Las organizaciones reclaman una vez más al Gobierno el pleno cumplimiento de la legislación española, la normativa europea y las obligaciones de España en virtud del derecho internacional a la hora de autorizar o denegar licencias de exportación de material de defensa y de doble uso.
En los próximos días, la Comisión de Defensa del Congreso debe aprobar un dictamen con recomendaciones al Gobierno sobre las estadísticas de exportaciones de armas. Se trata de las primeras estadísticas anuales elaboradas por el Gobierno tras la entrada en vigor de la Ley de comercio exterior de material de defensa y de doble uso en España.
Los grupos parlamentarios ya han presentado sus propuestas iniciales. El estudio de las organizaciones incluye un decálogo de medidas en materia de transparencia y control para lograr el total cumplimiento de la legislación actual.
Según el informe de las últimas estadísticas anuales presentadas al Congreso de los Diputados, en 2008 se realizaron transferencias de material de defensa por valor de 934 millones de euros, una cifra ligeramente superior al año anterior a pesar de la crisis económica.
En 2008, España autorizó transferencias material de defensa, otro material y armas de caza y tiro deportivo por importe de más de 3.000 millones de euros, casi el triple de las operaciones realizadas ese año. Esto significa que hay una serie de operaciones que fueron aprobadas pero no se materializaron en 2008.
