本日未明、米国は、北朝鮮との間で核検証手続きに合意したとして、北朝鮮に対するテロ支援国家指定の解除に踏み切った。申告されていない施設への立ち入り方法、核兵器の製造・実験、ウラン濃縮、核拡散の情報などについては不明な部分もあり、これまでの北朝鮮の行動からすると、しっかりとした検証ができるのかという疑念を払拭できない。
わが国にとって、北朝鮮の核・ミサイルは直接的な脅威であり、日本を始めとした関係各国は、北朝鮮がこの合意を誠実に履行するのか、厳しく監視すべきである。一方で、拉致問題は、国家主権の侵害のみならず、人道上の重大問題である。米国は拉致問題を忘れないと強調しているが、この決定に対し、拉致被害者のご家族のお気持ちを思うと、国民として失望を禁じ得ない。
日本政府は、米国が指定解除の手続きに入ってからも、指定解除を止めることはできなかったばかりか、福田前総理の政権放り出しによって、北朝鮮に約束させていた拉致問題の再調査さえも延期を通告されるなど、北朝鮮に格好の口実を与えてしまった。
政府は、米国頼みの外交姿勢を猛省し、今後もあらゆる場を通じて、わが国の主張を訴えていく努力を継続しなければならない。また、北朝鮮に対しては、拉致問題の解決に向けた具体的な行動をとらない限り、制裁解除や経済支援は行わないという毅然とした態度を貫くべきである。 | Translation - English
On October 12, DPJ Policy Research Committee Chair Masayuki Naoshima made the following statement:
Early today, the United States announced the removal of North Korea from its list of state sponsors of terrorism. The U.S. said it has reached an agreement on the nuclear verification procedures. There are unknowns regarding how undisclosed facilities will be inspected, as well as information regarding nuclear weapon production and tests, uranium enrichment and nuclear proliferation activities, and judging from North Korea's behaviour in the past, doubts about whether verification can be properly done cannot be erased.
North Korea's nuclear weapons and missiles are a direct threat to Japan. Our country and others involved must conduct vigilant surveillance to confirm whether North Korea sincerely fulfils its side of the agreement. Meanwhile, the abduction issue, not to mention the infringement on our national sovereignty, is a grave humanitarian issue. Although the U.S. has emphasized that it had not forgotten the abduction issue, we as Japanese citizens cannot suppress our disappointment when we think of the feelings of the abductees' families with regards to this decision.
With the U.S. taking steps to remove North Korea from its list, the regime has been given just the right excuse to report that it will delay a reinvestigation of the abduction issue as promised. This is due not only to the inability of the Japanese government to stop its removal from the list, but also to former Prime Minister Fukuda's abandonment of the administration.
The government must seriously reconsider its diplomatic stance regarding dependence on the U.S., and continue its efforts to assert its opinion by every means available. On October 26, Tokyo-based ANA (All Nippon Airways) will establish its Okinawa Cargo Hub at Naha Airport in Naha, Okinawa Prefecture to act as a hub in an air cargo shipping network connecting eight airports in Japan and East and Southeast Asia.
Making use of Okinawa’s advantageous geographical location, it will operate as a hub (transshipment point) connecting Okinawa with Narita, Haneda and Kansai Airports in Japan, as well as Seoul, Shanghai, Hong Kong, Taipei and Bangkok (initially via Taipei), thus constructing a cargo shipping network covering all of East and Southeast Asia. By arranging a shipping schedule that operates late-night international cargo flights arriving at their destinations in the early morning, ANA says that the hub will make later cargo booking deadlines possible for next morning delivery to consignees.
