CHAPTER 1: Leyte and the Philippine-American War
Philippine historical literature discussing the Leyteno's revolutionary involvement in the Filipino-American war (1899-1902) only presents vignettes. The guerilla movement, successfully conducted, remained in colonial literature as insignificant local protests, merely perceived as separate and distinct from the Luzon-centered struggle against the Americans. Apparently, most of these accounts have ignored the political, economic, and social conditions of the Leytenos throughout the period of struggle.
Consequently, General Ambrosio Mojica's leadership in the struggle receives skimpy discussion. This injustice demonstrates, in part, the historians' obsessive bias for recreating national history by writing extensively on the achievements of the colonial masters and the role of the Filipino elite. Naturally, General Mojica gets minimal discussion, but other heroes, like General Emilio Aguinaldo, Antonio Luna, and Apolinario Mabini, take in sufficient exposition.
This account pf General Mojica's revolutionary career aims at rendering justice to his revolutionary role, which is long overdue because his efforts to direct the struggle of the Leytenos have remained undiscussed in many historical accounts of the Filipino-American war. This will redress his role in the people's struggle for freedom by discussing his guerillas' significant contributions to the revolutionary cause. Eventually, because of the important role played by General Mojica, Leyte's uncompromising revolutionary general, his various exploits would be discussed.
Also, this account will examine the factors which sustained the people's struggle as reflected behaviorally by General Mojica, his army, and the Leytenos. With this perspective, the history of Leyte's involvement in the Filipino-American war becomes focused on General Mojica’s revolutionary career. This study, therefore, attempts to recreate the revolutionary ambience of the period under scrutiny. As such, the author thinks that an analysis of the historical conditions prior to 1899 contributes to this historical reconstruction and, therefore, illumines the worth and significance of General Mojica (his exploits in Leyte, included) to his age, in particular, and to the revolutionary movement in general.
The Philippine-American war from 1899 to 1902 is an area in Philippine historiography which is least studied by Filipino historians. This must be remedied because the war was one of the illuminating moments of our history as a people. In recreating national history, our understanding of the liberation struggle at the turn of the century is without question the starting point in genuinely understanding contemporary Philippine history.
Local history has now emerged as a promising area in historical inquiry. The emergence of local history as an area of investigation is significant since it (1) may probably lead to the revision of interpretation in major areas of Philippine national history, (2) can be the basis of a broader thesis on national history, (3) may revise methodologies and stimulate conceptual innovations that will revitalize history as a discipline, (4) focuses attention on the history of the people from the bottom up, and thus (5) comes up with a better understanding of local communities.
Documents on the history of Leyte survived remarkably well the onslaught of fire, typhoon, white ants, and wars. They are preserved in the Rare Book and Manuscript Section of the Filipiniana Division of the National Library, which houses thousands of folders of Philippine Revolutionary Records (PRR), plus the RL Boxes 11 and 12 which record the career of General Mojica.
Portions of these PRR materials are microfilmed in 643 rolls, and the Visayas documents are found in 34 rolls, grouped and catalogued in the PRR guide. These materials carry the label “A Compilation of Documents Consisting Chiefly of Letters and Orders Issued by Insurgent Officials in the Visayas from 1898 to 1902,” the same materials collected by Capt. Robert H. Noble of the 3rd U.S. Infantry.
The Filipiniana Division of the National Library contains books, periodicals, and manuscripts on local history. Beginning with books or accounts written by Spanish historians or chroniclers, mostly friars and not a few lay authors, many works are on the activities and missions of various religious orders which have served in the Philippines. The earliest local histories written by Pigafetta and Transylvanus refer to those sections of the Visayas and Palawan touched by Magellan voyage or remnants of his expedition. Translations of these accounts are in the 55-volume work of Emma Blair and James Robertson, in volume 33 and 34 of Pigafetta and volume 1 of Transylvanus.
The missionary historians’ accounts are quite significant for local history since their religious orders brought to so many areas of the country Christianity or Catholicism. Their reports are significant records of the foundation of towns, which the religious orders stated as visitas initially. Although in many cases the people themselves were responsible for founding towns, the order of St. Francis, for instance, had been active in and about Leyte and other regions. Such a reality is portrayed in the account of Fr. Felix de Huerta, Estadogeografico, Topografico Estadistico, Historico, de la Santa y Apostolica Provincia de S. Gregorio Magno de Religiosos Menorse la Regular y Mas Estrecha Observancia de H.S.P.S. Francisco las Filipinas (1863). The Society of Jesus also had its own chronicler and historian. Since the Jesuits were active in Cebu, Leyte, Samar, Bohol, and other islands of the Visayas, including the coastal region of Mindanao, Pedro Chirino’s Relacion de las Islas Filipinas I e lo que en ellas Entrabajado los Padres de la Compania de Jesus (B & R, volumes 12 and 13, 1604) would be important in the history of those places. The order’s historian, Vicente de Salazar, write Historia de la Provincia Santisimo Rosario in 1742. This work touched on those places that might interest the researchers of local or regional history. Similarly, the Augustinians labored in the Visayas, Ilocos, Pangasinan, Pampanga, in and about Manila. These places are discussed by the Augustinian Joaquin Martinez de Zuniga in Estadismo de las Islas Filipinas (29 volumes).
The Records Management and Archives Office (or the National Archives) of the General Services Administration has significant files on Leyte’s history beginning in the mid-17th century and ending in 1898. Much of the literature described the conditions in Leyte before the outbreak of the Filipino-American war.
The municipal records yield a mine of information on the local history of various towns. For instance, in the town of Carigara, records of labor recruitment, arrests, detentions, types of crimes committed, peace and order situationer, and statistics on civic and religious organizations are available. All these can be found in the records section of the town’s police department. The municipal secretary’s office is the repository of various typescripts ranging from ordinances, resolutions, barrio records, cultural activities, town plans, and other data.
Essentially, the revolutionary records prove useful in tracking down materials containing General Mojica’s instructions and letters to the people and their response to the directives, as gleaned from periodic reports submitted by the town presidentes and local chiefs of police. Taylor compiled a more concise version of the PRR materials entitled The Philippine Revolution Against the United States: A Compilation of Documents with Notes and Introduction. These five-volume documents, which were completed by Taylor in 1906, were published by the Lopez Museum. Volumes II and V discuss extensively the revolutionary situation in Leyte.
The National Library also keeps the “Historical Data Papers,” a compilation made by school teachers of the history and cultural life of every town in every province of the country. They prove important in determining a contemporary perspective of the native’s perception of their town’s growth and development. However, care and prudence must be observed in using these papers because most of the teachers commissioned to write on the various topics were short on substantial and sufficient grasp of historical methodology.
The microfilm copy of the U.S. Post Returns was used to identify the movements of troops from 1898 to 1902. These materials were useful in determining the military dispositions of the various companies of American soldiers, especially in Tacloban City, Ormoc, and Carigara encampments.
The Annual War Department Reports and the Philippine Commission Reports were consulted to establish the official versions of the issues of pacification and institution of reforms in the Philippines by the Americans. As official public reports, derogatory (even abusive), or confidential undertones were glossed over.
The American Historical Collection Library in the United States Embassy in Manila also keeps valuable materials relating to the various exploits of the American Forces in the Philippines. Included in the collection are biographies of several American Army commanders and soldiers in the country during the occupation period. These materials are useful in determining the various military activities executed by the different constituencies of the American Army in the country. As personal accounts of their author’s respective activities in the country during the war, these materials display openness about American interests and operations in the country.
The Divine Word University (DWU) in Tacloban City keeps in its museum a very rich collection of Leyte-Samar materials. It maintains a vertical file of materials reproduced from archival and repository collections of the US and other countries. It has copies of significant Senate and House Documents of the US Congress and court martial records which are highly useful in determining the tenure systems the Americans inflicted on the Filipinos.
The DWU Museum also maintains portions of the Henry Allen papers, which print several of General Aguinaldo’s letters and instructions to General Mojica. These papers are beyond the scope of the PRR compilation of the National Library. Most of these materials also deal with General Mojica’s town presidentes and jefes locales. As such, they yield ample examples of General Mojica’s interaction with the local principalia and the foreign companies operating in Leyte from 1898 to 1902.
The microfilmed copies of the New York Times, Outlook, and Manila Times, especially from 1900 to 1902, were examined to get an idea of the American press’ evaluative perception of Leyte and General Mojica. These materials disclose “closeness to the event,” how events happened as reported by medic representatives. However, extra care must guide investigation because the stories are propagandistic.
As the primary concern of this work is to discuss in concrete details the revolutionary struggle of the Leyetenos during the Filipino-American war from 1898 to 1902, especially their response to and support for the revolutionary situation, the revolutionary leadership of General Ambrosio Mojica becomes of pivotal importance. The involvement of the Warays, directly or indirectly in the war, partly explains many puzzling questions about the character, nature, and extent of their revolutionary commitment. Investigating the Leyetenos’ revolutionary activities during the harrowing war years generated the following important considerations:
1. The people, while acknowledging the slim chances of defeating the American forces, launched a bitter and running struggle against the enemies by utilizing locally available resources to oppose any form of domination.
2. The Leyetenos revolted against the Americans because they believed that the only alternative left for them to put an end to American oppression was to fight and that revolutionaries needed their support, like food supplies, shelter, and sustained encouragement to continue fighting at all costs.
3. Many historians tended to judge the guerilla movements during the Filipino-American war as merely insignificant protests against the structure which triggered a struggle for liberation. Similarly, the Americans largely denigrated the guerilla movements in many of their proclamations and reports. However, such statements are unjustified because the American soldiers met serious difficulties in pacifying the people. Hence, the researcher’s focus in this study is to advance the concept that the guerilla movement must be viewed in the light of the social, political, and economic conditions obtaining in Leyte which propelled the people to defend their human rights from violation and disregard by colonial forces.
From this perspective, it can be seen that the Leyteno’s revolutionary struggle against the Americans was, in form and substance, part of a greater revolutionary process and was not an isolated occurrence from the Luzon-centered initial encounter with the American military forces.

Pinangangasiwaan sa museo ng Divine Word University (DWU) sa Lungsod ng Tacloban ang isang napakayamang kalipunan ng materyales ng Leyte-Samar. Pinananatili nito ang isang bertikal na salansan ng materyales na muling binuo mula sa arkibo at taguan ng kalipunan sa Estados Unidos at iba pang bansa. May mga kopya ito ng mahahalagang dokumento ng Senado at Mababang Kapulungan sa Kongreso ng Estados Unidos at mga tala ng korteng panghukbo na mahalagang mapakinabangan sa pagbatid sa mga pamamaraan ng pagpaparusa na idinulot ng mga Amerikano sa mga Pilipino.
Pinananatili din sa museo ng DWU ang ginampanang papel ni Henry Allen na naglathala ng maraming liham at bilin ni Heneral Aguinaldo kay Heneral Mojica. Lampas na ang mga papel na ito sa saklaw ng kalipunan ng PRR sa Pambansang Aklatan. Tumatalakay din ang karamihan sa materyales na ito ng mga presidentes ng bayan at jefes locales ni Heneral Mojica. Sa nabanggit na, nagbibigay sila ng sapat na halimbawa ng pakikipag-ugnay ni Heneral Mojica sa lokal na principalia at mga dayuhang kompanya na napamamalakaran sa Leyte mula 1898 hanggang 1902.
Sinuri ang mga kopya na naka-microfilm sa New York Times, Outlook, at Manila Times, lalung-lalo na mula noong 1900 hanggang 1902 upang makakuha ng ideya sa pagtataya ng mga publikasyong Amerikano sa kanilang pag-unawa sa Leyte at kay Heneral Mojica. Ibinunyag ng mga materyales na ito ang “pagiging malapit sa pangyayari,” kung paano nagsimula ang mga kaganapan ayon sa mga iniulat ng mga kinatawan na manggagamot. Datapuwa’t, pakaingatan ang mga ito upang magkaroon ng giya sa imbestigasyon dahil pawang propaganda ang mga salaysay.
Pangunahing inalintana ng gawaing ito ang pagtalakay sa tiyak na detalye ng pakikipagtunggaling rebolusyonaryo ng mga taga-Leyte sa panahon ng digmaang Pilipino-Amerikano mula 1898 hanggang 1902, lalo na ang kanilang tugon at suporta para sa rebolusyonaryong kalagayan, na nagkaroon ng mahalagang pag-inog sa rebolusyonaryong pamunuan ni Heneral Ambrosio Mojica. Bahagyang ipinaliliwanag ang mga katanungang palaisipan tungkol sa katangian, kalikasan at saklaw ng rebolusyonaryong paninindigan sa pakikibahagi ng mga Waray (tawag sa mga katutubong taga-Leyte), tuwiran o di-tuwiran sa digmaan. Lumikha ng mga sumusunod na mahahalagang pagsasaalang-alang ang pagsisiyasat sa mga gawain ng rebolusyonaryong taga-Leyte sa panahon ng pakikisangkot sa digmaan:
1. Nagbunsod ang mga mamamayan, habang kinikilala ang maliit na tsansa na talunin ang puwersang Amerikano, ng isang mabangis at mapanalasang pakikipagtunggali laban sa mga kaaway sa pamamagitan ng paggamit ng kalikasang mayroon sa lugar upang tutulan ang anumang anyo ng paghahari.
2. Nag-alsa ang mga taga-Leyte laban sa mga Amerikano dahil naniniwala sila na panghihimagsik ang tanging naiwang alternatibo para sa kanila upang wakasan ang pang-aapi ng mga Amerikano at kinakailangan ng mga rebolusyonaryo ang kanilang suporta, gaya ng panustos ng pagkain, silungan, at panatilihin ang paghikayat upang maipagpatuloy ang pakikipaglaban kahit anuman ang kahihinatnan.
3. Nagharap ng paghuhusga ang maraming istoryador tungkol sa kilusang gerilya sa panahon ng digmaang Pilipino-Amerikano na di makabuluhang pagtutol lamang daw ito laban sa istruktura na nagpasimula sa mga pakikipagtunggali para sa kalayaan. Bilang pagtutulad, hinamak sa pangkalahatan ng mga Amerikano ang kilusang gerilya sa kanilang napakaraming pahayag at mga ulat. Datapuwa’t, di makatarungan ang naturang mga pahayag dahil hinarap ng mga Amerikanong sundalo ang matinding paghihirap sa pagpapahinuhod sa mga mamamayan. Samakatuwid, diin ng pag-aaral ng mananaliksik na ito ang pagsusulong ng konsepto sa pagsusuri ng kilusang gerilya na nagsasaalang-alang sa mga kondisyong panlipunan, pampulitika, at pangkabuhayang laganap sa Leyte na nakapag-udyok sa mga mamamayan na ipagtanggol ang kanilang mga karapatang pantao mula sa paglabag at pagwawalang-bahala ng mga puwersang kolonyal.
Mula sa ganitong pananaw, maaaring makita na sa anyo at nilalaman, bahagi ng malakihang proseso ang pakikipagtunggaling rebolusyonaryo ng mga taga-Leyte at di isang hiwalay na kaganapan mula sa sentro ng sagupaang sumiklab sa Luzon laban sa puwersang militar ng mga Amerikano.
