The ITU is a treaty-based organisation which exists within the framework of the United Nations. The ITU is mandated by its Constitution to allocate spectrum and record/register frequency assignments, orbital positions and other parameters of satellites in order not to cause harmful interference to the radio services or communications of other countries or of recognised operating services. Radio frequency spectrum has historically been allocated to various fixed terrestrial services including, but not limited to, mobile and voice telephony, radar, defence/military systems and aviation. The radio frequency spectrum is also required for use by operators of MSS.
At present three frequency bands on the radio frequency spectrum are allocated for use by satellite personal communications services: 1.5/1.6 GHz (the "L-Band"); 1980-2010 MHz and 2170-2200 MHz; and the 1.6/2.4 GHz Band. The L-Band is almost completely occupied globally by Inmarsat plc. Inmarsat was allocated frequency ranges in the L-Band via the process of international co-ordination administered by the ITUIO. There are, however, some regional operators using small parts of the L-Band.
| Translation - French C’est peu après le lancement du premier satellite de communications, Syncom 1, en 1963, que l’UIT et ses institutions ont entrepris avec succès d’harmoniser, de gérer et de coordonner les télécommunications radio internationales et le spectre des fréquences radio et elles continuent de le faire. L’UIT est une organisation fondée sur un traité et fait partie du système des Nations-Unies. L’UIT a pour mandat, de par ses statuts, de répartir le spectre des fréquences et d’inscrire/enregistrer les assignations de fréquence, les positions orbitales et autres paramètres des satellites de sorte à ne pas créer d’interférence dommageable aux autres services de radio et de communication d’autres pays ou aux exploitations reconnues. Historiquement, le spectre des fréquences radioélectriques a été réparti entre divers services terrestres déterminés, qui comprennent, de façon non limitative, la radiotéléphonie et le transport de la voix, les radars, les systèmes de défense/militaires ainsi que l’aviation. Le spectre des fréquences radioélectriques est également nécessaire aux opérateurs de MSS.
Trois bandes de fréquence du spectre des fréquences radioélectriques sont actuellement affectées aux services de communications personnelles par satellite : 1,5/1,6 GHz (ci-après, la « bande L ») ; 1980-2010 MHz et 2170-2200 MHz; et la bande 1,6/2,4 GHz. La bande L est presque totalement occupée par Inmarsat plc. C’est par le processus de coordination internationale géré par l’UIT que des segments de fréquences de la bande L ont été attribués à Inmarsat.
