A n Y W h E R E
Anywhere is an artistic project that has been developed over three stages: a short residency at the Montecarlo Hotel in Barcelona, followed by a show and a postcard publication. It constitutes a study on the tourist gaze and on the homogeneization of urban spaces. It is not a project that aims to judge tourism or give a specific solution. It is a way of experimenting and reinventing the city through the gaze of four artists.
In a poem by Charles Baudelaire, the soul is arguing with the poet about where would they like to live. After several propositions, without any success, the soul explodes and answers. Anywhere, anywhere! But let it be out of this world!’*
We always want to be where we are not, but at the same time, it is becoming less important where we want to live or travel since we will meet the same kind of people, venues and shops anywhere. It does not matter to which European city Easyjet takes you to, you will be able to feel at home...
The idea of wandering around a city has also been homogenised and turned into a selective and standarised tourist itinerary, following specific intentions without any freedom. The aim of this project is to give to a group of artists the opportunity to wander around and work on the tourist gaze of Barcelona following diverse individual responses. In AnYWhERE the artists have decided to stay at the hotel during the whole week watching horror movies, take the tourist itinerary to the extreme, exhausting all its possibilities or trying to follow the path of the flaneur through a distant relationship, without participating on the economy of the city, only observing through distance.

Anywhere es un proyecto artístico desarrollado en tres etapas: una residencia en el Hotel Montecarlo de Barcelona, seguido de una exposición y una publicación de postales. Constituye una reflexión en torno a la mirada turista y a la homogeneización del espacio urbano. No es un proyecto que quiera juzgar el turismo o dar una solución concreta. Es una forma de experimentar y reinventar la ciudad a través de la mirada de cuatro artistas.
En un poema de Charles Baudelaire, el alma discute con el poeta sobre donde les gustaría vivir. Después de varias proposiciones sin éxito alguno, el alma estalla y contesta ¡Dónde sea, dónde sea! ¡pero fuera de este mundo! *
Siempre queremos estar donde no estamos, pero de igual manera, cada vez más es menos importante donde queramos estar o viajar ya que vamos a encontrar el mismo tipo de gente, locales y comercios en cualquier lugar. No importa a qué ciudad europea te lleve Easyjet que podrás sentirte como en casa. Algo tan importante como el pasear por la ciudad, devolviendo el espacio urbano a las personas, es utilizado precisamente para crear el itinerario turístico, estandarizado y selectivo, dejando de lado gran parte de la geografía urbana de cualquier ciudad.
Anywhere tiene como propósito dar a un grupo de artistas la oportunidad para reflexionar sobre la mirada turista de Barcelona. En Anywhere los artistas han decidido permanecer en el hotel durante toda la semana o refugiarse en la literatura y el cine de terror, llevar el itinerario turístico al extremo, agotando sus posibilidades o a diferencia del turista, intentar seguir la pauta del flâneur a través de una relación distante, no participando de la economía de la ciudad sino observando desde la distancia.

Servicio Público (1998) was first written after a period of economic instability, on a process of global public privatisation. By looking at international examples, it wanted to look for models in order to generate efficient administrative structures in Spain.
Eight years later, we want to look back to see if any of those debates still unresolved and how structures have changed.
1. To what extent is public funding important for the development of an artist’s work? How would you consider the concepts that define this funding such as grants, prizes.. Have they any particular (positive/negative) connotation to you?
I would refer you to Andrea Fraser’s essay “A Museum is not a business. It is run in a businesslike fashion”, from “Art and its Institutions”, Black Dog Publishing, 2006. The text is an update of an earlier essay from 2000. In addition to her writing I would like to add that an artists role in society is to provide a critical framework towards the visualising and production of new relationships within society. Public funding is frequently absorbed into mainstream political instrumentalisation processes. Therefore it should be examined and critiqued alongside any other source of funding. The public model presupposes that art requires funding at some level, which is not necessarily the case. Public models of funding usually require a series of predictions about the effect of the work on the multiple publics for art. I am not normally prepared to make such predictions. We have to look at specific examples here. There is a big difference between public funding of an institution and direct funding for a specific artwork or project. I am from the generation of artists who like to work in parallel with curators and other critical voices in the culture towards a situation where public funding is responsive but not deterministic.
2. How can public funding really help to create an art market? Do you think that there will be a moment when public support won’t be necessary because the art market will work by itself? Do you consider that this would be good and desirable or maybe not?
Public funding should not be used to help create an art market. The intricacies of capitalism are developing perfectly fine as they are without any extra help from tax-payers. Public funding should be used towards a critique of the value systems of the dominant culture… Could you be more specific or give an example of what you think should have public funding?
. It should not be used to pay the rent for shops selling art. The most powerful country in the world has pretty much dispensed with public funding, so therefore we can already see and critique a system that relies primarily on the market and the generosity of the enlightened bourgeoisie in relation to the institution and the production of specific art objects and structures. Artists don’t think about the art market very much. But they do think about good galleries, public spaces, enlightened institutions and ad-hoc groupings. Markets don’t “work by themselves” they are the result of hard work on the part of people who believe in such systems. There is a complex psychology at work in the so-called “art-market” but notions of market exchange and development are quite straightforward and do not require public support. In fact, such support signals a loss of interest in notions of the public good and the social function of politics within society.
Maybe it is just a matter of translation but, what do you mean exactly for “enlightened institutions”?
3. Do you think that the Arts Council model is still a good option of cultural policy? Is there any alternative that you see efficient?
Yes, I do think it is a good model, as long as the instrumetalization at the heart of the organisation is towards supporting those things in the society that will not be supported by traditional notions of the market. The arts council is already being broken down and turned into an agency that brings together private money and public structures. This is part of the blurring of social politics that is at the heart of the Blairite agenda. The arts council has never focused purely on art and the majority of its funds have always gone to marginal interests such as opera. A better model would be a series of independent arts councils with separate funding that would not confuse the desire of the dominant strata to see culture as the singing old songs in the context of bad sets built by artists and instead recognise that art has a different function in the society than the requirement to provide a sequence of elegant or reassuring mise-en-scene.
By the way, did you know that in Catalunya they are thinking in including Culture under the Education Office..
4. On the first issue of the book you were talking about the British Council as a good solution for artists during the period where the Art Council did not fund individuals. Do you think it still has the same importance nowadays?
The British Council was traditionally an off-shoot of the Foreign Office and devoted to the post-war project of exporting a particular vision of cultural life to a devastated political terrain. By the time I left art school the British Council found itself in the position to be able to function as a general support for travel and shipping. This was a decent thing to do and allowed people to get around and to educate themselves. I cannot confirm or deny the current situation and whether the current role of the British Council is the same as before. They certainly helped me and never asked me overly define the relationships that may or may not spring from my practice. They relied on the local situation to explain itself and the local representative to argue for the money. This is better than determining who gets what from the centre outwards, but can also lead to peculiarities and perverse decision making. It is very British, as they say, and clearly a policy structure inherited from colonial times when the Empire was based on making local people organise themselves for a small fee and then creaming off the benefits, both literal and cultural. Its activities were also rooted in a traditional distrust of funded intellectual endeavour, which as we know can lead to revolutions. So instead of determining such relationships from London they tended to allow the discourse and the debate to exist elsewhere. They just put you on the plane, they didn’t tell you what you should do when you arrived.
5. Living between the United States and Europe, how would you compare both situations in terms of cultural policy? Which one do you consider more efficient?
The US has unique problems in relation to culture. There is no cultural policy here. It is seen as something that is best left to grass-roots organisations or private individuals. In common with other great empires in the past, the US is obsessed with exporting its values but this has nothing to do with the critical processes of contemporary art or the development of the culture beyond fairly straightforward understandings of enlightenment culture. The US has a well-developed class structure and a well-developed critical structure. Both of these require more examination in terms of their effect on the culture. The suppression of traditional class critique in the US is historically based and is one reason why there is no defined cultural policy. It is, therefore, not possible to compare the European and US model. However, we can say that there is some scepticism in the US, even among progressive developed thinkers and artists, as to whether the most simple-minded understanding of European Cultural Policy can ever really produce effective systems of critique. It all depends on whether we view either the model or the non-model as singularities. There is more in common between the City of Cambridge, Massachusetts, cultural policy and the City of Barcelona’s cultural policy than we might imagine. At the same time, the Federal system in the US and the European Community Cultural Policy model appear to be completely opposed but it is arguable that they merely produce an inverted mirror of misunderstanding about the potential of contemporary art in the culture.
6. Which is your position towards private funding?
It depends where the money comes from and why it is being used. I have no general rule.
7. Do you think that there are some companies that should not participate in cultural funding? Do you think that we should ask companies for an ethical code for not being coherent between what they do and what they fund?
Yes. I always ask where the money comes from and where they think it will be going if we work together.
8. Which is your position towards Copyright?
It is something that concerns inventors, corporations and media companies. It does not concern me.
9. Do you believe that culture is really an “exception” concerning market legislation and it needs special protection towards it? Where should we set the limits of public funding?
Yes, culture is an exception, otherwise it stops being culture and becomes something else. There should be no limits to public funding of art, which must be understood within the proviso that there will always be artists who don’t want public money even if it is available.
10. Do you think that something has changed, in positive on the development of cultural policy and public funding since you did the first interview? Or on the contrary, the situation is getting worse with time?
The situation changes all the time. The changes are always culturally specific and sometimes responsive to the general flow of global politics. There is a general battle in the European context for the possession and instrumentalization of meaning within art. There is an idea in Europe that one can ameliorate the excesses of Capitalism via partnership and progress. The processes of modernity are always coming up against the critical potential of modernism in its various incarnations. We could say that the tension between modernity (the continued development of technologies, inequalities and globalisation) works in relation to the history of modernism as an intellectual critical field. The gap between the trajectory of modernity and modernism increases every day. We may need to move into the space between the two in order to create a critical system that even allows us to find an answer to your question. It is arguable that this is the project of the most interesting artists today.

Entrevista a Liam Gillick sobre el mercado del arte (noviembre 2006)

Servicio Público (1998) se publicó por primera vez después de un período de inestabilidad económica en España, en unos tiempos en los que se empezaba a observar un proceso global de privatización. Tomando ejemplos de artistas y personajes de proyección internacional, se buscaron modelos para crear estructuras administrativas eficientes en España. Ocho años más tarde, queremos mirar atrás para ver si algunos de esos debates siguen sin estar resueltos y cómo han cambiado las principales estructuras culturales desde entonces.
Tu trabajo como escritor y artista se basa en gran medida en cuestionar estas estructuras, por eso creí necesaria tu intervención en esta serie de entrevistas. Empecemos con el concepto de financiación pública:
Hasta qué punto crees que es importante la financiación pública para el desarrollo del trabajo de un artista?
Sobre esta cuestión me referiría al ensayo de Andrea Fraser “A museum is not a bussiness. It is run in a bussinesslike fashion”, en Art and its institutions, Black Dog Publishing, 2006. El texto es una actualización de un ensayo anterior del año 2000. Yo añadiría a su texto que el papel del artista en la sociedad es el de proveer un marco crítico hacia la visualización y producción de nuevas relaciones en la sociedad.
La financiación pública está frecuentemente absorbida en procesos de instrumentalización política de tipo general. Por lo tanto, ésta se debe examinar y criticar del mismo modo que cualquier otro tipo de financiación. El modelo público presupone que el arte requiere algún tipo de financiación, y no tiene por qué ...
Cómo considerarías los conceptos que definen esta financiación tales como premios, subvenciones, concursos..? tienen alguna connotación para ti?
En este caso tendríamos que fijarnos en ejemplos concretos. Hay una gran diferencia entre la financiación pública para una institución y la financiación directa para un trabajo específico o un proyecto. Yo soy de la generación de artistas que quieren trabajar paralelamente con comisarios y otras voces críticas en la cultura para llegar a una situación en la que la financiación pública sea correspondiente pero no determinante.
Cómo puede la financiación pública realmente ayudar a crear un mercado del arte?
La financiación pública no debería ser utilizada para ayudar a crear un mercado del arte. Las intrincaciones del capitalismo se desarrollan perfectamente por sí solas sin ninguna ayuda de los contribuyentes. La financiación pública debería ser utilizada para una crítica del sistema de valores de la cultura dominante. No debería ser utilizado para pagar el alquiler de las “tiendas” que venden arte.
Podrías poner un ejemplo?
El país más poderoso del mundo ha prescindido casi totalmente de la financiación pública, por lo tanto podemos ver y analizar críticamente un sistema que confía principalmente en el mercado y en la generosidad de la burguesía ilustrada en relación a la institución y la reproducción de objetos y estructuras artísticas. Los artistas no piensan mucho en el mercado del arte. Pero sí que piensan en tener buenas galerías, espacios públicos e instituciones ilustradas.
Los mercados no “funcionan por ellos mismos” son el resultado de un trabajo duro por parte de la gente que cree en estos sistemas. Hay una compleja psicología en el trabajo del llamado “mercado del arte” , nociones como intercambio y desarrollo son muy claras y no requieren ayuda pública. De hecho esta ayuda señala una falta de interés en nociones del bien público y la función social de la política en la sociedad.
Entonces, por ejemplo, crees que el modelo inglés del Arts Council es todavía una buena opción de política cultural? Hay alguna alternativa que veas eficiente?
Sí, creo que es un buen modelo, hasta que siga estando a favor de apoyar aquellas cosas en la sociedad que no son apoyadas a la vez por las nociones tradicionales del mercado.
El Arts Council se está transformando en una agencia que reúne dinero privado y estructuras públicas. Esto es parte de la oscura política social que está en la base de la agenda política de Blair.
El Arts Council nunca se ha centrado exclusivamente en el arte, la mayoría de su financiación siempre va hacia intereses marginales como por ejemplo la opera.
Un mejor modelo sería una serie de arts councils independientes con financiación separada y reconocer que el arte tiene una función diferente en la sociedad más allá del crear elegantes decorados.
En la primera parte del libro, hablabas del British Council como una buena solución para los artistas durante el período en el cual el arts council no financiaba a individuos. Cómo crees que ha cambiado la situación actualmente?
El British Council tradicionalmente era una rama de la oficina de Asuntos exteriores dedicada al proyecto de posguerra de exportar una visión particular de la cultura en un terreno político devastado. En los tiempos en que dejé la escuela de bellas artes, el British Council se encontró en la posición de ser capaz de funcionar como ayuda general para artistas en viajes y transportes.
Esto era algo muy bueno y permitió que la gente saliera del país y se educara. No puedo confirmar o negar la situación actual o si el papel actual del British Council es el mismo de antes. Ciertamente me ayudaron y nunca me pidieron que definiera las relaciones que se derivaban de mi práctica.
Confiaban en la situación local para explicarse y en el representante local para discutir el dinero. Esta es una situación mejor que determinar quién recibe el dinero desde el centro al exterior, pero también puede llevar a peculiaridades y a tomas de decisiones perversas. Es muy inglés, como ellos dicen, y claramente una estructura política heredada de los tiempos coloniales cuando el imperio estaba basado en hacer que la población local se organizara ella misma por un pequeño impuesto y después se repartieran los beneficios, literales y culturales. Sus actividades estaban también arraigadas en un descrédito hacia la financiación intelectual, la cual como sabemos, puede dar lugar a revoluciones. Por lo tanto, en vez de determinar esas relaciones desde Londres, tendían a permitir el discurso y el debate en otros sitios. Ellos te ponían en en el avión y no te decían lo que debías hacer cuando llegaras.
Viviendo entre Estados Unidos y Europa, cómo compararías ambas situaciones en cuanto a política cultural? Cual consideras más eficiente?
Los Estados Unidos tienen problemas específicos en relación a la cultura. Aquí no hay política cultural. Es visto como algo que se debe dejar a organizaciones o individuos privados.
En común con otros grandes imperios del pasado, los EEUU están obsesionados con exportar sus valores, pero esto no tiene nada que ver con los procesos críticos del arte contemporáneo o el desarrollo de la cultura, simplemente se refiere a un claro modelo de cultura ilustrada.
Los EEUU tienen una estructura de clases bien desarrollada y también una estructura crítica bien desarrollada. Ambos requieren un mayor examen en términos de su efecto en la cultura. La supresión de la crítica de clases en EEUU está basada en su historia y es una de las razones por las que no hay política cultural. Es, por lo tanto, imposible comparar ambos modelos. Sin embargo, podemos decir que hay cierto escepticismo en EEUU, incluso en el pensamiento y arte más progresistas, hacia si la más simple comprensión de la política cultural europea puede producir efectivamente sistemas de crítica.Todo depende si miramos el modelo o el anti-modelo como singularidades. Hay más en común entre la política cultural de la ciudad de Cambridge, Massachussets y la de la ciudad de Barcelona del que nos podemos imaginar. Al mismo tiempo, el sistema federal en EEUU y el modelo de política cultural de la Unión Europea parecen ser completamente opuestos, se puede discutir que lo único que van a producir es un espejo invertido de malentendidos sobre el potencial del arte contemporáneo en la cultura.
Crees que la cultura es realmente una “excepción” en lo que respecta la regulación de mercado y necesita una protección especial?
Sí, la cultura es una excepción, de otra forma dejaría de ser cultura y se convertiría en otra cosa.
Donde deberíamos poner los límites de la financiación pública?
No debería haber límites para la financiación pública del arte, lo cual tiene que ser comprendido teniendo en cuenta que siempre habrán artistas que no quieren dinero público incluso si está a su alcance.
Por último, crees que algo ha cambiado, en positivo, en el desarrollo de la política cultural y financiación pública desde que hiciste la primera entrevista? O por el contrario, crees que la situación se está poniendo cada vez peor a lo largo del tiempo.
La situación cambia constantemente. Los cambios son siempre culturalmente específicos y algunas veces responden al flujo global de la política. Hay una batalla general en el contexto europeo para la posesión e instrumentalización del significado en el arte. Hay una idea en Europa de que uno puede mejorar los excesos del capitalismo por colaboración y progreso. Los procesos de la modernidad siempre se vuelven en contra del potencial crítico de la modernidad en sus varias encarnaciones. Podríamos decir que la tensión entre modernidad (el contínuo desarrollo de las tecnologías, desigualdades y globalización) funciona en relación con la historia de la modernidad como un terreno crítico intelectual. El hueco entre la trayectoria de la modernidad y lo moderno se hace cada vez mayor. Necesitaríamos movernos entre el espacio entre los dos para crear un sistema crítico que nos permitiera encontrar una respuesta a tu pregunta.
