Classification opinion is custom's permission to apply a single umbrella code for goods shipped dismantled, sometimes in different transport lots. Regulation is applicable for components that can function as a single machine upon assembly.
Due to different reasons including the lower tariff rate importation of some goods requires a submission to the customs of the classification opinion issued on the different levels of customs authorities.
According to the legislation a classification decision shall be adopted by the customs agencies upon the request of the person who has concluded the foreign trade transaction and/or who is the consignee of goods.

They come in all shapes and sizes, in dirty overalls, in court, in love, in bars and always in debt. Girls love them, towns tolerate them and companies support them.
An Oilman is: laziness with a pack of cards, bravery with a tattered copy of Playboy and protector of the world on a 6 pack of beer. He has the energy of a Tortoise, the slyness of a Fox, the brains of a Worm, the stories of a Sea Captain, the sincerity of a born liar and the aspirations of a Casanova. Some of his interests are: Women, Females, Dames, Broads, Chicks and the opposite sex.
He dislikes answering letters, overtime, safety meetings and warm beer. No one else can cram so much into one pocket: a dirty handkerchief, a package of crushed Cigarettes, a picture of his girlfriend, a comb, a church key, an old boarding card and what is left of out of last weeks pay.
He likes to spend money on girls, some on booze, some on horses, some on football and the rest he just spends foolishly.
An Oilman is a magical creature. You can lock him out of your house, but not out of your heart. You can scratch him from a Chopper list, but not from your mind - he is your one and only pissed off pain in the ass.
But all of his shattered dreams become whole again when he climbs aboard that shore bound chopper, looks back at the platform and says…..

Нефтяник – это: лень с колодой карт, храбрость с зачитанным до дыр Плейбоем и защитник мира на 6-ти баночной упаковке пива. Он обладает энергией черепахи, хитростью лисы и умом червя, кладезью историй про капитана Врунгеля, честностью прирожденного вруна и желаниями Казановы. К некоторым из его интересов относятся: Женщины, Бабы, Дамы, Подруги, Телки и представительницы противоположного пола.
Он не любит отвечать на письма, сверхурочную работу, инструктажи по технике безопасности и теплое пиво. Никому еще не удалось запихать столько в свой карман: грязный платок, мятую пачку сигарет, фотографию подружки, расческу, ключ от бардачка, старый посадочный талон и то, что осталось от последней зарплаты.
Он любит тратить деньги на девочек, немного на выпивку, немного на лошадей, немного на футбол, а все остальное он просто тратит бездумно.
