3.2.2 Professional competences of translators
Translators shall have at least the following competences.
1. Translating competence
2. Linguistic and textual competence in the source language and the target language
3. Research competence, information acquisition and processing
4. Cultural competence
5. Technical competence
The above competences should be acquired through one or more of the following:
* formal higher education in translation (recognised degree);
* equivalent qualification in any other subject plus a minimum of two years of documented experience in translating;
* at least five years of documented professional experience in translating.

The steps involved in the formation of a private limited company in England are not very complicated. The procedure begins with drawing up the memorandum and articles of association. The documents must be filed at the Registry of Companies together with a statutory declaration to the effect that all requirements of the Companies Act have been complied with and a statement of directors and secretaries. The former must be signed by the solicitor engaged in the formation of the company or by the company secretary or a director. The Latter must contain the name, address, nationality and the directorships of the secretary and directors, as well as the address of the registered office of the company and must be signed by the subscribers to the memorandum or on their behalf.
Provided the Registrar is satisfied with the contents of the documents, he will, on payment of certain fees, issue a certificate of incorporation. He also has to publish notice of the issue of the certificate of incorporation and of any non-cash assets acquired by the company from a subscriber. This notice will be published in the London Gazette.
You should be aware that the procedure for the formation of a company is not necessarily common to alt European countries. In some Continental countries you might need to carry out other steps such as obtaining a name certificate and a public deed of incorporation executed before a notary. You may also need authorization from the relevant exchange control authorities for any foreign money you are transferring.

As medidas necessárias para a constituição de uma private limited company no Reino Unido não são muito complexas. Em primeiro lugar, tem de redigir o acto de constituição e estatutos da sociedade. Estes documentos têm de ser inscritos no Registry of Companies [Conservatória do Registo Comercial] e acompanhados de uma declaração em como foram cumpridos todos os requisitos do Companies Act [Lei das Sociedades] e de uma relação dos administradores e secretários. A referida relação tem de ser subscrita pelo advogado encarregue da constituição da empresa ou pelo secretário ou administrador da empresa. A relação dos administradores e secretários tem de conter o nome, morada e respectivo cargo do secretário e dos administradores, bem como, a morada da sede social da empresa e tem de ser assinada pelos subscritores do acto de constituição ou em seu nome.
Caso o conteúdo dos documentos seja satisfatório para o Registrar [Conservador do Registo de Sociedades], este, mediante o pagamento de determinada taxa, emitirá o certificado de registo comercial. Por sua vez, também publicará, no London Gazette, um aviso da emissão do certificado de registo comercial e de quaisquer bens incorpóreos de carácter não pecuniário adquiridos pela empresa a um signatário.
Deverá ter em atenção que o procedimento de constituição da sociedade não é obrigatoriamente igual em todos os países europeus. Nalguns países do continente pode ter que levar a cabo outras medidas, tal como, obter um certificado de admissibilidade de firma ou denominação social da pessoa colectiva e a realização de uma escritura pública de constituição de sociedade subscritos na presença de um notário. Também pode ser necessário a autorização das autoridades de controlo de câmbios relevantes relativamente a qualquer transferência de divisa estrangeira.
