What's the difference between a Service Agreement & Terms & Conditions of Business?

Hi there,

Can anyone please explain the difference between a Service Agreement (or contract) and Terms and Conditions of Business? Are both necessary when offering translation services or establishing and agreement with an agency/client, or can you just include your terms of business in the agreement?
