Dear :
We are continuing to investigate possible contamination in your neighborhood related to the T-117/Malarkey Superfund cleanup site and we need to do soil testing in your yard.
This work is being done by the City of Seattle and the Port of Seattle under a Consent Order from the U.S. Environmental Protection Agency (EPA). The EPA, Washington State Department of Ecology (Ecology), the City and Port, and state, county and city health departments are all working together to understand the extent of contamination from T-117/Malarkey and what possible actions are needed.
Why More Sampling?
We know there is PCB contamination in some yards along Dallas Avenue S. and S. Cloverdale Street, and along the grass parking strips on either side of S. Cloverdale. At this time we wish to also test the yards along the south side of Cloverdale. In addition, earlier testing shows that we also need to do testing in the yards along the north lane of S. Donovan Street. This sampling will help to identify the full extent of PCB contamination from the T-117 site that requires cleanup.
We Need to Access Your Property
This letter is to ask for your consent to come onto your property and collect small amounts of soil throughout a portion of your yard. During previous yard testing in the neighborhood we took soil from only a few spots near the street. This time we will need to collect multiple very small samples, evenly-spaced across your front yard, as described below.
How and When the Testing Will Be Done
Each yard in your immediate neighborhood will be divided into test areas, or Decision Units (DUs) as shown on the enclosed map. Each test area will have up to 125 individual samples collected from it, which will then be mixed together into one sample that represents that area. Our contractor, Integral Consulting will be taking the samples using a device that causes only very minor disturbance to the grass or ground surface. A small area of the ground surface will be peeled back, and then a soil borer (1-1/2” to 2 inches round) will be dug down about 2 inches to grab a soil sample. That step will be repeated a bit deeper, at 2 to 6 inches, where another small sample will be taken. The hole will then be filled with new clean soil and the surface replaced. EPA recommends this method as the best way to understand the overall risk of contamination and to figure out where cleanup needs to occur.
Enclosed with this letter is a map showing the test areas in your yard and neighborhood. Another diagram is enclosed that shows how test holes are typically laid out in a test area.
The sampling is planned for early July 2009, and may take up to two weeks to complete. You will be notified of the exact day of sampling at least two days before we start in your yard.
May We Sample Your Yard?
We must have your consent in order for us to collect samples from your yard, and ask that you sign the enclosed Permission form to allow us to enter your property to collect the soil samples. Please return the signed form in the enclosed self-addressed, stamped envelope by July 10, 2009, so that we can prepare for the sampling.
The Consent Order issued by EPA requires the City and the Port to use best efforts to acquire consensual access from owners of all properties we need to sample. Please note that if you do not sign this form or otherwise grant access, EPA can exercise its authority under the Superfund law to compel access in order to investigate any property where there may be a release or potential release of a pollutant that may pose a risk to public health or the environment. Please see the enclosed Permission form for more details.
Then What?
Once collected, the samples from your yard will be sent to an independent laboratory for analysis so that EPA can determine if your yard has elevated levels of PCBs and needs to be cleaned up. We expect to have the final test results about a month after the testing is done and will let you know the results when they are compiled.

Durante pruebas previas realizadas a otros jardines de la urbanización, tomamos muestras de sólo unos pocos puntos cerca de la calle; esta vez necesitamos recolectar múltiples muestras de pequeño tamaño, distribuidas equitativamente a lo largo de su jardín frontal, tal y como se explica a continuación.
¿Cómo y cuándo se realizará el muestreo?
Cada yarda en su urbanización se dividirá en áreas de prueba, o Unidades de Decisión (DU, por sus siglas en inglés), tal como se muestra en el mapa anexo. Se recogerán hasta un máximo de 125 muestras en cada una de estas áreas, que luego se mezclarán para formar una muestra que represente dicha área. Nuestro contratista, Integral Consulting, tomará las muestras utilizando un dispositivo que produce una alteración mínima en el césped y la superficie del suelo. Se levantará una pequeña área de la superficie del suelo, y luego se enterrará una perforadora de suelos (de 1,5 a 2 pulgadas de diámetro) hasta unas 2 pulgadas de profundidad para recoger la muestra del suelo. Este paso se repetirá a una profundidad un poco mayor, de 2 a 6 pulgadas, donde se tomará otra pequeña muestra. Luego se rellenará el agujero con suelo nuevo limpio y se reemplazará la superficie. La EPA recomienda este método como la mejor manera de determinar el riesgo general de contaminación y saber donde se debe hacer la limpieza.
