The Gloom in China's Glowing Economic Stats

Its glowing economic statistics may mask a debt-fueled asset bubble.

A curious article appeared in People's Daily, China's state-owned newspaper, a few weeks ago. It detailed how citizens were ridiculing a government statistic suggesting wages had risen an improbable 13%. According to the paper, the new sarcastic catch-phrase circulating on the Internet is "I've been given a raise."

China bulls beware: When the mouthpiece of the Communist Party of China questions the country's economic statistics, investors should take cover.

Officially, China is firing on all cylinders. The China National Bureau of Statistics reported gross domestic product increased 7.1% in the first half of 2009 over year-earlier levels, down only slightly from the 9% growth rate for all last year. Sales of textiles, cement, soft drinks, tractors and automobiles grew at double-digit rates. The Shanghai stock market is up 86% since January.

But behind those numbers is an unprecedented expansion of the country's money supply. The government has poured $586 billion into a stimulus program it started this year to combat the world financial crisis. Banks have issued new business loans at four times the rate of last year. If that spending stops ─ and there are hints that the government is trying to put on the brakes ─ China's economic growth rate will stall. It might fall all the way to zero, says Albert Edwards, global strategist at France's Société Générale.

If China falters, it would remove one of the most important props supporting whatever economic recovery is under way. "A slowdown in China ─ especially one that is sudden and sharp ─ will have a huge negative effect on the U.S. corporate sector," says Yasheng Huang, who directs the China lab at MIT's business school.

Part of the effect would be psychological. Stock market gains in China likely have bolstered markets in the U.S. and Europe, as investors are made bolder by the paper wealth they've accumulated in their international mutual funds. "Of all the major bubbles I've seen over the last few years, this is the one investors really want to believe in, because there's so little else to believe in," says Edwards. "The Chinese story falling apart will be a far bigger shock to investors than if the U.S. doesn't go into recovery."

China is the second-largest trading partner with the U.S. after Canada, taking in $33 billion of U.S. exports through July of this year and sending back $130 billion of stuff to the U.S. Its voracious purchases of commodities, industrial materials and technology have helped prop up the shares of Texas Instruments, Caterpillar and Microsoft, all up more than 60% from their lows this year. China is an important source of future growth. While it represented only 4% of Boeing's $61 billion in revenue last year, for example, Chinese orders make up 8% of its backlog. Caterpillar gets only about 5% of revenue from China now but wants to increase those sales 60% by 2012.

China has been a big contributor to the economic recovery "because there's basically no growth anywhere else," says Michael Lewitt, editor of the HCM Market Letter. A China bear, he's urging investors to stay away from U.S. (and Chinese) stocks. Buy well-secured bonds until the U.S. economy is clearly recovering on its own, he says.

China's glowing economic statistics may be deceiving. Consumer sales, for example, are supposedly up 15% this year ─ evidence, for bulls, of China's recovery. But China's figures include wholesale numbers, so it is tough to know if consumers are buying goods or manufacturers are stuffing warehouses with inventory. The government accounts for as much as 40% of sales, meaning much of the increase may be due to unsustainable government spending. Market commentator Marc Faber of Hong Kong estimates that China's real underlying GDP growth rate is only 3% ─ not the 7.1% the government claims.

An ominous sign: Electricity demand has been falling in many parts of the country, according to MIT's Huang. For electricity consumption to go backwards in a supposedly fast-growing economy is "an extraordinary pattern, a pattern, I might add, that is absent in all other countries," he says via e-mail from Beijing, where he is writing a book about China's economic statistics. The opaque Chinese economy may harbor falling consumer prices and corporate profits, he says. Bad news for lenders.

Chinese banks extended $757 billion in new loans through April of this year, according to a Fitch Ratings analysis, four times last year's level and equal to 17% of 2008 GDP. Huang thinks much of that money went into commodities, construction and other assets vulnerable to falling prices.

Yet some China hands insist the recovery is real. Nicholas Lardy, a China expert at the Peterson Institute for International Economics in Washington, notes that researchers have known for years that China includes wholesale figures in its retail sales estimates. "Everyone holds their noses and uses it," Lardy says. Falling electricity consumption could also have a not-so-alarming explanation: The least-efficient manufacturers are shutting down.

But even Lardy worries that the government's stimulus program could eventually inflate an asset bubble rather than stimulate true growth.

SoGen's Edwards calls China's levitating economy "an unsustainable paradigm." Factories are producing goods that won't be purchased by domestic or export consumers, he says. The government investment in commodities and equipment will only exacerbate the worldwide production glut. If China's export machine falters badly enough, he says, China could even devalue its currency. That would hurt U.S. companies dependent upon exports for growth in sales and profits.

A Chinese devaluation could in turn kick off a vicious spiral of devaluations around the world as other countries seek to protect their exports by making their currencies cheaper. How likely is this? The last time it happened was in the Great Depression. Back then, Edwards says, "whoever devalued the slowest had the worst recession."

몇 주 전 중국 국영신문 인민일보에 눈길을 끄는 기사가 실렸다. 내용인즉 임금 상승률이 13%를 기록했다는 믿기 힘든 중국 정부의 통계 자료가 국민들의 입방아에 올랐다는 것이었다. 인터넷을 통해 정부 통계의 신뢰성을 비꼬는 글이 확산되고 있다.

중국은 과장된 통계 수치를 경계해야 한다. 중국 공산당조차 통계 자료의 신뢰성에 의문을 제기하면 투자자들은 당장 안전한 도피처를 찾을 게 분명하기 때문이다.

공식적으로 중국은 전력을 다해 경기를 끌어 올리고 있다. 중국 국가통계국은 올해 상반기 국내총생산(GDP)이 동기대비 7.1% 증가했다고 발표했다. 작년 전체 경제성장률 9% 보다 약간 낮은 수치지만 섬유, 시멘트, 음료, 기계, 자동차 산업이 두 자리 성장률을 기록하며 성장을 견인했다. 상하이 증권거래소 지수도 1월 이후 86% 증가했다.

그러나 장밋빛 통계 수치는 막대하게 퍼붓고 있는 경기 부양 자금 때문이다. 중국은 글로벌 금융위기를 극복할 목적으로 올해 5860억 달러를 투입하여 경기 부양책을 실시했다. 은행도 지난해에 비해 기업 신규대출을 4배 가량 늘렸다. 만일 이러한 자금 공급이 중단된다면 중국 정부는 과열된 경제 성장에 제동을 걸 가능성이 높다. 당연히 경제 성장률은 둔화될 게 뻔하다. 프랑스 소시에테 제네랄(Société Générale)의 알버트 에드워즈(Albert Edwards) 글로벌 투자전략가는 0%까지 추락할 수 있다고 전망한다.

중국 경제가 흔들린다면 이는 경기 회복이 진행 중인 상황에서 세계 경제를 떠받치는 중요한 기둥 하나가 무너지는 것과 같다. MIT 경영대학원 중국 연구소를 총괄하는 야쉥 후앙(Yasheng Huang) 박사는 "중국 경제 성장 둔화는, 특히 갑작스런 경기 하락은 미국 기업들의 실적에 큰 부담을 줄 것이다"고 밝힌다.

부분적으로 심리적 영향이 작용할 듯 싶다. 중국 증시 활황이 미국과 유럽 시장을 지탱하는 버팀목 역할을 하고 있으며 투자자들은 국제 뮤추얼 펀드를 통해 축적한 엄청난 장부상의 자산 가치로 대담한 투자를 하고 있기 때문이다. 이에 대해 알버트 에드워즈(Albert Edwards) 글로벌 투자전략가는 "과거 몇 년 동안 지켜본 자산 거품 중 그 규모가 어마어마하다. 투자자들은 거품 자산 가치라도 실제 가치로 믿으려는 경향이 있는데 왜냐면 신뢰할 만한 자료가 없기 때문이다. 중국 경제 추락은 미국의 경기 회복 실패보다 투자자들에게 큰 충격을 가져다 줄 것이다"라고 지적한다.

중국은 캐나다에 이어 두 번째로 큰 미국의 무역 상대국이다. 올해 7월 한 달 동안 미국의 대중국수출액은 330억 달러이고 수입액은 1300억 달러였다. 경제 성장을 위해 중국이 닥치는 대로 상품, 산업용 자재, 기술 서비스를 소비하고 있는 상황은 텍사스 인스트루먼츠(Texas Instruments), 카터필러(Caterpillar), 마이크로소프트(Microsoft)와 같은 미국 기업들의 주가를 받치는 원동력이 되고 있다. 올해 주가 저점과 비교하여 세 기업 모두 60% 이상 상승했다. 중국은 앞으로 중요한 성장 동력임에 틀림없다. 예를 들어 지난해 610억 달러 매출을 기록한 항공기 전문 제조업체 보잉(Boeing)의 실적 가운데 중국에서 벌어들인 매출은 고작 4%에 불과했지만 현재 중국은 보잉의 항공기 주문량의 8%를 차지할 정도로 비중이 크다. 카터필러 역시 중국이 매출에 차지하는 비율은 5% 정도지만 2012년까지 영업실적을 60%까지 끌어올린다는 계획이다.

HCM 마켓레터(HCM Market Letter)의 마이클 르위트(Michael Lewitt) 편집장도 "중국은 세계 경제 성장의 견인차임에 분명하다. 어느 나라도 세계 경기를 이끌만한 파워가 없다"고 인정한다. 하지만 그는 투자자들에게 중국의 경제 성장률이 하락할 경우 미국과 중국 증시에서 발을 빼고 미국 경제가 자력으로 완전히 회복할 때까지 안정적인 국공채를 사라고 주장한다.

중국 경제 통계는 실상을 제대로 반영하지 못하고 있다. 예를 들어 중국 시장 회복에 힘입어 올해 가계 소비가 15% 증가할 것으로 전망한다. 하지만 이 수치는 도매 거래량까지 포함한 수치여서 실질적으로 가계 소비로 이어졌는지 또는 제조업체 입장에서 재고 처리 수준에 그쳤는지 분간하기가 어렵다. 더구나 소비 지출의 주체는 40%가 정부다. 끊임없이 정부 지출을 늘리고 있기 때문이다. 홍콩에서 활동하는 시장 분석가 마크 파버(Marc Faber)는 중국의 실질 국내총생산(GDP) 성장률은 정부 통계치 7.1% 보다 훨씬 낮은 3% 라고 평가한다.

경기 하락 조짐이 드러나고 있다. 그 근거로 MIT 경영대학원 중국 연구소 야쉥 후앙 박사에 따르면 중국의 전력 수요가 감소하고 있다는 점을 든다. 그는 고성장 경제에서 전력 수요가 줄어드는 현상은 "어디에서도 보기 드문 일이다"라고 주장한다. 현재 중국의 경제 통계에 대한 글을 쓰고 있는 후앙 박사는 불투명한 중국 경제 통계로 인해 소비자 수요와 기업 이익이 줄어드는 현실을 제대로 직시할 수 없다고 분석한다. 그 불똥이 은행으로 옮겨 붙을지도 모른다.

신용 평가사 피치 레이팅스(Fitch Ratings)에 따르면 중국 은행들이 올해 4월 한 달 동안 시중에 공급한 신규 대출은 7570억 달러에 달했다. 지난해 대출 총합의 4배, 중국 국내총생산의 17%에 해당하는 막대한 돈이 풀린 셈이다. 문제는 이러한 자금이 가격 하락에 취약한 주요 상품, 건설, 기타 자산에 유입되었다는 점이라고 후앙은 지적한다.

아직 일부 중국 경제 전문가들은 경기 회복이 실물 부분으로 이어지고 있다고 주장한다. 워싱턴 소재 피터슨 국제 경제 연구소(Peterson Institute for International Economics) 중국 담당 연구원 니콜라스 라디(Nicholas Nardy)는 중국 정부가 발표하는 통계 수치에는 소비자 물가와 생산자 물가를 함께 포함한다는 사실은 오래 전부터 이미 많은 경제 전문가들이 알고 있는 사실이라며 "그럼에도 불구하고 이를 무시하고 통계 자료를 인용한다"고 지적한다. 따라서 전력 수요 감소는 그리 주목할 만한 근거가 되지 못한다. 오히려 효율성이 낮은 제조부문부터 구조 정리가 진행되고 있음 방증한다.

그러나 경제 전문가 라디조차 중국 정부의 경기 부양책이 실질적인 경제 성장으로 이어지지 않고 자산 거품을 부풀리는 결과를 초래할 수 있다고 우려한다.

프랑스 대형 은행 소시에테 제네랄(Société Générale)의 경제 전문가 에드워즈는 중국의 경기 부양책은 ‘지속할 수 없는 경제 전략'이라고 평가한다. 내수 또는 수출 시장에서 팔리지 않을 만큼 경쟁력이 없는 상품만 생산하고 있기 때문이다. 따라서 소비자 상품과 기계 장비에 대한 중국 정부의 투자는 단지 세계적인 공급 과잉을 더욱 부채질할 뿐이다. 만일 중국의 주요 수출 산업이 부진할 경우 중국 통화 당국은 위안화 평가절하 카드를 내밀 가능성이 높다. 이렇게 된다면 중국 시장 수출에 크게 의존하는 미국 기업들은 영업 실적과 이익에 큰 타격을 입게 될 것은 명백하다.

더 나아가 위안화 평가절하는 중국과 비슷한 처지에 놓인 국가들을 자극하여 인위적인 자국 통화 평가절하를 통해 수출을 확대하려는 악순환으로 이어질 수 있다. 이러한 상황에 치달을 가능성은 어느 정도일까? 과거 예를 살펴보면 대공황 당시 이러한 사태가 발생했다. 에드워즈는 "가장 늦게 평가절하를 단행하는 나라가 가장 심각한 경기 침체를 겪을 것이다"라고 답했다.
