PURPOSE
This policy establishes the expenditure approval limits for Building Efficiency (BE) Business Unit (BU) Senior Management and establishes their ability to delegate that authority to appropriate individuals who report to them.
Summary of Changes FROM PREVIOUS VERSION OF THIS POLICY
This revision updates the policy to conform with the BE Integrity program, including additional approval authority guidance for the establishment of petty cash funds, approval of employee advances and general cash disbursements. In addition, other categories of approval have been added to the approval matrix that are required by new or revised Corporate Accounting policies.
DEFINITIONS
BU Senior Management – a BE executive with a direct reporting relationship to the BE President or one of his direct reports.
Global Authorized Approval Level Matrix (Approval Matrix) – an Excel spreadsheet listing the authorized approval levels for a BE business, BE region, BE country or BE entity for a wide range of transactions, including approvals for capital expenditures, purchases, cash disbursements, petty cash funds, employee advances, acquisitions, divestitures, treasury transactions, legal settlements, human resource matters, etc.
The Approval Matrix should be organized based on the volume and applicability of the categories to the region, business or country and should be based on job titles rather than employee names to prevent frequent changes.
RESPONSIBILITIES
The Approval Matrix establishes BU Senior Management authorized approval level limits and establishes their authority to further delegate approval authority to their direct reports and the individuals who work for their direct reports.
BE VP Finance/Controller Responsibilities
1) Developing and maintaining an Approval Matrix for their BU (region and/or business) which is consistent with and at least as restrictive as the BE HQ Approval Matrix.
2) Obtaining BU VP GM and the BE VP Finance approval for any changes to their BU Approval Matrix.
3) Implementing appropriate internal control procedures to ensure region and/or business approval authority compliance.

Onay Matrisi, kategorilerin kapsamı ve bölge, işletme veya ülkeye uygulanabilirliğine göre düzenlenmeli ve sürekli değişiklik yapılmasını önlemek için çalışan adlarına değil iş unvanlarına dayandırılmalıdır.
SORUMLULUKLAR
Onay Matrisi, İB Üst Yönetimi yetkilendirilmiş onay seviyesi limitlerini belirlemekte ve bu onay yetkilerini doğrudan kendilerine bağlı çalışan kişilere ve bu kişilere bağlı çalışan kişilere devretme yetkilerini açıklamaktadır.
BE Finans Başkan Yardımcısı/Denetçi Sorumlulukları
1) Kendi İş Birimleri (bölge ve/veya işletme) için BE Genel Merkezi Onay Matrisi ile tutarlı ve en azından bunun kadar kısıtlayıcı bir Onay Matrisi geliştirmek ve sürdürmek.
2) İB Onay Matrisindeki değişiklikler için İB Başkan Yardımcısı/Genel Müdürü ve BE Finans Başkan Yardımcısı’nın onayını almak.
3) Bölge ve/veya işletme onay yetkisine uygunluğu sağlamak için ilgili iç denetim prosedürlerini uygulamak

Jumping on the RFID Bandwagon. Not to Mention the Bandwidth.
Since its invention nearly 60 years ago, Radio Frequency Identification (RFID) has been an answer looking for a problem. Not so any more. Today, companies of all sizes are jumping on the RFID bandwagon, not to mention the bandwidth. Advances in high frequency (HF) and ultra high frequency (UHF) RFID systems are closing the gap between pricing and performance.
