The article deals with the early period of institutional care of the mentally ill in the Baltic provinces. These facilities were administered by the Social Welfare Board (Collegium für allgemeine Fürsorge), and they were integrated into the institutions of social and medical assistance for the general population, especially the poor and sick. The most important principles of care were: Grouping patients together on the basis of mutual administrative, therapeutic and economic considerations; less restrictive forms or care; “territorial principle” (caring for patients close to their homes); financing on the basis of charity with contributions from national and local government, donations by private individuals, and income generated by the institutions themselves. During the first third of the 19th century mental institutions underwent “medicalization,” and along with an increase in the number of physicians (non-psychiatrists) there was a rise in the number of patients in mental institutions in Vidzem and Kurzem. The first medical doctors at mental asylums were eminent local physicians such as Otto Huhn, R.A. Langenbeck, and I.G. Fleischner. Their high professional caliber facilitated the humanization of the process of caring for the mentally ill. At the same time, direct patient care was entrusted to various individuals who themselves were patients in the asylum, including those who had been arrested.

Д. Эта история облетела не только Пензенскую область. О ней узнал весь мир. Пензенских радиолюбителей называли героями, а их действия ґ подвигом ради жизни.
О.М. В мае 1990 года, мы с друзьями поехали в Калининград, на чемпионат России по радиоспорту на КВ. В 9 часов утра попали под Рязанью в аварию. Наш автомобиль столкнулся с бензовозом.
Д. Один из Пензенских радиолюбителей погиб. Еще семь человек получили ранения. Олег Муругов, в тяжелом состоянии, был доставлен в Путятинскую больницу. Но районная клиника не могла помочь умирающему пензенцу. Пришлось вызывать вертолет из Рязани. Олега доставили туда. Он был на грани жизни и смерти. Требовались дорогие лекарства и помощь квалифицированная нейрохирурга. Пензенские радиолюбители пошли на невиданный, для Советской действительности, поступок.
ОМ. Мои друзья, радиолюбители, связались с по эфиру с американскими радиолюбителями. И попросили у них помощи. Они сразу откликнулись на эту просьбу. Нашли у себя крупных специалистов в области нейрохирургии. И начали консультировать наших врачей по поводу моего лечения.
Д. Сутками пензенские радиолюбители сидели за трансиверами, и обеспечивали связь между Рязанскими и Американскими врачами. К акции "Ради жизни" подключались новые люди: переводчики, радиолюбители, медики, фармацевты. Из заграницы бесплатно приходили лекарства.
О.М. Мне помогли и с оборудованием и с питанием, мне тогда было нужно жидкое питание. Тогда в Советском Союзе его вообще небыло.

O.M. In May 1990 some friends and I had taken off for Kaliningrad for the Russian Radiosport shortwave radio championship. At 9:00 in the morning near Ryazan we were in an accident. Our car collided with a gasoline tanker truck.
A. One of the Penza ham radio operators perished. Seven other persons were wounded. Oleg Mugurov, who was in critical condition, was transported to Putyatinsky Hospital. But the district clinical facility was unable to this dying man from Penza. It was necessary to call in a helicopter from Ryazan. Oleg was transported there. He was on the brink between life and death. He needed expensive medications and help from an experienced neurosurgeon. Penza ham radio operators undertook measures that were unprecedented in Soviet reality.
O.M. My ham radio friends communicated over the air with American ham radio operators and asked them for help. They responded to this request right away. They found leading specialists in the field of neurosurgery, and they began consulting with physicians about my treatment.
A. Around the clock Penza ham radio operators sat in front of their transceivers and provided a communication link between Ryazan and American physicians. New people joined in the efforts of "For the Sake of Life," including translators, ham radio operators, doctors, and pharmacists. Medication arrived free of charge from abroad.
O.M. They assisted me with equipment, supplies, and nutrition, since at that time I needed food in liquid form. This was not available in the Soviet Union at that time.
A. Oleg was in a coma for 21 days. During this time dozens of people on various continents held their breath was they waited to see how this struggle for life aired over the short waves would end.

Рассмотрены особенности пребывания больных в крупнейшей и старейшей в Прибалтике государственной лечебнице Александровская Высота в первую половину 19 века: движение больных, их демографический и социальный состав (с преобладанием неплатежеспособных пациентов), особенности приема и выписки. До трети пациентов выписывали как «выздоровевших». Описано устройство отделения для душевнобольных, их одежда , особенности гигиены, питания, окружающей среды как части ухода и лечения в условиях изоляции. Проанализированы особенности диагностики с преобладанием трех главных синдромов- меланхолии, мании и аменции (слабоумия). Порядок синдромов и смена их рассматривались как этапы развития единого душевного заболевания , разворачивавшегося в пространстве между меланхолией и аменцией. Рассмотрены особенности рекомендованного уставом «психического» (морального) лечения с преобладанием мер но-рестрейнта. Прооанализированы особенности финасирования Ал- ской Высоты, а также проводившиеся с 30гг.19 века попытки улучшения содержания больных. Такое улучшение предполагало модернизацию АВ или строительство новой центральной больницы в Риге или в Дерпт (Тарту, Эстония). Перевод больных в университетский город Дерпт должен был улучшить положение больных, а также служить нуждам создания кафедры психиатрии(которую удалось открыть только в 1881 г.). The article deals with aspects of care of mentally ill patients in the first half of the 19th century at Alexander Heights (AH), the Baltics' oldest state mental hospital located in Riga. It discusses patient profiles and flow (the unit was overcrowded with chronic and feeble-minded patients), features of admission and discharge (up to 1/3 were discharged as "recovered"), age, and social stratification (citizens and non-payers predominated). The layout of the ward for mentally ill patients, along with their clothes, food, hygiene, and milieu is presented. Melancholy, mania and dementia were AH's main clinical syndromes and, simultaneously, the main stages during the course of mental illness. AH statutes provided for "Psychic" or "moral" therapy as the main form of treatment. However, its implementation supposedly was hampered by the low quality of junior personnel. The financing of AH is elucidated, and it is coupled with attempts (since 1830) at internal modernization of AH or construction of a new 100-250 bed district mental hospital in Riga or Derpt (Tartu, Estonia) serving all three Baltic provinces. Relocating the AH psychiatric unit to the university town of Derpt would have provided radical improvement in patient care and treatment, and it would have created a clinical base for teaching psychiatry. В течение этого времени местные комманды в Закавказье и в Америке регулярно встречались для стратегического планиарования. Все участники поддерживались тесные связи, главным образом через международную электронную коммуникацию.

Introduction
Since 1993, two one-week seminars in California and three trips to the region by American team members have taken place. During this time, local teams in the Transcaucasus and Ameria have met regularly for strategic planning. All participants have stayed closely connected, mostly by international electronic communication.
The next phase of activity will be a step-by-step process of preparation for reconciliation leading to a joint project. The first three steps are expected to last from several months to a year, at least through the fall of 1996, and they are intended to prepare the participants for a joint model project. The project will be organized around the process of reconciliation, and it is anticipated to involve work with refugees.

The first step will be to convene a 2-day meeting in the Tamahuelo, near Tbilisi, Republic of Georgia, or another mutually agreeable site in the Transcaucasus region or Russia, to allow the current participants to reach consensus on the proposed step-by-step process. Первые бурные годы после 1917, когда в соответствии с новыми социальными силами, высвобожденными свержением самодержавия, появились многочисленные противоборствующие литературные группы, были единственным революционным периодом развития искусства в Советском Союзе. Борьба в основном развертывалась между теми, кто примыкал к великой литературной традиции реализма 19 в., и глашатаями новой пролетарской культуры. Новаторство особенно приветствовалось в поэзии, исконной провозвестнице революции. Футуристическая поэзия В.В.Маяковского (1893–1930) и его последователей, вдохновлявшаяся «социальным заказом», т.е. повседневной классовой борьбой, представляла собой полнейший разрыв с традицией. Literature after 1917
The only revolutionary period in the development of art in the Soviet Union took place during the first turbulent years after 1917, corresponding to new social forces unleashed by the overthrow of autocracy and the emergence of numerous opposing literary groups. The struggle basically unfolded among those who were affiliated with the great literary tradition of 19th century realism and those who heralded the new proletarian culture. Innovation was especially welcomed in poetry, the primordial prophetic voice of the revolution. The futuristic poetry of V.V. Mayakovsky (1893–1930) and his successors, who were inspired by "Social Procurement," represented a complete break with tradition. Some writers adapted previously expressed materials to new subjects. So, for example, the peasant poet, S.A. Yesenin (1895–1925) celebrated in traditional lyrical style the new life which was anticipated in the countryside under Soviet rule.
Several works of post-revolutionary prose were created in the spirit of 19th century realism. Most of them described the bloody Civil War (1918–1920); for example, B.A. Pil'nyak's novel "The Naked Year" (1922) with terrible pictures of social decay during the general feud. The Red Cossack Corps in I.E. Babel's "Konarmia" (1926) or the memorable image of Levinson, the hero of A.A. Fadyeev's novel "The Rout" can serve as similar examples.
The dominant subject of early prose, referred to by L. Trotsky as the "fellow-traveler of the revolution," was the tragic struggle between pull toward the new and commitment to the past, the constant impact of the civil war. This conflict emerges in two early novels by K.A. Fedin (1892–1977); "Cities and Years" (1924) and "Brothers" (1928), as well as in L.M. Leonov's novels "The Badgers" (1925) and "The Thief" (1928), in which psychological realism attests to the influence of Dostoyevsky. The connection with writers of the past is felt more strongly in A.N. Tolstoy's monumental trilogy "The Road to Calvary" (1922–1941), which depicts prerevolutionary, revolutionary, and post-revolutionary Russia.
In the absence of political censorship during the first years of Soviet rule much was permitted to satirist writers, who mocked the new regime in every way, as, for example, Yu.K. Olesha, in the sophisticated political satire Envy (1927) or V.P. Katayev in the story The Embezzlers (1926), an excellent portrayal of an unsophisticated swindle of two Soviet officials; as well as the leading satirist of the Soviet epoch, M.M. Zoshchenko, in his numerous sarcastic and sad stories.
