Couple of things to note:
1. Even if you have to start with "hi", at least try to show the fact that you know who you might be speaking with. The best thing to do is obviously start with "To whom it may concern". Dear colleague is ok; so long as you don't say "dear,", that's all good. My rule of thumb is immediately delete all emails that start with "Dear, (body of email)".
2. "I'm good at English - Simplified Chinese translation of IT related fields." - frankly speaking, you'd be better darn good at this - from a recruiter's POV, why bother applying if you are not good at it, right? This is sort of redundant.
3. Sequence. I'd recommend starting with "I saw your post..." then move into introducing yourself. You can say, "im a ....based in China", but not IN China.
4. If you are responding to a specific job posting, you should highlight (briefly) why you'd be a good fit for the position. Avoid "looking forward to future collaboration" - you want to collaborate with them on this very task so you'll most definitely want your email to highlight this point.
