um produto do esforço inabalável de alguns companheiros. A Carta foi adotada por todos os membros da Humana People to People em 1998, após um longo processo de estudos e deliberações em todas as diferentes Associações Nacionais afiliadas. A Carta da Humana People to People conta-nos sobre a origem da Humana People to People, os sonhos, as visões, ideias e ações das pessoas que a criaram. O tema central da Carta é o conceito de Humanismo Solidário - que nós, como pessoas, devemos unir os nossos interesses, sentimentos e ações em prol da criação de uma vida melhor para todos nós. A Carta nos dá algumas demandas e estratégias baseadas em quão bem podemos implementar atividades nos projetos de maneira ordenada, superando assim os desafios e fomentando desenvolvimento com resultados louváveis.
A Carta tem sido um instrumento de inspiração no lançamento, consolidação e implementação de projetos da Humana People to People. Algumas qualificações incluem carpintaria, alvenaria, ensino, agricultura, engenharia etc.
Todos os alunos são vistos como um, não importando o nível de instrução. Eles ficam juntos, estudam juntos, fazem tarefas práticas juntos, compartilham experiências juntos e aprendem uns com os outros sob as mesmas condições. Assim fazendo, eles moldam uns aos outros, enfrentando desafios juntos e encontrando soluções juntos. Essa inspiração trouxe bons resultados e melhorias não somente para o Frontline Institute como projeto, mas também para os alunos, já que agora eles estão fazendo uso de tais qualificações para criar e fomentar o desenvolvimento nas suas respectivas áreas e países. A DAPP inspirada pela sua Carta ouve o que acontece no mundo e toma medidas imediatas e necessárias. Ela deu o passo decisivo em muitas direções de acordo com as necessidades, uma das quais foi a coleta de roupas. Dezenove de tais projetos operam na Europa e na América do Norte, coletando, selecionando e vendendo, e seis países da África revendendo. Aqui, coletamos roupas por meio de doações de boa-vontade e as distribuímos onde houver grande necessidade. Vendemos roupas para levantar fundos para a administração dos projetos da Humana People to People. Muitos estão empregados por meio desta atividade, mesmo os mais pobres dentre os pobres conseguem roupas de boa qualidade a preços acessíveis e, muito mais do que isso, tal atividade ajuda a desacelerar o processo de aquecimento global pela reciclagem de tais roupas. What is a Genome?
An individual’s genome contains their full DNA sequence - all the genetic information necessary to create the individual. In humans it is made up of approximately 3 billion pairs of nucleotides (also known as base pairs). The vast majority of this sequence (over 99%) is stored in the nucleus of cells. A human genome contains approximately 25,000 genes which code for all the proteins that the body needs to function (around 90,000). Genes account for just 1-2% of the human genome, and the function of the remaining 98-99% of our DNA is still being determined. In humans mature red blood cells do not contain DNA. All other cells contain 2 copies (diploid) of the genome except gametes (eggs and sperm) where just 1 copy (haploid) of the genome is found.

Important Characteristics of Genomic Data
Genomic data remains unchanged throughout a person’s life and may provide information about a wide range of personal characteristics. Given that genomic data is shared between related persons, findings from a single individual may have relevance for family and community members. At present, the effects of many differences between individual genomes are not well understood. Consequently many genomic studies may not generate information that is of interest to specific participants, although they will seek to provide valuable generalisable information.
What Is Genomic Research?
In contrast to genetic research, which often focuses on a specific gene or cluster of genes that have been identified as being related to a specific condition, genomic research involves studying larger parts of the human genome, or the entire genome. One way to do this is to sequence the whole, or part, or the genome to find all positions that vary between individuals. Another is to look at those positions in the genome that are known to frequently vary between individuals; these are commonly restricted to the class of variants called single nucleotide polymorphisms (SNPs).
A person’s genomic data may then be combined with their clinical data to provide novel insights into gene sequences associated with susceptibility or resistance to a disease. This often involves comparing variations between populations in order to improve the analysis and to discover the range of genetic variants in disease. Other genomic studies may use the data to better understand the variation between human populations.
Overview of Different Genomic Research Designs (a)
Genomics is a rapidly evolving field of science with new technologies and applications emerging monthly. It is difficult to capture a ‘typical’ genomic study. Projects can for instance focus on particular diseases (such as diabetes or malaria), or genetic differences between people and population groups (such as tracking migration patterns), or they can be applied to questions about drug metabolism (pharmacogenetics).
Genomic research protocols come in a number of different forms. For disease-related research, researchers may seek to enrol participants displaying a certain trait (for instance, a disease or slow response to a drug) and people who do not display the same trait (for instance, healthy volunteers or people who respond well to a drug). This is known as a ‘case-control’ study.
Overview of Different Genomic Research Designs (b)
Sometimes families are used in genomic studies. One study design is called ‘linkage analysis’ that typically uses multiple generations to follow the disease of interest, while another uses mother-father-child trios (TDT) to look for the transmission of a genetic trait to the child. Family studies have the advantage of automatically accounting for the genetic background of the participants (e.g. ethnicity), which can be a problem in case-control studies. On the other hand, trio studies require 3 individuals (mother, father, child) to be collected per case compared with only 2 individuals in a case control-study (1 control and 1 case). There are other study designs (e.g. cohort, twin) and each has its own merits and pitfalls. Which design is used depends on the scientific question being asked. The most common design is the case-control study.
While researchers may specifically seek to enrol participants in a genomic study, there is an increasing trend for researchers to add genomic research questions to conventional protocols. For instance, committees may be asked to review a research study on TB immunology and approve a nested genomic study as well. In some cases future genomic research into the trait of interest has not yet been designed or is not yet feasible, but researchers request approval to store the genomic material from the study with a view to using it in future research. Researchers may also seek retrospective approval to use archived blood samples from previous or on-going studies in genomic research.
Overview of Different Genomic Research Designs (c)
Usually researchers need to enrol participants that are as similar as possible in terms of age and ethnicity to provide the best power in the analysis. In other cases variation between population groups will be an important component of the research design and participants from a range of populations will be sought.
Sharing of genomic data between researchers is very strongly encouraged by a number of research funders. In some cases researchers will explicitly seek consent for sharing data with other researchers for future unknown studies at the time that approval is sought for research. In other cases genomic samples are collected primarily to form a resource or databank that will be shared with other researchers for unspecified future studies and for an indefinite period. There are a number of pragmatic and scientific reasons for sharing data. For instance, data sharing could help to reduce the costs of research, increase sample sizes and improve the analysis. One ethical implication will be to reduce the number of studies undertaken in any given population if a shared resource exists.
How Does Genomic Research Differ From Other Forms of Research? (a)
An increase in research into the health concerns affecting the world’s poorest people is to be welcomed. However, the rapid growth in research using genomic approaches to understand diseases affecting low and middle income countries means that ethics committees are increasingly being called upon to review such research. This is likely to continue to increase in the short and medium term given the growing interest in the genomic aspects of diseases in low-income settings and the continuing availability of funding from major initiatives such as H3Africa (http://h3africa.org/).
Such research may be unfamiliar to many ethics committee members. And, whilst many, if not most, of the ethical aspects of genomic research are similar to those arising in other forms of research, there are some important ways in which genomics differs from other forms of research, and some of these differences are going to be relevant to ethical review in particular cases.
How Does Genomic Research Differ From Other Forms of Research? (b)
First, genomic research can differ from other forms of research in its scale. It is common for such research to involve the collection, storage and analysis of very large numbers of samples. To take one example, the Malaria Genomic Epidemiology Network (MalariaGEN) has collected approximately 100,000 samples from children affected with severe malaria and unaffected ‘controls’. Whilst most genomic research projects will involve the collection of far fewer samples than this, it is likely that any genomic research project will involve the collection of several thousand samples and associated clinical or ‘phenotype’ data.
Second, genomic research frequently involves the bringing together of partners distributed widely around the world. For example, samples for the '1000 Genomes Project' come from 27 populations spread around the globe and over 600 research partners from around the world collaborate in this project.
Third, genomic research is technically complex and requires the collaboration of partners and institutions with very different but complementary forms of expertise e.g. epidemiologists, health professionals, statisticians, data-analysts, laboratory staff, fieldworkers and so on. A single partner in one location is unlikely to have or to have access locally to the forms of expertise required to carry out genomic research.

O que é um Genoma?
O genoma de uma pessoa contém a sua sequência completa de DNA – todas as informações genéticas necessárias para criar o indivíduo. Em seres humanos ele é composto de aproximadamente três bilhões de pares de nucleotídeos (também conhecidos como pares de bases). A vasta maioria desta sequência (mais de 99%) é armazenada no núcleo das células. Um genoma humano contém aproximadamente 25.000 genes que codificam todas as proteínas de que o corpo precisa para funcionar (em torno de 90.000). Os genes representam apenas 1 a 2% do genoma humano e a função dos 98 a 99% restantes do nosso DNA ainda está sendo determinada. Características Importantes dos Dados Genômicos.
Os dados genômicos permanecem inalterados durante toda a vida de uma pessoa e podem fornecer informações sobre uma ampla gama de características pessoais. Considerando que os dados genômicos são compartilhados entre pessoas relacionadas, constatações de um único indivíduo podem ter relevância para membros da família e da comunidade. No presente, os efeitos de muitas diferenças entre genomas individuais não estão bem compreendidos. Consequentemente, muitos estudos genômicos podem não gerar informações que sejam de interesse para participantes específicos, embora busquem proporcionar informações generalizáveis de valor.
O que é Pesquisa Genômica?
Em contraste com a pesquisa genética, que se concentra em um gene ou cluster de genes que tenham sido identificados como estando relacionados a uma condição específica, a pesquisa genômica envolve o estudo de grandes porções do genoma humano ou de todo o genoma. Uma maneira de fazer isso é sequenciar o todo o genoma ou parte dele, para encontrar todas as posições que variam entre indivíduos. Outra consiste em observar aquelas posições no genoma que são conhecidas como variando frequentemente entre indivíduos; elas estão comumente restritas à classe de variantes denominada polimorfismo de nucleotídeo único (SNPs).
Os dados genômicos de uma pessoa podem então ser combinados com os seus dados clínicos para proporcionar percepções relativas às sequências de genes associadas à suscetibilidade ou resistência a uma enfermidade. Isso frequentemente envolve variações entre populações, de modo a aprimorar a análise e descobrir a extensão de variantes genéticas na enfermidade. Outros estudos genômicos podem usar os dados para compreender melhor a variação entre populações humanas.

A genômica é campo da ciência em rápida evolução, com novas tecnologias e aplicações surgindo todos os meses. É difícil captar um estudo genômico “típico”. Os projetos podem, por exemplo, concentrar-se em enfermidades em particular (como diabetes ou malária), em diferenças genéticas entre povos e grupos populacionais (como o acompanhamento de padrões migratórios), ou podem ser dirigidos a questões relativas ao metabolismo de medicamentos (farmacogenética).
Os protocolos de pesquisa genômica vêm em vários formatos diferentes. Para pesquisas relacionadas a enfermidades, os pesquisadores podem buscar inscrever participantes que apresentem um certo traço (por exemplo: uma enfermidade ou reação lenta a um medicamento) e pessoas que não mostrem o mesmo traço (por exemplo: voluntários saudáveis ou pessoas que reajam bem a um medicamento). Isso é conhecido como estudo de “caso-controle”.

Algumas vezes são usadas famílias em estudos genômicos. Uma concepção de estudo é denominada “análise de ligação”, que geralmente usa geradores múltiplos para monitorar a enfermidade de interesse, enquanto outra usa trios mãe-pai-filho (TDT) para procurar a transmissão de um traço genético para o filho. Estudos com famílias têm a vantagem de contabilizar automaticamente o histórico genético dos participantes (por exemplo: afiliação étnica), o que pode ser um problema em estudos de caso-controle. Por outro lado, estudos de trios requerem que três indivíduos (mãe, pai e filho) sejam coletados por caso, em comparação com apenas dois indivíduos em um estudo de caso-controle (um controle e um caso). Há outras concepções de estudos (por exemplo: coorte e gêmeos), e cada qual tem os seus próprios méritos e armadilhas. Qual concepção é usada depende da pergunta científica sendo feita. A concepção mais comum é o estudo de caso-controle.
Embora os pesquisadores possam especificamente buscar inscrever participantes em um estudo genômico, há uma tendência crescente no sentido de que os pesquisadores acrescentem questões de pesquisa genômica a protocolos convencionais. Por exemplo, os conselhos podem ser solicitados a examinar um estudo de pesquisa sobre imunologia TB e a também aprovar um estudo genômico aninhado nele. Em alguns casos a futura pesquisa genômica com respeito ao traço de interesse ainda não foi concebida ou ainda não é viável, mas os pesquisadores solicitam aprovação para armazenar o material genômico do estudo com vistas a usá-lo em pesquisas futuras. Os pesquisadores também podem buscar aprovação retroativa para usar amostras de sangue de estudos anteriores ou em andamento de pesquisa genômica.

Em geral os pesquisadores precisam inscrever participantes que sejam tão similares quanto possível em termos de idade e afiliação ética para proporcionar a maior abrangência à análise. Em outros casos a variação entre grupos populacionais será um componente importante da concepção da pesquisa e serão procurados participantes de uma gama de populações.
O compartilhamento de dados genômicos entre pesquisadores é incentivado enfaticamente por vários patrocinadores de pesquisas. Em alguns casos os pesquisadores buscarão explicitamente o consentimento para compartilhar dados com outros pesquisadores tendo em vista estudos futuros, na ocasião da solicitação de autorização para a pesquisa. Em outros casos, amostras genômicas são coletadas principalmente para formar um banco de recursos ou dados que serão compartilhados com outros pesquisadores para estudos futuros não especificados e por prazo indeterminado. Há várias razões pragmáticas e científicas para compartilhar dados. O compartilhamento de dados poderia, por exemplo, ajudar a reduzir os custos de pesquisa, aumentar as dimensões das amostras e aprimorar a análise. Uma implicação ética consistirá em reduzir o número de estudos realizados em qualquer dada população se existir algum recurso compartilhado.
Como a Pesquisa Genômica Difere de Outras Formas de Pesquisa? (a)
Uma expansão das pesquisas de preocupações de saúde que afetam os povos mais pobres do mundo é muito bem-vinda. No entanto, o crescimento rápido das pesquisas utilizando abordagens genômicas para compreender as enfermidades que afetam países de renda baixa e média significa que cada vez mais os conselhos de ética estão sendo chamados a examinar tais pesquisas. Isso provavelmente continuará a evoluir em curto e médio prazo, dado o interesse crescente nos aspectos genômicos das enfermidades em ambientes de baixa renda e a disponibilidade contínua de patrocínio por parte de iniciativas importantes como a H3Africa (http://h3africa.org/).
Muitos membros de conselhos de ética podem não estar familiarizados com tais pesquisas. E, embora muitos dos aspectos éticos da pesquisa genômica, se não a maioria, sejam similares àqueles surgidos em outras formas de pesquisa, há algumas maneiras importantes pelas quais a genômica difere de outras formas de pesquisa, e algumas dessas diferenças serão relevantes para o exame ético em casos particulares.
Como a Pesquisa Genômica Difere de Outras Formas de Pesquisa? (b)
Em primeiro lugar, a pesquisa genômica pode diferir de outras de pesquisa na sua escala. É comum que tal pesquisa envolva a coleta, armazenagem e análise de números muito grandes de amostras. Para dar um exemplo, a Rede de Epidemiologia Genômica da Malária (MalariaGEN) coletou aproximadamente 100.000 amostras em crianças afetadas por malária grave e em “controles” não afetados. Ainda que a maioria dos projetos de pesquisa genômica envolva a coleta de muito menos amostras do que isso, é provável que qualquer projeto de pesquisa genômica envolva a coleta de vários milhares de amostras e dados clínicos ou “fenotípicos” associados.
Em segundo lugar, a pesquisa genômica frequentemente envolve a combinação de parceiros distribuídos amplamente ao redor do mundo. Por exemplo, as amostras para o “Projeto 1000 Genomas” vêm de 27 populações espalhadas ao redor do globo e mais de 600 parceiros de pesquisa de todo o mundo colaboram nesse projeto.
Em terceiro lugar, a pesquisa genômica é tecnicamente complexa e requer a colaboração de parceiros e instituições com formas complementares de especialização muito diferentes, como, por exemplo, epidemiologistas, profissionais da saúde, estatísticos, analistas de dados, pessoal de laboratório, trabalhadores de campo e assim por diante. Um parceiro único em um local provavelmente não teria ou não conseguiria acessar localmente as formas de especialização requeridas para conduzir pesquisas genômicas.
