你遇到的情况我也遇到过，的确很烦人。目前没有速效的办法。请掌握时机和分寸，利用本网站的Blue Board。
随着跨国电子商务的频繁展开，翻译的风险也越来越高，有时真是防不胜防。在接受翻译任务之前，希望大家务必利用一切现有的资料了解对方。不要盲目承揽。大大方方地与对方谈付款方式及时间，不要对谈钱感到不好意思。不把“ 丑话 ”说在前面，事发后自己就容易感到后悔。以下是我建议大家使用的两组“ 来回问 ”。
一、在你想要投标或有人向你询价时,来回问一问自己有没有：
1. 查看对方在Blue Board的评语？
2. 查看对方的Profile?
3. 查看对方的网页？
4. 看到对方在以上各处，包括电子邮件里，有明确的办公地址和电话号码？
如果都是空的，不健全或评分不高，就要警惕了。
二、在你与客户谈完翻译任务，确定自己胜任所述翻译工作，而且对方也有意雇用你的服务时,来回问一问自己有没有：
1. 写明或说明自己的报价和结算货币单位？
2. 达成双方同意的付款时间和方式？
3. 要求对方发送订货单(Purchase Order 或简称 P.O.)，其中复述了双方的各项协议，特别包括付款时间和金额？
4. 如果对方没有订货单(Purchase Order 或简称 P.O.)，你有没有以书面形式复述双方的各项协议，特别包括付款时间和金额，并要求对方签字后寄回给你？
如果你按照上述方法作了，不但可以留下一个具有某种心理约束力的字据，为法律追究留下证据，也让对方预知你是个训练有素，按规矩办事的“ 茬儿 ”。这些年来，我就是这样做的，的确也吓跑很多“买主”，但是那些不敢照规矩做生意的人，是你放心与其建立稳固供求关系的主吗？怕留字据的人十有八九也怕为你付费。

但 到 该 付 款 时 ， 却 收 到 A 公 司 发 至 所 有 合 作 者 的 题 为 ”SARS and its concequences for XXX“ 的 邮 件 ， 大 致 内 容 为 ： SARS 严 重 影 响 公 司 业 务 ， 但 有 信 心 恢 复 ， 望 大 家 宽 容 付 款 时 间 。这 封 信 还 引 起 我 的 同 情 ， 而 与 我 合 作 的 同 事 当 时 就 表 示 了 怀 疑 。 此 后 ， 再 发 邮 件 ， 均 无 回 音 。 我 还 以 为 他 们 真 的 破 产 了 。 最 近 ， 在 那 位 同 事 的 提 醒 下 ， TRACKING 到 他 们 的 网 站 租 用 九 月 份 才 更 新 ， 再 次 发 邮 件 ， 始 终 没 有 答 复 。这 才 查 BLUEBOARD， 发 现 除 了 台 湾 的 一 位 同 事 满 意 与 他 们 的 合 作 外 ， 其 它 都 有 付 款 问 题 。 看 来 ， A 公 司 不 顾 忌 不 在 台 湾 的 翻 译 者 。PROZ 已 于 今 年 10月 7日 将 A 公 司 BANNED。 但 难 免 该 公 司 再 到 其 它 网 站 贴 招 ， 望 大 家 警 惕 。 我 相 信 与 A 公 司 后 会 有 期 。
B 公 司 是 在 PROZ 以 个 人 名 义 贴 招 ， 无 BLUEBOARD 可 查 。 DEADLINE 很 紧 ， 项 目 经 理 要 求 我 的 长 期 固 定 居 住 地 址 ， 主 动 发 来 PO， 并 要 求 每 天 交 当 天 完 成 的 部 分 ， 给 我 的 感 觉 是 专 业 化 。 我 也 是 连 续 夜 班 将 任 务 赶 出 来 。 B 公 司 倒 是 按 时 发 来 支 票 。 但 后 来 支 票 被 拒 付 ， 经 过 了 好 几 家 银 行 中 转 ， 最 后 一 分 钱 没 拿 到 ， 我 反 而 付 出 了 30 多 欧 元 的 银 行 费 用。 我 将 被 退 回 的 支 票 按 B 公 司 要 求 ， 挂 号 信 寄 回 B 公 司 ， “以 便 他 们 与 银 行 查 证” ， 从 此 再 无 消 息 。
如 果 下 周 内 ， 我 始 终 没 有 这 两 家 的 消 息 ， 我 将 在 此 将 这 这 两 家 公 司 的 名 称 和 网 址 公 布， 以 便 各 位 同 事 在 其 它 网 站 和 情 况 下 与 他 们 相 遇 时 参 考 。
我 个 人 总 结 出 的 经 验 是 ：
一 般 情 况 下 ， 先 查 BLUEBOARD。 只 要 有 疑 问 ， 宁 可 不 做 。
只 与 法 国 ， 比 利 时 等 西 欧 公 司 打 交 道 ， 因 为 在 这 些 国 家 ， 我 还 没 遇 到 过 类 似 情 况 。
在 无 法 了 解 对 方 的 特 殊 情 况 下 ， 要 求 对 方 用 moneybookers.com 预 付 50% + 交 稿 时 50% 。 moneybookers.com 付 款 是 网 上 即 时 实 现 ， 所 以 对 客 户 不 会 耽 误 交 稿 时 间 ， 对 翻 译 者 收 款 有 保 证， 不 用 等 到 数 月 半 年 后 ， 才 恍 然 大 悟 ！
望 我 的 教 训 能 使 诸 位 今 后 避 免 类 似 情 况， 并 祝 各 位 秋 安 。

'Dear all,
I have been meaning to send out this email for a while now, but was sick in bed with a fever and not allowed to come to the office due to SARS restrictions, so some of you who have emailed me will receive this email before I'll come around to replying your email. It has been a while since I have sent out a group mail like this, but the recent developments in Asia, and especially in China, Hong Kong, Singapore and Taiwan in particular have had some far-reaching concequences. For those of you living here some of the things I am writing below will be familiar, but some of you living (far) abroad may not have been aware.
Of course all of you are aware of SARS, and I am also sure all of you are aware as well to some degree of the extend of the damage this disease has inflicted on a large number of companies in the SARS infected areas, including ours.
Apart from inconveniences like having your temperature taken before you can enter almost any public building of means of transport, and the obligatory face masks, there are also other concequences directly affecting our company.
Anybody with even a slight fever (even if this is a normal fever which has nothing to do with SARS) is not allowed in any public or office building, and has to remain at home for 10 days. This has also affected our office, and has hampered business.
Next some more detailed information, not to scare anybody off (that's the last thing we want to do), but because we believe in providing a balanced account of recent developments.
More seriously than the above, COMPUTEX has been canceled this year (okok, postponed till late fall, but that works out the same), and this has seriously affected R&D here in Taiwan, resulting in a dramatic drop in sales. Our sales in May have dropped just over 83% from our six-month high in March, when SARS started to affect our business.
This is a serious drop, and although sales have leveled out in May and have started climbing solidly again this month, we are still way down from before the SARS outbreak, and cannot underestimnate the concequences of SARS for our industry in Taiwan, nor how long this disease will be around to pester us here. From what I have gathered its the same story at our competitors as well. So far we have had to lay off almost 1/3 of our office staff in April and May, and its the same for our competitors. We expect the worst to be over for us, but are reorganizing to deal with other fallout.
Another direct result of this restructering is that we have just moved to a smaller office just down the road from our old one, better reflecting the current situation a few buildings . Our lease was up, so we used this as a way to help cut overhead significantly. We have moved this last weeekend. Our new office address: 5F-1, No. 109-7, Sec. 3, Hsin-Yi Rd., Taipei. All other contact informations remains the same. We hope to be open for business again by Tuesday afaternoon. Also all remaining staff, including myself, have taken significant temporary paycuts to help deal with this situation.
A number of clients are also using SARS to further delay overdue payments (overdue invoices are currently in excess of 2.2 million), and this is sadly more than we are able to buffer, so the restructering is aimed directly at being able to catch up with overdue fees, as I know that a few of you have been waiting, and receiving an amount due is still better than collecting interest on it.
Please rest assured that we will not default on payments, but some of them will have to temporarily deferred, for which we will compensate by calculating interest. We will brief everybody on a regular basis and hope that we will be back on track soon. I would like to thank everybody for their cooperation and patience, and with that I am convinced we can weather the SARS storm and it's concequences.

Yes, we have such a "notice board" established under the name "Blue Board". Please click on the following link to the Blue Board. You can try to find the companies you have payment problem with first. If they are not listed, you can add them in, rate them and post your opinion there. Try to be as specific as possible.

有几个译者帮我们做事时， 满腔热情，做得又快又好，从国外向大陆付款，确有技术性难题。 但当我和他们谈起付款的事时，好像他们头都大了。结果他们有的说，罢了，你这个朋友我交定了，这钱我不要了还不成吗？有的说，放放再说吧。 还有一个，干脆不见了，怎么找也找不到。大半年过去了，还是无法付款。虽然都是小钱，最多的才$120, 但总是块心病。如果拖得太长，我辞工了，或被Laid-off 了，这钱可就真的打水飘了。 我不打算说出名字，我的债主，你们看到这个帖子，请尽快找我。
我在想，接轨接轨，喊了快20年了，金融银行服务这一块， 怎么还接不上呢？

看来你是遇到了好人。如果大家都这样，世界肯定更美好！
我也在前不久遇到给国内译者付费难的问题，所以考虑通过香港银行在中国的分行开户来解决这个问题。不过香港行每次给国内银行转帐费用也要150至200港币，太小量不值得.所以考虑通过国内的朋友代付少量译费，然后我再一起结算。
如果过了一段时间，你仍然找不到较合适的付款方式，也许我能帮你一忙。

我的方法是让赖帐的家伙上Blue Board（不仅限于Proz），然后把网页转发给有关的人，如果你知道谁是老板效果会更好：毕竟树要皮人要脸嘛。一家泰国公司欠了我一年多，当初我还在他们的曼谷总部干过几天呢；我催了无数次，人家连邮件都懒得回。上个月底我让他们搂了一下脸，第三天他们答应付款，第五天我就收到钱了。有类似惨痛经历的人不妨试一试。
