Introduction
While threats to life, liberty and security are often reasons why people flee, such threats rarely cease after flight, but often continue to pursue displaced persons during all stages of the displacement cycle. Displacement, and the removal from the usual protective environment of one’s own community, has the tendency to render persons more vulnerable to threats to security. In addition, traditional coping mechanisms, as well as the protective function of the family unit, will often have been reduced or disappeared entirely. While fleeing from harm, displaced persons can be perceived themselves as a cause of insecurity, especially when arriving en masse and when resources in the host community are scarce.
Camps will generally be perceived by refugees and IDPs as a safe haven, as an area where they will be protected and assisted. Naturally, this is what camps are designated to provide and a goal to which all relevant stakeholders – importantly, including the displaced themselves – should work towards. But unfortunately, camps – as temporary structures meant to accommodate often different communities fleeing the trauma of persecution or violence – can also create an environment of lawlessness, attract violence and crime or be attacked by armed forces or groups. In situations of conflict, camps are often located in close proximity to warring parties or borders, which increases the threat of insecurity. Much of the work on security must be focused on the prevention of such threats from materialising.

الخلفية العلمية
وأما ما يتعلق بالخلفية العلمية أو شروط المفسر، فقد ذكر العلماء جملة من العلوم لابد أن يكون المفسر عالمًا بها بالحد المناسب لعملية التفسير من ناحية الكم أو الاقتران أو التقدم.
ويمكننا أن نجمل هذه الشروط العلمية بأمور ثلاثة أساسية، بحيث يكون لكل أمر ملاك وسبب مستقل وهذا الملاك هو الشرط الحقيقي الذي يشترط في المفسر:
1- علوم اللغة العربية:
الأول: ما يتعلق بعلوم اللغة العربية، وملاكه هو أن القرآن الكريم نص عربي وقد جاء وفق نظام اللغة العربية.
وحينئذ، فإن كل ما يرتبط بنظام اللغة العربية يكون له دور وأثر في فهم القرآن وتفسيره.
ومن علوم اللغة العربية التي تذكر في هذا الصدد علوم: النحو والصرف والمعاني والبديع والبيان واللغة...
الخلفية الروحية
أما ما يتعلق بالخلفية النفسية والروحية التي يجب أن يتصف بها المفسر فإنها أمر أخلاقي، وهذا الأمر وإن كان أمرًا له تأثير مهم جدًا في فهم القرآن الكريم إلا أنه غير ملموس، ولذا لم نذكره كشيء مستقل.
فإن الحالة الروحية الأخلاقية كالتقوى والورع وحالة الطهارة والإخلاص في التعامل مع النص القرآني لها تأثير كبير في عملية فهم القرآن، لأن الإنسان مهما كانت لديه من قدرات ومعلومات يبقى محدودًا ومعرضًا للخطأ. أما عندما تكون عنده حالة التقوى والإخلاص والطهارة والنقاء إضافة إلى ذلك، فإنه يكون في موضع التأييد والرعاية الإلهية، ومن ثم يكون في موقع التوفيق في الوصول إلى الحق والرشد، ولذلك ورد الأمر إلى النبي ذاتيه (صلى الله عليه وسلم) لكي يدعو الله تعالى في أن يزيده علمًا: "وقل ربي زدني علمًا".

Academic Background
As far as the academic background of the Mufassir (interpreter) of the Qur’an is concerned, Muslim scholars stipulated that he be versed in several branches of knowledge. His acquaintance with these branches should be good enough for him to start the interpretation process.
These academic prerequisites can be outlined in three fundamental aspects. Yet, each of these aspects has its own basis. These bases are the real conditions that should be met by the Qur’an interpreter:
1- Sciences of Arabic Language:
The first aspect has to do with the sciences of Arabic language. The basis of this aspect is that the Glorious Qur’an is an Arabic text that is subject to the rules of the Arabic language.
Hence, everything related to the system of the Arabic language plays an important role in understanding and interpreting the Qur’an.
Among the sciences of the Arabic language that should be mastered by a Qur’an interpreter are grammar, morphology, rhetoric (namely, al-Maány, al-Badi’ and al-Bayan) linguistics, etc.
Spiritual Background
As for the psychological and spiritual qualities which an interpreter should possess, it is more of a moral matter. Although this matter has a considerable impact on understanding the Glorious Qur’an, it is not tangible ;therefore, no separate section is required to discuss it. In fact, the spiritual and moral state embodied in the person’s being pious, God-fearing, pure, and sincere in dealing with the Qur’anic text has a great impact on understanding the Qur’an. One is always limited and subject to making mistakes, regardless of the skills or knowledge he has. However, if the person is pious, sincere and pure in addition to his knowledge and skills, he will be supported by the divine guardianship. As a result, he will succeed in reaching the right, God-guided interpretation. It is for this reason that the Prophet (peace be upon him) was ordered to ask Allah (SWT) to increase his knowledge. Allah (SWT) says: (…and say, “My Lord, increase me in knowledge.”)

هل اغتيال أوباما أكثر احتمالاً؟
يقول وزير الخارجية الاميركي السابق كولن باول إنه عندما عرض عليه منصب نائب الرئيس استشار زوجته ايلما، التي طلبت منه ألا يقبل خوفا على حياته، بعدها أعلن رسميا رفض الترشح. بخلافه يركض اليوم باراك اوباما في كل انحاء الولايات المتحدة، في واحدة من اكثر الانتخابات الاميركية إثارة وتاريخية، ووراءه يركض فريق كبير من رجال الأمن السري يفحصون الوجوه، ويفتشون السيارات، ويصخون السمع، بحثا عن قاتل يستهدف اول مرشح أفريقي اميركي للرئاسة.
وقد أزعجت أنباء اعتقال شباب بيض بتهمة التآمر لاغتيال اوباما بعد ان اقترب من وصوله للرئاسة أكثر من خصمه جون ماكين في بلد في حالة هيجان يتطلع للتغيير الرئاسي الموعود بعد نحو اسبوع. الاغتيالات جزء مهم في رواية التاريخ السياسي الاميركي، فاغتيال الزعيم الشعبي مارتن لوثر كينغ حدث في مثل هذا العام قبل اربعين سنة ولا تزال العنصرية رغم ذلك تتنفس في هذا البلد المختلط السكان رغم التبدلات الايجابية التي طرأت على عموم المجتمع الاميركي في العلاقات العرقية بدليل شعبية اوباما الكبيرة.
استهداف الزعماء احتمالٌ لا مفرّ من حسابه فهو اكثر وسائل التعبير عنفا ورسالة. ولا شك ابدا ان المرشح اوباما مهدد منذ اليوم الاول الذي سجل اسمه مرشحا للرئاسة، والخوف على حياته سيزداد إن صار رئيسا للولايات المتحدة. وهو رجل غير محظوظ، فأعداء اوباما هم من كل الاطياف، من القاعدة الاسلامية المتطرفة التي تعتبر اغتيال الرئيس الاميركي مشروعها الارهابي الاول، والى الجماعات الاميركية البيضاء العنصرية التي تعارض وصول أي عرق آخر الى الحكم. وأيا يكن الرئيس، ومهما كان لونه، او موقفه السياسي، فانه مستهدف من تنظيمات مسلحة بالغة الخطورة، أو حتى من قبل افراد مجانين كما حدث للرئيس الاميركي السابق رونالد ريغان الذي كاد ان يقتل بعد ان استقرت الرصاصة على مقربة من قلبه على يد فتى قضت المحكمة بإرساله الى مصح عقلي.
إلا ان استهداف اوباما سيثير من اللغط اكثر من أي زعيم اميركي آخر لانه سيحرك الكراهية العنصرية وسيعزز نظرية المؤامرة التي لا تزال المرجع الأول حتى هذا اليوم في تفسير اغتيال الرئيس جون كينيدي. والكثيرون يتحدثون عن اغتيال اوباما على أنه أمر مؤكد ويشككون في ان تطأ قدماه عتبة البيت الابيض. لذا سلامة اوباما لا بد انها الهاجس الأول عند المؤسسة الامنية الاميركية لانها تدرك جيدا المخاطر واللغط حوله وتبعات فشلها في حمايته. والحقيقة ان برامج وحياة الرئيس الاميركي، مثل معظم زعماء العالم، تغيرت كثيرا مع تعاظم خطر الارهاب، ولم يعد مسموحا له ان يظهر للناس، ويختلط معهم كما كان يحدث في الماضي. وتبقى الانتخابات الخطر الأعظم لأنها مسرح مفتوح، مكتظ بعشرات الآلاف، وعلى مدى عام كامل، لكن بعد ان يفوز ويدخل البيت الابيض رئيسا لن تكون سهلة مصافحته او مشاهدته الا عبر التلفزيون. لم تعد هناك مواكب مكشوفة، ولا سيارات الرؤساء تسير في الشوارع ببطء لتحية الجماهير. لقد انتهى زمن البراءة وحل محله زمن رجال البوليس السري ذوي النظارات السوداء، هذا هو ثمن الارهاب.

Obama’s murder a real possibility?
The former American foreign minister Colin Paul says that when he was proposed for vice president, he consulted his wife Elima, who asked him not to accept it out of fear for his life. Then, Paul expressed his refusal officially. In contrast, Barak Obama, in one of the most interesting American elections in history, is running for president of the U.S., supported by a big team of secret security guards who investigate people, inspect vehicles and are on the watch for everything being said everywhere, searching for anyone aiming to assassinate the first African American presidential candidate.
The news of the white youths charged with conspiring to kill Obama created a serious disturbance, especially after Obama’s coming nearer to the White House than his competitor John McCain. In fact, assassination is an important part of the American political history. Racism is still present in this multi-populated country in spite of the positive changes that affected the American society in general in terms of racial relations, and this is proven by Obama’s massive popularity among black voters.
Targeting a leader is a possibility that should be taken into great consideration; it is one of the most violent strategies used to demonstrate a point of view. Undoubtedly, Obama has been under threat since the day he decided to stand as a candidate for the U.S. presidency. Worries about his life will continue to increase if he becomes the president of the U.S. Obama is an unlucky man who has enemies from different sects of the American society. Thus, he is under risk either from the radical Islamic Al-Qaeda, which considers assassinating the American president of highest priority, or from the white American groups that reject that the U.S. presidency be taken by any other race. Moreover, the president, whoever he may be, or whatever his political trends are, is always targeted by extremely dangerous, armed organizations. The president may even be a target of maniacs, such as in what happened to the former American president Ronald Regan, who was about to die after he was shot by a bullet that nearly reached his heart from the gun of a young man whom the court later judged should be sent to a mental hospital.
Targeting Obama will cause a stir more than targeting any other American leader, because it will arouse the feeling of racial hatred and support the conspiracy theory that still is the first reference to illustrate the murder of President John Kennedy thus far. A lot of people talk about the possibility of Obama’s assassination and doubt that he sets foot in the White House. Therefore, Obama’s safety is the main preoccupation of the American security departments, because they understand the risks and dangers to which he is exposed and what happens if they fail to protect him. In fact, the agenda of the American president and his life in general have changed, as they have of all the leaders of the world, after the increase of terrorist threats. Hence, Obama is no longer allowed to go among the people and mix with them as before. The election period presents the highest risk, as candidates are exposed to large crowds on open stages many times during the year. However, after he wins and enters the White House as a president, it will be difficult to shake hands with him or even to see him except through TV sets. There are no open processions or presidents on cars moving slowly to greet people any longer. The age of goodness is gone and has been substituted by the age of secret detectives ـــ the cost of terrorism.

I have worked as a full-time translator for various translation agencies in Egypt.
