The offer: 53.3 pages of legal text or 912 euros in total (0.05 eurocent p.w.). The budget entered for this job is below the rates charged by at least 80% of ProZ.com members for this pair and currency. Why not simply add a filter which bans such outsourcers?

In certain countries, like Brazil, we don't earn more than 0.04 dollarsa per word for a translation.
That in India and China, they earn much less than that.
And because when you have a great volume of work, it's common to reduce the fees.

Probably filters won't help here. There's definitely a virus spreading in this industry.
Next time I want to have new windows set up again in my flat, I will call people who do it, ask to perform a "test" installation and pay only 30 days after (via moneybookers of course)
I love my job anyway! =)
PS. Looks like some outsources are going to set "minus" prices. Soon it will be -0.01 GDB which means having translated the text, translator will even owe the outsourcer. But this can be transferred to a special forum thread. I would call it "Translators' nightmares".
