Septembre 2008 : Marseille est choisie pour être la capitale européenne de la culture en 2013, aux côtés de la ville de Kosice en Slovaquie. Pour coordonner ce grand évènement, le maire de Marseille, Jean-Claude Gaudin, a nommé Renaud Muselier Délégué Spécial Marseille Capitale de la Culture 2013. Rencontre.

Qu’est ce qui a fait gagner Marseille ?
La victoire de Marseille, c’est la force de l’ensemble d’un territoire : nous avons joué pleinement la logique du collectif avec une vision à la fois méditerranéenne et internationale, les autres dossiers ont défendu des logiques de ville. Je crois aussi que le président du jury de Liverpool a été séduit par Marseille, qui a connu le même parcours que sa ville : un port dans la ville, qui a connu au des crises profondes. Et dont l’image est en train de considérablement changer.
Quelles seront les retombées pour Marseille ?
Comme pour les jeux olympiques de Pékin, les yeux vont être braqués sur Marseille, tout doit donc être prêt. Nous devons optimiser le label 2013 comme vecteur d’image et facteur d’attractivité au service du projet de développement de Marseille. Marseille sait gérer de grandes manifestations comme la coupe du monde de football, le changement de millénaire, la coupe du monde de rugby, il faut désormais mettre en place la partition. 100 millions d’euros seront investis dans l’opération, pour accueillir 10 millions de visiteurs. Les transports publics restent une priorité.
Quelques mots sur le programme ?
La célébration du centième anniversaire de la naissance d’Albert Camus sera l’un des moments forts des événements. Des artistes de renommée internationale seront en tête d’affiche, onze grandes expositions sont prévues, sans oublier des festivals et d’autres évènements qui mettront en valeur tout le riche tissu culturel de Marseille et de son territoire. Réaliser une programmation novatrice, c’est le rôle de l’association Marseille Provence 2013, présidée par Jacques Pfister et dirigée par Bernard Latarjet . Ma mission consiste à faire en sorte que l’environnement soit adapté pour que chacun participe à la réussite de l’événement.
Marseille Provence 2013 : Mode d’emploi
Elaboré en étroite collaboration avec le milieu culturel, le projet de Marseille-Provence est porté par une association fondée en janvier 2007 dont les fondateurs sont : l’ensemble des collectivités du territoire, le monde économique représenté par la Chambre de Commerce et d’Industrie Marseille Provence, les quatre universités du territoire, les établissements publics Grand Port Maritime de Marseille et Euroméditerranée, le Conseil Général des Bouches du Rhône et la Région Provence-Alpes-Côte d’Azur. Un conseil d’administration, un comité de pilotage, une équipe opérationnelle et un comité de suivi assurent la mise en ouvre de l’événement. En complément des statuts de l’association, une charte fixe un cadre général d’action et de bonne gouvernance du projet entre les membres.

In September 2008, Marseille was selected as European Capital of Culture 2013 alongside the Slovakian city of Kosice. Muselier is a former minister and current deputy for the Bouches du Rhône 5th constituency. We met the man tasked with coordinating the big event.

What was the key to Marseille’s victory?
Marseille succeeded by pooling the efforts of the entire region: we took care to promote a regional approach with a Mediterranean and international outlook, while other candidates focused on a citywide approach. I think the Liverpudlian jury president was won over by the similarities in the backgrounds of Marseille and Liverpool: a city port which has survived serious crises and is experiencing a major image makeover.
What spin-offs can Marseille look forward to?
Like the Olympic games in Beijing, all eyes will be on Marseille, so we need to be ready. We need to optimize the attraction factor of the 2013 brand, and use it to vehicle our image to the benefit of the Marseille development project. Marseille has proved its capacity to host major events such as the football world cup, the new millennium celebrations, and the rugby world cup. Now it’s time to set the stage: €100 million is earmarked for investment in the project, to accommodate 10 million visitors. Public transport remains a priority.
What can you tell us about the programme?
The celebration of the centenary of the birth of Albert Camus will be a highlight in the events. The line-up features internationally renowned artists, and 11 major exhibitions are being organised, not to mention the festivals and other events which promise to promote the rich cultural fabric of Marseille and the surrounding region. The Marseille Provence 2013 association is tasked with putting together an innovative programme, under the chairmanship of Jacques Pfister (chairman of the Marseille Provence Chamber of Commerce and Industry) and the management of Bernard Latarjet (former chairman of the Cité des Sciences et de l'Industrie in La Villette, Paris). My role is to provide a suitable setting to encourage the participation of all concerned in the success of the event.
Marseille Provence 2013: Behind the Scenes
Developed in close collaboration with cultural actors, the Marseille-Provence project is steered by an association founded in January 2007 by the local governments of the region, the business community represented by the Marseille Provence Chamber of Commerce and Industry, the region’s four universities, the state-owned bodies Marseille Fos Port Authority and Euroméditerranée, the Bouches du Rhône district council and the Provence-Alpes-Côte d’Azur region. Preparations for the event are in the hands of a board of directors, steering committee, task force and follow-up committee. In addition to the regulations of the association, a members’ charter sets out the general framework for the execution and good governance of the project.

Les prévisions de déposes moteurs alimentent plusieurs processus du Support : la Planification Opérationnelle peut ainsi anticiper la charge et adapter les ressources pour réduire les cycles et les encours de réparation ; le Pool a une visibilité sur les besoins des clients en échanges standards et peut optimiser son taux de service ; les sites les utilisent également pour prioriser leurs commandes et atteindre les résultats de chiffres d’affaires et de rentabilité.
Jusqu’à présent les prévisions de déposes consolidées par le Corporate n’adressaient que le moyen et le long terme (horizon 1-5 ans). Mais de plus en plus d’enjeux sont associés au court terme du fait du besoin croissant de performance et de proactivité des processus aval (TAT, taux de service, satisfaction client, …).
Un chantier Lean Sigma a été ainsi lancé en avril dernier et vise à la formalisation d’un processus global de prévisions de déposes moteurs à court terme (horizon à 3 mois), et à l’homogénéisation des pratiques dans tous les Front Offices. Les objectifs engagés sont en termes de taux de fiabilité, de maille temporelle/ produit/ client et de fréquence de revue.
Les déposes peuvent être programmées (incluses dans le cadre d’un plan de maintenance) ou non programmées (donc inattendues et non planifiées à l’avance). Dans ce projet:
• Les prévisions de déposes programmées seront basées sur des plans de maintenance customisés et sur une démarche proactive de [Société X] vis-à-vis du client opérateur.
• Les prévisions de déposes non programmées s’appuieront sur des calculs statistiques tenant compte d’hypothèses de saisonnalité et des paramètres de fiabilité.
Ce projet avance en liaison avec les autres groupes de travail SUCCESS sur la phase d’Induction et la Planification Opérationnelle, et en parallèle avec le projet Cycle de Vie Produit (déploiement d’une base installée des données de flotte unique et partagée).
[Société X] Allemagne et [Société X] USA ont été choisis comme sites pilotes pour leur expérience sur leurs zones respectives. En juillet, des ateliers avec [Société X] Allemagne ont permis d’analyser le processus existant, de mesurer les écarts par rapport aux objectifs attendus et d’identifier des axes d’amélioration en terme d’outil et de modèles de plan de maintenance.
Les prochaines étapes doivent permettre de trouver la solution de calcul statistique la plus adaptée, de définir des bibliothèques de plans de maintenance sur chaque site, de formaliser le support des données de sortie et de définir le processus cible détaillé.
La fin de ces jalons est planifiée en début d’octobre 2009. Enfin, le déploiement au niveau mondial est prévu avant la fin d’année 2009.

Engine removal forecasts are valuable to a number of Support processes. Operational Planning studies these forecasts to anticipate the workload and adapt resources accordingly to reduce cycles and in-progress repairs; the Pool gains an overview of customer requirements with regard to standard exchanges and can optimize the service rate; the sites use forecasts to prioritize their orders and achieve results in terms of turnover and profitability.
The removal forecasts consolidated by Corporate have until now been limited to the medium and long term, i.e. a period of 1-5 years. However, in the light of escalating demand for high performance and proactive upstream processes (such as TAT, service rate, and customer satisfaction), the short term is presenting an increasing number of challenges.
A Lean Sigma project launched in April is tasked with documenting a general process for short-term engine removal forecasts (3 months) and standardizing practices throughout the Front Offices. The stated objectives relate to reliability rate, time/product/customer view and frequency of review.
‘Scheduled’ removals are those included in a maintenance plan, while ‘unscheduled’ removals are unexpected and not planned in advance. In this project:
• Scheduled removal forecasts will be based on customized maintenance plans and a proactive [Company X] approach with regard to the customer operator.
• Unscheduled removal forecasts will be based on statistical calculations incorporating seasonality assumptions and reliability parameters.
This project involves liaising with other SUCCESS workgroups on the Induction phase and Operational Planning. It runs in tandem with the Product Life Cycle project for the rollout and installation of a single shared fleet database.
[Company X] Germany and [Company X] USA were selected as pilot sites due to their experience in the respective regions. In July, [Company X] Germany workshops analyzed the existing process, measured deviations from the anticipated objectives, and identified the areas for improvement in terms of the tool and maintenance plan models.
Subsequent steps will entail identifying the most suitable statistical calculation solution, defining maintenance plan libraries on each site, documenting support for output data, and defining a detailed target process.
These milestones are penciled in for completion by early October 2009, with rollout at worldwide level scheduled to take place by the end of the year.

La causa más probable del accidente fue una falla del motor de la aeronave en vuelo, como consecuencia de los daños sufridos por un exceso de temperatura en la secuencia de puesta en marcha del motor, provocada por una inadecuada operación de su tripulación (partida caliente).
Factores Contribuyentes
Habrian actuado probablemente como factores contribuyentes los siguientes:
• Mover inadvertidamente el acelerador más allá de la posición vuelo, durante la secuencia de la partida del motor.
• Inadecuado uso de la lista de chequeo de la aeronave, al no verificar visualmente la temperatura (T4), durante la secuencia de puesta en marcha del motor de la aeronave.
• Inadecuada decisión de la tripulación al no abortar el vuelo y comunicar el problema para que la aeronave fuera sometida a mantenimiento.

Recomendaciones
PARA EL DEPARTAMENTO "PREVENCiÓN DE ACCIDENTES"
Se recomienda que se de una charla para usuarios de aviación general que vuelen material con motor a reacción, enfatizando la importancia del uso de la lista chequeo y la verificación de la temperatura del motor en la puesta en marcha, como asimismo que cuando esta sea excedida se comunique a los organismos de mantenimiento abortando el vuelo.

Most probable cause of the accident
The most probable cause of the accident was in-flight failure of the helicopter engine, as a result of the damage caused by excessively high temperature during the engine start-up sequence, due to incorrect operation on the part of the crew (hot start-up).
Contributory Factors
The following probably acted as contributory factors:
• Inadvertent movement of the twist grip past the flight position during the engine start-up sequence.
• Incorrect use of the helicopter checklist, i.e. failure to perform visual temperature (T4) check, during the engine start-up sequence on the helicopter.
• Incorrect decision on the part of the crew not to abort the flight and communicate the problem for the helicopter to undergo maintenance work.
• Incorrect emergency descent procedure on the part of the instructor
Recommendations
FOR THE "ACCIDENT PREVENTION" DEPARTMENT
It is recommended that a talk highlighting the importance of the checklist and engine temperature check during start-up be organized for general aviation operators of jet engine equipment, stressing that any excessively high temperature should be communicated to the maintenance organizations and the flight aborted.
