Gemeinschaft here refers to the EU (formerly Europäische Gemeinschaft).

It should also be borne in mind that increased energy use from combined production of heat and power is a Community priority for the environment(26). Such investment may, therefore, be given aid at the basic rate of 40 % of eligible cost.
