I think it is acceptable to translate this into surplus or disused water. The word “surplus” may imply that the overall power generation capacity in China could have exceeded demand. From what I have read from market information, that could be the case. China is shutting down coal mines and calling for less coal consumption, so in the future coal-fired power generation capacity could decrease. But…God knows what will happen next.

So far 弃水 happened because of inadequate hydropower transmission capacity, or possibly, overcapacity.
I translated it into rejected water, as I thought of ethane rejection after failing to find an English equivalent online. It looks like a similar situation to me. Ethane extractors did not extract ethane because of oversupply, and here, hydropower stations did not use water to generate power, probably for the same reason, oversupply. Oversupply is the wrong word, because power can’t be stored, so overcapacity.
That said, surplus water, disused water, or rejected water are no technical terms. ▲ Collapse

Are you sure it passes through the turbines? Jun 3, 2015

This is the main issue - from what I can see, most hydropower stations do not allow water to flow through the turbines when not generating, to reduce wear. So I couldn't find a term for the phenomenon. If it's not flowing through the turbines, then it's just overflow or excess discharge.

From what I have read from the last reference, I think some hydropower generating dams are equipped with water discharging facilities, so water passes through the dams but is not used to generate power during the wet season because of what they said insufficient transmission facilities. I am not so sure if this disused water passes turbine blades now, since this guy in the second reference said it should have passed through turbines. It seems that I have read contradictory information on whether disused water passes through turbine blades. Sorry if that is a mistake.

I think it is still necessary to define 弃水, as hydropower generating dams may discharge water during the dry season to clear sediments. (http://news.sohu.com/20150307/n409465974.shtml)
