1.1. The obligations of each party under this Agreement shall be suspended during the period and to the extent that that party is prevented or materially hindered from complying with them by any cause beyond its reasonable control including shortages of labour or raw materials, strikes, lock-outs, labour disputes, act of God, war, riot, civil commotion, malicious damage, compliance with any law or governmental order, rule, regulation or direction, accident, fire flood or storm.
1.2. In the event of either party being so hindered or prevented, the party concerned shall give notice of suspension as soon as reasonably possible to the other party stating the date and extent of the suspension and its cause and the omission to give such notice shall forfeit the rights of that party to claim suspension. Any party whose obligations have been suspended shall resume the performance of those obligations as soon as reasonably possible after the removal of the cause and shall so notify the other party. In the event that the cause continues for more than 6 months either party may terminate this Agreement on 30 days’ notice.

Les obligations de chaque partie aux termes du présent Contrat seront suspendues pendant la période et dans la mesure où cette partie est sérieusement empêchée de les remplir pour des raisons qui échappent raisonnablement à son contrôle, y compris manque de main d’œuvre ou de matières premières, grèves, lock-out, conflits syndicaux, catastrophe naturelle, guerre, bagarre, soulèvement, vandalisme, conformité à toute loi ou ordre, règlement, régulation ou directive gouvernementale, accident, incendie, inondation ou tempête.
1.2. Au cas où l’une des parties se trouve ainsi empêchée ou entravée, la partie concernée devra avertir l’autre partie de la suspension dès qu’il sera raisonnablement possible de le faire en indiquant la date et l’ampleur de la suspension ainsi que sa cause, et l’omission d’une telle notification fera perdre à cette partie le droit de revendiquer la suspension. Toute partie dont les obligations ont été suspendues devra reprendre l’exécution de ses obligations dès qu’il sera raisonnablement possible de le faire après suppression de la cause et devra notifier l’autre partie. Dans le cas où la cause se prolonge pendant plus de 6 mois, l’une ou l’autre partie peut résilier le présent contrat avec un préavis de 30 jours.

Kommagene Krallığı’ nın çok uzun sürmeyen hakimiyeti ardından, M.Ö 30’ da Doliche ve Zeugma kentleri Romalıların eline geçer. Doğu ile Roma İmparatorluğu arasındaki bağlantıyı sağlayan önemli
ticaret yolu kenarında kurulmuş olan Doliche için bu dönem kalkınma dönemi anlamına gelmektedir. Roma’nın Parthlar ve Sasaniler’e karşı yürüttüğü bir çok savaş nedeni ile, imparatorluğun diğer bölgelerinden doğuya yönelen Roma askerleri de sıkca bu yolu izlemek zorundaydı. Bu durum, birçok askerin, Latincede Jupiter Dolichenus olarak adlandırdıkları Dolicheli tanrıyı ve onun kültünü imparatorluğun heryerinde tanıtmalarını sağlamıştır.
İngiltere, Almanya, İtalya, İspanya ve Don Nehri kıyısındaki bir çok ülkede tapınağı bugüne dek koruna gelmiş olan Doliche tanrısı, M.S. 200 civarlarında Jupiter Dolichenus adıyla antik dünyanın en önemli tanrıları arasında yer almaktaydı. Doliche kenti ve özellikle Dülük Baba Tepesi’ndeki kutsal alan, Jupiter Dolichenus’un ününden faydalanmaktaydı. Bugün gezilebilir durumdaki Antik Çağ mezarlığında bulunan ve sayısı 100’den fazla mezar’da kentin o dönemindeki refahını göstermektedir. Après la courte souveraineté du royaume de Commagène, les villes de Dolichè et de Zeugma passent sous le contrôle des Romains en 30 av. J.-C. Commence une époque de prospérité pour Dolichè car la ville se trouve sur l’une des importantes voies commerciales qui relient l’empire romain à l’Asie. Avec les multiples guerres menées par Rome contre les Parthes et les Sassanides, cette voie devient un passage obligé pour les soldats romains venant d’autres provinces de l’empire quand ils marchent vers l’Asie. Ce sont les soldats qui vont diffuser à travers l’empire le culte du dieu Dolichè, appelé en latin Jupiter Dolichénus.
Le dieu Dolichè - dont on peut voir encore des sanctuaires en Angleterre, en Italie, en Espagne et dans plusieurs pays des rives du Don - prend place parmi les divinités majeures du monde antique sous le nom de Jupiter Dolichénus. La ville de Dolichè et surtout le sanctuaire sur la colline de Duluk Baba ont bénéficié de sa renommée. La prospérité de la ville à cette époque est attestée par la centaine de tombes qui se trouvent dans la nécropole antique, encore visible aujourd’hui. Cette période florissante prend fin avec le roi perse Shapur 1er, connu pour ses victorieuses campagnes contre l’armée romaine, qui ravage la ville et le sanctuaire de Jupiter Dolichénus sur la colline de Duluk Baba au cours d’une campagne vers l’ouest en 253 apr. J.-C.

Moreover, those parts of the United Nations Charter which are not concerned with constitutional questions concerning competence of organs, and the like, have the same character. Such treaties are in principle binding only on parties, but the number of parties, the explicit acceptance of rules of law, and, in some cases, the declaratory nature of the provisions produce a strong law-creating effect at least as great as the general practice considered sufficient to support a customary rule. By their conduct nonparties may accept the provisions of a multilateral convention as representing general international
law: this has been the case with Hague Convention IV of 1907 and the rules annexed relating to land warfare. Even an unratified treaty may be regarded as evidence of generally accepted rules, at least in the short run.
