2003 óta a honlapkészítéshez Mambot használunk, és 2005 szeptemberében elsőkként csatlakoztunk a Joomlát használók szekértáborához. A Joomla! egy teljes mértékben PHP nyelven megírt weblap tartalomkezelő szoftver. A GNU GPL v.2 nyílt forráskódú licenc alatt került forgalomba, és folyamatosan fejlesztik Open Source Matters non-profit szervezet vezetésével.

Physiological and growth characteristics of organrsms responsible for nitrogen removal
Nitrification consists of ammonia oxidation to nitrite and nitrite oxidation to nitrate. Both reactions are carried out generally by chemolithotxophic bacteria. As mentioned in previous sections, these organisms oxidize ammonia and nitrite as energy sources, and absorb carbon dioxide as sole source of cellular carbon materials, but can not appreciably utilize organic carbon compounds for energy and carbon sources.
Nihrification is strictly an aerobic process and readily occurs at neutral pH. This process is inhibited by anoxic and acidic conditions, which are both consequence of nitrification because oxygen is consumed and nitrite of nitrate is producedby nitrification itself. In many occasions ammonium oxidation is immediately followed by nitrite oxidation, hence nitrate is not often detectable during nitrification process.
On the other hand, denitrification is carried out by chemoorganotrophic bacteria which utilize organic carbon substances as a sole source of carbon and energy. The role of nitrate and nitrite for metabolism of these microorganisms is that of alternative electron acceptors in energy generation when oxygen is depleted.

I- DISPOSITIONS GENERALES
Article 1 – Définition de l'audit interne
L’audit interne est une activité fonctionnellement indépendante et objective, qui assure et conseille le management afin de bien gérer les recettes et les dépenses publiques, de perfectionner les activités de l'entité publique et contribuer ainsi à une meilleure efficacité. Il aide cette entité publique à atteindre ses objectifs en évaluant, par une approche systématique et méthodique, l'efficience et l'efficacité du système de management basé sur la gestion du risque, du contrôle et des processus d'administration et en faisant des propositions pour renforcer leur efficacité.
Article 2 – Les différents types d'audit
En application de l’article X de la loi sur l’audit public interne, deux principaux types d'audit sont définis.
1. L’audit de régularité (ou de conformité )
Il vise à s’assurer de la conformité des actes et des procédures à l’ensemble des normes juridiques applicables.
La démarche de l'auditeur consiste à vérifier la bonne application des règles, procédures, description de poste, organigrammes, systèmes d'information, etc. Il va comparer la règle et la réalité, ce qui devrait être et ce qui est. Pour ce faire, l'auditeur va travailler par rapport à un référentiel. Il signale à partir de là au responsable les distorsions, les non-applications, les mauvaises interprétations des dispositions établies; il en analyse les causes et les conséquences et recommande ce qu'il convient de faire pour qu'à l'avenir les règles soient appliquées.
L’audit de régularité est dit audit financier lorsqu’il porte sur des données financières (organisations et procédures financières, opérations financières, comptes) ; dans le cas contraire, il s’agit d’un audit non financier.
2. L’audit de performance (ou d'efficacité)
Il consiste à évaluer les résultats et à apprécier si les résultats correspondent aux objectifs. L'audit de performance évalue les résultats, analyse l'économie, l'efficacité, l'efficience et la pertinence des indicateurs retenus (l’optimisation des moyens par rapport aux objectifs, la pertinence des structures et des méthodes, la qualité du management et des résultats obtenus).

2. szakasz – A belső ellenőrzés típusai
A belső ellenőrzésről szóló törvény X szakasza értelmében a belső ellenőrzés két fő típusát különböztetjük meg.
1. Szabályossági (vagy megegyezési) ellenőrzés
Célja meggyőződni arról, hogy az okiratok és eljárások megfelelnek-e az alkalmazandó jogi előírásoknak.
Az ellenőr feladata ellenőrizni a szabályok, eljárások, munkaköri leírások, szervezeti sémák, információs rendszerek stb. megfelelő alkalmazását/végrehajtását. Összehasonlítja a szabályt és a valóságot, azt, aminek lennie kellene, azzal, ami van. Ebből a célból az ellenőr egy hivatkozási alaphoz viszonyítva dolgozik E hivatkozási alapból kiindulva jelzi a felelős(ök)nek az eltéréseket, az (előírások) alkalmazásának elmulasztását, a kiszabott/megállapított rendelkezések helytelen értelmezését; kielemzi az okokat és következményeket, és javaslatot tesz azon teendőkre vonatkozóan, amelyek révén a továbbiakban a szabályok alkalmazása nem szenved csorbát.
A szabályossági ellenőrzést pénzügyi ellenőrzésnek nevezzük, ha az pénzügyi adatokra irányul (pénzügyi szervezetek és eljárások, pénzügyi műveletek, számlák/elszámolások); ellenkező esetben nem pénzügyi ellenőrzésről beszélünk.
2. Teljesítmény- (vagy hatékonysági) ellenőrzés
A teljesítmény-ellenőrzés az eredmények értékeléséből áll, annak felbecsléséből, hogy az eredmények megfelelnek-e a célkitűzéseknek. A teljesítmény-ellenőrzés felbecsüli az eredményeket, elemzi a gazdálkodást, az elfogadott a hatékonysági, eredményességi és lényegi/a tárggyal összefüggő mutatókat (a célkitűzéseknek megfelelő eszközök optimalizálása, a struktúrák és módszerek alkalmassága, a menedzsment minősége és az elért eredmények).

Compliance with the criteria of the Call for Proposals
Currently six out of seven projects selected for PFG exceed in their present form the thresholds set in the Call, in particular the maximum grant. This needs to be discussed in depth since a reshaping of the projects in order to fit into the framework of the Call would – to some extent – modify the role of our Quality Control Task. This would mean to check in addition whether the project is still feasible if some cost elements have to be taken out and if the Final beneficiary is interested and willing to carry out the smaller sub-projects. This poses a significant uncertainty to the work of the Quality Control and might lead to considerable delays.
Preparedness of the project concepts
A first assessment of the projects has been undertaken and a ranking of the prrojects has been set up. Since
- six of the projects seem to need a reshaping/downsizing according to the criteria of the Call
- and the seventh project is the least prepared in terms of project concept
it is not easy to set up a clear-cut ranking at this stage.
Thus with the proposed ranking we followed the initial advice of NDO to focus on the readiness and visibility of the projects. The results are provided in a summary table below. We propose to start with the projects in X and Y.
Revenue-generating investments
In case of tourism infrastructure the question whether a project might lead to revenue-generating infrastructure deserves particular attention. This is highly important since for such projects a sound investigation on the cumulated revenues against the size of the investment as to be undertaken by PGF Elaboration. This has to follow a standard method provided by the Commission.

A PFG-re kiválasztott hét projektből hat tesz eleget a jelenlegi formájában a pályázati felhívásban megszabott feltételeknek, különös tekintettel a maximális támogatásra. Ezt alaposan meg kell vitatni, mivel a projektek azzal a céllal történő újraformálása, hogy beilleszkedjenek a felhívás keretrendszerébe, megváltoztatja – bizonyos mértékig – a minőségellenőrzési feladatokat is. Ez azt jelenti, hogy ellenőrizni kell, hogy a projekt még mindig megvalósítható marad-e, ha egyes költség-elemeket ki kell venni, és hogy a végső kedvezményezett érdekelve van-e, és szándékszik-e kivitelezni a kisebb al-projekteket. Ez jelentős mértékben bizonytalanná teszi a minőségellenőrzést, és számottevő késedelemhez vezethet.
A projekt-elgondolás előkészítettsége

- a hetedik projekt-elgondolása a legkevésbé előkészített.
Tehát ebben a stádiumban nem könnyű világos rangsort felállítani.
Ezért a javasolt rangsorolásnál az NDO tanácsát vettük figyelembe, amely szerint a projektek előkészítettségét és látható jellemzőit kell vizsgálni. Az eredményeket az alábbiakban egy rövid táblázatba foglaltuk. Javaslatunk az, hogy X és Y projektjei legyenek az elsők.
Bevételt eredményező beruházások
A turisztikai infrastruktúra esetében az a kérdés, hogy a projekt bevételt eredményező infrastruktúrát hoz-e létre, különös figyelmet érdemel. Ez nagyon fontos, mivel az ilyen projekteknél a PGF kidolgozásnak el kell végeznie a felhalmozott bevételek alapos vizsgálatát, összehasonlítva azokat a beruházás nagyságával. Ezt a vizsgálatot egy, a Bizottság által meghatározott, szabványos módszer szerint kell lefolytatni.
