Financing of Community activities, resource management
2002 was the first budget year covered by the cycle of strategic planning and programming under the objectives for 2000-05 which the Commission presented in February 2000 and which set out the key measures to be carried out during its term of office. The priorities laid down on this basis for the organisation of activities and the allocation of resources concerned the introduction of the euro, sustainable development, the new governance, enlargement, a consistent all-embracing policy of friendly relations with neighbouring third countries accompanied by a strengthening of the Euro-Mediterranean Partnership and global poverty reduction.
Monitoring the application of Community law
In 2002 the Commission started 1 604 infringement proceedings (1 050 in 2001). Detailed information on the infringement proceedings instituted during the year and on the situation regarding transposal of Community directives into the national laws of the Member States will be given in the 20th annual report on monitoring the application of Community law, which will be published in 2003.
On 20 March the Commission adopted a communication on relations with the complainant in respect of infringements of Community law, which codifies all the administrative rules applicable to the handling of complaints. On 11 December it adopted a communication on the application of Community law, which takes up the 'better lawmaking' theme of the White Paper on European governance.

2002 a été la première année budgétaire assujettie au cycle de planification stratégique et de programmation dans le cadre des objectifs pour 2000-05 présentés par la Commission en février 2000 et qui ont défini les mesures clé à mettre en oeuvre au cours de son mandat. Les priorités établies sur cette base pour l’organisation des activités et l’attribution des ressources concernaient l’introduction de l’euro, le développement durable, la nouvelle gouvernance, l’élargissement, une politique cohérente de relations amicales incluant chacun des pays tiers voisins, accompagnée par un renforcement du Partenariat euro- méditerranéen et par une diminution globale de la pauvreté.
Surveillance de l’application des lois Communautaires
En 2002, la Commission a engagé 1.604 procédures pour infraction (1.050 en 2001). Des renseignements détaillés concernant les procédures pour infraction engagées pendant l’année ainsi que la situation quant à la transposition des directives Communautaires dans les lois nationales des Etats Membres seront donnés dans le 20e rapport annuel sur la surveillance de l’application du droit Communautaire qui sera publié en 2003.
Le 20 mars, la Commission a adopté une communication sur les relations avec le plaignant en ce qui concerne les infractions au droit Communautaire qui codifie toutes les règles administratives applicables au traitement des plaintes.
