1、作出决定/决策和做出决定/决策,哪个规范?
2、dictionary何时译成字典、何时译成词典、何时译成辞典?有何依据?

根据《现代汉语词典》(商务印书馆1986)的解释:
字典:以字为单位,按一定次序排列,每个字注上读音,意义和用法的工具书。
词典/辞典:均指收集词汇加以解释供人检查参考的工具书。

区别就在于“字”与“词汇”吧。
关于“词”与“辞”,有网友有以下解释,引用如下:
辞和词在“言词”这个意义上是同意词,可以通用。

在汉以前的古代,人们一般只说“辞”而不说“词”。汉代以后逐渐以“词”代“辞”。

其实,辞和词还是有细微的差别的。“辞”的古写为“辤”,即“受”+“辛”。辛者,大罪也,故“受辛”原意为辩讼,打官司。后引申为“口供、政令”之意。
所以,严格的讲,“辞”比“词”更为严肃、正规一些。
