Program
We are going to present now the principles of criminal law with which every person in the community should be informed, for ignorance of the law is no defense in a criminal prosecution. The individual states have broad powers to prohibit and punish crimes. The state legislature has inherent power to define crimes and to enact laws punishing them. It does so, first, by a definite description of the act or acts constituting a crime and, second, by prescribing a penalty for the particular crime. Unlike the state legislatures, the United States Congress has no inherent power to punish crimes.
