или грибной этиологии. Препарат применяют наружно, нанося тонким слоем (нескольких
капель) на предварительно очищенную пораженную поверхность, или путем внесения в
наружный слуховой проход уха, в полость железы или кисты. Кратность нанесения в зависимости
от тяжести течения воспалительного процесса и скорости заживления составляет от 2-3
раз в день до 1 раза в неделю и определяется ветеринарным врачом. Курс лечения животного не
должен превышать 4 недель.

XXX is prescribed for dogs and cats in the treatment of acute and chronic inflammation of the ear canal, including otitis, complicated by Malassezia and Candida albicans, as well as the inflammation of the anal glands, interfinger cystic lesions and dermatitis of the bacterial or fugus etiology.
The agent is for topical application. It is applied as a thin film (a few drops) on the affected site (which has first been cleaned) or by admission to the ear canal, to the glandular cavity or cystic lesion. The required dosage depends both on the severity of inflammation and the rate of recovery, and corresponds to 2-3 times daily or weekly as prescribed by the veterinarian. The duration of the treatment should not exceed 4 weeks.

1. Lord COLVILLE (Rapporteur), introducing the draft annual report of the Committee, said that only minor amendments had been made to the reports on the sixty-fourth and sixty-fifth sessions prepared by Ms. Chanet and Ms. Evatt. However, the former chapters II and III had been brought together in a single chapter.
2. The CHAIRPERSON invited Committee members to adopt the draft annual report chapter by chapter. As chapter I was not yet available in all the working languages of the Committee, he invited Committee members to consider chapter II first.
Chapter II (CCPR/C/66/CRP.1/Add.2/Rev.1)
Paragraphs 43, 44 and 45
3. Mr. SCHEININ proposed that, in the third sentence of paragraph 44, “lists of questions” should be replaced by “lists of issues” and the phrase “as far as possible” should be inserted after the word “henceforth”.
4. Ms. EVATT proposed that the term “list of issues” should also be used in the last sentence of paragraph 44.
5. The proposals by Mr. Scheinin and Ms. Evatt were approved.
6. Paragraphs 43, 44 and 45, as orally amended, were adopted.

7. Following a discussion in which Mr. POCAR, Mr. LALLAH, Mr. KLEIN, Mr. SOLARI YRIGOYEN, Mr. AMOR, Lord COLVILLE and the CHAIRPERSON took part, the CHAIRPERSON said he believed that the Committee as a whole wished to delete the current wording, which did not reflect reality, and to replace it with a new paragraph referring only to the eleventh meeting of Chairpersons of the Human Rights Treaty Bodies.
8. Mr. LALLAH suggested that the new paragraph could mention that the Committee had found the eleventh meeting of Chairpersons valuable as a forum for the exchange of ideas and
information on procedural and logistical questions, particularly with regard to the need to ensure that there were sufficient services to enable the various treaty bodies to perform their mandates properly.

11. Ms. EVATT observed that reference was made in paragraph 48 to a letter sent to the High Commissioner for Human Rights, and suggested that it should be mentioned that no reply had been made to that letter.
12. Lord COLVILLE said that Ms. Evatt’s suggestion would be taken into account.
13. Mr. LALLAH pointed out that it was stated in paragraph 49 that “A joint Plan of Action … [had been] endorsed by the Chairpersons”, but that was incorrect; nor did the paragraph reflect the concerns of the Committee with regard to the plan of action in question.
14. Ms. CHANET said she was personally against the very principle of having a joint plan of action for the three Committees.
15. Mr. SOLARI YRIGOYEN supported Ms. Chanet, emphasizing that institutionalized coordination between the three Committees was not desirable.
16. Following a discussion on the best way to express the concerns of the Committee, in which Ms. EVATT, Mr. YALDEN, Mr. LALLAH, Ms. CHANET, Mr. KLEIN, Mr. AMOR and Lord COLVILLE took part, Lord COLVILLE said that paragraphs 48 and 49 would be merged in a single paragraph 48. The new paragraph would consist of the first sentence of the old paragraph 48, the first sentence of the old paragraph 49, and the following sentence: “The Committee, however, has had difficulty in endorsing the idea of a joint plan of action and indeed some aspects of the plan of action given its effects on the Committee’s work.”

После обсуждения, в котором приняли участие г-н ПОКАР, г-н ЛАЛЛАХ, г-н КЛЯЙН, г-н СОЛАРИ ИРИГОЙЕН, г-н АМОР, лорд КОЛВИЛЛ и ПРЕДСЕДАТЕЛЬ, ПРЕДСЕДАТЕЛЬ заявил, что, по его мнению, Комитет в целом выразил желание исключить из текста текущую формулировку как не соответствующую действительности и заменить её на новый параграф, ссылающийся только на одиннадцатое совещание Председателей Договорных Органов по Правам Человека.
8. Г-н ЛАЛЛАХ предложил упомянуть в новом параграфе, что, по мнению членов Комитета, в ходе одиннадцатого совещания Председателей произошел полезный обмен мнениями и информацией по процедурным вопросам и вопросам материально-технического обеспечения, особенно в части предоставления различным договорным органам всего спектра услуг, необходимых им для должного выполнения своих обязанностей.
9. Параграф 46 был принят с учетом внесенных устных поправок.

11. Г-жа Эват указала на содержащуюся в параграфе 48 ссылку на письмо, отправленное Верховному комиссару по правам человека, и предложила упомянуть, что ответ на это письмо не был получен.
12. Лорд КОЛВИЛЛ заявил, что предложение г-жи Эват будет принято во внимание.
13. Г-н ЛАЛЛАХ обратил внимание на то, что фраза параграфа 49 «Объединенный план действий… [был] одобрен Председателями» не соответствует действительности, а также на то, что в параграфе не были должным образом отражены задачи членов Комитета в отношении указанного плана действий.
14. Г-жа ЧАНЕТ заявила, что она была лично против самого принципа наличия объединенного плана действий трех Комитетов.
15. Г-н СОЛАРИ ИРИГОЙЕН поддержал г-жу Чанет, подчеркнув, что носящее официальный характер координирование между тремя Комитетами является нежелательным.
16. После обсуждения того, как наилучшим образом отразить в тексте задачи членов Комитета в отношении указанных вопросов, в котором приняли участие г-жа ЭВАТ, г-н ЯЛДЕН, г-н ЛАЛЛАХ, г-жа ЧАНЕТ, г-н КЛЯЙН, г-н АМОР и лорд КОЛВИЛЛ, лорд КОЛВИЛЛ заявил, что параграфы 48 и 49 будут объединены в один параграф 48. Новый параграф будет содержать первое предложение прежнего параграфа 48, первое предложение прежнего параграфа 49 и следующее предложение: " В то же время Комитету трудно поддержать саму идею создания объединенного плана действий и, в особенности, некоторые положения этого плана, учитывая их последствия на работу Комитета.»
