about HIV and AIDS in the Arab Region
UNDP/HARPAS: In the Arab region, one new HIV infection occurs every 20 minutes, there are one million people living with HIV and 24 000 people died due to AIDS in 2003.. Sudan is currently the worst affected country with an HIV-prevalence of 2.3%. Even though a steady increase in infections has been evident over past years the region can still be classified as ‘low prevalence’ and thus a window of opportunity to act early and halt and reverse the spread of the epidemic still exist. Two decades of responding to the epidemic has taught us that comprehensive multi-sectoral strategies work, and that if we do not act early on the epidemic can quickly take root with devastating consequences. ‘Low prevalence’ is at times deceptive since it is often understood as “low risk while it is clear that high risk factors, that is, the factors that fuel the HIV/AIDS epidemic exist in all countries. In several parts of the world, the seeming low prevalence has led to a sense of denial and complacency instead of effective strides in prevention. What is required is a sense of urgency in the leadership in all sections of society to act now.

برنامج الأمم المتحدة الإنمائي/البرنامج الإقليمي لمكافحة فيروس نقص المناعة المكتسب/الإيدز في المنطقة العربية: في المنطقة العربية يصاب شخص بفيروس نقص المناعة المكتسب/الإيدز كل عشرين دقيقة، هناك مليون شخص يعايشون العدوى بمرض نقص المناعة المكتسب، وبلغ عدد الضحايا الذين ماتوا إثر إصابتهم بمرض الإيدز 24 ألف شخص في عام 2003. تعد السودان حالياً أسوأ البلدان العربية إصابة؛ إذ تصل نسبة انتشار مرض نقص المناعة فيها 2.3%. ورغم الانتشار المستمر للعدوى في السنوات الماضية، فمازال الإقليم يُصنف باعتباره «إقليم انتشار منخفض». وهذا يعني وجود فرصة للتحرك والتصدي للوباء وإيقاف انتشاره ومكافحته. توصلنا بعد عقدين من التعامل مع الوباء إلى فعالية الاستراتيجيات الشاملة المتعددة القطاعات، وإلى أننا إذا لم نبادر بالتعامل المبكر مع الوباء، فإنه قد يستوطن مؤدياً إلى عواقب وخيمة. غير أن توصيف إقليم ما بأنه «إقليم انتشار منخفض» أحياناً يكون مضللاً؛ لأنه عادة ما يوحي بانخفاض نسبة المجازفة رغم وضوح العوامل ذات المجازفة المرتفعة أي العوامل التي تدعم انتشار نقص المناعة المكتسب/الإيدز في جميع الدول. وقد أدى الانخفاض الظاهري لانتشار المرض في مناطق متعددة من العالم إلى الميل للإنكار وشعور بالرضا بدلاً من بذل جهود حثيثة في العمل الوقائي. لهذا، ما نطلبه هو شعور بالحاجة الملحة للتحرك الآن مع القيادات في جميع قطاعات المجتمع.
