Władze chińskie przygotowują projekt ustawy, która pozwoli skazywać na śmierć osoby odpowiedzialne za produkcję i sprzedaż fałszywych leków. Na wniosek państwowej administracji żywności i leków, kara śmierci może być stosowana, jeśli fałszywy lek spowodował poważne następstwa chorobowe u trzech pacjentów lub lżejsze u 10 osób. Obecnie obowiązujący w Chinach kodeks karny przewiduje karę dożywotniego więzienia za produkcję, magazynowanie i sprzedaż leków, które powodują "bardzo poważne szkody" w organizmie pacjenta, ale nie definiuje, o jakie szkody chodzi, pozostawiając decyzję sadowi. Według projektu ustawy, również szpitale kupujące, przechowujące i stosujące sfałszowane leki mogą zostać pociągnięte do odpowiedzialności sądowej. Rząd chiński znalazł się pod silną presja międzynarodowej opinii publicznej odkąd doszło za granicą do zgonów pacjentów, którzy przyjęli sfałszowane leki chińskiej produkcji. Przypadek najbardziej znany w samych Chinach, to zgon 13 osób wskutek podania im leku o nazwie Armillarisin A, wyprodukowanego w laboratorium Queihart Nr 2 Pharmaceutical Co Ltd., prywatnym przedsiębiorstwie farmaceutycznym w prowincji Heilongjiang, w północno-wschodnich Chinach. A new act is being drafted by the Chinese authorities to enable capital punishment for the production and sale of counterfeit medications. In reply to the motion issued by the state food and drugs administration, death sentence shall be applied if a counterfeit drug has caused serious health damage in three patients or less major one in at least 10 people. The penal code now in force in China provides life imprisonment for the production, storage and sale of medications which cause “very serious damages” for patients, but it fails to define precisely what damages are to be treated as such, which leaves ample space for the court’s decision. In the new draft act, also hospitals which purchase, store and administer counterfeit drugs can be brought to justice. The Chinese government has been under considerable pressure from the international public since the deaths of abroad patients as a result of having been administered medications made in China. The most notorious case known in China is related to the demise of 13 patients treated with Armillarisin A produced in the Queihart Laboratory No. 2 belonging to Pharmaceutical Co Ltd., a private pharmaceutical enterprise based in the north-eastern province Heilongjiang. Wiele medycznych systemów informacyjnych działających w jednostkach służby zdrowia gromadzi dane na temat stanu zdrowia pacjenta oraz przebiegu jego leczenia w formatach dostosowanych do danego systemu. Taki sposób zapisu danych medycznych jest przyczyną wielu błędów i problemów jakie pojawiają się w procesie wymiany tych danych pomiędzy różnymi systemami i aplikacjami działającymi wewnątrz danej jednostki służby zdrowia jak również pomiędzy systemami działającymi w wielu różnych jednostkach. W konsekwencji tego jakość i efektywność opieki sprawowanej nad pacjentem maleje. Aby temu zapobiec, koniecznym staje się zapewnienie interoperacyjności pomiędzy heterogenicznymi systemami teleinformatycznymi różnych jednostek opieki zdrowia. Interoperacyjność ta w szczególności powinna być zapewniona w zakresie wymiany i przetwarzania informacji medycznych o pacjencie.
Utrudnieniem w sprawowaniu ciągłej opieki nad pacjentem jest problem ze zlokalizowaniem i dostępem do danych medycznych pacjenta, takich jak informacje na temat jego stanu zdrowia, przebiegu leczenia, raportów medycznych czy wyników badań z dowolnego miejsca i w dowolnym czasie. Dostęp taki powinien być możliwy nie tylko wewnątrz instytucji, w której pacjent aktualnie jest leczony ale również poza nią.
W celu rozwiązania powyższych problemów, tworzone i rozwijane są standardy wymiany i reprezentacji danych medycznych pacjenta [zarówno tekstowych jak i graficznych], jak również standardy pozwalające każdej instytucji służby zdrowia na łatwy dostęp do tych danych, niezależnie od tego gdzie dane te są składowane i przechowywane. Rozwój tych standardów pozwala na integrację różnorodnych systemów i aplikacji w różnorodnych jednostkach opieki zdrowia, a co za tym idzie zminimalizowanie pojawiających się błędów i problemów oraz podniesienie jakości i efektywności opieki zdrowia. | Translation - English
There are numerous medical information systems working in health care units, which collect data concerning patients’ medical condition and the course of their therapy in formats adjusted to a system applied at a given unit. This manner of medical data collection generates many mistakes and poses a legion of problems for their exchange between different systems and applications working both within the same health care unit, as well as in the case of cross-boundary interchange. As a result, the quality and efficiency of care provided to patients decreases. In order to avoid this, it is necessary to ensure interoperability among heterogeneous IT systems used by various health care bodies, which should be ensured especially in terms of the exchange and processing of patient-centric medical data.
Continuous and efficient patient care is endangered by problems with proper location and access to their medical data, e.g. information on health condition, course of treatment, medical reports or test results, which could be retrieved from anywhere anytime. Such access should be feasible not only from within an institution in which a patient is currently treated, but also from beyond.
In order to solve the above problems, the standards of exchange and representation of patient-centric medical data (both in text and graphical form) are being created and developed, as well as those which enable any health care institution to easily access these data, regardless of the place in which they are stored and maintained. The development of the standards in question offers the chance to integrate various systems and applications used by numerous health care units, which automatically decreases the incidence of mistakes and the number of problems, and on the other hand, increases the quality and efficiency of health care as such. |
