1.1 Staff management
1.1.1 Overview
The effective and suitable use of human resources is a major concern for Engineering, since suitability is not only a way of benefiting from an employee’s full potential, but also a strong motivational element for the employee. Motivation is a key issue at Engineering when it comes to human resources policies.
As described in our approach to Quality Assurance, Engineering Quality Management System involves all Engineering Organisational Units insofar the processes for which they are responsible are required to fully comply with the Corporate Quality Management System.
Engineering has established, documented, implemented and updated its Quality Management System and will continuously improve its effectiveness in accordance with the requirements of the reference standard.
All the processes connected with the realisation of Products and Services which are necessary for the Quality Management System have been identified.
Each process is assigned to a manager (Process manager).
This shows clearly that Engineering investment in human resources is essential to the respect of Quality Standards and to a constant improvement of Quality.
A major concern of Engineering when it comes to human resources is training, which is used as a mean to improve the general skills of personnel as well as to focus resources on specific projects and new technologies.
Our training policies and procedures represent a major corporate value, and help the company anticipate and understand our customers’ needs, thus granting customers satisfaction and their consolidation over time.
Engineering’s policies and procedures on the specific matters of Confidentiality, Suitability and Replacement of personnel procedures are explained in this section.
1.1.2 Confidentiality
Confidentiality is an issue Engineering has to deal with on a daily basis. The data Engineering works with in its projects require always a high level of confidentiality, given the nature of the services provided and the specific activities our customers are involved in.
Engineering's market consists in fact of medium-large-sized clients such as international and government organizations, top credit institutes, leading telecoms companies, metropolitan councils, local health units and hospitals, defence and international industrial companies.
Permission for accessing project information is granted by the Project Manager/Quality Manager on a strict “need-to-know” basis. The “need-to-know” policy means that confidential information will be disseminated only to those individuals who, in addition to participating in the project, have a requirement to know this information in order to perform their work. No person is entitled to confidential project information solely by virtue of position in the company.
For example, in the specific case of Engineering’s defence organizational unit, our corporate offices require a pass code to enter and all entrances are recorded and checked monthly.
More in general, Engineering requires all of its employees to sign a form in which they agree and engage themselves in not letting out information regarding the company and the projects they are involved in.
1.1.3 Suitability of resources
In the view of having the most suitable resource available and ready to perform the activities foreseen under each contract, Engineering has developed an internal application named Skill Inventory, aimed at monitoring, managing and improving Engineering’s human resources and their skills.
Essentially, the Skill Inventory is a web-application based on a constantly updated database containing the skills, role and educational level of each human resource.
Each person is also assigned a Professional Profile.
The filling out of a skill inventory form is mandatory action for all personnel involved in activities that directly or indirectly affect the quality of the products and services provided by Engineering. The form is filled out by the employee and then approved by his/her responsible.
The skill Inventory is designed for the gathering of information regarding:
Personnel’s acquired skills before working at Engineering, through the reporting of their past experiences.
The evolution of human resources’ skills and knowledge.
Personnel’s need for training.
The skill inventory is used concertedly by the Human Resources Unit (for horizontal matters. E.g.: the gathering of training needs and the arranging of specific courses when a reasonable amount of people with the same training need arise) and the operative unit head of each resource (for more specific matters. E.g.: updating the application database when an employee needs to be trained on a specific matter).
As a result, the availability of the constantly up to date information gathered on the personnel skills provides support to the following processes:
Recruiting of personnel for specific project needs before looking for new personnel outside.
Providing training accordingly to a coherent human resources training plan.
Monitoring of professional growth.
As described above, the Skill Inventory is a very comprehensive and detailed tool, comprising more than 1.000 skills divided into 6 macro–categories, making the information gathered highly specific and useful to the relevant corporate processes and actors.
The 6 skills categories are:
Functional (Knowledge of specific fields of application e.g. finance, health, defence, etc.)
Managerial (“soft” skills, project management methodologies, etc.)
Foreign languages
Products (Internally developed applications, off the shelf applications, etc.)
Technical (system architecture, software analysis and programming)
Technical (system and net administration)
These categories are further divided into several subcategories.
As said at the beginning of this section, besides a list of skills, each employee is also assigned a Professional Profile.
The professional profile helps:
Managerial staff (administrative project manager, technical project managers, quality project managers), providing an instrument to quickly have an overview of resources available within the company and the focus of their skills within the projects they are involved in. It also allows project managers to assess their resources according to company standards so that they can be compared amongst one another and take all actions necessary to bring out the full potential of each resource.
The Company, granting homogeneity in the management of resources and their professional improvement.
The employee, providing awareness of his/her role, responsibilities and professional growth opportunities.
1.1.4 Replacement of personnel procedures
1.1.4.1 Overview
The curricula of suitable candidates provided by Engineering in responding to tenders are chosen to ensure the availability of the selected candidate for the entire duration of the specific activity on an availability basis, thus making the need for the replacement of a key figure within the lifecycle of the awarded project a very remote possibility, unless explicitly required by contracting authority.
Engineering is aware of the fact that the contracting authority awards its tenders upon thorough evaluation of the curricula and the team organization presented by the tenderer. This is why the tenderer does its best to guarantee the efficiency and continuity of the project team by minimizing the occurrence of replacement and by ensuring a seamless substitution of personnel, when required.
Therefore, should the need for a replacement occur, Engineering will replace human resources without modifying the project team organization and in accordance to corporate replacement procedures described below.
When looking for a resource with given characteristics to replace an old one, a project manager can alternatively follow these three procedures:
(Internal process): Ask the technical head person in charge of the required skill or skills.
(Internal process): Search the skill inventory.
(External process): Ask the Human resources for CVs of suitable external candidates.
These three procedures, listed above in the order of their actuation, are briefly explained below.
1.1.4.2 Ask the technical unit for the specific skills required
Besides the vertical structure of the service provider divided into market units (see Engineering’s Organizational structure document), Engineering has also a horizontal de-facto structure divided into technological areas and competencies.
With hundreds of different projects running at Engineering, each main skill category group (e.g.: Web applications, DB applications, GRID technologies, etc.) is given a technical figure in charge at corporate level of co-ordinating all the projects, activities and resources focused on that specific skill. This person can come into play when a resource with given skills needs to be replaced; the project manager will evaluate with him/her the possibility to replace personnel with suitable resources.
1.1.4.3 Search the Skill Inventory information system
The skill inventory is designed to respond to the need of gathering into a central system all the growing available information about human resources. Corporate activities such as acquisitions, opening of new branch offices in Italy and abroad, continuing recruitment campaigns have significantly increased the number of Engineering’s human resources and their competencies.
The Skill Inventory is useful to the technical figure mentioned above to complement his activity in order to better identify the most suitable resource amongst all personnel of the Engineering group.
The skill inventory is a web-based application and project managers can query the system from all offices and thoroughly search the whole Engineering group for suitable resources.
Being Engineering a large company (around 3.700 employees amongst the Engineering Group) with several projects running at different stages (meaning there are often projects ending and other projects starting), suitable human resources are most likely to be found internally.
1.1.4.4 Collaborate with the Human Resources Unit for recruiting external resources
In the case that a suitable resource is not available internally, the company is prepared to recruit suitable resources externally.
Engineering receives and stores tenths of CVs daily, mainly through its dedicated website area, but also through press ads. The Human Resources Unit handles these CVs, making shortlists of candidates according to specific corporate profiles, and inviting the most promising candidates for a preliminary interview with the HR unit.
Therefore, the Human Resources Unit is always prepared to receive requests for a specific professional figure from all corporate divisions, and match the request with the selected CVs. Upon request, project managers are informed about potentially suitable candidates available for interviews and are supported throughout the recruitment process. If required by the contracting authority, the tenderer will provide the necessary documentation about the candidate proposed for replacement and will arrange interviews for the evaluation of the technical and professional capacities of the candidate, before replacement.
1.2 Training
In particular, training is provided not only when a project requires the employment of a specific skill, but mainly to keep personnel up to date with the emergence of new technologies, solutions and methodologies that can be of interest to the specific project or to the personnel professional growth (pro–active training). Pro-active training plays a major role in ensuring the suitability of the resources within the projects they are or will be involved in. Programs for training on emerging ICT issues are always running. To provide advanced training on ICT and to develop a corporate culture based on innovation and quality, Engineering has founded an ICT Training School, training each year about 800 people, amongst internal and external people, managerial staff and technical resources.

Les lignes de conduite et les procédures d’Engineering concernant les points spécifiques de la Confidentialité et des Procédures de remplacement du personnel sont expliquées dans cette section.
1.1.2 Confidentialité
La confidentialité est un souci avec lequel Engineering doit traiter sur une base quotidienne. Les données avec lesquelles Engineering travaille dans ses projets demandent toujours un haut niveau de confidentialité, étant donné que la nature des services fournis et les activités spécifiques de nos clients sont impliquées dedans.
Le marché d’Engineering est en fait constitué de clients de taille moyenne à importante, comme des organisations internationales et gouvernementales, d’importants instituts de crédit, des compagnies de télécommunications à la pointe, des unités locales de soin et des hôpitaux, des compagnies industrielles et de défense internationales.
La permission d’accéder à un projet est accordée par le Gestionnaire de Projet (Project Manager)/Gestionnaire Qualité, sur une base “seulement ce que vous devez savoir”. De façon plus générale, Engineering demande à tous ses employés de signer un formulaire dans lequel ils s’engagent à ne pas communiquer à l’extérieur d’informations concernant la compagnie et les projets dans lesquels ils sont impliqués.
1.1.3 Adaptation des ressources
Dans l’optique d’avoir les ressources les plus adaptées disponibles et prêtes à exécuter les activités prévues dans leurs contrats, Engineering a développé une application interne appelée Inventaire de Compétences (Skill Inventory), dont l’objectif est d’assurer la surveillance, la gestion et l’amélioration des ressources humaines d’Engineering et leurs compétences.
Pour l’essentiel, l’Inventaire de Compétences est une application internet basée sur une base de données continuellement mise à jour, contenant les compétences, les rôles et les niveaux d’études de chacun des employés.
A chaque personne un Profil Professionnel (Professional Profile) est également assigné.
Chacun des membres du personnel impliqué dans des activités affectant de façon directe ou indirecte la qualité des produits et services fournis par Engineering est tenu de remplir un formulaire d’inventaire de compétences. Le formulaire est rempli par les employés, puis approuvé ensuite par son ou sa responsable.
L’inventaire de compétences est conçu de façon à recueillir des informations concernant:

L’évolution des compétences et des connaissances des ressources humaines.
Les besoins individuels de formation.
L’inventaire de compétences est utilisé de façon combinée par l’Unité des Ressources Humaines (pour des questions horizontales. Par exemple récolter les besoins de formation, et prévoir des cours spécifiques quand un nombre suffisant de personnes avec les mêmes besoins de formation est atteint) et par les unités opérationnelles à la tête de chaque ressource (pour des questions plus spécifiques. Par exemple mettre à jour la base de données de l’application quand un employé nécessite d’être formé sur un point spécifique).
En conséquence, la disponibilité d’informations récoltées sur les compétences des employés mises à jour de façon constante fournit un support pour les Procédés suivants :
Recrutement de personnel pour des besoins relatifs à des projets spécifiques avant de chercher de nouveaux employés à l’extérieur.
Fournir des formations en rapport avec un plan de formation des ressources humaines cohérent.
Surveillance de la croissance professionnelle.
Comme décrit ci-dessus, l’Inventaire de Compétences est un outil complet et détaillé, incluant plus de 1000 compétences divisées en 6 macro-catégories, rendant ainsi la récolte d’informations hautement spécifique et utile pour les différents Procédés et acteurs de l’entreprise.

1.1.4 Procédures de remplacement de personnel
1.1.4.1 Aperçu
Les profiles des employés appropriés fournis par Engineering en réponse aux soumissions sont choisis pour assurer la disponibilité du candidat choisi pour la durée entière de leur activité spécifique sur une base de disponibilité, ce qui rend peu probable la nécessité de remplacement d’un acteur-clef au cours d’un projet adjugé, à moins que ceci soit spécifié de façon explicite par le contractant.
Engineering est averti du fait que le contractant récompense son soumissionnaire en fonction d’une évaluation de son profil, et de l’organisation de l’équipe présentée par le soumissionnaire. C’est pourquoi le soumissionnaire fait de son mieux pour garantir l’efficacité et la continuité de l’équipe du projet en réduisant au minimum les occurrences de remplacement et en assurant une substitution du personnel continue, si nécessaire.
Ainsi, si le besoin d’un remplacement devait se présenter, Engineering remplacera les ressources humaines sans modifier l’organisation de l’équipe du projet, en accord avec les procédures de remplacement de l’entreprise décrites ci-dessous.
Lorsqu’il recherche une ressource avec des caractéristiques données pour remplacer une ressource ancienne, un gestionnaire de projet suit ces trois procédures :
(Procédés interne) : Consulte le responsable technique sur la ou les compétences nécessaires.
(Procédés interne) : Recherche dans l’inventaire de compétences
(Procédés externe) : Consulte les Ressources Humaines sur des CV de candidates externes correspondants.
Ces trois procédures, listées ci-dessus dans l’ordre dans lequel elles sont appliquées, sont brièvement décrites ci-dessous.
1.1.4.2 Consultation des unités techniques quand aux compétences spécifiques requises
En plus de la structure verticale du fournisseur de service divisée en unités de marché (voir le document Structure organisationnelle d’Engineering), Engineering dispose également d’une structure horizontale de fait, divisée en zones technologiques et de compétences.
Avec des centaines de projets différents en marche chez Engineering, à chaque groupe principal de compétences (ex. Applications en ligne, applications de base de données, technologies GRID, etc.) est attribuée un responsable technique en charge, au niveau de l’entreprise, de coordonner tous les projets, les activités et les ressources concentrées sur cette compétence spécifique. Cette personne peut entrer en action lorsqu’une ressource avec des compétences données nécessite d’être remplacée ; le gestionnaire de projet évaluera avec lui/elle la possibilité de remplacer le personnel avec des ressources adéquates.
1.1.4.3 Recherche dans le système d’information de l’inventaire de compétences
L’inventaire de compétences est conçu pour répondre au besoin de récolte dans un système central toutes les informations, en perpétuelle évolution, des ressources humaines. Les activités de l’entreprise, telles les acquisitions, l’ouverture de nouvelles filiales en Italie et à l’étranger, les campagnes de recrutement en continu ont permis d’augmenter de façon sensible le nombre des ressources humaines d’Engineering, ainsi que leurs compétences.
L’Inventaire de Compétences est utile pour le responsable technique évoqué plus haut pour complémenter son activité, afin de mieux identifier les ressources appropriées parmi le personnel du groupe Engineering.
L’inventaire de compétences est une application en ligne, et les gestionnaires de projet peuvent lui soumettre des requêtes depuis tous les bureaux, et ainsi chercher dans la totalité du groupe Engineering des ressources adéquates.

Dans le cas ou une ressource adéquate ne peut pas être trouvée en interne, la compagnie est prête à recruter les ressources adéquates de façon externe.
Engineering reçoit et stocke des dizaines de CV chaque jour, principalement via la zone dédiée de son site web, mais également via les annonces dans la presse. L’Unité Ressources Humaines gère ces CV, dressent des listes simplifiées en fonction de profiles spécifiques à la compagnie, et invitent les candidates les plus prometteurs à un entretien préliminaire avec l’Unité RH.
L’Unité Ressources Humaines est ainsi toujours préparée à recevoir des requêtes pour un type spécifique de besoin professionnel de toutes les divisions d l’entreprise, et de comparer lesdites requêtes avec les CV sélectionnés. Sur demande, les gestionnaires de projets sont informés de candidats disponibles pour des entretiens et potentiellement adéquats, et bénéficient d’un suivi tout le long du Procédés de recrutement. Si requis par le contractant, le soumissionnaire fournira la documentation nécessaire concernant le candidat proposé, et organisera les entretiens d’évaluation des capacités techniques et professionnelles des candidats, avant le remplacement.
1.2 Formation
En particulier, la formation n’est pas fournie uniquement lorsqu’un projet nécessite l’utilisation d’une compétence spécifique, mais principalement pour maintenir le personnel informé de l’émergence de nouvelles technologies, solutions et méthodologies qui peuvent s’avérer intéressantes dans le cadre d’évolutions de carrière individuelle (formation proactive). La formation proactive joue un rôle majeur pour garantir l’adéquation des ressources avec les projets dans lesquels elles sont ou seront impliquées. Des programmes de formation sur des NTIC émergentes sont toujours en cours. Afin de fournir des formations avancées sur les NTIC et de développer une culture d’entreprise basée sur l’innovation et la qualité, Engineering a créé un centre de formation NTIC, formant chaque année environ 800 personnes, aussi bien issues de l’entreprise que de l’extérieur, des personnels de gestion aussi bien que techniques.
De manière plus spécifique, le centre de formation NTIC:

Comprend 6 classes, 174 stations de travail, 8 laboratoires et une cafeteria.

「コロコロコミック30周年展」開催にあたって
「ガッツな笑いとド迫力!!」を合言葉に、30年にわたり子どもたちを魅了してきた小学館のマンガ雑誌『コロコロコミック』。同誌の創刊30周年を記念し、京都国際マンガミュージアムの夏休み企画展として、『コロコロコミック』創刊30周年展を開催いたします。
30年間子どもマンガをリードしてきた『コロコロコミック』は、藤子・Ｆ・不二雄氏、藤子不二雄○Ａ氏の諸作品をはじめ、様々な名作を生み出し、大人になってもマンガを楽しむ私たちの「マンガ人生」を決定づけた雑誌であると言っても過言ではありません。
一方、子どもにとってマンガとは、マンガ以外のさまざまなホビー文化と結びつくことで機能する、友達とのコミュニケーション・ツールでもあります。同誌は、創刊以来、ファミコン、ドッジボール、ミニ四駆、ビックリマンシール、ビーダマン、ベイブレード、デュエル・マスターズなど、さまざまなブームや社会現象を巻き起こし、単なるマンガ雑誌ではなく、新たな子ども文化を生み出し続ける震源地であり続けてきました。
会場では、30周年の軌跡を懐かしの作品の原画や当時の資料などで振り返る「展示ゾーン」と、コロコロ関連のアトラクションや、コロコロキャラクターのクラフト製作やスタンプラリーなどで楽しく遊んでいただける「プレイゾーン」の2つのゾーンをご用意しました。
現在同誌を愛読している子どもたちだけでなく、30年前、20年前に夢中で読んでいたお父さん、お母さんにも、世代を超えて楽しんでいただける企画展になっています。どうぞお楽しみください。

A propos de l’ouverture de l’exposition pour le 30ème anniversaire de « KOROKORO COMIC »
« Gros rire et super intense » a été le slogan pour le magazine manga « KOROKORO COMIC » qui a continué de séduire les enfants pendant 30 années. Pour fêter les 30 ans du magazine, le musée international du manga de Kyoto projette de faire une exposition spéciale cet été, ayant pour thème le trentième anniversaire de « KOROKORO COMIC ».
« KOROKORO COMIC » a dominé le monde du manga pour enfants pendant 30 ans. A commencer par l’ensemble des œuvres de Fujiko F Fujio et de Fujiko Fujio (A), il a fait connaître au public de nombreux chefs-d’œuvre, et on peut dire sans exagérer que ce magazine détermina complètement « la vie de manga » de nombre d’entre nous qui, même devenus adultes, apprécions encore les mangas.
D’autre part le manga est pour l’enfant un moyen de communication entre amis, qui fait fonction de lien avec les différents autres divertissements. Depuis le début de sa publication, le magazine déclencha de nombreux booms et phénomènes sociaux comme la Nintendo NES (Family computer), le dodge ball, les minis 4x4, les autocollants Bikkuriman, B-Daman, Beyblade, et Duel Masters; ce magazine n’est donc pas une simple revue de bande dessinée mais le véritable épicentre de création continue d’une nouvelle culture dédiée aux enfants.
L’événement propose de suivre ces 30 années au travers deux zones distinctes: la « zone d’exposition » avec les planches originales des œuvres les plus représentatives ainsi que des documents d’époque, et la « zone de jeux » pour s’amuser avec des attractions liées à KOROKORO, un atelier pour fabriquer des personnages KOROKORO et un « rallye-tampons ».
Cette exposition a été conçue pour un plaisir allant au-delà des générations: sans se limiter uniquement aux jeunes lecteurs actuels de KOROKORO COMIC, toutes les générations y sont conviées, y compris celles de leurs parents qui lisaient le magazine avec passion il y a 20 ou 30 ans.
