THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty establishing the European Community, and in particular Article175(1) thereof,
Having regard to the proposal from the Commission,
Having regard to the opinion of the European Economic and Social Committee*,
Having regard to the opinion of the Committee of the Regions**,
Acting in accordance with the procedure laid down in Article 251 of the Treaty***,

HAVE ADOPTED THIS DIRECTIVE:
Chapter I
General provisions
Article 1
Subject-matter and scope
1. This Directive establishes a framework for the protection of soil, its sustainable use and the preservation and, where technically feasible and costs are proportionate to the expected environmental and social benefits, restoration of the capacity of soil to perform as many as possible of the following environmental, economic, social, scientific and cultural functions:
(a) food and other biomass production, including in agriculture and forestry;
(b) storing, filtering and transforming nutrients, substances and water, as well as replenishing bodies of groundwater;
(c) basis for life and biodiversity, such as habitats, species and genes;
(d) physical and cultural environment for humans and human activities;
(e) source of raw materials;
(f) acting as carbon reservoir;
(g) archive of geological, geomorphological and archaeological heritage. | Translation - Slovenian

Vsebina in podro˙je uporabe
1. Ta direktiva dolo˙a okvir za varstvo tal, njihovo trajnostno rabo in ohranitev ter, kjer je tehni˙no izvedljivo in so stroški sorazmerni s pri˙akovano okoljsko in dru˙beno koristjo, obnovitev sposobnosti tal za opravljanje ˙im ve˙ okoljskih, gospodarskih, dru˙benih, znanstvenih in kulturnih funkcij, naštetih v nadaljevanju:
(a) proizvodnja hrane in ostala proizvodnja biomase, tudi v kmetijstvu in gozdarstvu;
(b) skladiš˙enje, filtriranje in preoblikovanje hranilnih in drugih snovi ter vode in obnovitev teles podtalnice;
(c) osnova za ˙ivljenje in biološko raznovrstnost, kot so habitati, vrste in geni;
(d) fizi˙no in kulturno okolje za ljudi in ˙loveške dejavnosti;
(e) vir surovin;
(f) zbiralnik ogljika;
