Un estudio elaborado por Amnistía Internacional, Intermón Oxfam, Greenpeace y la Fundació per la Pau sobre las estadísticas oficiales de transferencias de armas en 2008, confirma que España exporta material de defensa a destinos en los que éste puede contribuir a cometer violaciones de derechos humanos, exacerbar conflictos armados o deteriorar su desarrollo sostenible.
Según estas organizaciones, el Gobierno español sigue sin facilitar información precisa sobre los criterios que han permitido autorizar exportaciones a países con un historial preocupante como Colombia, Israel, o Sri Lanka, entre otros.
De acuerdo a los datos proporcionados por el prestigioso Instituto Internacional de Estudios para la Paz de Estocolmo (Stockholm International Peace Research Institute, SIPRI), esta cifra coloca a España como el sexto país exportador mundial, por detrás de Estados Unidos, Rusia, Alemania, Francia y el Reino Unido.
Las organizaciones reclaman una vez más al Gobierno el pleno cumplimiento de la legislación española, la normativa europea y las obligaciones de España en virtud del derecho internacional a la hora de autorizar o denegar licencias de exportación de material de defensa y de doble uso.
En los próximos días, la Comisión de Defensa del Congreso debe aprobar un dictamen con recomendaciones al Gobierno sobre las estadísticas de exportaciones de armas. Se trata de las primeras estadísticas anuales elaboradas por el Gobierno tras la entrada en vigor de la Ley de comercio exterior de material de defensa y de doble uso en España.
Los grupos parlamentarios ya han presentado sus propuestas iniciales. El estudio de las organizaciones incluye un decálogo de medidas en materia de transparencia y control para lograr el total cumplimiento de la legislación actual.
Según el informe de las últimas estadísticas anuales presentadas al Congreso de los Diputados, en 2008 se realizaron transferencias de material de defensa por valor de 934 millones de euros, una cifra ligeramente superior al año anterior a pesar de la crisis económica.
En 2008, España autorizó transferencias material de defensa, otro material y armas de caza y tiro deportivo por importe de más de 3.000 millones de euros, casi el triple de las operaciones realizadas ese año. Esto significa que hay una serie de operaciones que fueron aprobadas pero no se materializaron en 2008.

A study made by Amnesty International, Intermón Oxfam, Greenpeace and the Fundació per la Pau (Foundation for Peace) on the official statistics of arms transactions in 2008 confirms that Spain exports defense material to countries where it could lead to the perpetration of human rights violations, the escalation of armed conflicts, or the deterioration of sustainable development.
According to these organizations, the Spanish government continues to withhold specific information about the criteria through which they have authorized the exportation to countries with a troublesome history such as Colombia, Israel or Sri Lanka, among others.
As specified by the information provided by the prestigious Stockholm International Peace Research Institute (SIPRI), this figure positions Spain as the sixth largest arms exporter in the world, after the United States, Russia, Germany, France and the United Kingdom.
The organizations demand once more from the government full compliance with Spanish legislation, European rules and the obligations of Spain, in virtue of international law, regarding the authorization or refusal of export licenses for defense and dual-use material.
In the coming days, the Congressional Defense Committee is due to approve a report with recommendations to the government regarding the arms export statistics. The primary focus is on the annual statistics produced by the government after the law on the external trade of defense and double-use material went into effect in Spain.
Parliamentary groups have already presented their initial proposals. The study from the organizations includes a list of ten measures on the subject of transparency and control that must be met in order to comply in full with current legislation.
According to the report on the latest annual statistics presented to the Congress, in 2008 Spain made 934 million Euros worth of defense material transactions, a figure slightly higher than the previous year in spite of the economic crisis.
In 2008, Spain authorized transactions of defense material, other equipment, and hunting and sporting weapons, to an amount of more than 3 billion Euros, almost triple that of the operations made that year. This means that there was a series of operations that were approved but that did not materialize in 2008.

Uno casi diría que de esa historia tratan los cuadros de XX: del viaje de ida y vuelta al territorio de la Pintura hecho por la figura –por sus hombres y sus salvajes, por sus frutos y sus conversadores- antes de reposar en el lienzo. De cómo encuentran en el color y en el pincel goteante una vía para salir a la luz y cobrar cuerpo. Al principio sus figuras nacían por acumulación de objetos, de formas y volúmenes como rocas amontonadas. Ahora da la impresión de que llegan del propio amontonamiento de la pintura, de la suma de energías que supone cada trazo yuxtapuesto al anterior: sus guerras de empastes, sus treguas de veladuras, sus alianzas secretas entre colores. Para escribir este texto hubo que volver a ver la foto digital de algunos de los cuadros ya embalados. Y por algún misterio informático cuando el ordenador abrió el CD los colores de los originales salieron completamente trastocados, como sumergidos en salsa parda. Fue algo a la vez frustrante e interesante: ayudaba a comprender hasta qué punto esta pintura cuenta con el color, y qué pasa cuándo el color se vuelve loco y dejan de funcionar sobre el lienzo sus puntos calientes, sus focos de energía radiante, sus agujeros negros y pequeñas constelaciones. Lo que pasa es que la narración se desmiga y la figura se vuelve al lugar del que vino con tanto esfuerzo. Pasa que el absurdo acechante en el acto de pintar, que tanto atormentaba a de Kooning, se abalanza sobre el cuadro y lo devora. Es tan difícil tenerlo a raya. | Translation - English
One might almost say that XX's paintings address that story: of a journey of departure and return to the territory of Painting made by the figure – by its men and its savages, by its fruits and its conversationalists – before settling on the canvas. Of how they find through color and a dripping brush a way to go towards light and gain body. In the beginning his figures were born of the accumulation of objects, forms and volumes, like rocks piling up. Now it seems that they come from the pile of paint itself, from the sum of energies composed by each stroke juxtaposed over the previous: its wars of impastos, its truces of glazes, its secret alliances between colors. To write this text I had to go back and look at digital photos of some of the paintings already packed up. And by some mystery of technology, when the computer opened the CD the colors of the originals came out completely changed, as if they had been submerged in a brown gravy. It was at once frustrating and interesting: it helped to understand to what extent this painting depends on color, and what happens when the color goes crazy and its warm spots, its centers of radiant energy, its black holes and small constellations all stop working on the canvas. What happens is that the narration crumbles and the figure returns to the place from whence it came with a lot of effort. What happens is that the absurdity lying in wait in the act of painting, that tormented de Kooning so, pounces on the canvas and devours it. It's so difficult to keep a hold on it. |
