0.3 As well as commenting on the present state of security, the surveyors were tasked to submit recommendations concerning any shortcomings, with suggestions as to how these recommendations might be implemented in practice. Additionally, they were asked to particularly assess the standard of passenger and staff screening, perimeter security, cargo security and training.

0.4 The key findings and overall assessment may be divided into the following categories:

0.4.1 On the positive:

- Satisfactory personal and educational level of agents and security supervisors appropriate for the tasks performed;
- Very open attitude of airport management towards innovation, change and improvement.

0.4.2 The main areas of vulnerability raising concern are those relating to:

- Organisation and Procedures
- Access Control generally, and Technologies, such as CCTV systems in particular
- Perimeter and perimeter gates security
- Supervision, control and coordination of activities

These concerns are detailed in this report and appropriate recommendations are made.

2.1 In order to ensure that all aspects were covered, a checklist was used to record findings. As well as indicating the degree to which a particular procedure was satisfactorily being carried out (Satisfactory Level of Compliance, Minor Deficiencies, Major Deficiencies, or Procedure Not Applicable or not observed), notes were also made by the surveyors. Where a whole area of activity was found lacking consistency or presenting all-encompassing vulnerabilities and deficiencies, the descriptive method and listings were used (Sections 12 – 16 of Chapter 3: Findings & Summary of Recommendations)

2.2 On arrival at the airport, the survey team first met with security managers and other senior security staff, to ensure there was a clear mutual understanding of the tasks to be performed. Thereafter the surveyors visited all parts of the airport, accompanied by officers assigned to this task by the various airport entities. At the end of the survey the team reported its main findings orally to the security personal of XXXXX International Airport.

2.3 To the extent possible, the surveyors obtained the information they needed by observation or by seeking documentary evidence where appropriate. However, answers to some of their queries could only be obtained by asking questions of the parties responsible.

- Удовлетворительный персональный и образовательный уровень служащих и инспекторов по безопасности, соответствует выполняемым задачам;

Environmental threats are those conditions of environmental degradation and scarcity-inducing natural-resource depletion that directly or indirectly endanger security. They do so by contributing to civil unrest, collective violence, interstate conflict, or destabilization anywhere in the world where important strategic interests are at stake.
This is relatively ¡Èsafe¡É definition that, in bowing to security and strategic interests, may be deceptively comforting to traditionalists while offering precious little insight to progressive thinkers concerned with the future. The alternative is to construe security as something quite more than mere defense - the narrow domain of military affairs - and draw a filial link between individual security and national, regional, and global security, making it more difficult to dismiss circumstances that seem only to affect individual health, safety, and well-being as somehow unrelated to larger security concerns. We must recognize that national interests extend beyond merely defending physical territory, maintaining access to vital resources, preserving ways of life, or fulfilling commitments, and realize that these interests include more nebulous considerations.

About me
Thanks to my 8 years experience as in- house Technology Engineer for a big Science Research Institute in Moscow, Russia I started to do technical translations from English into Russian while I was living and working in Japan from 1981 to 2000, utilizing my degrees in Engineering and English. I have done numerous translations for translating agencies, Japanese trading houses such as Marubeni, Mitsui, Nissho Iwai, etc, and I have translated manuals for different kinds of equipment used for technology transfers. At the same time, I learned Japanese and worked as assistant translator to translate documents from Japanese into Russian.
