I would like to know your opinion about KDE Lokalize translation system. What would be the most appropriate application of this software? What type of files can I translate with it?. Is there an essay way of converting MS Office and HTML files in order to work with them in Lokalize?

It works with PO files, and I'm not sure about other formats. Open source projects are very specific in terms of localisation process, and the tools are tailored to fit the workflow.
Check OmegaT, also free software, but more similar to "general" tools, and which opens more formats.
