There is a deep injustice in the impacts of climate change. Rich countries have caused the problem with many decades of greenhouse-gas emissions (and in the process have grown richer). But poor countries will be worst affected, facing greater droughts, floods, hunger, and disease.
The impacts are already hitting vulnerable communities, where people are starting to adapt their lives to this reality. In South Africa, less frequent and less reliable rains are forcing farmers to sell their cattle and plant faster-maturing crops. In Bangladesh, villagers are creating floating vegetable gardens to protect their livelihoods from flooding. In Viet Nam, communities are helping to plant dense mangroves along the coast to diffuse tropical-storm waves.
Climate change is a challenge to current models of economic growth: all countries will have to find low-carbon paths to development, in order to keep global temperatures to less than 2 degrees Celsius above pre-industrial levels. But given their historic role in causing the problem, rich countries now have two extraordinarily clear obligations: to stop harming, by massively cutting their greenhouse-gas emissions, and to start helping, by providing compensatory finance so that poor countries can adapt, before they suffer the full impacts of climate change.

Os impactos das mudanças climáticas envolvem uma profunda injustiça. Os países ricos provocaram o problema após muitas décadas de emissões de gases de efeito estufa (e, nesse processo, ficaram mais ricos), mas os países pobres é que serão os mais afetados, pois enfrentarão situações mais dramáticas de secas, enchentes, fome e doenças.

The international financial crisis and the Brazilian economy
1. XXX has been keeping a close watch on the evolution of the international financial crisis and on its effects on the Brazilian economy. 4. Preserving funding sources for investments is key for ensuring the continuity of the positive changes that the Country is experiencing. For this purpose, higher domestic savings are required. Reducing the growth pace of current public spending has become even more necessary;
5. The monetary policy should pay particular attention to the need to ensure liquidity to economic agents. It is a must to reconsider the intensity of the monetary policy, as it was not designed to deal with the current situation. Higher credit costs, resulting from higher banking spreads, are creating huge difficulties for enterprises;
6. It is essential to make progress on the agenda of structural reforms, such as the tax reform, the reform of the social security system, the reform of the labor system and microeconomic reforms designed to lend more fluidity and efficiency to markets and to ensure greater productivity and better competitiveness conditions for Brazilians products;

Desafíos de la XXXX en el desarrollo de la Educación a Distancia
La UNED forma parte, junto con otras universidades de distintos países, de lo que se ha dado en llamar la “segunda generación de educación a distancia”. Con esta denominación, se hace referencia a la fundación de un nuevo tipo de instituciones, las universidades abiertas y a distancia, que emergen a finales de los años 60 y en las décadas de los 70 y 80 como consecuencia de que la primera generación de educación a distancia, la enseñanza por correspondencia, había demostrado que se podía enseñar y aprender sin necesidad de que sus actores se sometieran al enclaustramiento espacio temporal que requería la educación presencial.
Por otra parte, la XXXX además de ser una apuesta decidida por crear una institución de nuevo cuño en cuanto a su modalidad educativa, la educación a distancia, aparece también en el panorama universitario español de los años 70 ante el espectacular aumento que se produce en la demanda de estudios superiores que, entre otros factores, se debe al fuerte impulso del desarrollo económico de esos años, a la democratización de la enseñanza y a la materialización del principio de igualdad de oportunidades.
A la hora de formular, por tanto, algunos de sus desafíos con la educación a distancia conviene no perder de vista estos dos elementos. Por un lado, que se trata de una universidad cuyo nacimiento se enmarca temporalmente dentro de la segunda generación de la educación a distancia, años 70, con los rasgos propios que caracterizan a las instituciones de esa época: hegemonía de la tecnología educativa conductista, disponibilidad de tecnologías analógicas, modelo de organización institucional “fordista”, etc. Y, por otro lado, que antes que nada es una universidad pública cuya misión es contribuir al desarrollo de la educación superior y a la satisfacción de las demandas de estudios universitarios.

Desafios da XXX no desenvolvimento da Educação a Distância
Juntamente com outras universidades de diferentes países, a XXXX faz parte do que se convencionou chamar de “segunda geração da educação a distância”. Essa denominação se refere ao estabelecimento de instituições de um novo tipo, as universidades abertas e a distância, que surgiram no final da década de 1960 e nas décadas 1970 e 1980 como um desdobramento da primeira geração do ensino a distância, que consistia nos cursos por correspondência, os quais demonstraram que era possível ensinar e aprender sem submeter seus atores ao enclausuramento espaço-temporal exigido pela educação presencial.
Por outro lado, a XXXX, além de constituir uma aposta clara na criação de uma instituição de um novo cunho em termos da modalidade educacional que oferece, a da educação a distância, surgiu também no contexto universitário espanhol da década de 1970 em resposta a um espetacular aumento observado na demanda por estudos superiores que, entre outros fatores, foi provocado pelo forte impulso de desenvolvimento econômico registrado nesses anos, pela democratização do ensino e pela materialização do princípio da igualdade de oportunidades.
No momento de formularmos alguns dos desafios enfrentados pela instituição no campo da educação a distância, dois elementos devem, portanto, ser considerados. Por um lado, é importante considerar que ela é uma universidade surgida, temporalmente, no contexto da segunda geração da educação a distância, na década de 1970, com os desafios tipicamente enfrentados pelas instituições dessa época: a hegemonia da tecnologia educacional behaviorista, a disponibilidade de tecnologias analógicas, o modelo de organização institucional “fordista”, etc. E, por outro lado, que ela é, acima de tudo, uma universidade pública, cuja missão é contribuir para o desenvolvimento da educação superior e a satisfação da demanda por cursos universitários.

Preface
At the 27th Special Session of the General Assembly, Governments committed to a set of time-bound and specific goals, strategies and actions in four priority areas for the rights and well-being of children: promoting healthy lives; providing quality education; protecting against abuse, exploitation and violence; and combating HIV/AIDS. These commitments reaffirmed and complemented the Millennium Declaration and its goals as a framework for development and a means for decisively reducing poverty.
This report provides new information and analysis on how far the world has come in reducing child and maternal mortality and malnutrition, ensuring universal primary education, protecting children against abuse, exploitation and violence, and combating HIV/ AIDS. It is based on an extensive and valuable set of reports by United Nations Member States, which show that results are mixed, but positive in many respects. In the five years since the Special Session, there has been progress in many countries; but the national reports make clear that actions are still needed everywhere to accelerate progress.
Together, we can reach these critical goals, if we act now and with renewed resolve. This requires us to invest more in basic social services, enhance public-private partnerships, scale up strategies, and provide a healthy, safe and protective environment for children.
The evidence and analysis in this report point to clear directions for our collective efforts to build a world in which all children can survive, grow and develop to their full potential, protected from the many threats that jeopardize their rights. I commend it to all delegates to the General Assembly’s commemorative high-level plenary meeting in December 2007, and to all individuals and organizations dedicated to building a world fit for children.

Esses compromissos reafirmaram e complementaram a Declaração do Milênio e seus objetivos, na forma de uma estrutura de promoção do desenvolvimento e um meio pelo qual a pobreza possa ser decididamente reduzida.
Este relatório apresenta novas informações e análises sobre até que ponto o mundo logrou reduzir a mortalidade e a desnutrição infantil e materna garantindo um ensino fundamental universal, protegendo crianças contra maus-tratos, exploração e violência e combatendo o HIV/ AIDS. Ele se baseia em uma série abrangente e de grande relevância de relatórios elaborados por Estados Membros das Nações Unidas, os quais revelam que os resultados apresentam elementos tanto favoráveis como desfavoráveis, mas positivos em muitos aspectos. A CIDE TECNOLOGIA (Lei n.º 10.168/2000)
O que é uma CIDE?
Contribuição de Intervenção no Domínio Econômico (CIDE) é uma espécie de tributo existente no Brasil. Elas são devidas pelo benefício especial auferido pelo contribuinte em virtude de atuação estatal específica voltada ao grupo social de que participa. A atuação estatal precisa ser voltada ao grupo, não ao contribuinte - essa a diferença das taxas - e dela precisa resultar uma vantagem especial para o grupo.
CIDE - TECNOLOGIA
A Lei 10.168/2000 instituiu a contribuição de intervenção no domínio econômico (CIDE), devida pela pessoa jurídica detentora de licença de uso ou adquirente de conhecimentos tecnológicos, bem como aquela signatária de contratos que impliquem transferência de tecnologia, firmados com residentes ou domiciliados no exterior.
INCIDÊNCIA
O Decreto 4.195/2002, em seu artigo 10, dispôs que a CIDE-TECNOLOGIA incidirá sobre as importâncias pagas, creditadas, entregues, empregadas ou remetidas, a cada mês, a residentes ou domiciliados no exterior, a título de royalties ou remuneração, previstos nos respectivos contratos, que tenham por objeto fornecimento de tecnologia; prestação de assistência técnica, inclusive serviços técnicos especializados; serviços técnicos e de assistência administrativa e semelhantes; cessão e licença de uso de marcas; e cessão e licença de exploração de patentes.
CONCEITO DE CONTRATOS DE TRANSFERÊNCIA DE TECNOLOGIA
Consideram-se, para fins da CIDE-TECNOLOGIA, contratos de transferência de tecnologia os relativos à exploração de patentes ou de uso de marcas e os de fornecimento de tecnologia e prestação de assistência técnica. (§ 1.º do art. 2.º da Lei 10.168/2000).
AMPLIAÇÃO DA BASE DE CÁLCULO A PARTIR DE 01.01.2002
A partir de 1o de janeiro de 2002, a CIDE-TECNOLOGIA passa a ser devida também pelas pessoas jurídicas signatárias de contratos que tenham por objeto serviços técnicos e de assistência administrativa e semelhantes a serem prestados por residentes ou domiciliados no exterior, bem assim pelas pessoas jurídicas que pagarem, creditarem, entregarem, empregarem ou remeterem royalties, a qualquer título, a beneficiários residentes ou domiciliados no exterior (Lei 10.332/2001).
DIREITOS DE USO - COMPUTADOR
A partir de 01.01.2006, a CIDE-Tecnologia não incide sobre a remuneração pela licença de uso ou de direitos de comercialização ou distribuição de programa de computador, salvo quando envolverem a transferência da correspondente tecnologia (artigos 20 e 21 da Lei 11.452/2007).
ALÍQUOTA
A alíquota da contribuição será de 10% (dez por cento).
DESTINAÇÃO
A contribuição da CIDE-TECNOLOGIA será recolhida ao Tesouro Nacional e destinada ao Fundo Nacional de Desenvolvimento Científico e Tecnológico - FNDCT (Fundo Verde Amarelo), criado pelo Decreto-Lei 719/1969, e restabelecido pela Lei 8.172/1991, que tem, em síntese, finalidade de dar apoio financeiro aos programas e projetos prioritários de desenvolvimento científico e tecnológico.
PROBLEMAS E POLÊMICAS
A CIDE pressupõe a existência de um grupo, de um conjunto de pessoas, físicas ou jurídicas, com algum ponto de identidade. Pressupõe também algum serviço público do qual advenha vantagem especial ao grupo. Sem o grupo se teria um imposto discriminatório com o produto da arrecadação voltado a custear despesa específica. Sem o serviço do qual advenha vantagem, seria uma forma discriminatória de tributação.
No caso em questão, a CIDE tem incidência tão ampla, abrange situações tão distintas e díspares, que é questionável a existência de um grupo. É também questionável se a atuação de pesquisa tecnológica "em aberto" pode ser considerada uma atividade específica da qual um grupo específico possa se beneficiar. O grupo, muito amplo, acaba por se confundir com a própria sociedade, pelo que o custeio deveria ser por impostos.
A CIDE foi criada com alíquota de 10% e, ao mesmo tempo, o IRFONTE foi reduzido de 25% para 15%. Alguns viram nisto um desvio de recursos que seriam compartilhado com Estados e Municípios para uma despesa específica.
Outro problema é que se a cobrança fosse a título de imposto de renda a legislação no exterior permitiria, em muitos casos, o aproveitamento do crédito do imposto para reduzir o montante devido (tax credit). Como contribuição esse enquadramento é bem mais complexo, aumentando o custo efetivo da transação.
Ainda, se a cobrança fosse a título de IRFONTE, poderiam ser aplicáveis os acordos de tributação firmados pelo Brasil. A CIDE não é abrangida por eles.
CONSEQÜÊNCIAS DE EVENTUAL EXTINÇÃO DA CIDE
As conseqüências dependem do que seja criado em seu lugar. Se a CIDE for extinta, mas o IRFONTE for restabelecido em alíquota correspondente à absorção, o resultado pode ser nenhum para a empresa brasileira, salvo nos casos em que a legislação no exterior permitir que o valor do IR seja deduzido do montante devido lá. Nesse caso, ante o aproveitamento do crédito, o custo total, para a empresa no Brasil, pode ser reduzido.
Mesmo nos casos de pagamentos pessoa estabelecida em país com o qual haja acordo de tributação a classificação do rendimento para saber se seria tributável pelo Brasil ou pelo outro país é tormentosa.

What is CIDE?
The Contribution for Intervention in the Economic Domain (CIDE) is a kind of tax applied in Brazil which is to be paid for a special benefit enjoyed by taxpayers as a result of specific actions of the State in favor of the social group they belong to. These actions must be focused on the group, not on the taxpayers - thus the difference from other taxes - and must result in a special advantage for the group.
CIDE - TECHNOLOGY
Law 10,168/2000 established the contribution for intervention in the economic domain (CIDE) owed by legal persons who are licensed to use or have purchased technological knowledge, as well as by those which enter into contracts involving technology transfer with parties living or domiciled abroad.
LEVY
In its article 10, Decree 4,195/2002 provides that the CIDE –TECHNOLOGY contribution is to be charged on amounts paid, credited, delivered, used or remitted, on a monthly basis, to parties living or domiciled abroad as royalties or remuneration provided for in contracts involving technology supply; provision of technical assistance services, including specialized technical services; technical services, administrative assistance services and the like; brand assignment and use license; and assignment and license to exploit patents.
TECHNOLOGY TRANSFER CONTRACT CONCEPT
For the purposes of the CIDE-TECHNOLOGY contribution, technology transfer contracts are contracts for exploiting patents, using brands, supplying technology and providing technical assistance. (Paragraph 1 of article 2 of Law 10,168/2000).
EXPANDED CALCULATION BASIS AS OF 01.01.2002
As of January 1, 2002, the CIDE-TECHNOLOGY contribution is also to be paid by legal persons which enter into contracts involving technical services, administrative assistance services and the like to be provided by parties living or domiciled abroad, as well as by corporations which pay, credit, deliver, use or remit royalties, for any reason, to beneficiaries living or domiciled abroad (Law 10,332/2001).
USE RIGHTS - COMPUTER
Since 01.01.2006, the CIDE-Technology contribution no longer applies to remuneration for software use license or trading or distribution rights, except when they involve transfer of the corresponding technology (articles 20 and 21 of Law 11,452/2007).
RATE
The rate of the contribution amounts to 10% (ten per cent).
DESTINATION
The CIDE-TECHNOLOGY contribution is collected to the National Treasury and earmarked for the National Scientific and Technological Development Fund - FNDCT (Green-Yellow Fund) created by Decree-Law 719/1969 and re-established by Law 8,172/1991, whose purpose, in short, is to provide financial support to priority scientific and technological development programs and projects.
PROBLEMS AND CONTROVERSIES
The CIDE contribution presupposes the existence of a group, a set of persons, either natural or legal persons, with some identity point. It also presupposes a public service from which the group derives a special advantage. Without the group, it would be a discriminatory tax whose proceeds would be used to cover specific expenditures. Without the service from which an advantage is derived, it would be a discriminatory taxation mechanism.
In the case in question, the CIDE contribution is applied on such a broad basis and comprises situations that are so distinct and disparate that the existence of a group is questionable. It is also questionable whether "open" technological research can be considered a specific activity from which a specific group can derive benefits. The group, which is very broad, ends up being confounded with society itself, for which reason defrayal should be covered by taxes.
The CIDE contribution was created with a rate of 10% and, at the same time, the IRFONTE (withholding income tax) was reduced from 25% to 15%. For some people, this is a diversion of funds that would be shared with States and Municipalities to a specific expenditure.
Another problem is that if the contribution were collected as income tax, laws abroad would, in many cases, allow for the tax credit to be used to reduce the amount owed. As a contribution, this arrangement is much more complex, increasing the actual transaction cost.
In addition, if the contribution were collected as withholding income tax, taxation agreements entered into by Brazil could apply. The CIDE contribution is not covered by them.
CONSEQUENCES OF DOING AWAY WITH CIDE
The consequences depend on what is created to replace it. If the CIDE contribution is done away with but the withholding income tax is re-established at a rate corresponding to the absorption, the result can be null for the Brazilian company, except in cases where foreign laws allow for the income tax to be deducted from the amount owed abroad. In this case, in view of the use of tax credit, the total cost can be reduced for the company in Brazil.
Even in the case of payments to a person living in a country with which a taxation agreement is in force, classifying the income in order to ascertain whether it would be taxable by Brazil or by the other country is an extremely difficult process.

El proyecto XXXXX actúa en municipios endémicos de malaria en las fronteras entre Colombia, Ecuador, Perú y Venezuela. En la zona de actuación del proyecto se incluyen 115 municipios o cantones de zonas de frontera en estos 4 países. Por su parte este proyecto de Brasil con el XX incluye municipios brasileiros fronterizos con tres de estos países (Colombia, Perú y Venezuela) y además con Guyana, Suriname y Bolivia. En total son 16 municipios que fueron seleccionados por su importancia epidemiológica en toda la frontera y por la presencia de población vulnerable con dificultades de acceso a servicios. Las características de esta frontera en términos demográficos y epidemiológicos incluyen una amplia gama de escenarios, desde territorios con predominio de población indígena dispersa, áreas de movimiento de personas dedicadas a actividades de extrativismo y mineracion de oro e incluso municipios con áreas urbanas importantes , próximas a zonas fronterizas donde hay alto flujo de personas entre los países. A continuación se describen los aspectos principales donde se considera que hay elementos de integración entre los dos proyectos.
Con relación a la cobertura geográfica de areas maláricas del área de frontera en la región amazónica, se considera que puede existir un buen complemento entre los dos Proyectos debido a la gran extensión de la frontera brasileira con los otros países. Entre los 115 municipios fronterizos beneficiados con XXXXX hay 14 que tienen también frontera con Brasil y 10 de estos hacen frontera con municipios brasileiros que, por su importancia epidemiológica, fueron incluidos en esta propuesta al FG. Visto desde el proyecto brasileiro, todos los municipios de frontera, incluidos en este proyecto de Brasil al XXX, que tienen limites con países de PAMAFRO (Colombia, Venezuela y Perú), tendrían del otro lado de la frontera un municipio donde XXXXX actúa. Además de los municipios estrictamente de frontera de los países andinos, el proyecto XXXXX también tiene un ámbito de acción en el nivel administrativo superior (departamento, provincia o estado). Esta misma situación se presenta en el proyecto brasileiro, donde se propone un trabajo intenso con los Estados para promover la adopción de estrategias y herramientas para mejorar el impacto del Programa.
En este sentido el principal elemento integrador del proyecto brasileiro con el Proyecto XXXXX, consiste en la adopción y promoción de las mismas estrategias y herramientas en aspectos esenciales para la vigilancia y control de la malaria. Se trata de las líneas de acción desarrolladas por el proyecto XXX y la Red XXXXXX para mejorar la gestión de los programas de malaria. El proyecto Brasileiro incorpora estos elementos en varios aspectos de la propuesta y por su parte XXXXX ha venido incorporando algunos de ellos con progresos muy importantes en algunos países.

The XXXXXX project is active in municipalities where malaria is endemic along the border between Colombia, Ecuador, Peru and Venezuela. The area covered by the project includes 115 municipalities or cantons located in border zones in these 4 countries. This Brazil-XXX project includes Brazilian municipalities bordering on these countries (Colombia, Peru and Venezuela) and also on Guyana, Suriname and Bolivia. Altogether, 16 municipalities were selected on the basis of their epidemiological importance along the whole border and of the vulnerability of their population, which has precarious access to health care services. The demographic and epidemiological features of this border include many different scenarios, ranging from territories with disperse indigenous populations to areas in which people are engaged in extrative and gold-mining activities and municipalities with major urban areas close to border zones marked by a high flow of people between countries.
As for the geographic coverage of malaria-prone border areas in the Amazon region, the two Projects could complement each other positively in covering the large Brazilian border with the other countries. Of the 115 border municipalities enjoying the benefits afforded by XXXXX, 14 also border on Brazil, of which 10 border on Brazilian municipalities that, because of their epidemiological importance, were included in this proposal to the XXX. From the perspective of the Brazilian project, all border municipalities included in this Brazilian project to the XXX that border on PAMAFRO countries (Colombia, Venezuela and Peru) would rely, on the other side of the border, on one municipality where XXXXX is active. Há cerca de cinco mil anos a humanidade obtinha uma de suas maiores
conquistas: a invenção da escrita. Por meio de caracteres gráficos
adaptados pelas diferentes civilizações, os seres humanos passaram a
receber e a transmitir conhecimentos, o que foi fundamental para que
chegássemos ao atual estágio de desenvolvimento intelectual, social,
cultural, científico e tecnológico.
Até o século XV, a reprodução dos textos escritos fazia-se de forma
artesanal, o que tornava a leitura um privilégio de poucos. Porém, com o
advento da imprensa de Gutenberg, em 1455, a difusão da informação e de valores culturais tornou-se mais fácil e mais rápida.
Buscando permitir que também as pessoas cegas tivessem acesso ao
conhecimento e, conseqüentemente à socialização, foram feitas muitas
tentativas, em diferentes partes do mundo, para o desenvolvimento de um
alfabeto tátil, mas todas elas falharam por não se adequarem às
especificidades desse tipo de leitura.
Em 1784, o filantropo Valentin Haüy (1745-1822) fundou, em Paris, a primeira escola para cegos do mundo, o Instituto Real dos Jovens Cegos, onde os alunos eram alfabetizados por meio da impressão dos caracteres latinos em relevo linear. Esse método, porém, não permitia a prática da escrita.
Em 1819, entrou para a escola fundada por Haüy o pequeno Louis Braille
(1809-1852), que havia perdido a visão aos três anos de idade em razão
de um acidente na selaria de seu pai. O garoto, dono de uma inteligência brilhante, foi alfabetizado pelo método de Haüy, mas teve sua atenção despertada quando, em 1821, o capitão Charles Barbier de la Serre (1767-1845) apresentou aos alunos da escola um sistema de escrita e leitura
que havia desenvolvido para a comunicação noturna entre os soldados do
exército francês e que poderia também ser utilizado pelas pessoas cegas.
O sistema de Barbier (formado por pontos salientes) apresentava a desvantagem de ser apenas fonético, mas Louis Braille o utilizou como base para o desenvolvimento de um sistema de escrita e leitura, cuja primeira versão foi por ele apresentada em 1825.
O Sistema Braille, baseado na combinação de seis pontos em relevo,
permitia a representação do alfabeto e dos números, da simbologia aritmética, fonética e musicográfica e adaptava-se plenamente às peculiaridades da leitura tátil, pois cada caractere podia ser percebido pela parte mais sensível dos dedos (a polpa).
Em 1837, Louis Braille apresentou a versão final do sistema, que,
embora tenha levado algumas décadas para ser aceito na França, antes do
final do século XIX já havia se difundido pela Europa e por outras
partes do mundo.
No Brasil, o Sistema Braille foi introduzido, em 1850, por José Álvares de
Azevedo (1834-1854), um jovem cego que havia estudado em Paris.
No início dos anos 1950, por iniciativa da XXXXX, tiveram início
estudos visando a adaptação e a unificação do Sistema Braille pelos
diferentes grupos lingüísticos.
Considerado o meio natural de leitura e escrita das pessoas cegas, o
Sistema Braille está baseado em 6 pontos em relevo, distribuídos em duas
colunas verticais de 3 pontos. Combinados de diferentes maneiras, esses
pontos permitem a representação de alfabetos, números, pontuações e
símbolos científicos e fonéticos.
Por todas essas razões, pessoas cegas de todo o mundo estão ansiosas para comemorar, no dia 04 de janeiro de 2009, o bicentenário de nascimento de Louis Braille.
A XXXXX também se prepara para as homenagens a esse genial inventor, valendo-se da oportunidade para enfatizar a importância do Sistema Braille.

About 5,000 years ago, humankind experienced one of its greatest achievements: the invention of written language. Through graphic characters adapted by different civilizations, human beings began to receive and convey knowledge, a fundamental step for us to reach our current stage of intellectual, social, cultural, scientific and technological development.
Up till the 15th century, texts were reproduced manually, which made knowing how to read a privilege enjoyed by few people. However, with the advent of the Gutenberg press, in 1455, it became easier and faster to disseminate information and cultural values.
With the aim of enabling blind people to access knowledge and, consequently, to socialize with others in society, many attempts were made in different parts of the world to develop a tactile alphabet, but all of them failed because they could not be adjusted to the unique features of this reading method.
In 1784, the philanthropist Valentin Haüy (1745-1822) founded, in Paris, the first school for blind people in the world, the Royal Institute for Blind Youth, where students were taught how to read and write using Latin characters printed in linear relief. However, it was impossible to write using this method.
In 1819, a boy called Louis Braille (1809-1852), who had become blind at the age of three in an accident at his father's saddle shop, was enrolled in the school founded by Haüy. The boy, who was extremely intelligent, learned how to read and write using Haüy's method, but something drew his attention in 1821, when captain Charles Barbier de la Serre (1767-1845) presented a writing and reading system to the school's students that he had developed to be used in a “night writing” code between soldiers of the French army and which could also be used by blind people.
Barbier's system (consisting of raised dots) had the disadvantage of being a phonetic system only, but Louis Braille used it to begin to develop a writing and reading system whose first version he presented to the world in 1825.
The Braille System, based on combinations of six raised dots, allowed for the alphabet, numbers and arithmetic, phonetic and music symbols to be represented in a different way and was fully adapted for tactile reading, as each character could be felt by the most sensitive area of the fingers (the pulp).
In 1837, Louis Braille presented the final version of his system and, although it took a few decades for it to be accepted in France, the Braille reading and writing method began to be massively used in Europe and in other parts of the world before the end of the 19th century.
The Braille System was introduced in Brazil in 1850 by José Álvares de Azevedo (1834-1854), a blind young man who had studied in Paris.
In the early 1950s, at the initiative of XXXXX, studies began to be carried out to adapt and unify the Braille System with the aim of making it possible for different linguistic groups to use it.
Considered as the natural means for blind people to read and write, the Braille System is based on six raised dots distributed in two vertical 3-dot columns. Combined in different ways, these dots allow for the alphabet, numbers, punctuations and scientific and phonetic symbols to be represented in a unique way.
For all of these reasons, blind people all over the world are eager to celebrate, on January 4, 2009, the 200th anniversary of Louis Braille's birth.
XXXX is also getting ready to pay homage to this great inventor, taking advantage of this opportunity to emphasize the importance of the Braille System.

Confiança do consumidor recua com a crise
A confiança do consumidor foi abalada no quarto trimestre de 2008 em decorrência do acirramento dos efeitos da crise internacional sobre a economia brasileira. O INEC (Índice Nacional de Expectativa do Consumidor) de dezembro recuou 5% na comparação com o índice registrado em setembro. Nesta comparação, todos os indicadores que compõem o índice recuaram. Ressalte-se, ainda, que os índices relativos às expectativas dos consumidores – sobretudo no tocante à inflação e desemprego – são os maiores responsáveis pela queda no INEC.
O índice relativo à expectativa de evolução do desemprego exibiu forte deterioração com recuo de 18,5% na comparação com setembro. O índice é o menor desde março de 2002. Esse resultado é explicado pela mudança brusca na atividade econômica no último trimestre do ano, o que levou muitas empresas a anunciarem férias coletivas e demissões.
O índice de inflação também registrou deterioração. O índice recuou 9% na comparação com setembro, o que denota aumento do pessimismo. O índice é o menor desde novembro de 2001. O resultado é explicado, pela desconfiança do consumidor acerca da economia e, possivelmente, pelo efeito da desvalorização cambial sobre os preços, em especial de produtos da ceia de Natal.
O índice de expectativa com relação a própria renda mostrou recuo de 2,3%. Ressalte-se, que, a despeito do recuo, o índice permanece acima de sua média histórica. O resultado mostra que, mesmo com o aumento da desconfiança acerca da economia brasileira, persiste certo otimismo dos consumidores no tocante a sua renda.
Os consumidores também registraram piora em sua situação financeira e aumento no endividamento. Na comparação com setembro, esses índices recuaram 1,5% e 3,2%, respectivamente. Apesar do recuo, ambos os indicadores mantém-se acima de suas respectivas médias históricas.
Os indicadores de renda, situação financeira e endividamento refletem, de um lado, o aumento nos rendimentos e da massa salarial ocorridos durante todo o ano, o que levou esses índices a atingirem patamares elevados. Ressalte-se, contudo, que o recuo nesses índices já reflete, possivelmente, a piora das condições de crédito decorrentes dos aumentos passados nas taxas de juros e dos efeitos da crise financeira mundial sobre a liquidez doméstica.
Por fim, o índice de compras de maior valor registrou recuo de apenas 1% na comparação com setembro. Possivelmente, o recebimento do 13º salário e a manutenção da expectativa da evolução da renda em patamar historicamente elevado impediram uma deterioração maior deste índice.

Consumer confidence drops as crisis hits
Consumer confidence was shaken in the fourth quarter of 2008 as the effects of the international crisis on the Brazilian economy escalate. The INEC (National Consumer Confidence Index) decreased by 5% in December in relation to September. In this comparison, all indicators making up the index dropped. It should also be stressed that the indices related to consumer expectations – particularly on inflation and unemployment – are the ones accounting for most of the drop observed in the INEC index.

The income expectation index is down by 2.3%. Notwithstanding this drop, it should be mentioned that it is still above its historical average, suggesting that, despite their distrust in the Brazilian economy, consumers are still somewhat optimistic in relation to their income.
Consumers are also facing a worsening financial situation and a higher debt rate. As compared to September, these indices dropped by 1.5% and 3.2%, respectively, but both indicators are still above their respective historical averages.
The indicators for income, financial situation and indebtedness reflect, on the one hand, the higher income and total earning rates registered throughout last year, which led these indices to rise to high levels. However, it should be highlighted that the drop observed in these indices might be already reflecting worsening credit conditions caused by past increases in interest rates and by the effects of the international financial crisis on domestic liquidity.
Finally, the index for the purchase of more expensive items dropped by only 1% in relation to September. The payment of the 13th salary and the fact that expectations on income evolution remained at historically high levels prevented this index from deteriorating further.

The G20 April meeting this year is a momentous opportunity to broker a new global deal that puts people and the planet first, in the face of the world’s worst economic crisis in several decades.
Poor countries, weakened by high food and energy prices during 2008, are likely to be the most vulnerable to the negative impacts of the crisis. In this scenario, there is a real danger that the significant gains made towards meeting the Millennium Development Goals could be wiped out. We therefore call upon you to ensure at the next March G20 Finance Minister’s meeting that an agreement will be reached providing for the following measures:
• A rescue package for poor countries – the G20 should fund a fiscal stimulus package for low income countries and the OECD G20 members should deliver on their 0.7 percent of GNI aid commitment
• Concrete measure to tackle Climate Change – including G20 rich countries embarking on collaborative greening of their national fiscal stimulus packages
• Regulation of the Financial Market – tackling tax havens by ensuring automatic information exchange between all tax authorities
• Global Governance reform – ensuring parity of voice and vote between developed and developing and emerging economies at the World Bank and IMF and full representation of the African Union in all negotiations.

A próxima reunião do G20, a se realizar em abril deste ano, oferece uma oportunidade extremamente importante para a mediação de um novo acordo global que coloque as pessoas e o planeta em primeiro lugar, diante da pior crise econômica mundial das últimas décadas.
Enfraquecidos pela alta nos preços dos alimentos e da energia registrada em 2008, é provável que os países pobres sejam os mais vulneráveis aos impactos negativos da crise. Esse cenário acarreta o risco real de os importantes avanços obtidos na consecução dos Objetivos de Desenvolvimento do Milênio serem totalmente minados. Por essas razões, apelamos ao Sr. Ministro no sentido de que se empenhe para que a reunião de Ministros da Fazenda do G20 resulte em um acordo que preveja as seguintes medidas:
• Um pacote de ajuda aos países pobres – o G20 deve financiar um pacote de incentivos fiscais em benefício de países de baixa renda e cumprir o compromisso assumido pelos membros da OCDE que participam do grupo de disponibilizar 0,7 por cento de seu PIB para fins de ajuda humanitária.
• Medidas concretas em relação às Mudanças Climáticas – entre as quais a adoção de uma postura ecológica colaborativa por parte dos países ricos do G20 em seus pacotes nacionais de incentivos fiscais.
• Regulação do Mercado Financeiro – combate a paraísos fiscais por meio de medidas que garantam um intercâmbio automático de informações entre as autoridades fiscais de todos os países.
• Reforma da Governança Global – garantia de paridade de participação e de voto entre economias desenvolvidas, em desenvolvimento e emergentes no Banco Mundial e no FMI e de plena representação da União Africana em todas as negociações.

UNICEF e Ministério da Saúde lançam Guia dos Direitos da Gestante do Bebê
Mais do que uma publicação, o guia será instrumento de capacitação de agentes multiplicadores, que levarão as informações para mães, gestantes e suas famílias
Brasília, 1º de agosto – O UNICEF e o Ministério da Saúde lançaram hoje o Guia dos Direitos da Gestante e do Bebê, desenvolvido em parceria pelo MS e o UNICEF para fortalecer a capacidade de mães, gestantes e famílias de exigir seus direitos.
A publicação foi apresentada hoje pelo ministro da Saúde, Alexandre Padilha, e pela representante do UNICEF no Brasil, Marie-Pierre Poirier na abertura nacional da Semana Mundial da Amamentação (SMAM 2011), realizada pelo MS em parceria com o UNICEF e a Sociedade Brasileira de Pediatria.
A publicação faz parte das ações da Rede Cegonha, programa do governo federal, e do Selo UNICEF Município Aprovado nos municípios da Amazônia Legal, do Semiárido brasileiro e nas comunidades populares do Rio de Janeiro e de São Paulo.
Mais do que uma publicação, o guia será instrumento de capacitação de agentes multiplicadores, que levarão as informações para as comunidades e serão realizadas para atores do sistema de garantia de direitos e da sociedade em geral.
Por meio do Selo UNICEF Município Aprovado, serão capacitados para disseminar os conteúdos do guia conselheiros, lideranças comunitárias, agentes comunitários de saúde, profissionais de áreas como assistência social e mídia.
Ilustrado pelo cartunista Ziraldo, o guia apresenta de forma simples e direta informações essenciais sobre o direito ao pré-natal de qualidade, ao parto humanizado e à assistência ao recém-nascido e à mãe, além de informações sobre a legislação vigente.
A publicação, realizada com a Editora Globo, conta com o apoio da RGE, empresa do grupo CPFL Energia.
O objetivo é contribuir para que a sociedade conheça e saiba como exigir esses direitos, fortalecendo o controle social e, assim, garantindo que os direitos assegurados em lei e transformados em políticas públicas sejam cumpridos.
Na primeira fase da iniciativa, serão distribuídos 25.000 exemplares em todo o país.
“É corajosa e inovadora a postura do Ministério de Saúde de participar dessa proposta baseada numa perspectiva de direitos. Por meio dessa iniciativa, o governo fotalece o controle social e a capacidade dos cidadãos de cobrar políticas públicas mais universais e efetivas “, diz Marie-Pierre Poirier, representante do UNICEF no Brasil.
Segundo ela, essa é uma iniciativa que pode gerar um ciclo muito positivo: ao ter fortalecida sua capacidade de exigir seus direitos, os cidadãos podem apontar o que está ou não funcionando, ajudando o governo a melhorar os serviços oferecidos, o que pode gerar mudanças positivas no sistema de saúde. É um processo de retroalimentação que beneficia não apenas aos usuários, mas também fortalece a capacidade de atuação dos gestores públicos.
O UNICEF tem desenvolvido materiais similares para fortalecimento das competências familiares adotando o mesmo conceito de “ação em rede” para disseminação das informações. O guia, no entanto, complementa essas ações ao levar para as famílias informações sobre como exigir seus direitos assegurados pelo marco legal e normativo brasileiro.
SMAM 2011 - A Semana Mundial da Amamentação, uma iniciativa da World Alliance for Breastfeeding Action (WABA), traz este ano o tema “Fala comigo! Amamentação – uma Experiência a 3 dimensões.”
Além do tempo (período anterior à gravidez até ao período de desmame) e do local (a casa, comunidade, sistema de saúde, entre outros), a WABA alerta para a terceira dimensão – a comunicação – e para os benefícios que a troca de experiências e de conhecimentos podem gerar no apoio ao aleitamento materno. A ideia é salientar a importância da comunicação, em vários níveis e entre diferentes setores da sociedade, no apoio ao aleitamento materno.
O UNICEF acredita que, por meio de ação conjunta, é possível garantir os direitos de mães, gestantes e seus bebês. Por isso, defende a idea de que sociedade tem a responsabilidade de garantir que a mãe possa amamentar seu filho, principalmente até os seis meses de vida da criança, período em que o bebê deve apenas ingerir o leite materno.
Para o UNICEF:
•Mães ainda enfrentam diversas barreiras para amamentar seus filhos. O preconceito de dar o peito ao filho em público e as dificuldades em conciliar seus horários de trabalho com os de amamentação são algumas das principais delas.
•Cada um de nós tem a responsabilidade de garantir que a mãe possa amamentar seu filho de forma adequada, principalmente até os 6 meses de vida da criança. Não é suficiente apenas divulgar ou trocar informações sobre esse direito. Precisamos garantir as condições para que esse direito seja realizado.
•Toda forma de preconceito contra a amamentação em público deve ser fortemente combatida por cada um de nós. Amamentar é um ato que deve gerar solidariedade e não recriminação.

UNICEF and Ministry of Health launch Guide on the Rights of Pregnant Women and their Babies
More than a publication, the Guide will be a capacity-building tool for multiplying agents, who will be able to disseminate key information to mothers, pregnant women and their families
Brasília, August 1 – Today, UNICEF and the Ministry of Health launched the Guide on the Rights of Pregnant Women and their Babies, which was developed under a partnership between the Ministry of Health and UNICEF to strengthen the capacity of mothers, pregnant women and their families to demand their rights.
The Guide was presented today by the Minister of Health, Alexandre Padilha, and by the UNICEF representative to Brazil, Marie-Pierre Poirier, at the national opening ceremony of the Global Breastfeeding Week (2011 GBW), held by the Ministry of Health in partnership with UNICEF and the Brazilian Pediatrics Society.
The Guide is part of the actions of the Cegonha (stork) Network, a program of Brazil’s federal administration, and of the UNICEF Municipal Seal of Approval in municipalities located in the Legal Amazon region, in the Brazilian semi-arid region and in low-income communities in the cities of Rio de Janeiro and São Paulo.
More than a publication, the Guide will be a capacity-building tool for multiplying agents, who will be able to disseminate key information to communities and will build the capacity of actors of the Rights Assurance System and of society at large.
Through the UNICEF Municipal Seal of Approval, council members, community leaders, community health agents, and social work and media professionals will be trained to disseminate the Guide’s contents.
Illustrated by cartoonist Ziraldo, the Guide provides, in a simple and straightforward fashion, key information on the right to quality prenatal care, to humanized delivery, and to health care to newborns and their mothers, apart from information on laws in force.
The publication, prepared with the Editora Globo publishing house, was supported by RGE, a company of the CPFL Energia group.
Its objective is contributing for society to become aware of and learn how to demand these rights, strengthening social control mechanisms and thus ensuring the observance of rights provided for in the law and turned into public policies.
In the first phase of the initiative, 25,000 copies of the Guide will be distributed throughout the country.
“The decision of the Ministry of Health to take part in this rights-based initiative is daring and innovative. Through it, the government will strengthen social control mechanisms and the capacity of citizens to demand more universal and effective public policies," said Marie-Pierre Poirier, UNICEF representative to Brazil.
According to her, this initiative can give rise to a very positive cycle: by having their capacity to demand their rights strengthened, citizens can point out what’s working or not, helping the government to improve its services, which can generate positive changes in the health care system. It’s a feedback process that benefits not only the users of these services, but also strengthens the operational capacity of public managers.
UNICEF has been developing similar materials designed to strengthen family competencies based on the same concept of “acting in networks” to disseminate information. The Guide, however, complements these actions by providing information to families on how to demand their rights as provided for in the Brazilian legal and normative framework.
2011 GBW - This year’s Global Breastfeeding Week, an initiative of the World Alliance for Breastfeeding Action (WABA), uses the slogan “Talk to me! Breastfeeding – a 3D Experience.”
Apart from the time (the period before pregnancy up till weaning) and location (one’s home, community, health care system, among others) dimensions, WABA draws attention to a third dimension – communications – and to the benefits that exchanging experiences and knowledge can generate in support of breastfeeding. The idea is to stress the importance of communications at various levels and between different sectors of society in support of breastfeeding.
Through this joint action, UNICEF believes that it is possible to ensure the rights of mothers, pregnant women, and their babies. For this reason, it supports the idea that society is responsible for ensuring the necessary conditions for mothers to breastfeed their babies, particularly until the age of six months, a period during which babies should be exclusively breastfed.
UNICEF believes that:
•Mothers still face many barriers to breastfeed their babies. The prejudice they can experience when breastfeeding in public and difficulties faced by them to reconcile work and breastfeeding schedules are some of the main barriers.
•Each one of us is responsible for ensuring that mothers can breastfeed their children appropriately, particularly until they are 6 months old. Merely disseminating or exchanging information on this right is not enough. We need to ensure the conditions for this right to be actually realized.
•All forms of prejudice against breastfeeding in public should be strongly fought by each one of us. Breastfeeding is an act that should generate solidarity rather than recrimination.
•Companies should respect the laws that ensure mothers at least 30-minute breaks at work twice a day to breastfeed their babies until the age of 6 months (Art. 396 of the Consolidated Labor Laws). These breaks can be negotiated with their bosses and combined into one-hour breaks (Art. 396 of the Consolidated Labor Laws).
•Breastfeeding provides more than nutritional benefits to babies: it also has a high impact on their cognitive and affective development by strengthening their affective bonds with their mothers and ensuring the safety and protection they need in this phase of their lives.

UNICEF celebrates Global Breastfeeding Week by taking the message beyond health clinics
NEW YORK/GENEVA, 30 July 2011 - During World Breastfeeding Week, UNICEF joins global partners in calling for the benefits of breastfeeding to be broadcast beyond clinics and delivery rooms to the public at large, ensuring that young people both in the developing world and in wealthier countries understand the importance of breastfeeding long before they become parents.
Breastfeeding is directly linked to reducing the death toll of children under five, yet only 36 per cent of infants under six months old in developing countries are exclusively breastfed.
“With so much at stake, we need to do more to reach women with a simple, powerful message: Breastfeeding can save your baby’s life,” said Anthony Lake, UNICEF Executive Director. “No other preventive intervention is more cost effective in reducing the number of children who die before reaching their fifth birthdays.”
The powerful benefits of breastfeeding for child survival, growth and development are well known. Scientific evidence has shown that breastfeeding could lead to a 13 per cent reduction in deaths of children under five if infants were exclusively breastfed for 6 months and continued to be breastfed up to one year.
Breastfeeding also plays an important role in preventing stunting (low height for age), a condition that can cause irreversible physical and cognitive damage, and which is viewed as a key indicator reflecting inequities in society. Given its critical importance, UNICEF firmly supports all efforts to accelerate comprehensive efforts to improve breastfeeding rates globally, in every country and with a particular focus on reaching the most disadvantaged and hard to reach populations.
“Breastfed is best fed, whether the baby is born in Uganda or England, China or Canada,” said Lake.
Women generally have received information about the importance of exclusive breastfeeding when they go for antenatal care visits, or after they deliver their babies. That is why community health networks should have staff that not only possess updated knowledge and skills to support mothers to start breastfeeding, but also offer guidance and clarification on how to sustain exclusive breastfeeding for the first six months and to continue to breastfeed until two years or beyond.
Yet, while breastfeeding rates in the developing world are on the rise in two-thirds of countries with trend data, millions of infants are not benefiting from this life-saving practice.
It is clear that a broader audience of advocates needs to be cultivated using new and creative ways to communicate with mothers and families. Raising awareness beyond the confines of the maternity ward is critical to reach these broader audiences, including children and young people.
UNICEF embraces the idea of using all possible means of communication and encourages others to do the same, using the opportunity of World Breastfeeding Week to trigger action the whole year round.
This year’s celebration emphasizes the role that every member of society can play to raise awareness about breastfeeding – a natural and nurturing start to life for infants and mothers. It also emphasizes that communication on breastfeeding should take advantage of non-traditional and newer communication tools such as social networking, blogs, mobile phone technology, the arts and flash mobs.

NOVA IORQUE/GENEBRA, 30 de julho de 2011 - Na Semana Mundial do Aleitamento Materno, o UNICEF se une a parceiros globais em seu apelo para que os benefícios do aleitamento materno sejam difundidos ao público geral, para além dos postos de saúde e das salas de parto, garantindo que jovens em países em desenvolvimento e mais ricos compreendam a importância da amamentação muito antes de se tornarem pais.
Embora o aleitamento materno esteja diretamente relacionado à redução da taxa de mortalidade de crianças abaixo de cinco anos, apenas 36 por cento dos bebês com menos de seis meses são exclusivamente amamentados nos países em desenvolvimento.
“Com tanto em jogo, precisamos fazer mais para alcançar as mulheres com uma mensagem simples e poderosa: O aleitamento materno pode salvar a vida do seu bebê”, afirmou Anthony Lake, Diretor Executivo do UNICEF. “Em termos de custos, nenhuma outra intervenção preventiva é mais eficaz na redução do número de crianças que falecem antes de completar seu quinto aniversário”.
Os poderosos benefícios do aleitamento materno para a sobrevivência, o crescimento e o desenvolvimento da criança são bem conhecidos. Evidências científicas revelam que a amamentação poderia reduzir em 13 por cento o número de óbitos entre crianças abaixo de cinco anos se os bebês fossem exclusivamente amamentados por seis meses e continuassem a ser amamentados até o primeiro ano de vida.
O aleitamento materno também desempenha um papel importante na prevenção do nanismo (baixa estatura para a idade), uma condição que poder provocar danos físicos e cognitivos irreversíveis e é vista como um indicador-chave que reflete desigualdades na sociedade. Devido à sua importância crucial, o UNICEF apoia firmemente todas as iniciativas de aceleração dos esforços globais para elevar as taxas de aleitamento materno em todos os países, com um foco especial no atendimento às populações mais desprivilegiadas e de difícil acesso.
“Um bebê amamentado tem a melhor nutrição, a despeito de ter nascido em Uganda ou na Inglaterra, China ou Canadá”, disse Lake.
As mulheres geralmente recebem informações sobre a importância do aleitamento materno exclusivo em consultas pré-natais ou após o parto. Por essa razão, as redes comunitárias de saúde devem contar com profissionais que possuam não apenas conhecimentos e habilidades atualizados para apoiar as mães a iniciar a amamentação, mas que também ofereçam orientações e esclarecimentos sobre como manter o aleitamento materno exclusivo nos seis primeiros meses e continuar a amamentar seus filhos até o segundo ano de vida ou mais.
No entanto, enquanto as taxas de aleitamento materno nos países em desenvolvimento crescem em dois terços dos países para os quais dados de tendência estão disponíveis, milhões de bebês ainda não estão se beneficiando dessa prática que pode salvar vidas.
Observa-se uma clara necessidade de se cultivar um público mais amplo de defensores dessa prática saudável por meio de maneiras novas e criativas de se comunicar com mães e famílias. A conscientização para além dos limites da maternidade é fundamental para que esses públicos mais amplos sejam alcançados, incluindo crianças e jovens.
O UNICEF abraça a ideia de usar todos os meios de comunicação disponíveis e incentiva outras organizações e entidades a fazer o mesmo, aproveitando a oportunidade oferecida pela Semana Mundial do Aleitamento Materno para desencadear ações durante todo o ano.
A celebração deste ano enfatiza o papel que cada membro da sociedade pode desempenhar para promover uma maior conscientização dos benefícios do aleitamento materno – garantindo um início de vida natural e saudável para bebês e mães. Destaca, também, que a comunicação sobre o aleitamento materno deve aproveitar ferramentas de comunicação não tradicionais e mais recentes como, por exemplo, redes sociais, blogs, tecnologias de celular, as artes e aglomerações de pessoas em locais públicos.
