In Windows XP: Click Windows Start and then click Control Panel.

1.1 KONU
Telekomünikasyon Dairesi’nin ihtiyacı olan minimum 30000 abone kapasiteli Geniş Band Kablosuz Erişim Sistemlerinin ( metin içerisinde GKES olarak anılacaktır ) yap, işlet, devret ve gelir-paylaşımı esasına göre temini, tesisi ve çalıştırılması işi için gerekli koşulların belirlenmesi, bu şartnamenin konusunu teşkil etmektedir.
1.2 AMAÇ
İhale neticesinde gerçekleştirilecek olan proje ile KKTC’nin her yerinde her türlü telekomünikasyon servisini vermeye olanak sağlayan GKES altyapısının kurulması amaçlanmaktadır.
1.3 KAPSAM VE YATIRIM MODELİ
1.3.1 İhale, öncelikli olarak Ek.A’ da miktar ve dökümü verilen, Ek.B’de kapsama alanları gösterilen yerleşim merkezleri olmak üzere tüm KKTC’yi en geç 1 (bir) yıl içerisinde kapsayacak şekilde sistem, iş ve hizmetlerin temin, tesis ve çalıştırılmasını kapsamaktadır. Firma, buna uygun iş programını teklifinde verecektir.
1.3.2 Teklif veren projeyi yap, işlet, devret ve gelir-paylaşımı modeline göre projelendirip verecektir. Finansman teklif veren tarafından karşılanacaktır.

1.1 SUBJECT
Identifying the conditions needed for obtaining, setup and operating on the principals of build, operate, transfer and revenue sharing for Telecommunication Department’s requirement of Broadband Wireless Access Systems (will be mentioned as BWAS within the text) with a minimum of 30000-subscriber capacity, constitutes this specification’s subject.
1.2 PURPOSE
Installation of BWAS infrastructure, which enables to give every kind of telecommunication services everywhere in NCTR is the purpose of the project that will be implemented with the conclusion of this tender.
1.3 SCOPE AND INVESTMENT MODEL
1.3.1 The tender consists of providing, installing and operating the system, work and services in a way that will cover, primarily being the settlements whose quantity and the breakdown given in Appendicle A, and whose coverage areas shown in Appendicle B, the entire NCTR in 1 (One) year at the latest. The firm will give its work program in its offer according to this.
1.3.2 The bidder will implement its project according to the build, operate, transfer and revenue sharing models. The bidder will cover the financing.
1.3.3 The Revenue Partnership sharing rates will be declared accurately and clearly in the offer.
1.3.4 Revenue Partnership duration will be ...10... years. All equipment (Hardware, Software) that will be used in the BWAS network will be the property of the Administration.
1.3.5 In its offer, the firm will declare the initial investment amount and the total investment amount predicted until the end of the contract. The investments that have been predicted until the end of the contract must be made.
1.3.6 During the contract’s period, obtaining, installing, operating, developing and updating of the software and hardware are the responsibilities of the firm.
1.3.7 The billing center of the system will be constructed in NCTR. The firm will handle the billing and distribution procedures.
1.3.8 Broadband Wireless Access Systems’ central operation and administration systems will be set up in Taşınköy Station owned by the Administration.
1.3.9 The administration will let The firm benefit from the present infrastructure in places that has the technical capability during the installation of the Radio Base Stations. In the absence of the mentioned technical capabilities, the Firm will find the necessary solution with its own resources.
