A specification of optimizing behavior involves a description of the actions a unit can undertake, the constraints on those actions, and an objective function that evaluates the actions.
In many situations we will not be able to observe both the objectives and the constraints involved in an optimization problem. In the case of firm behavior, we may believe that we accurately model the objective of the firm as profit maximization, but we may feel that we do not have an adequate a priori description of the technological constraints the firm faces. The situation is precisely the reverse in the case of consumer behavior: there we feel that we have an accurate description of the constraint the consumer faces - the budget constraint - but we do not have an adequate a priori description of the objectives of a given consumer.
It might be thought that this lack of information would preclude any serious investigation of behavior, but this is not the case.
