INTRODUCTION
The complete collapse of the financial system which is at present witnessed brings with it a corollary – the irreversible collapse of the political system.
The former is based on abstract number currencies and its motor is usury, or increase in the transaction. The latter is based on a professional political class and its motor is the election process, or numerical selection. The event of the bank and stock system’s disintegration, and the observed vanishing of billions in seconds, revealed not only the magical aspect of the ultimate unit of exchange, but also that neither bankers nor brokers on the one hand nor the governing (democratic) class on the other had seen the crash was coming. The political system was the necessary control mechanism that had permitted the financiers to hold wealth and therefore world control.
Just as banking and its instruments and institutions have been revealed as inoperable, so too democracy, its personnel and institutions have been revealed as inoperable. The protocols of wealth and power have crashed, twin pillars of the self-styled modern society.
The quite mythic position of banks and senates today is that State limits can prevent a repeat of the anarchic effect that has shattered the modern modus operandi. This attempt at restoring capitalism fails to confront its technical element without which it cannot function, that is, usury. The insistence on interest within the transaction indicates the psychotic and compulsive nature of the assumption that such an increase is moral, logical and viable.
Equally, the character of the financial collapse makes it clear that the political class were party to the debacle, and insist on being party to the mythic recovery. Unfortunately for them it has also revealed that they are despicable and criminal.
The President of France, himself a Hungarian, called Muslim French citizens scum. At a funeral in Paris of French soldiers killed in Afghanistan, this same President informed the relatives and the honour guard that his task as President was painful. One soldier turned his back on him. Political leadership is without shame or conscience. It sends men into war to be maimed and die but remains convinced that the politician is exempt from military action. This cowardice, that is the refusal to fight, is the last and greatest argument for the abolition of the political class. The scum are the political class.
Anarchy is abhorrent to rational people, and natural law demands that the vacuum existing today, which has sucked into its black hole wealth and power, should be filled.
This demands what Nietzsche defined as a transvaluation of all values, after the nihil of what has gone before.
The new financial system has to be linked to its new political system. This is the Islamic ethos so brilliantly obscured by the invented ‘terror’ dialectic. The social collapse of today has ended the legendary unending war against terror. From the rubble there now emerges the true policy of the Islamic Community.
It too is dual in structure.
Wealth is based on real-value instruments of exchange: Gold Islamic Dinar and Silver Dirham at the core, in a post-usury market. Power is based on personal rule, with the Amir at the head of affairs, ruling in consultation, openly and in trust.
This work offers an outline of guidance to the young leader of a new society as he emerges into sunlight and leaves behind the smoking, burning ruins of two hundred years of darkness.
The Age of the Republic is over.
The Age of Princes has begun!

مالیاتی نظام کا یکسر زوال جو کہ موجودہ دور میں دیکھا گیا ہے اپنے ساتھ ایک اپنے ہی جیسا نتیجہ لاتا ہے – سیاسی نظام کا نا قابلِ احیا زوال۔
ان میں سے اول الذکر کی بنیاد قیاس پر مبنی اعداد پر ہے اور اس کا محرک ہے سود خوری، یا کاروباری معاملات میں اضافہ۔موخر الذکر کی بنیاد ایک پیشہ ور سیاسی طبقہ پر ہے اور اسکا محرک ہے انتخابی عمل، یا رائے شماری کے ذریعہ سے انتخاب۔ بینک اور اسٹاک کے نظام کے بکھرنے کے واقعہ، اور صرف چند لمحوں میں کھربوں کی رقم غائب ہو جانے کے مشاہدے نے نہ صرف تبادلہ کی حتمی اکائی کا جادؤی پہلو عیاں کر دیا بلکہ یہ بھی کہ نہ تو ایک طر ف بینکار یا بروکر؛ اور نہ ہی دوسری طرف حکمراں (جمہوری) طبقے نے اس تباہی کو آتے دیکھا۔ سیاسی نظام وہ لازمی با اختیار ذریعہ تھا جس نے سرمایہ کاروں کو موقع فراہم کیا کہ وہ دولت کو اور پھر اس کے ذریعہ سے دنیا کے انتظام کو اپنی گرفت میں رکھیں۔
جس طرح بینکاری اور اسکے آلات اور ادارے غیر موثر عیاں ہوچکے ہیں، بالکل اسی طرح جمہوریت، اسکے لوگوں اور اداروں کا بھی غیر موثر ہونا آشکار ہو گیا ہے۔ دولت اور اختیار جو کہ خود ساختہ جدید معاشرے کے جڑواں ستون تھے، کے دستور العمل منہدم ہو گئے ہیں۔
بینکوں اور سینیٹ کی آج بالکل افسانوی حیثیت یہ ہے کہ ریاستی حدود و قیود اس بے انتظامی کے ماحول کو دوبارہ برپا ہونے سے روک سکتی ہیں جس نے جدید طریقِ عمل کو جھنجھوڑ کر رکھ دیا ہے۔ سرمایہ داری کے احیاء کی یہ کوشش اپنے اس فنی عنصر جس کے بغیر یہ فعال نہیں رہ سکتی کا؛ مقابلہ کرنے میں ناکام ہے، اور وہ ہے، سود خوری ۔ کاروباری معاملات میں سود لانے پر اصرار کیا جانا کہ اس قسم کا اضافہ اخلاقی، منطقی اور قابلِ عمل ہے اس مفروضے کی نفسیاتی کجی اور جبر پر مبنی فطرت کی نشاندہی کرتا ہے۔
اسی طرح، مالیاتی زوال کا کردار اس چیز کو واضح کر دیتا ہے کہ سیاسی طبقہ تو اس تباہی میں برابر کا شریک تھا ہی، اور اب اس کی افسانوی احیاء میں حصہ داری پر بھی اصرار کر رہا ہے۔ انکی کم نصیبی کہ اس سے یہ بھی ظاہر ہو گیا ہے کہ وہ لائق مذمت اور مجرمانہ خصوصیات کی حامل ہیں۔
فرانس کا صدر، جو کہ خود "ہنگری" سے ہے، نے فرانس کے مسلم باشندوں کو فضلہ کہا۔ پیرس میں منعقدہ افغانستان میں مارے گئے فرانسیسی فوجیوں کی آخری رسومات کی ایک تقریب میں اسی صدر نے اعزاء اور آنر گارڈ کو بطور صدر اپنا کام تکلیف دہ بتایا۔ اس پر ایک فوجی نے اپنی پشت اس کی جانب موڑ لی۔ سیاسی قیادت شرم اور غیرت سے خالی ہے۔ وہ لوگوں کو جنگ میں اپاہج ہو کر مرنے کے لئے بھیج دیتے ہیں لیکن خود اس بات کے قائل رہتے ہیں کہ سیاست دان فوج کی کاروائی سے بالاتر ہے۔ یہ بزدلی، یعنی کہ لڑنے سے انکار، سیاسی نظام کے موقوف کر دیے جانے کے حق میں آخری اور سب سے بڑی دلیل ہے۔
فضلہ تو یہ سیاسی طبقہ ہے۔
بد نظمی، صاحبِ عقل لوگوں کے لئے قابل نفرت ہے اور قانونِ فطرت کا تقاضا یہ ہے کہ جو خلا آج پایا جاتا ہے ، جس نے اپنے "بلیک ہول" میں دولت اور اختیار کو کھینچ لیا ہے، اس کو پُرکیا جائے ۔ یہ وہ چیز ہے جس کی تعریف " نیشے" نے یوں بیان کی ہے کہ: جو کچھ پہلے ہو چکا اسکے خاتمے کے بعد تمام اقدار کو آپس میں ایک دوسرے کی قدر کیلئے استعمال کرنا۔
نئے مالیاتی نظام کو اسکے نئے سیاسی نظام کے ساتھ مربوط کیا جانا چاہیئے۔ یہ اسلامی سوچ ہے جسے بہت ہوشیاری سے "دہشت" کی زبان ایجاد کر کے دھندلا دیا گیا ہے۔ آج کے معاشرتی زوال نے کبھی نہ ختم ہونے والی دیو مالائی "دہشت کے خلاف" جنگ کا اختتام کر دیا ہے۔ باقیات میں سے اب اسلامی معاشرے کی حقیقی پالیسی ابھر رہی ہے۔
یہ بھی بناوٹ میں دو رخی ہے۔
دولت کی بنیاد حقیقی قدرکی حامل اشیاء کے تبادلہ پر ہے: ایک ایسی مارکیٹ میں جس کے محور پر سونے کے اسلامی دینار اور چاندی کے درہم ہیں، اور جو کہ سود کے جانے کے بعد موجود ہے۔ اختیار کی بنیاد ذاتی حکمرانی پر ہے، جس میں" امیر" سربراہِ معاملات ہے جو کہ مشورے کے ساتھ حکمرانی کر رہا ہے، کھل کر اور اعتبار کے ساتھ۔
یہ کام نئے معاشرے کے جوان رہنما کیلئے ایک سنگِ میل فراہم کرتا ہے جیسے وہ سورج کی روشنی میں ابھرتا ہے اور دو سو سال کی تاریکی میں دھواں اڑاتے، سلگتے کھنڈرات کو پیچھے چھوڑ آتا ہے۔
