Objective of the Project
- Derivation of reliable carbon emission factors (CEF) for Ukraine for the period from 2009 to 2020
- CEF calculation shall serve as baseline scenario for the future development of Joint Implementation (JI) project activities
- The project includes data review and analysis under a long term perspective in order to reliably forecast Ukraine’s power system
Purpose of the Carbon Emission Factor
The Carbon Emission Factor can be used by a Joint Implementation (JI) project developer and/or project participant to calculate emission reductions for:
- Projects that reduce electricity consumption from the grid (demand side)
- Projects that add new, efficient capacity to the grid (supply side)
- Projects that improve the efficiency of transmission and distribution of electricity
Main purpose is the accurate quantification of emission reductions achieved in line with a JI project activity !

- Проектов по сокращению потребления электроэнергии из энергосистемы (уровень спроса)
- Проектов по наращиванию новых, эффективных мощностей в энергосистеме (уровень поставки)
- Проектов по увеличению эффективности передачи и распределения электроэнергии
Основная цель - точный количественный подсчет показателя сокращения выбросов в случае реализации проекта!

Introduction
Ukraine has gone through a rollercoaster in the last decade. Eight years of an average economic growth of 7.5 percent from 2000 until 2007 has been followed by severe economic crisis with a GDP slump of 14 percent in 2009. At this very time, Ukraine is carrying out presidential elections, which offer a great opportunity to launch a major revitalization of the country.
Ukraine is not performing up to its potential. In 2009, the International Monetary Fund (IMF) assesses that its GDP per capita will be as little as $2,540 in current US dollars, placing it at the 110th place in the world, slightly below average. The situation looks only marginally better expressed in purchasing power parities, which reflects the actual living standard: $6,460 or 99th place in the world. In purchasing power parities, Ukraine’s GDP amounted to 22 percent of the European Union (EU) level and 40 percent of the Russian level in 2009.

Протягом останнього десятиріччя Україна нібито гойдається на американських гірках. Вісім років з 2000 до 2007 року відбувалося економічне зростання в середньому на 7,5% за рік, яке завершилося важкою економічною кризою із падінням ВВП на 14% у 2009 році. Саме у цей час в Україні відбудуться вибори президента, які є прекрасною можливістю розпочати широкомасштабне відновлення країни.
Україна не використовує свій потенціал відповідним чином. У 2009 році за оцінкою Міжнародного валютного фонду (МВФ) ВВП на душу населення становив всього 2,540 дол. США у поточному доларовому еквіваленті, за цим показником Україна посідає 110 місце серед країн світу, перебуваючи трохи нижче ніж посередині списку. Ситуація лише трохи краще за показником паритету купівельної спроможності, який відбиває реальний рівень життя: 6,460 дол. США або 99 місце в світі. За паритетом купівельної спроможності, ВВП України у 2009 році становить 22% від рівня Європейського Союзу (ЄС) і 40% від рівня Російської Федерації.
