1、作出决定/决策和做出决定/决策，哪个规范？
2、dictionary何时译成字典、何时译成词典、何时译成辞典？有何依据？

根据《现代汉语词典》（商务印书馆1986）的解释：
字典：以字为单位，按一定次序排列，每个字注上读音，意义和用法的工具书。
词典/辞典：均指收集词汇加以解释供人检查参考的工具书。

区别就在于“字”与“词汇”吧。
关于“词”与“辞”，有网友有以下解释，引用如下：
辞和词在“言词”这个意义上是同意词，可以通用。

在汉以前的古代，人们一般只说“辞”而不说“词”。汉代以后逐渐以“词”代“辞”。

其实，辞和词还是有细微的差别的。“辞”的古写为“辤”，即“受”+“辛”。辛者，大罪也，故“受辛”原意为辩讼，打官司。后引申为“口供、政令”之意。
所以，严格的讲，“辞”比“词”更为严肃、正规一些。
