We are starting to see clear evidence that the current severe global economic downturn will not evolve into a depression. Stable US consumer spending and a sharp improvement in Chinese business confidence are among the signs that the global economy might be growing again by later this year.
The type of economic indicators now picking up is also important. The pattern that we see emerging is that of a classic ‘inventory cycle’. In the first stage of a recession, firms typically find demand for their output falling away abruptly, causing a build-up of unsold goods in warehouses. Because distinguishing between a sustained and a temporary dip in demand is hard, production continues at its previous rate for a while, buffering the initial fall in GDP.
But once it is clear that demand will stay lower, firms then scale back on output more sharply than demand is falling, as they attempt to clear their backlog of unsold goods. We are now in this second stage of the inventory cycle, judging by the relative weakness of industrial production relative to retail sales. This is the phase when GDP is falling most quickly. Once inventories are cleared, the contraction should slow.
Policy gains traction
Policymakers’ actions are also encouraging. It may not have been a smooth ride, but the fiscal stimulus now pledged by governments, including ‘automatic stabilisers’ such as rising unemployment benefits, adds up to a significant sum. Even those countries, such as Germany and Japan, that were initially more reluctant to push up spending have now done so.
On the monetary side, the heavy guns have been rolled out, with the Bank of England, Federal Reserve and the Bank of Japan all engaged in quantitative easing through purchases of government and private paper, and the European Central Bank has also now started buying certain types of bond. This shows central banks are serious in their attempts to prevent benign disinflation (slowing rates of inflation) from turning into destabilising deflation (a prolonged fall in prices), and to bring or keep down borrowing costs across the yield curve.
It is too early to declare victory on policy efforts to stabilise the financial system. But the risk of the system malfunctioning looks significantly reduced by efforts such as the US Public-Private Partnership Investment Program to offer private investors attractive loan terms for taking ‘toxic’ assets off banks’ balance sheets. Similarly, programmes such as extended IMF funding demonstrate a willingness to take action at a global level to avoid large-scale defaults and debilitating crises in emerging countries.
Lastly, it is worthwhile remembering that the steep decline in the oil price from its peak last year is a boon for large net oil importers (such as the US, Japan and the euro area, boosting real incomes of households) even before fiscal stimulus kicks in.

الدفعة السياسية
من العوامل المشجعة أيضاً الإجراءات التي يتخذها صانعو السياسة. فقد لا يكون الأمر سهلاً ولكن الحافز المالي الذي تتعهد به الحكومات حالياً والذي يتضمن "الموازنات التلقائية" مثل زيادة إعانات البطالة يعزز من الأمور إلى حد بعيد. وحتى تلك الدول التي كانت في مستهل الأمر رافضةً بشكل أكبر لفكرة زيادة الإنفاق، مثل ألمانيا واليابان، قد بدأت الآن في تفعيل هذه الإجراءات.
وعلى الصعيد النقدي، فقد زالت التهديدات الكبيرة مع استشعار بنك إنجلترا والاحتياطي الفيدرالي وبنك اليابان سهولة كمية من خلال مشتريات الحكومة والأوراق المالية الخاصة كما بدأ البنك المركزي الأوربي في شراء بعض أنواع السندات. يدل ذلك على أن البنوك المركزية جادةً في سعيها نحو منع تحول الانكماش الطفيف (معدلات تضخم بطيئة) إلى انكماش شديد (هبوط متواصل في الأسعار) وخفض أو المحافظة على انخفاض تكاليف الاقتراض عبر منحنى العائد.
ومن السابق لأوانه أن نعلن نجاح الجهود السياسية في تحقيق استقرار النظام المالي. لكن مخاطر تعثر النظام تبدو أقل حدةً نتيجة الجهود المبذولة مثل برنامج الشراكة الاستثمارية بين القطاع العام والخاص بالولايات المتحدة حيث يُقدم للمستثمرين من القطاع الخاص قروضاً بشروط جذابة بهدف استبعاد الأصول "المتعثرة" من الميزانيات العمومية الخاصة بالبنوك. وبالمثل، تبين البرامج مثل التمويل الممدد من قبل صندوق النقد الدولي الاستعداد لاتخاذ الإجراءات على المستوى العالمي لتجنب حالات العجز واسعة النطاق وإجهاض الأزمات في الدول الصاعدة.
وأخيراً، من الجدير بالاهتمام تذكر أن الهبوط الحاد في سعر النفط عن أعلى سعر له في السنة السابقة يمثل ميزة لكبار مستوردي النفط الخام (مثل الولايات المتحدة واليابان ومنطقة اليورو مما يعزز من الدخل الحقيقي للأُسر) حتى قبل البدء في تفعيل الحافز المالي.
